NL:‘Vision document on eGovernment 2017’ envisions savings for government & convenience for citizens
The Minister said: “In four years time everyone will be able to handle their administrative matters electronically. The government will reduce the paper communication with citizens and businesses as much as possible. In 2017 not only the government but also provinces, water boards, municipalities and government agencies will switch from paper communication to digital. The use of a personal and secure email box mijn.overheid.nl will therefore be strongly encouraged.”
Replacing paper forms with electronic ones can save for the government between €300 and €350 million per year. Moreover, it is more convenient for anyone to perform their administrative matters with the government at any time, even outside office hours. The Minister said in this regard: "Getting paid with packs of banknotes and coins was stopped long ago; everybody gets their salary, pension or benefit in a bank account, and therefore everyone is accustomed to online payments. It is now the right time for the government to also go digital."
People who do not have a computer or who do not feel confident to use one can seek help at town halls, community centres or public libraries. The main point is that the communication with the public should become as digital as possible; however, exceptions are allowed. People can still have personal contact with the public administration staff, by phone or in person. Sometimes this is even necessary to have the applicant’s identity and passport verified for the issuance of a passport or a driving license.
The electronic communication with the government should be safe, at least as safe as paper communications. For this purpose, the government is closely watching at the municipalities and the various services for more secure forms of identification, such as the continuation of DigiD that requires a username and password sent via SMS. In addition, the computer systems of government must be properly secured. For the government to be able to handle administrative matters electronically, it is important to have the correct information. From 2013 anyone will have access to their data stored in the Municipal Administration (Gemeentelijke Basisadministratie - GBA, in Dutch) to view and check.
