Gulf Cooperation Council (GCC) participants at a public service and eGovernment workshop in Manama have agreed to expand public service provision for people with special needs.
The expansion will be achieved through a policy that uses various communication tools to enhance access to all segments of society, in line with the international standards.
The participants were reviewing the GCC’s experiences in the fields of public service and eGovernment at local and regional levels during the UN Public Service Day 2013.
Other recommendations related to the GCC’s role in adopting the best international practices and experiences included expanding the activation of innovative electronic channels to promote public service for all segments of society, while taking into account the complaints and proposals from users.
“This will enhance the transparency in government work and provide effective services that will satisfy the client needs,” they said on Wednesday.
The participants emphasised the importance of building partnerships with the private sector in the provision and convenient delivery of eGovernment services, particularly those common and shared services between the GCC and building the knowledge economy through the exchange of success stories among the GCC countries for sustainable cognitive development.
Another recommendation made by the participants was to focus on sharing national experiences and supporting national human resources in this field to trigger the spirit of leadership, innovation and excellence.
The workshop urged cooperation in the field of information security to protect the GCC’s information and infrastructure from cybercrime and the adoption of joint initiatives that can bring short-term successes, including GCC network-governmental, and the GCC joint domain.
Referring to the transfer of the GCC’s experience to other countries worldwide and the strengthening of ties with international organisations, the participants agreed to “emphasise the importance of conducting international conferences and transferring the GCC countries’ initiatives to various countries worldwide, especially those striving to promote electronic services.”
They agreed that the GCC should “build solid partnerships with regional and international organisations in order to exchange knowledge and strengthen cooperation.”
An integrated GCC platform should be established to include the projects and success stories from the region that won regional awards so that they are available for various countries, the participants said.
They added that the GCC should also “stress the need to take advantage of international standards and policies applicable in the fields of public service and eServices.”
Organisers said that 20 GCC initiatives in public service were shared during the workshop session with the aim of exchanging experiences and success stories in different domains.
These included the GCC integrated eGovernment platform, smart government applications, complaints Systems as well as systems relating to monitoring performance, information security and protecting users’ information.
