The High Judicial Council (HJC) held a ceremony to highlight its brand new electronic court management system supported by a Data Center which is financed by the European Union.

The Chief Justice Farid Jallad, president of the High Court thanked the EU Representative Mr. Christian Berger for his continuous support.

The HJC managed to upgrade to a new electronic court management system (MIZAN II); which in three months will be fully activated and functional in all courthouses in the oPt. The EU funded Seyada project provided assistance and training to the HJC on the Data Center developments.

The Data Center exchanges judicial information between the HJC and other governmental institutions as well as the Palestinian Bar Association. This interconnectivity between institutions is the first step for a fully functional e-government. It is worth noting that the HJC is setting the path for an electronic exchange of information and other governmental institutions may benefit from this development.

In his opening speech, the Chief Justice highlighted the importance of the Data Center and added “utilizing electronic court management system and connectivity between the HJC and other governmental institutions will overcome bureaucracy, speed courts’ proceedings and will improve the execution of judgments. In this occasion I would like to thank the EU and Seyadas’ team for their continuous support to the justice sector in Palestine“. In his turn, Mr. Berger reaffirmed to the audience the continuous commitment of the EU to support the development of a strong independent judiciary and added that 'the EU is supporting the Information Technology Department of the High Judicial Council through a number of different activities. This new, cutting-edge technology offers the HJC numerous possibilities for future growth, new functionalities, and better management of information and most importantly provides the general public with better access to justice'.

Seyada II is implemented by a consortium led by ICON-INSTITUT Public Sector GmbH and including the Belgian Development Cooperation Agency (BTC-CTB) and the Centre for International Legal Cooperation (CILC).
