Minister of Information and Minister of State for Youth Affairs Sheikh Salman Al-Sabah said on Monday Kuwait's political leadership attaches much attention to, and pins many hopes on, a national e-legislation conference due here on June 9.

Speaking at a joint news conference with the general coordinator of the conference, MP Yaqoub Al-Sanea, the minister said: "The political leadership attaches much attention to the two-day conference, while legislative, executive and judicial bodies count on it to attain a quantum leap towards the e-government project." He voiced much happiness both legislative and executive authorities will meet together during the conference to be held under the aegis of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah.

He said National Assembly Speaker Ali Al-Rashed and HH the Prime Minister Sheikh Jaber Mubarak Al-Hamad Al-Sabah pay much heed to the gathering.

The e-government project will lead to the provision of diverse services and activities in order to cope with globalization and information and digital technology, he said.

"This work has something to do with the hopes and vision of HH the Amir to transfer Kuwait into a world financial and trade hub by using messaging technology, data transfer and provision of governmental and non-governmental services," he said. "This project will help in the creation of a high-quality e-government," he added.

He said the government has been interested for a long time in information technology so it has established the portal of the State and adopted a single signature that can help in the identification of beneficiaries from services and information.

The government has provided a total of 742 electronic and informative services through 51 official and unofficial bodies until April 2013, as 1.8 million people visited the portal, up 300 percent over March's figure, the minister added.

Kuwait's win of the best e-project for recruitment during the World Summit on the Information Society (WSIS) in 2013 shows that the State of Kuwait attaches a special attention to information technology, he boasted.

Furthermore, the government is interested in overhauling e-legislation, creating a congenial legal atmosphere for business development and providing new jobs, Sheikh Salman said.

However, the minister underlined the significance of enacting e-legislation that could ensure personal and intellectual property rights and safeguard public order without infringement upon freedoms.

For his part, the general coordinator of the conference, MP Yaqoub Al-Sanea, appreciated HH the Amir's sponsorship of the conference, thanking the minister of information for his great role in preparations and arrangements for the conference.

The two-day conference touches upon key concepts including sustainable development and governmental development drive, he added.

He boasted that all those partaking in preparations for the conference are Kuwaiti volunteers wishing to put the e-government project in place.

The significance of the gathering springs from an e-legislation that will be presented by the legislative and executive authorities, with concerned bodies to be given the chance to discuss and voice opinions on laws to be submitted and to give solutions to obstacles as well as to link different state agencies together online, he pointed out.

Kuwait needs a quantum jump to attain the e-government goal through pieces of legislation that could contribute to putting the e-government project in place, he concluded.
