
By 2030, Ho Chi Minh City aims to have 100% of public areas with free high-speed Wi-Fi, 5G coverage for 95% of the population, and to pilot 6G in key areas.
In the recently issued Smart City Development Plan for the period 2026-2030, with a vision to 2045, the Ho Chi Minh City People's Committee identifies the development of digital infrastructure as one of the foundations for building a smart city, aiming to improve service quality, governance efficiency, and the quality of life for its citizens.
By 2030, the city aims for 100% of public areas to have free high-speed Wi-Fi; 95% of the population to have 5G coverage; and to pilot 6G in key areas.
To achieve these goals, the plan identifies the synchronized development of telecommunications infrastructure, broadband internet, and the Internet of Things (IoT) infrastructure across Ho Chi Minh City. The digital infrastructure will be built to meet the requirements for connectivity, data sharing, and support for smart city governance and management.
The project also sets out the task of developing a smart city operational data center for the city, connecting with the national data center, ensuring cybersecurity, information security, and protection of personal data for the entire smart city system.
Another key solution is the development of a Digital Twin platform, integrating spatial data, ground data, underground data, airborne data, and a real-time IoT sensor network to support comprehensive urban simulation and management. The city is also promoting the connection, integration, and exploitation of interdisciplinary data to support analysis, forecasting, and decision-making.
According to the plan, the development of digital infrastructure is not only linked to technology investment but also goes hand in hand with the goal of narrowing the digital divide, enhancing the digital capacity of citizens and the workforce, and gradually forming a community of digital citizens participating in urban management and development.
The plan also requires that the deployment of infrastructure and technology platforms must ensure connectivity, integration, and interoperability with existing systems and national platforms; prioritizing the application of open standards, modular design, scalability, upgradeability, and avoiding dependence on a single vendor or closed technology ecosystem.
