According to a study conducted by Frost and Sullivan’s Growth Partnership Service, eGovernment initiatives are gaining momentum in Europe and are now being complemented by mobile government (mGovernment) services. This is seen as part of a strategy to improve the efficiency of Government systems.

New analysis from Frost & Sullivan finds that the increased penetration of mobile phones and mobile technologies are generating increased potential for the mGovernment market and are offering an unmatched platform for enabling the establishment of Smart Government.

The study goes on to add that countries such as Germany, Sweden, Estonia and Netherlands have conducted many pilots that have increased citizens' accountability for government policies and procedures and appear to have met with some success.

However, Analysts feel that the digital divide in Europe could present a stumbling block as it will limit the participation of citizens that do not have access to mobile technology. In addition, the inability to transfer data securely across networks could add to the problem of digital divide.

Frost & Sullivan Research Analyst Jayashree Rajagopal noted in a press release that Smart Government has evolved with the inclusion of mobile technologies and while the Internet has been a major tool in fostering smart Government recently, it is mGovernment that has emerged as a more effective and inclusive platform.

“To ensure collective success, there is a need for uniform regulations that would bring disparate mGovernment initiatives within a country under a common platform,” stated Rajagopal. “To successfully incorporate ICT into governance, it is necessary to create an identity for each citizen - this will help governments develop solutions that will address all citizens, while enabling effective resource utilization.”Analysts feel that for effective adoption of mGovernment services, awareness among citizens should be created and they should be encouraged to participate in mGovernment initiatives.
