  • AZ: Top official: E-service will become one of important measures in fighting corruption

    Azerbaijani President Ilham Aliyev signed a Decree on "Some measures on arrangement of application of e-service by the state agencies" on 23 May 2011. This decree has great importance both for the development of e-government and further strengthening of fighting corruption, Head of the Presidential Administration's Law Enforcement Bodies Work Department Fuad Alasgarov said in an interview with the media.

    Alasgarov said at present e-service is widely applied in the international experience in order to achieve the improvement, simplification and making easy of the immediacy of the mutual relations between the state and society utilizing of the information and communication technologies.

    E-service is also estimated as one of the effective means in prevention of corruption and ensuring the transparency, he said. E-service has great importance in increasing the efficiency and quality of the mutual relations between the state agencies and the citizens, ensuring the transparency, eradication of the factors conducive to corruption.

  • AZ: Turkish ASELSAN wants to join "Smart City" concept in Azerbaijan’s Karabakh

    The Turkish ASELSAN company wants to join the "Smart City" concept in Azerbaijan’s Karabakh region, which was announced by President of Azerbaijan Ilham Aliyev after the second Karabakh war and make contribution, head of the board and director general of the company Haluk Gorgun said in an interview with Azerbaijan’s Xalq newspaper, Trend reports on Dec. 29.

    Gorgun said that ASELSAN develops and designs the programs based on network and data that can be used in city management in all spheres, beginning from transport and healthcare and ending with payment systems.

  • AZ: Ukrainian delegation visits Baku for familiarization with “Asan İmza” technology

    On November 10-11th a delegation from Ukraine, comprised of the representatives of the Ukrainian State Agency for e-governance, Ministry of Justice and “Kiyvstar” mobile operator company, was on a visit in Baku with the aim to get familiarized with the experience of Azerbaijan in the sphere of e-services and advanced technologies applied in the process of provision of services to citizens. During the visit, the delegation held meetings at Azerbaijani Ministry of Taxes, State Agency on Provision of services to citizens and social innovations under the President of Azerbaijan Republic and “Azercell Telecom” and “B.EST Solutions” companies. Special attention in the course of the meetings was focused on issues related with mobile strengthened e-signature “Asan İmza”. Among the items discussed were such topics as overall architecture of the Azerbaijani mobile ID ecosystem, interaction between the components of the system based on public-private-partnership model, innovative e-services available via mobile e-signature etc.

  • AZ: Use of e-signatures simplified

    The initiative of the Communications and High Technologies Ministry of Azerbaijan on application of certified USB-keys for access to e-services is an important step in addressing the problems of popularization of e-signatures’ use.

    Osman Gunduz, a coordinator of the Public Council for e-Government Services Promotion at the ASAN-service under the President of Azerbaijan, announced about this while talking to Trend on September 21.

  • AZ:Registration of property and 12 ‘profile’ public services made available through a special portal

    The State Committee for Property Affairs of Azerbaijan has conducted a public presentation of its e-services portal (www.e-emdk.gov.az).

    At the presentation of SCPA chief of staff Ilgar Nabiev has stated that the Committee started providing electronic public services in May 2012.

    "As a result of the use of e-services the term of re-registration of property was reduced to 7 days, and the process of getting an extract from the register of immovable property to 5 days," he added.

  • Azerbaijan accelerates development of ICT

    Azerbaijan has accelerated the integration of open databases to the “Open Government” portal.

    The head of Internal Control and Audit Department at the Azerbaijani Communications and High Technologies Ministry, Tahir Mammadov, announced about this on February 7, Trend said.

    Mammadov noted that cooperation and negotiations with the state departments in this direction are carried out on a regular basis and posting of their open databases to the portal is particularly important for the development of the information society.

  • Azerbaijan activated 174 e-government services for 2012

    174 e-services out of 417 presented at official websites of governmental agencies of the country have been activated at E-Government portal of Azerbaijan.

    According to statistics of state portal E-Government, the popularity of e-services does not depend on their number. Thus, despite the small number of e-services in the Ministries of Justice and of Internal Affairs of Azerbaijan (2-3 services), the number of users of these services amounted to 919 and 574 respectively, while the Ministries of Agriculture and of Environment & Natural Resources introduced respectively 15 and 16 e-services to which 42 and 38 citizens applied.

  • Azerbaijan address register info system presented

    The State Committee for Property Affairs of Azerbaijan has presented today an information system of address register.

    In the course of the presentation Committee’s deputy chairman Rafig Jalilov has said that the main purpose of the info system is to create a unified and transparent database of addresses, data collection and regular updating, as well as creation of conditions for the system use by state-run institutions and citizens.

  • Azerbaijan adopts action plan to establish 'e-government' for 2010-2011

    The Azerbaijani Cabinet of Ministers adopted a regulation confirming a 2010-2011 action plan on forming e-government in the country, the Communications and IT Ministry reported.

    The action plan is aimed to establish "'e-government" in the country and improve method and systems of governance for this end, through the implementation of modern information and communication technologies in the government bodies and organization of e-services, as well as implementation of comprehensive measures to provide a simplified and free access of citizens and organizations for these services.

  • Azerbaijan adopts rules for placing draft documents at e-government portal

    The Azerbaijani government has approved rules for placing draft of normative legal acts of the Cabinet and central executive bodies for further public and professional discussion on the electronic government portal.

    According to established rules, the Ministry of Communications and Information Technologies of Azerbaijan is charged within one month to provide the technical capability for placing documents on the portal of the Cabinet and central executive bodies.

  • Azerbaijan aims to create modern innovation space - deputy minister

    The establishment of a modern innovation space is one of the priority areas in Azerbaijan, Deputy Minister of Digital Development and Transport of the Republic of Azerbaijan Rovshan Rustamov said in an interview with Russian media, Trend reports.

    According to him, this is reflected in the strategic document "Azerbaijan 2030: National Priorities for Socio-Economic Development", approved by the order of the President of the Republic of Azerbaijan Ilham Aliyev in February 2021.

  • Azerbaijan allows first time foreign nationals to all simplified state services

    Foreigners with the right of permanent residence in Azerbaijan received today easy access to all public e-services in the country.

    Samira Musayeva, head of the Legal Department of the Ministry of Taxes of Azerbaijan, has stated that today the first foreign citizen, engaged in business activities in Azerbaijan, has received mobile e-signature ASAN-Imza.

    The first foreigner who received the mobile e-signature in Azerbaijan became the head of the Estonian-Azerbaijani Chamber of Commerce and president of B.EST Solutions Jan Krimpe.

    Azerbaijan and Estonia have signed an agreement on cooperation in the ICT sector.

    Mushfig Amirov, spokesman for the Ministry of Communications and Information Technologies, said the document was signed in New York by foreign ministers of the two countries.

  • Azerbaijan approves new rules of using inter-departmental information search system

    The cabinet of ministers of Azerbaijan approved rules providing operation of Entry-exit and registration inter-departmental automated information retrieval system (IAIRS), and set an access degree for public authorities to use of information resources within the system, the cabinet of ministers said on Monday.

    The rules determine complex procedures on forming, matching and using information resources, providing technical support, development and security of the IAIRS.

  • Azerbaijan boosts public sector ties with South Korea

    Azerbaijan and Korea are bolstering joint efforts to offer better services in public administration on the occasion of Interior Minister Hong Yun-sik's latest visit to Azerbaijan. The Embassy of Azerbaijan in Seoul said last week that Hong attended a forum in the Azerbaijani capital of Baku from Aug. 18 to 20 to discuss ways of using information and communications technology (ICT) to improve the public administration system with relevant officials there. Hong signed a memorandum of understanding concerning mutual cooperation in e-governance with Inam Karimov, chairman of the State Agency for Public Service and Social Innovations. Hong also met Prime Minister Artur Rasizade and Communications and High Technologies Minister Ramin Guluzade.

  • Azerbaijan can pass e-government bill before end of 2011

    The Ministry of Communications & IT of Azerbaijan is finishing work on the e-government bill.

    Deputy communications minister Elmir Velizadeh says that the draft law will be introduced into Milli Majlis before the end of 2011.

    “The drafting work is approaching to the end and be submitted for approval of the government until the end of the year,” he emphasized.

  • Azerbaijan changes rules for granting driver’s licenses

    Azerbaijan has changed the rules of registration of automobiles and provision of driver’s license.

    In accordance with the amendments to the Law on Road Traffic", approved by Azerbaijani President Ilham Aliyev on 15 November 2011, registration of motor vehicles (obtaining certificate of registration and license plates) will be carried out after application in e-form.

  • Azerbaijan commissions center for e-signature issuance

    Azerbaijani Communications and IT Ministry officially announced about commissioning the Centre for issuance of electronic digital signature in Azerbaijan.

    As the Azerbaijani Deputy Minister of Communications and IT Iltimas Mammadov said, the center begins its work in full capacity from today.

    He said application of electronic digital signature in Azerbaijan will allow intensifying development of interaction of public institutions, including will contribute to the development of e-services and e-commerce.

  • Azerbaijan Communications & IT Ministry conducts work to ensure use of paid e-services

    The Ministry of Communications & Information Technology of Azerbaijan is conducting work to ensure the use of paid electronic services provided on the basis of information system e-government.

    According to the MCIT, all e-services rendered and created by governmental agencies will be transferred to single portal e-government, which is currently at stage of development and will be ready soon.

  • Azerbaijan creates e-government executive group

    An e-government executive group has been established in Azerbaijan, Trend reports.

    The group was created at an event “Development of e-government and transition to digital government: new concept and look into future.”

    The event was attended by representatives of various government agencies working in this area.
