In light of its dedication towards the public sector, the Infocomm Development Authority of Singapore (IDA) received a special award in the United Nations (UN) e-Government Survey in New York, clinching the No. 2 spot in the global e-participation ranking. This award is shared with the Ministry of Information, Communications and the Arts (MICA).

"Earning the UN e-Government Survey 2012 Special Award further solidifies Singapore's place in the international market as a creator and driver of e-Government initiatives," said Kevin Chan, Centre Director Designate, Middle East, IDA Singapore.

"This international accolade encourages us to continue to innovate and excel in e-Government initiatives, as well as share our knowledge and expertise with fellow nations that are working towards improving the lives of their citizens through infocomm," he added.

In 2011, Singapore launched its e-government masterplan - eGov2015, which seeks to bring integration of systems, processes and service delivery from within the Government to beyond the Government, by guiding government agencies in the implementation of new ICT programmes over the next five years.

By exploring new platforms to engage citizens, such as crowdsourcing tools for ideas and initiatives, the Singapore Government is able to enhance public officers' capabilities in using new media tools to engage the public.

One such platform is the REACH (Reaching Everyone for Active Citizenry@Home) portal, which is the government's official e-engagement platform which connects with the community and encourages citizens' e-participation, feedback and suggestions to shape public policies. REACH taps on new media platforms, such as Facebook and Twitter to engage the public on national issues.

A wide array of e-participation tools is available on the REACH website, such as discussion forums, web chats, and blogs.

REACH constantly explores alternative platforms to further the Singapore Government's e-engagement and collaboration with citizens through e-participation.

Additionally, the Singapore Government's cloud strategy leverages the appropriate cloud for the suitable need by adopting a multi-prong approach to cloud computing. For instance, the implementation of a private government cloud (G-Cloud) for whole-of-government use is necessary when security and governance requirements cannot be met by public clouds.

G-Cloud enables standardisation, and sharing of computing resources and applications at the whole-of-government level. G-Cloud is expected to be available for deployment at the end of 2012.

Singapore's eGov2015 Masterplan is a testament to the nation's innovative development and use of infocomm for the purpose of creating a collaborative government that co-creates and connects with its people.

Earlier this year, Singapore ranked second in the Global Information Technology Report, published by the World Economic Forum in cooperation with INSEAD, for its leadership in e-Government – a record which was shortly followed by the nation ranking number one on the Waseda University's e-Government ranking. The e-participation index measures "e-information sharing" (the use of the Internet to disseminate relevant information by governments to citizens), "e-consultation" (interaction with stakeholders), and "e-decision making" (engaging stakeholders in the decision-making process). A country's e-participation index value reflects how useful these features are, and how well they have been deployed by the governments. The index offers insight into how countries are using online tools to promote interaction between citizen and government, as well as among citizens, for the benefit of all.
