At the end of March 2012, the eHealth Suisse steering committee drew up an interim assessment concerning the implementation of the 'Swiss eHealth Strategy'.

According to the Federal Council's decision, the 'Swiss eHealth Strategy' of the Confederation and the cantons is valid until 2015. It contains 21 objectives set out in three fields of action, namely: electronic patient records, online services, and the implementation of the strategy.

Following the interim assessment, almost half of the planned objectives received the status ‘achieved or ‘mostly achieved’, while the other half reached ‘mostly not achieved’ or ‘not achieved’.

Most of the objectives on which the Confederation and the cantonal coordination body 'Conférence suisse des directrices et directeurs cantonaux de la santé' (CDS) - gathering all the cantonal government members in charge of health policy - have a direct influence, were achieved (with some delay, in some cases). This applies in particular to the organisational and legal framework conditions ("eHealth Suisse"’s work, launch of the federal bill). The objectives that depend on other actors’ initiatives were either not met or only partially met. It is so for instance for concrete implementation projects.

In order to achieve optimum results in this area, the assessment conclusions suggest, it would be necessary to create (framework) conditions, which are not however mentioned in the objectives of the strategy. To do so direct or indirect incentives measures would be required, to encourage all stakeholders to work more closely together and to change the way they operate.
