EU leaders have agreed to speed up digital policy-making and agreed at their summit in Brussels to complete the Digital Single Market legislation by the end of 2018.

Despite considerable progress, work in this area needs to be accelerated in order to meet this deadline, the European Council said in a statement. The Council of telecom ministers will discuss at its next meeting 24 October how to accelerate the process and prioritise work on the Digital Single Market.

The new targets are agreements between the Council, Parliament and Commission by the end of 2017 for geo-blocking, audio-visual media services and parcel delivery.

By June 2018, the co-legislators should also agree on the free flow of non-personal data proposal and the electronic communications code. In particular, more trilogue talks on the ECC are needed to ensure coordination of spectrum for 5G networks by 2020, the Council said.

Furthermore, negotiations on copyright and on the Digital Content Directive should be pursued as a matter of priority, the Council added.

Other digital issues discussed at the summit included implementing the recent Tallinn declaration on e-government, greater coordination of cybersecurity efforts and intensifying discussions on combating illegal online content. In addition, the Council asked the European Commission to put forward a European approach to artificial intelligence by early 2018.
