The Federal Public Procurement and Property Administration Agency (FPPA) along with its key partner organizations, on Thursday unveiled a five-year Electronic Procurement Strategic Document and Action Plan, which is said to implement an electronically aided procurement dubbed e-GP or [e-Government Procurement].
Designed by the agency in collaboration with the Ministry of Finance (MoF) and Ministry of Innovation and Technology (MoIT) – the latest roadmap - identified as e-GP System Implementation Strategy and Road Map – is believed to help transform the existing conventional procurement system among pubic organizations to a modern and digitally aided procurement system by leveraging information and communication technologies.
According to officials, the roadmap has been designed in lieu with the country’s ongoing reform aimed at guiding the introduction of e-GP system; a strategy covering a period of five years from 2018 to 2023.
As stated in the document, the latest system has strategic objectives mainly in: Improved Governance through enhanced transparency and accountability, Effectiveness through management information and efficient process, and Socio-economic development through competitiveness and improved investment climates.
The Strategic implementation roadmap was officially launched during a half-day workshop conference of MoF witnessed by senior officials of various organizations and partners.
Speaking at the event, Director General of FPPA, Marta Luwingi said that “these new approaches to conducting procurement will not a have significant impact across the whole procurement system but will impact how the FPPA performs its regulatory role”.
She also indicated that the latest digitally aided platform or e-GP will help reduce cost, time and corruption facilitating transparency and quality in the services.
“We identified eight institutions including innovation and technology, water and electric for pilot implementation of the e-GP starting from the month ahead,” she stated. “The introduction of this latest system will be done under a carefully developed strategy which takes into account Ethiopia’s readiness for e-procurement and capacity of both the public and private sectors.
In a bid to implement the roadmap, a Memorandum of Understanding (MoU) was signed between the agency and the Ministry of Innovation and Technology (MoIT) followed by the official launching and briefing of the Strategy and Roadmap document at the Conference Hall of the Ministry of Finance (MoF).
Speaking about the agreement, Innovation and Technology Minister, Getahun Mekuria (PhD), said the MoU will transfer FPPA manual services into online tendering processes that enable the country be up-to-date in technology.
“We should not stick with the traditional procurement system we have been doing for the past 50 years,” he said.
“We should go in-line with the fast growing technology system. The electronic procurement helps reduce the manual process and service, especially in tenders”.
According to Getahun, the home-grown technology can be improved in case of any legal review in procurement services.
State Minister of Finance, Eyob Tekalign (PhD) witnessing the ceremony, welcomed the launch of the technology and praised FPPA, MoIT and Word Bank experts who played the main ‘experts’ role in preparation of the document.
“With the enhancement of this technology, the e-GP will be able to satisfy national requirement based on international standards,” the state minister said asking participants to applaud and praise Getahun and his team for their effort to realize such a breakthrough technology.”
According to the strategic document seen by The Reporter, the new system is expected to be incorporated and streamline an end-to-end procurement process and related functions from planning to contract monitoring and payment while applying a tighter control over spending and product preferences.
