Speaker of the National Assembly Ali Fahad Al-Rashed highlighted the urgency of applying the integrated e-legislation system.

Announcing the recommendations of the National Conference on E-Legislation on Monday, Al-Rashed said the conferees agreed to send a cable of gratitude to His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah for patronizing the conference and attending its opening session.

Similar cables will be sent to HH the Crown Prince Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, HH the Prime Minister Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah, and Minister of Information and Minister of State for Youth Affairs Sheikh Salman Sabah Al-Salem Al-Sabah, he said.

"The conferees asserted the need of making concerted interagency effort to ensure early application of the e-legislation system, saying it's a matter of great urgency in the country's drive towards innovation and development," Al-Rashed pointed out.

"The three authorities (the executive, legislative and judiciary) need to develop the necessary technical procedures to ensure easy access to e-services by all internet users and prevent fraudulent practices and online crimes.

"The developers of the e-legislation system have to pay special care for the people with special needs and the elderly seeking e-services," he said, citing the final communique of the gathering.

The e-legislation project should be open for public debate in a bid to take into account the needs and aspirations of all walks of life and ensure successful application of the system, he said.

Al-Rashed underlined the need of promoting the e-culture and eradicating e-illiteracy among the public particularly the civil servants through compulsory training courses.

He also called for benefiting from the experiences of other advanced countries in this domain and working with regional and international organizations notably the GCC Secretariat.

The conferees call for supporting the Central Agency for Information Technology (CAIT) role in facilitating the data and information sharing among the various state departments and codifying the terms used in the e-legislation system.

They also call for promoting the e-services at the judicial authority in order to facilitate the procedures of litigation and arbitration, Al-Rashed went on.

They recommend launching a body for specifying the information quality and the standards of quality e-services at all sectors.

They urge coordination with the Public Authority for Civil Information (PACI) to build a legal infrastructure for controlling all e-services including the e-transactions, signing, document, master key, and privacy as well as the data protection.

Al-Rashed suggested launching a website for the just-ended two-day conference to brainstorm ideas among the state departments as well as citizens on how to leverage the e-legislation system.
