How Local Authorities and Partner Agencies can Take Things Forward

Patrick Clark writes about the immediate future of Gov Connects in the context of the transformational government agenda

The next stage in the Government Connect Programme will see the delivery of GC Core products to Local Authorities, who can sign up for them now. The Core products consist of: the GC Register, which enables single sign-on citizen authentication; GC Exchange, providing secure emailing between Local Authorities, Central Government and their agents and GC Mail, which enables secure communications to flow and interchange between central government and local government back office applications. GC Exchange and GC Mail will operate within a secure infrastructure and allow information to be passed on safely, minimising the threat from viruses, hacking or other data security risks.

89 Local Authorities have already signed up for a selection of GC products. Your Local Authority can sign up by submitting a Letter of Intent (LOI) and thus get started on the customer journey, outlined below:

  2. Once your LOI has been received you'll be contacted by an Account Manager
  3. Your Account Manager will work with your council and/or IT partner
  4. An Engagement Pack will be sent to you
  5. Your Account Manager will work with you and your IT partner through to your services’ go-live

We are continuing to engage Local Authorities around the country and are supporting Early Adopters of GC products in both their steps towards implementation and realising the benefits associated with the GC product set through business change.

An operations model will be created to ensure that Local Authorities using GC products will be fully supported after implementation has taken place. Local Authorities will be able to ring the GC direct line 0845 838 2945 to discuss any issues they may have with their dedicated Account Manager.

In the meantime, we will be working hard with Central Government departments to secure both their commitment to the principles of Government Connect and their involvement in the programme. We will also be working with Central Government to transform a number of Central to Local Government transactions, as part of the case studies which will arise from the Early Adopters scheme. We will be engaging with all our key stakeholders in order to enable the process of transformation.

A lot of work has been initiated to drive forward the business side of GC in order to assist Local Authorities to realise the full benefits of GC products. As GC is now moving forward into its implementation phase, it is crucial that the programme moves from being technology led, to being business benefit led. As part of the transition period we have stated the need to realign GC as an enabler of the Transformation agenda. By focusing on the second layer business case development and benefits (Central Government to Local Government), we will maximise the benefits associated with GC implementation. GC is improving and extending its guidance on change management, data sharing and implementation so that Local Authorities are in a position to implement GC products successfully. This guidance includes a Business case template, a Return on Investment (ROI) model and a Readiness Tool.

We will be working with Early Adopters to test out and improve these tools. We are going to develop and run regional transformation – early adopter benefit workshops using the DCLG Business Process Architecture. This will be done in conjunction with all of the regional partnerships and align with Regional Transformation Agendas.

Moreover, to support all Local Authorities, Government Connect is recruiting two Business Change Managers and nine regionally based Business Change Support Officers to assist Local Authorities with the business change and benefits realisation associated with GC product implementation.

The transformation of local government services will begin with the Local Authorities and partnerships who have signed up to Government Connect early on. We will develop case studies for service transactional change by working with a limited number of Early Adopters on specific transactions, applying GC products to bring about service transformation. These case studies will help us refine and simplify the customer journey for implementing GC products as well as the business change and benefits realisation tools and support that GC will offer Local Authorities.

We will be able to update registered GC users on the Early Adopters experiences at every stage of the engagement process. We will work with Early Adopters to baseline transaction information and define benefits measurements so we can measure and track both efficiency savings and benefits in terms of customer satisfaction. Business Change Support Officers will assist Local Authorities with this process. Snapshots of the benefits achieved will be taken 3 months from the start of implementation and every 6 months thereafter. This will help us to assess the impact of GC products on council services and update the case study profiles which will be indexed on the GC website. Vendor case studies will also be documented.

Government Connect is moving forward in this new and exciting phase which will see the visions and objectives of joint working between Local Government, Central Government, Voluntary Groups and their Agencies becoming a reality.
