Over P42 million budgeted for the e-Government project was last year transferred to the Directorate of Intelligence and Security (DIS), Parliament heard yesterday.

The Minister of Transport and Communication (MTC) Nonofho Molefhi confirmed that a total of P42, 515, 330 was transferred to the DIS by a Letter of Authority, with P30 million transferred on April 20, 2012, and the rest on October 17, 2012.

The funds were utilised for the deployment of government Information Technology (IT) security that is crucial in protecting government systems from intrusions and other external threats, Molefhi said."In this case it was used for the deployment of an encryption system for the government," he said. The minister added that the IT security projects that were being carried out, some of which are still ongoing, are classified and security sensitive. He said he could therefore not reveal the detailed breakdown of what exactly was bought.Molefhi said while the MTC provides a centralised budget for the e-Government, for cases where another ministry implements a particular project, his ministry transfers the funds as would have been provided for.

"Once the funds are transferred to the [DIS] they have the ultimate responsibility for accountability through the appropriate security structures," he said.Minister Molefhi was answering Gaborone Central Member of Parliament (MP) Dumelang Saleshando who wanted to know if any funds budgeted for the e-Government project were transferred to the DIS and what purpose the funds were utilised.
