Taiwan helping to set up e-government in St. Lucia: envoy
Taiwan signed a memorandum of understanding (MOU) Wednesday with St. Lucia to proceed with the second stage of an electronization program in the Caribbean country, Taiwan's Ambassador to St. Lucia Tom Chou said Thursday.In a telephone interview with CNA from Castries, St. Lucia, Chou said the agreement was signed by Tseng Yun-chin, an executive of Taiwan's state-run International Cooperation Development Fund (ICDF), and Philip Dalsou, the permanent secretary of St. Lucia's Ministry of Public Service and Human Resource Development. The signing took place at St. Lucia's National Information and Communications Technology Center and was witnesses by Chou.
USA: Maryland law will allow state to put stimulus cash toward electronic health records
Maryland Gov. Martin O’Malley will sign legislation Tuesday that provides incentives for health care organizations to implement electronic health records.House Bill 706 allows the state to make use of federal stimulus dollars available for electronic health records and coordinate those efforts with the state’s own plan to create a state wide health information exchange.
USA: White House launches open government initiative
The administration launched a long-awaited open government initiative on Thursday, which included facelifts to federal Web sites, and garnered encouraging reviews from government transparency activists.Details of the plan, which was first announced the day after President Obama took office, included three phases of public participation via cyberspace, e-mail and traditional mail.

US-Strafvollzug greift auf Einreise-Biometriedaten zu
Das Texas Department of Criminal Justice (TDCJ) hat als erste Strafvollzugsbehörde in den USA am gestrigen Dienstag damit begonnen, Fingerabdrücke von Gefängnisinsassen standardmäßig mit Datenbeständen des Automated Biometric Identification System (IDENT) abzugleichen. In IDENT werden sämtliche Fingerprints gespeichert, die Grenzbeamte im Rahmen des US-Visit-Programms von Ausländern erfassen. Ziel der sogenannten "Secure Communities"-Maßnahme, die sukzessive auf alle Strafvollzugsbehörden und Gefängnisse im Land ausgeweitet werden soll, ist nach Angaben des Department of Homeland Security (DHS) die Identifikation von ausländischen Straftätern, die nach Verbüßung ihrer Haftzeit abgeschoben werden sollen.
