The Government has revamped its online portal services to bring about a unified gateway to all Government services and information online.

Annoucing this at the e Government forum, Acting Second Minister for Finance Mr Raymond Lim said the revamp puts the user as the focus of attention. He said the eGovernment Action Plan II which is to bring about improvements in eGovernment activities also wants to delight customers and connect citizens.

He cited the Online Business Licensing Service, or OBLS, where applying for licences is now a breeze.

An applicant now only needs to complete one integrated form and perform a single payment for many licences, instead of a series of forms and separate payments.

And from the end of next month, there will be a Central Website for Unclaimed Monies which will list names of owners of monies being held by public agencies whichGovernment would very much like to return to the rightful owners.

So anyone who thinks he may have some money he can get back from Government should go to the website, type in his name and conduct a search.

Mr Lim said in the pipeline is the development of a national electronic payment hub, which will cater to all Singaporeans' payment needs online, and is expected to be ready by third quarter 2005.

It will offer an integrated, total bill payment experience.

Users can view and pay both Government and private sector bills online, using a payment mode of their choice.

They will enjoy the convenience of a one-stop payment portal and no longer need to contend with different payment websites.

Mr Lim said this new paradigm in service delivery ensures that needs are met without users having to deal separately with the Government and the private and people sectors.

He called this the 3P Integrate which represents a public-private-people partnership, through cross-boundary integration of people, private and public services, to provide totality of services to the user.

Mr Lim added that in order to connect with citizens, Government agencies have put online the thinking and rationale behind more than 85 per cent of their public policies, and over 60 per cent of policy consultations are conducted electronically.

He said eGovernment fundamentally is not about ICT or systems.

It is about serving the customer and connect with citizens in the best way possible.
