The Immigration Department will get $2 million over two years for biometrics software and equipment as part of the government’s bid to tighten Australia’s borders.

It comes as the government moves to expand the offshore biometrics program beyond 20 countries as part of a plan to establish a global network of visa application centres and biometric collection centres.

The new arrangements will see the introduction of user-pay arrangements for visa services and biometric collection services with third‑party service delivery partners, according to Budget 2014 papers.

The biometrics program is aimed at clamping down on identity fraud and improving national security.

Countries like Japan, France, Britain and the US have similar arrangements for visa processing and border security.

Meanwhile, Communication Minister Malcolm Turnbull will score carriage of the Office of Spatial Policy when it gets shifted across from the Department of Industry to the Department of Communications.

The office is responsible for coordinating spatial data management across Australian Government agencies.

The aim of this shift is to better support the rollout of the National Broadband Network and e-government initiatives.
