Monaco declares digital transition over as State enters new era of AI and implementation

After eight years spent building the infrastructure, services and skills required to transform Monaco into a digital State, the Government is drawing a line under the era of “digital transition” and moving to a permanent model in which technology — including artificial intelligence — becomes part of the everyday machinery of government.
The shift has been formalised in a new Sovereign Ordinance published in the Journal de Monaco on Friday, creating the Délégation Interministérielle au Numérique (DIN) – or Interministerial Delegation for Digital Affairs in English – from 5th October.

India’s cities are playing an increasingly important role in the country’s economic development. According to the figures cited in the Smart City Mission framework, around 31% of India’s population lived in urban areas in 2011, contributing about 63% of the country’s GDP. Bahamas to ‘accelerate’ digital Gov’t with Estonia partnership

The Bahamas will seek to leverage Estonia’s “model for e-governance” to “accelerate” its own roll-out of digitised public services, a Cabinet minister has affirmed.
Sebas Bastian, minister of innovation and national development, in a statement said a just-signed Memorandum of Understanding (MOU) with the Baltic state establishes a long-term partnership and co-operation that will help to advance digital transformation and innovation in The Bahamas.
Besides learning from Estonia, regarded as being among the world’s digital society and government leaders, the agreement will also seek to foster Bahamian entrepreneurs and creativity in this sector so that the country builds increased capacity.

A university is a small city in itself: There’s lighting, waste management, traffic control. That means, when researchers look to optimize a campus, they can simultaneously build a “smart cities” proof of concept for a municipality.
It’s a logical fit. “Universities are often at the cutting edge of technology. What they lack is a city use case,” says Chris Lucero, technology and design director for The Connective, a smart city consortium for the greater Phoenix region. The digital transformation of India’s judiciary: How the e-Courts Mission is reshaping access to justice

India’s judicial system is undergoing one of the most significant technological transformations in its history. Once characterised by paper files, manual processes and time-consuming physical visits to courts, the justice delivery system is steadily evolving into a digitally enabled, transparent and citizen-centric ecosystem through the e-Courts Mission Mode Project.
The initiative has fundamentally changed how courts function and how citizens interact with the judiciary. Since 2014, both case filings and disposals have nearly tripled, with courts consistently disposing of more cases than are filed each year. More than 753 crore pages of court records have been digitised, while thousands of e-Sewa Kendras have expanded access to judicial services by helping bridge the digital divide. These reforms are making the justice system faster, more transparent and more accessible across the country.

A.1 Ausgewählte Aktivitäten
A.1 Brandenburg: Neues vom MoBüD-Projekt
Am 21.10.2009 fand unter Beteiligung von Mitarbeitern des IfG.CC im Innenministerium des Landes Brandenburg eine Veranstaltung zur Einführung von Mobilen Bürgerdiensten (MoBüD) im Land Brandenburg statt. Teilnehmer, waren neben den Vertretern der Pilotkommunen Potsdam, Wittstock/Dosse, Blankenfelde-Mahlow und Rüdersdorf, auch Vertreter des Innenministeriums, der Staatskanzlei, des Städte- und Gemeindebundes und des Zentralen IT-Dienstleisters des Landes Brandenburg (ZIT BB).
Der Brandenburgische IT-Dienstleister (ZIT-BB) hat in Zusammenarbeit mit dem IfG.CC und T-Systems einen modernen und technisch auf neustem Stand befindlichen MoBüD-Koffer entwickelt, mit dem sich Bürgerdienste mobil anbieten lassen. Im Rahmen der Veranstaltung wurde der Koffer und seine Komponenten von den Herstellern vorgestellt und anschließend vom Brandenburgischen IT-Dienstleister (ZIT-BB) an die drei Pilotkommunen übergeben. Das IfG.CC unterstützt und begleitet das Projekt fachlich; insbesondere wurden durch das IfG.CC Fragen der praktischen und organisatorische Umsetzung sowie der Techniknutzung im täglichen Verwaltungsbetrieb bearbeitet. Im Mittelpunkt steht die Anwendung der Mobüd-Lösung im ländlichen Raum, um vor den Hintergrund der Folgen des demografischen Wandels eine Aufrechterhaltung bestimmter Leistungen ortsnah in der Fläche zu ermöglichen.
Konkret werden durch das IfG.CC in dem Projekt im Rahmen der fachwissenschaftlichen Unterstützung Handlungsleitfäden und praktische Umsetzungshinweise erarbeitet, damit auch kleine Kommunen die Lösung nutzen können. Ausgewertet werden auch die Erfahrungen der Stadt Potsdam, die im November mit dem Piloteinsatz ihrer Koffer beginnen wird.

A.2 Brandenburg: Abschluss der Studie „Einführung eines elektronischen Personenstandsregisters im Land Brandenburg“
Ab 2014 ist gesetzlich vorgeschrieben, dass Standesämter ein elektronisches Personenstandsregister führen. Wie dieses im Land Brandenburg unter Wirtschaftlichkeitsgesichtspunkten zu organisieren ist und welche weiteren Anforderungen an die Umsetzung zu erfüllen sind, dafür hat das IfG.CC eine umfangreiche Studie erstellt, die am 16.10.2009 in einer Abschlusspräsentation im Ministeriums des Innern des Landes Brandenburg vorgestellt wurde. Teilgenommen haben Vertreter des Ministeriums, vom Städte- und Gemeindebund Brandenburg, der TUIV AG und vom Fachverband der Standesbeamten in Brandenburg.
Ziel der Veranstaltung war es, die grundlegenden Ergebnisse der Studie vorzustellen, aus der jeweiligen Sicht der Teilnehmer zu diskutieren und sich über die nächsten Schritte bei der Umsetzung des elektronischen Personanstandsregisters zu verständigen.
Das IfG.CC hatte in der Studie mehrere Modelle für den Betrieb des Registers und des Fachverfahrens hinsichtlich ihrer Wirtschaftlichkeit, der Realisierbarkeit und unter Sicherheitsaspekten im Land Brandenburg untersucht und ein Modell für die Nacherfassung der bisher in Papierform vorliegenden Personenstandsregister entwickelt. Auf der Grundlage der Ergebnisse der Studie wurde entschieden, dass im Land Brandenburg ein zentrales Personenstandsregister aufgebaut und das Fachverfahren (zunächst) weiterhin durch die Kommunen selbst betrieben wird. Die Nacherfassung wird – eventuell mit Unterstützung durch zusätzlich bestellte Standesbeamte – dezentral vor Ort vorgenommen. Erster Schritt der Umsetzung im Land Brandenburg wird der Aufbau des zentralen Personenstandsregisters sein.

A.3 Leipzig, Sachsen: Projekt "Organisationsuntersuchung zur IT-Ausstattung und zum eGovernment" in der Stadt Leipzig
Das IfG.CC wurde zusammen mit KPMG von der Stadt Leipzig beauftragt, eine Organisationsuntersuchung zur IT-Ausstattung und zum eGovernment durchzuführen. Das IfG.CC ist für die fachwissenschaftliche Unterstützung im Bereich eGovernment verantwortlich. Kernaufgaben waren die Identifizierung und Modellierung von lohnenswerten eGovernment-Prozessen sowie die Entwicklung von Eckpunkten für ein eGovernment-bezogenes Organisationskonzept.
Zunächst wurden in einem mehrstufigen Auswahlprozess die Leistungen identifiziert und priorisiert, die hinsichtlich ihrer eGovernment-Eignung vertieft untersucht werden sollten. Für diese priorisierten Leistungen (u.a. Antrag auf Erteilung einer Baugenehmigung, Antrag auf Genehmigung einer Sondernutzung) wurden erste Prozessbeschreibungen erstellt.
Für die Erarbeitung und Darstellung der Prozessabläufe wurde die Government Process Management Notation verwendet, die vom IfG.CC entwickelt wurde. Sie besteht aus mehr als 50 vordefinierten und wieder verwendbaren Prozessbausteinen, die speziell auf die Belange öffentlicher Verwaltungsprozesse abgestimmt und für eine organisatorische Ersterhebung besonders gut geeignet sind.
Aus den Ergebnissen der Prozessanalyse sowie den Erfahrungen in eGovernment-Projekten werden Eckpunkte für ein eGovernment-Organisationskonzept sowie Empfehlungen für die Umsetzung des Konzeptes erarbeitet.

1.2 Aktuelle Publikationen des IfG.CC

P.1 Zeitschrift " eGovPräsenz": Artikel zum Thema „Kooperationsanforderungen für E-Government: Ist die Verwaltung ausreichend netzwerkfähig?“
Das IfG.CC hat die Deutschland-Redaktion für die Schweizer eGovernment-Zeitschrift eGovPräsenz übernommen und beteiligt sich schon seit längerem regelmäßig mit Forschungsbeiträgen. In der aktuellen Ausgabe der eGovernment-Fachzeitschrift eGovPräsenz hat Prof. Schuppan, wissenschaftlicher Direktor des IfG.CC, einen Artikel zu Kooperationsanforderungen bei der Umsetzung von eGovernment veröffentlicht. Darin wird aufgezeigt, dass Effektivitäts- und Effizienzpotenziale von eGovernment insbesondere in neuen Formen behördenübergreifender vernetzter Zusammenarbeit realisiert werden können. Bei der Umsetzung besteht allerdings ein Dilemma: Mit zunehmender Vernetzung steigen die Anforderungen an die Akteure und beteiligten Verwaltungen bei der Umsetzung. Insbesondere müssen die Verwaltungen ausreichend kooperationsfähig sein, was sich mit dem Ansatz der Netzwerkkompetenz diskutieren lässt. Dieser Ansatz wurde am Beispiel der eGovernment-Umsetzung in der Metropolregion Hamburg, einem sehr ambitionierten Projekt in Bezug auf die Anzahl der beteiligten Akteure und Ebenen, auf eGovernment übertragen.
Im Ergebnis hat sich gezeigt, dass zwar auf der individuellen Ebene das fachliche Wissen vorhanden war, was jedoch nur bedingt für die institutionelle Seite der Netzwerkfähigkeit zutraf.

1.3 Veranstaltungen/Vorträge des IfG.CC

V.1 Potsdam, Universität Potsdam, WS 2009/2010: Masterkurs „Public Management in an Information Age: An Introduction to eGovernment” an der Universität Potsdam
Im kommenden Wintersemester bietet das IfG.CC einen Masterkurs zum Thema "eGovernment und Verwaltungsmodernisierung " im Rahmen des englischsprachigen Programms "Master of Public Management" (MPM) an der Universität Potsdam an.
Insbesondere wird in dem Kurs eine organisationstheoretische wie auch modernisierungsbezogene Einbettung des Themas vorgenommen. Bei der Organisation der Kurse arbeitet das IfG.CC eng mit dem Potsdam Center for Policy and Management (PCPM) zusammen, das an der Universität Potsdam verschiedene Masterprogramme durchführt.
Einen besonderen Schwerpunkt wird das Thema IT-Einsatz in Entwicklungsländern (ICT4D), vernetzte Verwaltung sowie Skill- and Change Management bilden. Im Seminar werden auch verschiedene Anwendungs- bzw. Politikfelder behandelt, wie Gesundheit (eHealth), Landwirtschaft (eAgriculture) oder Bildung (Telelearning). Das Wissen wird überwiegend fallstudienorientiert vermittelt, Exkursionen zu "Good-Practice"-Verwaltungen runden das Seminar ab.
Im Rahmen verschiedener Master-Programme, wie dem MPM an der Universität Potsdam, bietet das IfG.CC bereits seit einigen Jahren Kurse und Seminare zu eGovernment- und verwandten Themen an. In den letzten Jahren haben Studierende aus mehr als 20 Ländern in Europa, Lateinamerika, Asien und Afrika an den Kursen teilgenommen.

V.2 Bonn, e-motion Konferenz, 06.11.2009: Vortrag zum Thema „Territorialität im E-Government-Zeitalter
Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, wird am 06.11.2009 einen Vortrag zum Thema „Territorialität im E-Government-Zeitalter“ auf der „e-motion“-Konferenz halten, die vom 05.-06.11.2009 in Bonn stattfindet.
Die Konferenz ist Teil der wissenschaftlichen Begleitforschung des Deutschen Telekom Projekts „T-City“ in Friedrichshafen. Im Rahmen dieser Konferenz geht es darum zu klären, welche Auswirkungen breitbandige IuK-Technologien auf die Lebensqualität für die Menschen und die Standortqualität für die Unternehmen haben. Räumliche und gesellschaftliche Auswirkungen dieser Technologien in verschiedenen Städten und Anwendungsbereichen stehen im Mittelpunkt der Tagung.
Mit der Konferenz „e-motion 2009“ wird in diesem Jahr der Bereich öffentlicher Steuerung in Politik und Verwaltung vertieft.
Zwischen Stadtentwicklung und neuen Informations- und Kommunikationstechnologien gibt es vielfältige Zusammenhänge, die noch nicht ausreichend im Blickfeld der Forschung stehen.

V.3 Petersberg bei Bonn, 12.11. - 13.11: Impulsvortrag zum Thema "Neue Fähigkeiten im eGovernment-Zeitalter" auf dem eGovernment Summit 2009
Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, wird auf dem eGovernment Summit 2009 als Einleitung zu einer Diskussion mit dem Thema „Management im Wandel“ einen Impulsvortrag zum Thema „Neue Fähigkeiten im eGovernment-Zeitalter“ halten. Konkret werden Forschungsergebnisse zum Thema Skills vorgestellt, wobei auch das Führungsthema berücksichtigt wird. Führung ist weithin ein vernachlässigtes Thema in der Verwaltung, die hier meistens eher über Regeln und Strukturen als über Interaktion erfolgt. Wie sich Führungsanforderungen im Kontext von eGovernment ändern oder können und welche Kompetenzanforderungen daraus für Führungskräfte erwachsen, wird in dem Vortrag skizziert. So zeigt bereits die Einführung von Dokumentenmanagementsystemen in der Praxis wie sich Führungsverhalten ändert und auch zu einer stärkeren Ergebnisorientierung auf Mitarbeiter geführt hat bzw. diese erfordert.
Thema des diesjährigen eGovernment Summit 2009 auf dem Petersberg bei Bonn ist „eGovernment 3.0 – Die Strategie für Deutschland“. Teilnehmen werden hochrangige Vertreter der Länder und des Bundes.

V.4 Berlin, Hertie School of Governance, 07.-09.12.: Masterkurs “Informatisation of Public Administration/E-Government”
Im Rahmen des Executive Master of Public Management (EMPM) führt vom 7.-9.12. das IfG.CC, ein Kompaktseminar durch, das auch von Interessenten außerhalb des EMPM besucht werden kann.
Ziel des Seminars ist es, den Teilnehmern eine breite und fundierte analytische Perspektive auf eGovernment zu geben. Vermittelt wird das Thema eGovernment mit Bezug zu Public Management, so dass neue institutionelle und governance-bezogene Gestaltungsmöglichkeiten im Mittelpunkt stehen. Neben den Grundlagen von eGovernment werden IT-Management und Datenintegration in der öffentlichen Verwaltung, die Adaption von IT im öffentlichen Sektor sowie die Potentiale und Implikationen von IT für neue Governance-Formen im Seminar thematisiert. 2. Schwerpunktthema des Monats: eLearning und Learning Management Systeme in Entwicklungs- und Schwellenländern

Weltweit werden bereits seit einigen Jahren in Universitäten und Schulen, aber auch in öffentlichen Verwaltungen eLearning bzw. Learning Management Systeme eingesetzt.
Unter eLearning ist jede Art des elektronisch unterstützten Lernens und Lehrens zu verstehen. Solche Systeme ermöglichen es u.a., Lehrmaterial bereitzustellen, auf das Lernende jederzeit zugreifen können, und dass Studierende von einem anderen Ort als dem Hochschulort aus an Lehrveranstaltungen und sogar an Prüfungen teilnehmen können. Zudem vereinfachen diese Systeme die Verwaltung der Leistungen der Lernenden und die Evaluation der Lehrenden.
In vielen Ländern geht es allerdings zunächst darum, die dafür erforderliche Infrastruktur wie Netzwerke und Internetzugänge aufzubauen. Hierfür arbeiten beispielsweise im Rahmen von Süd-Süd-Kooperationen afrikanische Länder mit Indien zusammen. Denn im Vergleich zu einigen Regionen in Indien – wie die Meldungen zeigen – ist die Entwicklung auf dem afrikanischen Kontinent noch nicht so weit vorangeschritten.

2.1 Brunei: E-Learning System Package For Civil Servants
The Brunei Civil Service Institute has signed a memorandum of understanding with Data-Click Solutions Sdn Bhd for an e-learning system package in education and training to upgrade service providers. The project is expected to encourage the use of ICT and enhance ICT literacy among civil servants. A primary target under the 2009-2014 e-Government Strategic Plan is to increase ICT capacity in civil services.
IPA Director Awg Hj Junaidi said that in 2007, government ministries and departments applied 19,811 participants for training at IPA. Last year, 17,602 applications were received and this year, 21,632 participants have applied. However, only 5,525 participants could be trained in 2007 and 5,406 were trained in 2008 and 3,707 were trained this year. "The e-Learning system package is expected to enhance the training provided on the long-run," said Awg Hj Junaidi.

With an increasing number of schools adopting WLAN, it is changing the way education institutions operate and disseminate knowledge. The influx of technology is diminishing the boundary between school and home. Schools will no longer get over when students leave the premises; the virtual school will take over as students' access school resources in addition to resources from across the world from their desktop or mobile device at home or any Internet café.
Assam University was constantly facing problems of accessibility and information storage between students and teacher staff when they deployed LAN across 600 acres of land to connect various departments. Since there was no existing infrastructure, Assam University and a technical committee visualized a campus-wide network that would enable the students and the faculty to access the Internet and Internet-based resources.

2.3 Network to connect 4000 education institutes in Asia
A third generation information highway known as the Trans-Eurasia Information Network (TEIN3) has been launched to connect more than 4000 research and education organisations in Asia Pacific, enabling large volumes of data to be shared.
The project, which has a budget of US$35 million over four years, is expected to see more universities and research institutes benefit from higher speed internet access, next-generation multi-party teleconferencing, virtual classrooms and remote consulting.

2.4 Pan-African e-network for education and health care
Like most ambitious projects, this one too began as an idea, seemingly unachievable. In 2004, when the former President of India, A.P.J. Abdul Kalam, spoke at the inaugural session of the Pan-African Parliament in Johannesburg, the idea sounded fantastic. He proposed that all 53 nations of the African Union be connected through satellite and a fibre optic network with India to provide effective tele-education and telemedicine, not to mention Voice over Internet Protocol (VoIP), e-governance and e-commerce service.
J.S. Chhabra, executive director, Telecommunications Consultants India Limited (TCIL), a Central government enterprise, confirmed that the idea was well on it way to being implemented in its original grandeur. India was utilising modern information and communication technologies to bring the best educational facilities and affordable health care to the rural areas of the African continent, he said.

2.5 India: Goa: GEL to kickstart eVidyalaya
After bagging the prestigious national CSI-Nihilent e-Governance award of excellence for 2009 for its prisons software programme PRISMS, Goa Electronics Limited (GEL), a state government subsidiary, is set to launch its new offering for schools, eVidyalaya. "eVidyalaya is school and student management system that will facilitate storing and retrieving information on students and schools. It will cover all aspects of the student, right from admissions, to leaving and everything in between like examinations, attendance, progress, etc.," said Revati Muzumdar, projects manager with GEL.
The eVidyalaya software is in its final stages of development and GEL expects to launch it by November 2009. It will be priced economically so that even small schools in Goa can afford it.

2.6 India: Smart cards to track teacher, student progress in New Delhi Municipal Council schools
Many government schools in Delhi are faced with the challenge of students dropping out and teachers skipping classes. Very soon, however, the New Delhi Municipal Council (NDMC) might introduce smart cards that will include all details of students and teachers, including attendance, making it easier to nab erring members.
As an NDMC official puts it, any and every detail of teachers and students from the time they join to the time they leave, will be included in the smart card. Attendance, however, is only one of the many things that the card can take care of. The software developed would incorporate admissions, examinations, library attendance, billing, supplies and purchases, inventory and human resource management among other things.

A Unique Identification Project for over 250,000 students in over 600 colleges is the new initiative of Bangalore University, one of India's largest universities. It aims at giving every student an all-in-one card. The smart card will contain student details such as attendance, marksheets, degree certificates, hall tickets, and curricula. The scratch-proof card will also have the student's photograph and be valid for 10 years.
"Every college will have multiple card readers where students can access the information on the card. The estimated project cost is Rs 25,000,000 per year. Unlike other colleges which charge Rs 360 for the card, BU will charge Rs 100," he said.

Brandenburgs Polizei hat eine erfolgreiche Testphase bei der Nutzung der anlassbezogenen automatischen Kennzeichenfahndung bilanziert. Seit 2007 nutzte die Polizei bei über 300 Anlässen ihre entsprechende Befugnis, die ihr der Landesgesetzgeber Ende 2006 eingeräumt hat. 31 Mal ging es dabei um die Abwehr konkreter Gefahren, in 301 Fällen unterstützte die neue technische Möglichkeit die Fahndung nach Straftätern. Dazu wurden bisher drei mobile und zwei stationäre Fahndungssysteme genutzt.

4.1 Deutschland: Online-Wahl hätte die niedrige Beteiligung an der Bundestagwahl um 6 Punkte verbessert
Die Möglichkeit elektronischen Stimmabgabe per Internet hätte die Wahlbeteiligung bei der Bundestagswahl signifikant gesteigert. Das geht aus einer repräsentativen Umfrage des Marktforschungsinstituts Forsa im Auftrag des Hightech-Verbands BITKOM hervor. Befragt wurden 2.000 wahlberechtigte Bürger. Danach gaben 21 Prozent der Nichtwähler an, dass sie gewählt hätten, wenn sie die Möglichkeit zur elektronischen Stimmabgabe per Internet gehabt hätten. Auf alle Wahlberechtigten bezogen entspricht das 6 Prozent. Die Wahlbeteiligung wäre bei der Bundestagswahl von historisch niedrigen 71 Prozent auf 77 Prozent gestiegen. „Online-Wahlverfahren erleichtern die Mobilisierung der Wähler. Sie ermöglichen es jedem Bürger, seine Stimme ortsunabhängig und mit geringem Aufwand abzugeben“, sagte BITKOM-Präsident Prof. Dr. August-Wilhelm Scheer.

4.2 Deutschland: De-Mail: vertrauliche Kommunikation im Internet für alle
Auf einer Pressekonferenz des Bundesinnenministeriums in Berlin wurde von Dr. Bernhard Rohleder, Hightech-Verband BITKOM, die erste sichere elektronische Mail – De-Mail – abgeschickt. Adressat war kein anderer als Prof. Dr. Werner Zorn, einer der Gründungsväter des deutschen Internet. Prof. Zorn hatte vor etwa 25 Jahren auch die erste E-Mail empfangen, die jemals an ein deutsches Postfach geschickt worden war. Ab dem 9. Oktober beginnt eine sechsmonatige Pilotierung von De-Mail in der Stadt Friedrichshafen, bevor De-Mail bundesweit eingeführt werden soll..

4.3 Baden-Württemberg: Verzögerung beim Behörden-Digitalfunk
Der flächendeckende Aufbau eines Digitalfunknetzes für Polizei, Rettungsdienste und Feuerwehren in Baden-Württemberg verzögert sich weiter und soll nun Mitte 2011 weitgehend abgeschlossen sein. Dies teilte der Innenausschuss des Landtags am Mittwoch in Stuttgart mit. Der Netzaufbau kann nach Angaben des Vorsitzenden des Gremiums, Walter Heiler (SPD), nicht wie anfänglich geplant im Jahre 2010, sondern erst ein Jahr später zum Abschluss gebracht werden.
Dies sei darauf zurückzuführen, dass entgegen der ursprünglichen Planung etwa 20 Prozent mehr Basisstationen erforderlich seien. Zudem nehme die Errichtung dieser Basisstationen wegen langwieriger Abstimmungsprozesse und Genehmigungsverfahren mehr Zeit in Anspruch.

In Sachen Breitband-Internet ist Südkorea Weltspitze und Schweden die europäische Nummer eins. Zu diesem Ergebnis kommt eine von Cisco beauftragte Studie der Saïd Business School an der Universität Oxford und der Universität Oviedo. Ebenfalls im absoluten Spitzenfeld des 66-Länder-Rankings findet sich die Schweiz. Deutschland dagegen ist mit Platz 27 nur Mittelmaß, noch weiter zurück liegt Österreich. Für die Reihung wurde neben der Breitbandpenetration auch die Qualität der Anbindung berücksichtigt. Über letztere gibt ein "Broadband Quality Score" (BQS) Auskunft, in die Übertragungsgeschwindigkeiten und die Latenzzeit einfließen. Die Basis für die Bewertung waren dabei über 24 Mio. 5.2 Finnland erklärt Breitbandzugang zum Grundrecht
Provider ab Juli 2010 zu Geschwindigkeits-Mindeststandards verpflichtet
Finnland ist das erste EU-Land, in dem den Bürgern per Gesetz das Recht auf einen schnellen Internet-Breitbandzugang zugesprochen wird. Mit Anfang Juli kommenden Jahres werden im nordeuropäischen Staat Internetprovider dazu verpflichtet, den insgesamt 5,2 Mio. Menschen im Land eine Webverbindung zur Verfügung zu stellen, die eine Übertragungsgeschwindigkeit von mindestens einem Megabit pro Sekunde aufweisen muss. Dies ist aber nur der erste Schritt, bis zum Jahr 2015 soll diese Untergrenze kontinuierlich auf 100 Megabit pro Sekunde angehoben werden.

5.4 Government Works to Bring the EU IT Agency to Estonia
The Estonian Government together with some other institutions is trying hardly to ensure that the EU IT Agency will be established in Tallinn. The agency would administer the Schengen information system SIS-2, the visa information system and the database of asylum seekers’ fingerprints.
The Estonian Association of Information Technology and Telecommunications (ITL) is one of the organizations that work with the central administration to achieve this goal and, according to its president, Taavi Kotka, “the IT Agency is extremely important for Estonia. Singapore’s Infocomm Development Authority has struck a new deal with the Information Technology Authority of Oman (ITA) to further develop the Sultanate’s e-government infrastructure.
The city-state has been working with the government of Oman since 2007, a relationship which has seen Singaporean companies help build Oman’s IT capability in the education, healthcare, tourism and finance sectors. The extended deal will see the two countries collaborate on a range of new projects, however the IDA would not go into detail on the nature of the initiatives.

6.2 Australia: Privacy fears on post office push
Australia Post is introducing new technology that will enable staff at its 4443 retail outlets to take fingerprints, biometric scans and digital signatures from customers applying for bank accounts, passports and other services.
Documents seen by the Herald Sun show Australia Post plans to install the data capture equipment at 375 outlets by the end of June followed by another 400 in 2011. Trials for the "Identification Services Program Project" are being held at 25 Australia Post-owned outlets in NSW and Western Australia, but the corporation is also planning to install the technology at 2000 privately managed post offices nationwide. Privacy advocates are worried the new system may create fresh opportunities for organised criminals to exploit weaknesses in the network.

Google, Microsoft and other new providers will host Australians' electronic health records as the federal and state governments back away from funding a nationwide scheme.
National E-Health Transition Authority chief executive Peter Fleming said the original vision of a single e-health record system had been abandoned in favour of "person-controlled" records that could be adopted more quickly. "Five years ago, there was a strong view that there would be an e-health record for all Australians held on a massive database somewhere," he told the Medical Software Industry Association conference in Sydney last week. 6.4 UN warns the next world war will be online
The head of the UN International Telecommunications Union (ITU) has told delegates at the ITU Telecom World 2009 conference that the next big war will most likely be fought online.
Hamadoun Touré said that countries are becoming increasingly dependent on the internet to control basic services, and that any future war could focus more on the online world, since such a battle would allow weaker adversaries to fight on a level playing field with larger powers. "The next world war could happen in cyber space and that would be a catastrophe. We have to make sure that all countries understand that, in that war, there is no such thing as a superpower," Touré said, according to French news agency AFP. "Loss of vital networks would quickly cripple any nation, and none is immune to cyber attack."

On October 6, Nigeria accepted a proposal from on ICT partnership and e-government with five other countries to facilitate rapid development of the sector. The other countries are Saudi Arabia, India, Singapore, South Africa and Azerbaijan.

6.6 Central African Backbone project goes ahead
The World Bank has approved a new project called the Central African Backbone (CAB), which aims to increase the geographical reach and usage of regional broadband network services in up to eleven central African countries, whilst reducing access prices. The initial phase of the CAB will take place in Cameroon, the Central African Republic and Chad.
Aside from the connectivity aims of the CAB, other components include development of e-government, strengthening of regulatory frameworks and assistance in restructuring government telecoms institutions with the aim of liberalising markets.

6.7 South Korea: Seoul to launch first e-government organization
Seoul Metropolitan Government will launch the world’s first international e-government organization by hosting the First General Assembly of World e-Governments in October 2010. In preparation, the city successfully hosted the “World Cities CIO Forum: Forming the World e-Governments Organization” at Seoul’s Shilla hotel which started on September 28th and ended September 30th. Over 1,000 delegates, including digital governance and IT experts from cities in 42 countries convened for the three-day forum. They presented their country’s e-government systems and policies. After undergoing a series of working-level conferences, they agreed that Seoul should host the first General Assembly. The cities’ IT experts also agreed to set up World e-Governments’ consultative body in Seoul.

6.8 South Korea: Republic Of Korea Supports e-Government In The Pacific
Delegates from 15 Pacific Islands Countries have returned from an intensive two- week study tour of Korea directed at facilitating the development of e-Government in the Pacific. Coordinator of the group from the Pacific Islands Countries and Forum Secretariat Economic Infrastructure Adviser, John Budden said Korea is ranked number one globally in e-Government and the Korean Government is funding the study tours under a three-year agreement with the Forum Secretariat.

MENA ICT Week 2009 will host multiple activities that will focus on both the Information Technology and Telecommunication industries.
The MENA ICT Week 2009 comes this year in partnership between the Bahrain Internet Society and The Arab ICT Organization (IJMA3), and it is the intention of both organizations to maximize the number of ICT leaders from the MENA region meeting under one roof.
