In the first phase, Capgemini will design and build IT systems and introduce more efficient working practices in an integrated programme of business process re-engineering and technology transformation. In addition Capgemini will also run the IT systems on an outsourced basis for the next ten years, along with the majority of the council's existing IT systems.

Initial discussions of outsourcing and staff transfer caused controversy when first mooted in 2004. The council's plans to outsource its IT systems as part of its service@swansea e-government scheme was met with a bitter and hard fought eight week strike by IT staff.
Following detailed planning over the last twelve months, the first phase of the programme itself starts immediately with the transfer of Swansea Council IT staff to Capgemini under enhanced TUPE conditions which protect their terms and conditions of employment and their pensions.
