In a statement, the city said the iPad 2 tablets have replaced the laptops the councilors had been using during council sessions.
Aside from increasing the efficiency and performance of council members, Mayor Jejomar Erwin S. Binay said the equipment upgrade was in line with the city's thrust for ‘e-governance’ that was initiated in 2007 by then local executive and now Vice President Jejomar C. Binay.
According to the mayor, the paperless program of the City Council was in line with the overall mission of the city government to help the country and the world lessen consumption of paper and save the earth.
“Numerous trees are cut in different countries, including the Philippines, to meet the demand for paper by institutions and organizations,” he said, “and logging has been done more rapidly than the replacement of trees.”
Binay also said that the floods, landslides and the erratic weather we have experienced are aggravated by the cutting of trees. Through the paperless program, he said Makati City has been able to “lessen the pressure exerted by humans upon the environment.”
The paperless program has greatly lessened the use of paper in documentation and transmission of information among the members of the City Council, and at the same time facilitated communication among them.
City Councilor Arnold Magpantay said that the program has reduced the layer in the transmission of documents since communication can be sent directly to council members without the documents being received by the office staff of the councilors.
“The councilors can receive the session agenda, minutes of meetings and other documents from the different committees and offices any time and wherever they are,” he added
“This process has informed the council members on important issues faster than when paper was used. It has made us do our work immediately and efficiently, and more easily, too,” he explained
The Councilor said in the future, the council members are envisioned to participate in the sessions even if not physically present, and know the progress of the draft ordinances, provided that a quorum has been attained for those physically present in the sessions.
The iPad 2 tablet is equipped with a sim that is powered by the telecommunication company preferred by the user and allows wifi access. Besides writing notes into the tablet, the council members can use its dictionary with legal terminologies that help them in their legislative functions.
The iPad 2 is the second generation of the iPad, a tablet computer designed, developed and marketed by Apple.
