National registers and information banks are one of the most important projects of the E-Government initiative set to be incorporated in the 11th five-year plan.

Assistant Minister of Communications and Technology Ahmad Basel al-Khashi said in a statement to SANA these registers include the civil, judicial, health and the real estate among other registries.

He pointed out that the Cabinet has asked all ministries to include the projects for building their own national registers and making them available for electronic exchange within the coming five-year plan.

Al-Khashi added that work is currently in progress to incorporate basic service projects of some ministries to make them available electronically at specific dates, which will help make a progress in terms of increasing the competence of government performance in offering services.

He pointed out that a number of services have been accomplished in this field including those related to paying water, telephone and electricity bills, issuing summary of judicial record, ID cards, property ownership statement, proof of residence and passport application and registration in public schools and universities.

He also referred to a number of projects of joint service and infrastructure to be incorporated in the plan of the Ministry of Communications and Technology, including Registered Email, E-Card, E-Payment, while infrastructure projects include basically setting up a Government Secure Intranet to exchange information.

Al-Khashi added that there are a number of e-service projects proposed by some ministries and public parties to offer interactive services in specific fields to bring about change in these fields in terms of the quality of services offered to citizens. These e-services include health programs, education and social services.

As for funding the E-Government initiative, the Assistant Minister said it is expected that the government will allocate SYP 50 billions (1 USD is equivalent to about 47 SYP) in the coming five-year plan.

The Ministry of Communications and Technology launched in 2009 the E-Government initiative in cooperation with the UNDP to be implemented in a three-stage process. The first stage, which continues to the end of 2010, includes preparing and publishing information concerning government services and following up on the construction of national information banks.

The second stage extends from 2011 to 2013. It includes launching more interactive services and expanding the base of offering these services to include all means of communication and presenting a unified image of government services.

The third stage, which will continue from 2014 to 2020, includes achieving advanced transformations in the way of offering government services by which citizens can get complete services electronically.
