“Smart local government units (LGUs)” will soon rise in Region 12 or Soccsksargen following the rollout of the SMART Automated Response and Tracking for Emergency Reporting (SMARTER) project, a joint initiative of the Department of Science and Technology-12 (DOST-12) and the University of the Philippines (UP).

Chinese developer Zendai Developments had high hopes of building a new R84-billion city in Modderfontein on the East Rand of Gauteng, touting it as the “New York of Africa”.

The Smart City Mission (SCM) has seen 7,741 projects (96 per cent of total projects) amounting to Rs 1,55,386 crore being completed, and the remaining 323 projects amounting to Rs 9,425 crore are currently ongoing (as on December 1, 2025), the Parliament was informed on Monday.

"Under the SCM, the Central government had a total outlay of Rs 48,000 crore for the 100 cities. A crucial meeting of the Board of Directors (BoD) of the Aurangabad Smart City Development Corporation Limited (ASCDCL) was held at the Smart City Office recently. Several key proposals aimed at accelerating the city’s development and strengthening the corporation’s financial position were approved.
The meeting was attended by BoD including chairperson Vinita Singhal; directors police commissioner Pravin Pawar, municipal commissioner and Smart City CEO G Sreekanth; district collector Deelip Swami; independent directors Bhaskar Munde and Ulhas Gawli; Smart City deputy CEO Ravindra Jogdand; chief financial officer Uttam Chavan; and other officials.

Advanced Metering Infrastructure (AMI) supports urban decarbonisation efforts by providing accurate data. Smart cities are making significant strides, including the use of advanced metering consultants, to further their goals of lowering emissions and making cities greener.
What is AMI?
Traditional energy meters were more archaic than AMI because they required manual operation, where a worker would check the machine themselves and record the data monthly. This wastes energy on transportation and vehicle pollution. AMI delivers data digitally to companies with daily or hourly updates, providing consumers and cities with accurate knowledge of energy usage without the risk of human error.

Brazil empowers citizens through digital transformation
The expansion of 5G coverage in Brazil is happening faster than predicted. The National Telecommunications Agency (Anatel), linked to the Ministry of Communications, reports that 2019 municipalities are already covered by fifth-generation mobile communications, representing 64.94 per cent of Brazil's population. This result significantly exceeds the coverage level planned for 2027, demonstrating significant progress in the development of the 5G network.
Minister of Communications Frederico de Siqueira noted that the advancement of 5G in Brazil is the result of a targeted government policy aimed at the country's development. "Our goal is to provide quality connectivity to all regions, reduce inequality and promote opportunities through digital transformation," he stated.

Digital transformation drives increase in public service trust in Australia
Trust in the Australian Public Service is increasing due to improved digital services, greater transparency and improved service quality, Australia’s public service commissioner has said.
In his message in the State of the Service Report 2024–25, Gordon de Brouwer set out that trust in the Australian Public Service (APS) had increased by 4 points to 62% in the past year – while trust in specific services increased to 73% in 2025, compared with 71% in 2024.

A.1 Berlin, Deutschland: Workshop zur Validierung von Zwischenergebnissen der Studie „Auswirkungen der Abgabe von Daten gegen Geldleistungen in der Verwaltung“ im BMI
Am 10. Juli 2015 fand im Rahmen der Untersuchung der "Abgabe von Daten gegen Geldleistungen" ein Validierungsworkshop im Bundesministerium des Innern (BMI) statt. In der Veranstaltung stellten Mitarbeiter des IfG.CC eine Methode vor, mit der Behörden die Effizienz der Datenabgabe gegen Geldleistungen analysieren können. Zur Anwendung der Methode wurde ein Erhebungstool entwickelt und präsentiert, mit dem die Behörden die erforderlichen Angaben einfach erfassen und das Ergebnis berechnen können. Ziel des Workshops war es, die Methode sowie die Handhabbarkeit des Erhebungstools zu überprüfen. Neben Vertretern des BMI nahmen Vertreter mehrerer Bundes- und Landesbehörden an dem Workshop teil, die Daten gegen Geldleistungen abgeben. Dabei wurden die bisherigen Ergebnisse und der methodische Ansatz weitestgehend bestätigt. Auf Basis der Hinweise wurden die Methode sowie das Erhebungstool weiter verfeinert und überarbeitet.
Das BMI hat das IfG.CC mit der Untersuchung beauftragt. Im Rahmen der Studie wird analysiert, ob und wie effizient die Abgabe von Daten gegen Geldleistungen ist. Hintergrund ist, dass eine Vielzahl von Behörden Daten gegen Geldleistungen abgibt, während andere Behörden Daten als Open Data kostenfrei zur Verfügung stellen. Zudem wird die Änderung des Informationsweiterverwendungsgesetzes (IWG) die künftigen Einnahmemöglichkeiten für die Abgabe von Daten weiter beschränken. Offen ist, inwieweit sich die Abgabe von Daten gegen Geldleistungen noch lohnt.
Der erste Entwurf der Methode, mit der die Effizienz der Datenabgabe gegen Geldleistungen untersucht werden kann, wurde auf Basis von Expertengesprächen und Literaturauswertungen entwickelt. Anschließend wurde die Methode in einem Pre-Test getestet und weiterentwickelt. Nachdem die Ergebnisse des Validierungsworkshops ausgewertet und die Methode sowie das Erhebungstool überarbeitet wurden, werden im Rahmen der Untersuchung fünf Behörden exemplarisch untersucht. Der Schwerpunkt der Untersuchung liegt auf der Bundesverwaltung. Allerdings soll die Methode auch auf der Landesebene anwendbar sein.
Die Untersuchung der „Auswirkungen der Abgabe von Daten gegen Geldleistungen in der Verwaltung“ wird im September 2015 abgeschlossen.

One-Stop-Modelle werden seit rund 20 Jahren für den öffentlichen Sektor diskutiert. Der tatsächliche Umsetzungsstand ist jedoch dürftig. Vielfach werden Lösungen implementiert, welche die tatsächlichen Problemlagen der Adressaten nicht treffen. An einem Vergleich der Lebenslage Geburt und Leistungen für Eltern eines Kindes mit Behinderung wird verdeutlicht, wie verschieden die Ansprüche an ein und dasselbe One-Stop-Konzept sind. Daher stellt sich die Frage, wie One-Stop-Government ausgestaltet sein muss, um den Bedarfen unterschiedlicher Zielgruppen gerecht zu werden. Weiterhin wird in dem Beitrag aufgezeigt, wie man zu problemorientierten Lösungen gelangt.

We have always used information to make decisions, but there is a radical change taking place. Society is going from a constant shortage of data to a surfeit of information – and this upends everything. That’s big data. It ushers in three big shifts: more, messy and correlations (the book’s chapters 2, 3 and 4). First, more. We can finally harness a vast quantity of information, and in some cases, we can analyze all the data about a phenomenon. This lets us drill down into the details we could never see before. Second, messy. When we harness more data, we can shed our preference for data that’s only of the best calibre, and let in some imperfections. The benefits of using more data outweighs cleaner but less data. Third, correlations. Instead of trying to uncover causality, the reasons behind things, it is often sufficient to simply uncover practical answers. So if some combinations of aspirin and orange juice puts a deadly disease into remission, it is less important to know what the biological mechanism is than to just drink the potion. For many things, with big data it is faster, cheaper and good enough to learn “what,” not “why.”
A reason that we can do these things is that we have so much more data, and one reason for that is because we are taking more aspects of society and rendering it into a data form (discussed in chapter 5). With so much data around, and the ability to process it, big data is the bedrock of new companies.
The value of data is in its secondary uses, not simply in the primary purpose for which it was initially collected, which is the way we tended to value it in the past (noted in chapter 6). Hence, a big delivery company can reuse data on who sends packages to whom to make economic forecasts. A travel site crunches billions of old flight-price records from airlines, to predict whether a given airfare is a good one, or if the price is likely to increase or decrease. These extraordinary data services require three things: the data, the skills, and a big data mindset (examined in chapter 7). Today, the skills are lacking, few have the mindset even though the data seems abundant. But over time, the skills and creativity will become commonplace — and the most prized part will be the data itself.
Big data also has a dark side (chapter 8). Privacy is harder to protect because the traditional legal and technical mechanisms don’t work well with big data. And a new problem emerges: propensity — penalizing people based on what they are predicted to do, not what the have done. At the same time, there will be an increasing need to stay vigilant so that we don’t fall victim to the “dictatorship of data,” the idea that we shut off our reasoned judgment and endow in the data-driven decisions more than they deserve.
Solutions to these thorny problems (raised in chapter 9) include a fundamental rethink of privacy law and the technology to protect personal information. Also, a new class of professional called the “algorithmist” that will do for the big data age what accountants and auditors did for an era 100 years ago, when the cornucopia of information swamping society was in the form of financial data.
What role is left for humanity? For intuition, experience and acting in defiance of what the data suggests? Big data is set to change not only how we interact with the world, but ourselves. Read it, and please tell us what you think.

V.1 Münster, Deutschland: Vortrag beim Seminar „Führung und Management“ der DHPol zum Thema „Interaktiver Funkstreifenwagen der Polizei des Landes Brandenburg. Veränderte Arbeitsorganisation/Kompetenzen und die Konsequenzen für Führung und Management“ am 14. Juli 2015
Auf o.g. Veranstaltung hat Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, vor angehenden Führungskräften der Polizei an der Deutschen Hochschule der Polizei in Münster zu Konsequenzen für Führung und Management aufgrund veränderter Arbeit durch IT-Einsatz referiert. Am Beispiel des Interaktiven Funkstreifenwagens der Polizei des Landes Brandenburg zeigte Prof. Schuppan zunächst auf, wie sich die Arbeit der Streifenbeamten verändert hat. Der Interaktive Funkstreifenwagen ist ein IT-basierter mobiler Arbeitsplatz für Streifenbeamte, der es u.a. anderem ermöglicht, direkt auf polizeilich genutzte Datenbanken zuzugreifen, ohne die Leitstelle anzufragen. Zudem steht den Beamten ein Laptop zur Verfügung, mit dem Vorgänge direkt elektronisch vor Ort erfasst werden können. Folgende Erkenntnisse machte Prof. Schuppan, basierend auf einer wissenschaftlichen Untersuchung, deutlich:
- Die Arbeitsteilung zwischen Mensch-Mensch sowie Mensch-Maschine wird flexibilisiert.
- Eine Informatisierung führt zu teilweiser Vorstrukturierung von Arbeitsabläufen.
- Der zunehmende IT-Einsatz fördert eine Dezentralisierung von Aufgaben, was zu einer Verantwortungsdelegation führt.
- Durch sich erweiternde Handlungsspielräume steigt die Flexibilität der Arbeit.
- Es entsteht eine neue Art der Professionalität, die das selbstverantwortliche Umgehen mit IT integriert.
- Die Erwartung an mehr Handlungs- und Entscheidungsfreiräume sowie Effizienzsteigerung durch IT-Nutzung erhöht die Motivation. Mangelnde Funktionalität von IT demotiviert entsprechend.
- Durch die flexiblere Arbeitsteilung steigen Kompetenzanforderungen in den Bereichen Koordination, Kommunikation und Selbstverantwortung für das „richtige“ Umgehen mit IT.
Insgesamt machte Prof. Schuppan in seinem Vortrag deutlich, dass der Einsatz von IT die Arbeitsorganisation und Kompetenzen von Polizisten verändert, was wiederum maßgeblichen Einfluss auf Führung und Management hat. Vor allem kommt es zu einer gewissen Abkehr von Hierarchie durch Entscheidungsabgabe „nach unten“, d.h. Führung auf Abstand mit dem Ertragen von Unsicherheit ist notwendig. Weiterhin kommt es durch Visualisierung der Streifenwagen auf einer dynamischen Karte im Leitstellensystem zu einer ressourcenbezogenen statt einer zuständigkeitsbezogenen Steuerung. Im Ergebnis bedarf es einer flexiblen Führungskompetenz, was nicht ohne weiteres gelehrt werden kann, sondern sich größtenteils im Arbeitsalltag angeeignet werden muss. Wirkungen des IT-Einsatzes auf die Polizeiarbeit jedoch sollten Bestandteil der Ausbildung polizeilicher Führungskräfte sein.
V.2 Die IfG-Prozessmanagement-Roadshow – Wir kommen zu Ihnen ins Haus
Schon seit Oktober 2014 richtet das Prozessmanagement-Team des IfG.CC in mehreren deutschen Städten eine Roadshow zum Thema „Sicherung von Fachwissen in Organisationen“ aus. Mit der bundesweiten Roadshow sollen auf der Grundlage der bisherigen Projektergebnisse Unternehmen und öffentliche Verwaltungen einen Einblick in Möglichkeiten und Methoden der Wissenssicherung erhalten. Das wird zunehmend wichtiger, da sowohl durch Stellenwechsel als auch verstärkt durch die demografische Entwicklung Mitarbeiter die Organisationen verlassen und so notwendiges Wissen verloren geht. Sowohl Unternehmen als auch Behörden benötigen daher Lösungen und Konzepte, um die drohenden Wissensverluste aufzufangen.
Die Roadshow-Veranstaltungen sind als Workshops angelegt. An Praxisbeispielen erarbeitet das Prozessmanagement-Team des IfG.CC gemeinsam mit den Teilnehmern verschiedene Möglichkeiten zur Wissenssicherung. Partner der Roadshow sind Kommunen, verschiedene Industrie- und Handelskammern sowie eBusiness-Lotsen aus dem eKompetenz-Netzwerk der BMWi-Initiative „Mittelstand Digital“.

W.2 IfG.CC, Potsdam, Brandenburg, 27.08.: Prozesspriorisierungs-Workshop
Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.
Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.
Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

2. Schwerpunktthema des Monats/Key Issue of the Month:
"E-Government in Asien / E-Government in Asia"
=========================================================================
Seit Jahren forcieren Regierungen verschiedener asiatischer Staaten erfolgreich die Einführung moderner Informationstechniken. Insbesondere Singapur und Südkorea gelten als Vorreiter und führende Exporteure im Bereich E-Government. Beide Staaten haben als lukratives Geschäftsfeld den Export von E-Government-Lösungen für sich entdeckt. Vor allem Südkorea hat seine Wirtschaft bereits in den 1990er Jahren stark an den Bedarfen einer Informationsgesellschaft ausgerichtet. Singapur hat sogar eine eigene „Export-Agentur“ aufgebaut, um seine Leistungen breit auf dem globalen Markt vertreiben zu können.
Aber auch andere Länder in Asien wie Indien, Pakistan, Vietnam und Usbekistan beschäftigen sich – zum Teil seit Jahren – mit dem Thema E-Government. Bei Projekten bzw. dem Export von Lösungen in diese Schwellenländern sind einige Besonderheiten zu berücksichtigen, da meist sowohl Kultur als auch Infrastruktur und allgemeines Technologiewissen nicht dem westlicher Industriestaaten entsprechen.
In Indien werden Projekte in verschiedensten Bereichen des öffentlichen Lebens realisiert. So geht es beispielsweise darum, mit dem State Wide Area Network (SWAN) eine leistungsfähige IT-Infrastruktur aufzubauen, um Leistungen der Behörden leichter zugänglich zu machen, z.B. über Mobiltelefone oder über sogenannte e-seva-Servicecenter. Über diese Servicecenter können Bürger an einer Stelle Leistungen verschiedener Behörden in Anspruch nehmen, z.T. auch über Video-Verbindungen. In einem anderen Projekt in Delhi/Indien wird ein E-Health-Informationssystem aufgesetzt, mit dem Krankenhäuser, Apotheken und mobile Behandlungseinheiten vernetzt werden. Dadurch sollen Services effizienter erbracht, gleichzeitig aber der Informationsaustausch zur Behandlung der Patienten verbessert werden.
In Pakistan werden im Rahmen eines landesweiten Projektes die Fallakten der Polizei digitalisiert. Ziel ist es, sie elektronisch verfügbar zu machen, so dass von jeder Polizeidienststelle im Land darauf zugegriffen werden kann.
In Ho-Chi-Minh-Stadt, der wichtigsten Hafenstadt in Vietnam, sollen die Grundlagen für eine Smart City geschaffen werden. Hinter den sogenannten Smart Cities stehen gesamtheitliche Entwicklungskonzepte für Kommunen, mit denen technologiebasierte Veränderungen sowie nicht-technische Innovationen geplant werden. Ziel ist es, Lösungen für Herausforderungen wie den demografischen Wandel, steigende Verkehrsdichte und zunehmende Umweltverschmutzung zu identifizieren und zu realisieren.
Usbekistan hingegen ist ein Land, das hinsichtlich der Entwicklung von E-Government noch am Anfang steht. Bei einem Runden Tisch, der in Taschkent stattfand, haben sich nationale und internationale Experten zur Rolle von IT bei der Modernisierung der öffentlichen Verwaltung sowie der Demokratisierung der Gesellschaft ausgetauscht. Experten aus Südkorea, Japan, China, Australien, Lettland und Georgien stellen Lösungsmöglichkeiten vor. Diskutiert wurde, inwieweit diese Ansätze auf Usbekistan übertragbar sind.

2.1 India: Kerala leads digital race
Kerala is bracing to be the first digital state in Digital India as the work on high-speed internet infrastructure nears completion and most of the government services come online.
The next cabinet meeting is expected to take a decision on announcing the landmark achievement. The Kerala IT Mission has prepared a report on the progress of the digital Kerala project to Information Technology Minister P.K. Kunhalikutty.
The state, however, is facing stiff competition from Goa to be the first digital state. Though the smaller state had an advantage in making internet and internet-based services universal, it lags Kerala in providing government services online.

2.2 India: Tamil Nadu: Jaya opens 151 e-seva centres
Chief Minister J Jayalalitha inaugurated 151 e-seva centres, a one-stop solution to offer various government services to the people, in different parts of the State through video-conferencing from the Secretariat here.
According to an official release, the centres were set up at a total cost of Rs 12.15 crore.
Services such as Income Certificate, Community Certificate, Nativity Certificate, Property Tax, Girl Child Protection Scheme, Marriage Assistance Scheme etc will be offered through the e-centres, the release said.
The centres will enable the people to get government services close to their homes. They need not go to various government offices.'

2.3 India: Delhi government moves to link 36 hospitals, over 10,000 beds
At Rs 4,787 crore, the Health sector received the second highest budget allocation after education.
The Delhi government has invited an expression of interest for a key project, the e-health information system, which was announced by Deputy Chief Minister Manish Sisodia during the Budget Session as one of the priority initiatives in the Health sector. The system will connect 36 Delhi government hospitals with over 10,000 beds, 260 dispensaries and 45 mobile health clinics, and which together treat over 1.50 crore out patient patients, 5.60 lakh admitted patients and 26.90 lakh emergency cases annually.
At Rs 4,787 crore, the Health sector received the second highest budget allocation after education. Besides a proposed addition of 10,000 new beds, Sisodia had said an electronic health information system for patients will also be introduced.
According to the government notice, the system will “facilitate the delivery of services and act as a decision support system for staff/management”.

2.4 Pakistan: Technological advancement: Sindh police to computerise crime records
Sindh police have decided to computerise their police records announced Sindh IG Ghulam Hyder Jamali in a meeting at the Central Police Office (CPO) in July 2015.
The members present in the meeting decided that the project will be initiated soon with DIG Sultan Ali Khoja as the project director. The IG directed the members to draft recommendations for the appointment of 2,000 key punch operators to make the project successful.
The main components of the project include computerisation of existing Crime Record Office (CRO), police offices and police records, said the IG spokesperson. “All registers in police stations will be computerised and every entry on registers will be made available online,” he added.
Similarly, all FIRs will be computerised to help with the development of criminal records at police stations, he said. The computerised crimes data will have access to NADRA database through the biometric system in order to obtain relevant information, he added.
All police stations will be linked to the central database at CPO while the police stations will be inter-linked in order to have an easy access to any police station’s criminal records, he mentioned.

2.5 Vietnam: HCM: City seeks solutions for smart city development
The head of HCM City's Department of Information and Communication said the city was in the process of setting up an e-government that would play a critical role in building a "smart" city through information and communication technology (ICT).
Le Thai Hy said the smart city would improve residents' quality of life by efficiently managing traffic, power, healthcare and environmental systems, including waste treatment.
Hy spoke at a conference on smart cities on Wednesday (July 8 2015) in HCM City organised by the department and Sao Bac Dau Technologies Corporation.
"It is very important that the people's benefits should be considered first in building a smart city," he said.
He said local agencies should work with enterprises to define solutions that need to be carried out first.
A detailed roadmap for implementation needs to be created as well, he said.

In the metropolitan International Business Center held a round table on "The role of modern information and communication technologies in the modernization of public administration and democratization of society", Embassy of Uzbekistan said.
Deputies of the Legislative Chamber of Oliy Majlis, managers and employees of state power and administration, foreign ICT experts, representatives of NGOs, civil society, the media and others attended it.
The event noted that systematic and deeply thought-out state policy in the information field has enabled Uzbekistan to make significant progress in the formulation and development of national information space, freedom of expression and information, the introduction of modern ICT in all areas of life.
The participants of round table discussed the effective use of ICT in public administration, further improving the legal framework in this area, expanding of provided interactive services, protection of citizens' personal data on the Internet and others.
As a result of measures final conclusions, practical suggestions and recommendations adopted.

4.1. Netherlands: Use of e-health services still at early stage - Nivel
E-health services still have a long way to go in the Netherlands before achieving their stated aims, according to a study by Nivel, a healthcare research institute, in cooperation with Nictiz, an expertise centre on healthcare standards. The survey found that around 10 percent of chronically ill patients could access their medical information with care providers over the internet in the past year. Many were not aware of the opportunities for accessing such information online, Nivel said. The Dutch health ministry targets 80 percent of chronic patients and 40 percent of all the Dutch to have access to online medical information within five ears.
In addition the government wants anyone receiving care at home to be able to access communications with a care provider 24-7. Alongside the screen-based communication, automation techniques should allow patients to feel safer staying at home. However, only 5 percent currently have access to such services. The result of the survey will be used in the eHealth Monitor, to be published in the autumn.

Now seven years in preparation, doctors ask for help implementing the system.
A SICK man gets out his health insurance card and puts it into a terminal at a doctor’s office. His general practitioner prepares a diagnosis and then, without a referral slip to a specialist or a pharmacy prescription, the patient moves on to the specialist for another examination or to the pharmacy where he picks up his medications by putting the same card into another terminal. This is how the Slovak health care is supposed to work via the eHealth electronic system that is to begin in 2017.

4.4 Research from Slovenia shows ‘administrative literacy’ is key in people getting the most from e-government services
Both e-government provision and digital and computer skills have come on leaps and bounds over recent years. But how important is digital literacy in getting the most out of e-government services? According to new research from Slovenia carried out by Bojan Cestnik and Alenka Kern, it is possibly less important than administrative literacy in this regard.
According to the Capgemini benchmark study of the e-Government field in Europe, online availability and the sophistication of services for citizens and business have steadily improved over the last decade. The actual average for national online availability in Europe has reached an impressive 74%, while the online availability for local public services stands at 63%. Modern usability features are present on 78% of government websites. However, the ease and speed of use of the same websites scored at only 58%. Although the online availability and sophistication of e-Government services have achieved remarkable level of development in EU, citizen participation and engagement have not followed the same pattern. The figures for the year 2014 show that 54 % of EU citizens are non-believers or potential drop-outs from e-government services. According to this data there is much to be done if we want to increase the citizens’ participation and engagement.

5.2 United States: American public still skeptical about telemedicine
Surveys and studies on telemedicine seem to be surfacing as often as new Republican presidential candidates these days, but one study about public perceptions just might turn a few heads.
According to TechnologyAdvice, consumers are growing more comfortable with certain aspect of telemedicine – but they're still wary of seeing a doctor or getting a diagnosis online.
According to the nationwide Internet survey of 504 U.S. adults, some 75 percent either don't trust a diagnosis delivered through telemedicine, or they'd give it less weight than one made by a doctor in person. In addition, more than half of those surveyed – 56 percent – said they wouldn't be comfortable meeting a doctor for the first time via telemedicine.

5.6 South Africa: Gauteng Education On Roll-Out of ICT in Schools
The Gauteng Department of Education (GDE) will on Tuesday, 21 July, officially launch the roll-out of its technology enabled teaching and learning programme to Grade 12 learners in the Gauteng province.
The programme, commonly known as "The paperless classroom" entails the usage of interactive boards, mobile devices such as tablets, laptops with complete internet connectivity to conduct teaching and learning. To this end the GDE has selected 375 high schools with Grade 12 classes, mainly in township and rural areas to participate in the programme.

5.7 Israel: New app turns HealthKit into a communications tool
An Israeli company is tapping into the Apple HealthKit platform to create an emergency app for people with chronic conditions.
Targeted primarily at diabetics, the Alert app pulls real-time blood glucose data from HealthKit and issues a notification when the user's blood glucose level falls above or below predefined limits. The app also sends a notice to as many as three designated care team members – such as family members, friends, school officials or healthcare providers – and initiates a conference call with them within minutes.
Alert is the second app developed by HelpAround, launched in 2013 by Israeli Army R&D veterans Yishai Knobel (who'd developed the iBGStar diabetes management app now licensed by Sanofi and later developed diabetes mHealth technology for AgaMatrix) and Shlomi Aflalo. It follows on the heels of the Diabetes Helpers app, which enables the user to locate people in the immediate area who could offer assistance during a diabetic episode.
