Dong Nai City is orienting and implementing a range of solutions to develop technological and digital infrastructure in tandem with urban development. Among the city’s priorities are strengthening data connectivity and improving the effectiveness of the Intelligent Operations Center (IOC).

The city is also focusing on building smart industrial parks, managing infrastructure, energy and environmental systems, urban infrastructure management, and developing digital technology services, e-commerce, and logistics connected to Long Thanh International Airport.

Prioritizing infrastructure and data development

In early April 2026, the Dong Nai Provincial People’s Committee (now the Dong Nai City People’s Committee) issued Decision No. 1383/QĐ-UBND promulgating the Digital Architecture Framework for the locality. The framework is built to create a unified, synchronized, and long-term architectural framework for the development of digital government, digital economy, digital society, and smart urban systems across Dong Nai, while ensuring alignment, compliance, and systematic inheritance of national-level architecture frameworks.

Many experts believe that the Digital Architecture Framework will not only improve governance but also help shape and drive Dong Nai City’s future development. Hoang Hai Liem, Solutions Director of Sun Viet Telecommunications - Informatics Technology Development Joint Stock Company (SVTECH - headquartered in Ho Chi Minh City), stated that the Digital Architecture Framework places data at its core. Dong Nai has proactively developed a roadmap for implementing the Architecture Framework in the city. The development of a modern digital government, operating based on data, aims to ensure that the leadership, direction, and management of authorities at all levels are supported and decisions are made based on data, analysis, and forecasting.

The city’s IOC is currently accelerating the completion of dashboards to support monitoring the reception and processing of administrative procedures. At the same time, departments, agencies, and relevant units are prioritizing solutions to connect and integrate information systems and specialized data sources into the city’s IOC platform.

Alongside these efforts, residents and businesses are gaining easier, more transparent access to online public services without administrative boundary limitations. Data becomes a strategic resource of the city, managed uniformly, shared according to law, and effectively exploited to serve socio-economic development.

Le Hung Nam, Solutions Director at HPE Vietnam, noted that one key solution for smart urban governance is the application of management technology based on an urban digital twin. This solution will effectively support urban planning, management, forecasting, and responding to environmental, traffic, and climate change issues. To promote smart urban development, in addition to digital technology solutions, the locality needs to focus on green, smart planning, sustainable infrastructure development, and strengthening cooperation and transfer of modern technology.

Orienting and implementing many key solutions

Dong Nai City focuses on digital transformation to serve smart urban governance, aiming to form a professional, modern administration, shifting strongly from management to service, with people and businesses placed at the center.

To achieve this, the application of artificial intelligence (AI), the Internet of Things (IoT), and Big Data in smart urban governance, environmental management, and improving the quality of life for people is one of the important solutions in the context of new development.

Deputy Director of the Department of Science and Technology Nguyen Minh Quang said in the coming time, the city's science and technology sector will focus on implementing key solutions for carrying out Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation; synchronously deploying the Digital Architecture Framework across the locality from the city level down to communes and wards, with specific decentralization and task assignments to avoid overlap. The Department of Science and Technology will proactively review and synthesize data from departments, agencies, communes, and wards in the city to form a centralized digital data warehouse for the city, creating a data platform for applying digital and modern technologies to smart urban governance and operation.

Deputy Director of the Department of Health Le Quang Trung said to promote digital transformation associated with a smart governance model, Dong Nai's health sector will focus on implementing key solution groups for improving digital infrastructure; developing human resources; standardizing and circulating data; and strengthening inter-sectoral cooperation. In particular, the health sector will focus on investing in upgrading network systems, data centers, and information technology equipment; ensuring synchronous connectivity from the city level to the grassroots level.

At a seminar on digital transformation orientation in support of smart urban governance held in early May 2026, Member of the Standing Board of the City Party Committee, Vice Chairman of Dong Nai City People's Committee Le Truong Son said to clarify the orientations and solutions for digital transformation serving smart urban governance, Dong Nai City needs to focus on key issues related to digital platforms and data, smart urban governance based on an urban digital twin, applying digital transformation in areas closely serving people's lives, and comprehensive digital safety.

The leader of the City People's Committee assigned the Department of Science and Technology to lead and coordinate with the Office of the City People's Committee and relevant units to synthesize all opinions and technological solutions proposed at the seminar. Thereby, they will advise and propose to the City People's Committee to update them into Dong Nai City's digital transformation plan and Smart City Project, contributing to building Dong Nai into a smart, modern, and livable city.
