The Penitentiary Service of Armenia had envisaged introducing the e-penitentiary electronic governance system (“Information Register for Detainees and Convicts”) under the 2019-23 Strategy on the Penitentiary and Probation Sectors of Armenia and the 2019-23 Action Plan in order to increase effectiveness of the activities of the Penitentiary Service, reduce document circulation and ensure effective, transparent and accountable governance in line with the trends for the development of innovative technologies, as reported the Public Relations Department of the Penitentiary Service of the Ministry of Justice of Armenia.

To implement this, the Central Body of the Penitentiary Service and 12 penitentiary institutions have already set up a corporate network, replenished penitentiary institutions with necessary technical equipment (computers, ID cards and fingerprint reading devices, etc.), provided the necessary software solutions and furnished a server room (data collection center).

The e-penitentiary system will fully incorporate information about all the functions being carried out for detainees and convicts, the documents that are prepared for them, their conditional early release, change of regimes of serving of punishment, visits and training under the legislation on detainees and convicts.

One of the advantages of the automated system is that there will be an opportunity to receive reports in any format and conduct analyses and it will be combined with the e-governance systems of other government agencies.

Penitentiary officers have started taking training courses to acquire the skills required for using the system, and the e-penitentiary system is expected to be fully operationalized in 2021.
