London Connects, an e-Government agency has opened a tender for the appointment of a contractor to develop an online portal for access to public services in London.

The contract has been valued at between £500,000 and £1m and is the first phase of a £2m initiative aimed at meeting targets to bring all government services online by 2005. The yet-to-be-named service, will seek to enable residents, travellers and businesses in London to access services and information through a single portal.

Written applications are to be submitted by June 18 when four companies will be shortlisted for further discussion and final selection. London Connects has set itself the 'ambitious' target of finalising the tender process by October 1 with the hope of launching the portal in the middle of next year.

Roger Rickard, programme manager for the new portal said the project would be run along one of two models: either a single contractor would develop, host and manage the site or a contractor would be employed to develop the site to be then hosted and managed by a major stakeholder.

London Connects is a commercial e-agency, responsible for developing an e-government strategy for London in conjunction with London's 33 boroughs and the GLA.
