The setting up of electronic land and business records drew closer to fruition last Friday after the Treasury signed a Sh4.6 billion loan agreement with the World Bank.

The loan brings the total amount given for automation of government records – under the Integrated Financial Management Information System (IFMIS) initiative – to Sh14.1 billion.

The project also involves establishment of public-private partnerships (PPPs) in e-government, immigration and population registration system, improving information and cyber security.

“The proposed investment to be undertaken by the government of Kenya will have a direct impact towards increasing access to information technology in both the urban and rural areas. This will in turn generate many employment opportunities for our people,” said Finance minister Njeru Githae.

The additional funding will also finance ongoing activities such as the virtual network between universities, implementation and launch of additional digital villages and content grants.

The entire project is dubbed Kenya Transparency and Communications Infrastructure Project (KTCIP).

Friday’s loan was signed between Mr Githae and the World Bank country director Johannes Zutt at the Treasury.

IFMIS reengineering was launched two years ago with the intention of leveraging government creation of a complete e-government programme.
