On 1 February 2010, the Minister for Communications and Information Society, Mr. Valerian Vreme, signed a contract for the financing from structural funds of the 'Development of electronic services for citizens and businesses in the county of Tulcea' project.

This project aims to develop and increase the efficiency of public services for citizens and businesses in Tulcea. For this purpose, an integrated information management system and internal flows of resources were implemented to meet citizens' and business requirements.

The integrated information system aims to:

  • Provide citizens with fast and efficient access to electronic services of online local government, by using the facilities offered by the portal or call centre;
  • Redefine the relationship between citizens and local government through information technology;
  • Increase the administrative capacity of local public institutions to fulfil their role and objectives and ensure the provision of information and public services;
  • Provide information and electronic services along with traditional procedures, considering that the share of electronic services will grow faster in the first three years of operation of the system;
  • Promote the use of the Internet and call centre technology in local government institutions;
  • Increase the transparency of the use and management of public funds;
  • Reduce public expenditures, fighting corruption in bureaucracy and local authorities;
  • Minimise direct contact between officials and citizens at the counter or the operator;
  • Promote collaboration between public institutions providing public services electronically.

75 trained people will use this computer application. The total cost of the project is RON 6 818 978 (approx. €1.6 million) and the total amount eligible is RON 5 499 176 (approx. €1.3 million), RON 5 389 192 (approx. €1.2 million) of which is the amount of the granted funds. 18 months is the project's implementation period.

Furthermore, by implementing the system, citizens and business representatives will avoid any physical presence in public authorities' premises and they will no longer be restricted by the working hours of a public service.
