  • Minister einigen sich auf EU-weite Vernetzung von Gen- und Fingerabdruckdatenbanken

    Die Justiz- und Innenminister der EU haben bei ihrem Ratstreffen in Brüssel am heutigen Donnerstag die Überführung des maßgeblich von Deutschland ausgearbeiteten Vertrags von Prüm (PDF-Datei) in den Rechtsrahmen der Gemeinschaft beschlossen. Das zunächst 2005 von Belgien, Deutschland, Frankreich, Luxemburg, Niederlande, Österreich und Spanien getroffene Übereinkommen soll eine vertiefte Phase der grenzüberschreitenden Bekämpfung des Terrorismus, der Kriminalität und der illegalen Migration begründen. Dazu sollen etwa DNA-, Fingerabdruck- und Fahrzeugregisterdaten elektronisch einfacher ausgetauscht und die entsprechenden Datenbanken vernetzt werden können.

  • Ministries argue over duplication of efforts in India's I-card plan

    India’s Home Ministry has proposed issuing smart biometric resident ID cards through its National Population Register (NPR), a move which some say is duplicating the fforst of the UIDAI program.

    As reported by The Economic Times, Prime Minister Manmohan Singh is putting together a group of ministers to explore whether or not these programs duplicate efforts. They’ll have to decide whether the Aadhaar’s UIDAI is an ID number or a card and whether or not the NPR program would simply duplicate the UIDAI’s database of biometric information.

  • MO: Government to introduce facial recognition in e-services

    The Public Administration and Civil Service Bureau (SAFP) announced on Sunday that the government will introduce facial recognition technology as one of the ways to identify users at its e-services.

    The bureau underlined that the facial technology will enable residents to get access to e-government services “more quickly and more conveniently”.

  • Mobile biometric voter registration proceeding in Philippines

    People from three adjacent regions in the Philippines have converged on their town hall, on September 24 and 25, to register and submit their biometric data for the 2013 mid-term elections.

    The municipal Local Government Unit of Lagawe is confident that they had all eligible voters registered in their system. Regional officials from the three participating barangays or administrative units, which are Jucbong, Montabiong and Abinuan, extended their help to the LGU of Lagawe and Election Commission during the registration process.

  • Mobile biometrics support Benin vaccine programme

    A recent investment of $695,431 from the Bill & Melinda Gates Foundation will provide new technology and ongoing support for the expansion—both geographic and functional—of mobile vaccine registry systems in health facilities in Benin, West Africa.

    This investment will enable new health centers to receive the resources and training necessary to effectively integrate the VaxTrac system into their vaccination program with the goal of improving record-keeping practices, reducing vaccine waste, and improving schedule adherence, especially for children under the age of five.

  • Monaco choses IN Groupe to secure digital identity, produce biometric identity documents

    IN Groupe has been selected by The Principality of Monaco to help design and secure its digital identity scheme and create new identity documents including biometric passports, electronic ID cards and residence permits.

    Natives and residents of Monaco will have the option to generate a digital identity associated with new identity documents, with deployment planned for the first half of 2021. The digital identity will provide access to various state services without the need for additional supporting documents.

  • MT: €7.7m to upgrade ID cards

    €7.7 million – excluding VAT – are to be spent to upgrade existing ID cards, with the EU supplying most of the amount, Prime Minister Lawrence Gonzi said. In a reply to a parliamentary question by Labour MP Owen Bonnici, Dr Gonzi said that €6,555,495 will be provided by the EU through the European Regional Development Fund.

    A few months ago, the Prime Minister had said that the ID cards would start to be replaced by the end of the year, but gave a different answer in his reply, stating that the ID cards would only start to be replaced in the first 3 months of 2012. He said that the necessary system is currently being developed, and should be ready by the end of the year.

  • MT: Over €6m in EU funds for ID cards project

    The EU’s European Regional Development Fund will be contributing €6,555,495 to the ID cards renewal project, Prime Minister Lawrence Gonzi told Parliament in reply to a question by Labour MP Owen Bonnici. The cost of the project is estimated to be €7,712,347.

    Dr Gonzi said there were other countries that had biometric systems. Malta was following the EU model.

    The electronic information system in the eID cards would include details required by the ID Cards Act as well as systems of digital certificates which allow people to access electronic systems and new e-government services, including those relating to health.

  • MU: Mauritius launches digital ID wallet with Thales tech for govt service access

    Mauritius continues to demonstrate its commitment to modernizing its digital infrastructure, with the launch of the Mobile ID system supported by Thales and aimed at enhancing access to government services. The initiative, unveiled by the minister of information technology, communication and innovation, Darsanand Balgobin, is part of the broader effort to transform the country’s digital ecosystem.

    Speaking at the official announcement, Minister Balgobin highlights that with the implementation of the Mobile ID in the MWA digital wallet app, Mauritius will become the first African country to bring in a digital ID wallet based on ISO standards. Mauritians will have the ability to use the digital identity card for certain administrative procedures. The app is available for both Android and Apple devices.

  • MX: Guanajuato Begins Issuing Children's Identity Documents

    Earlier today, in the state of Guanajuato, Federal Government began issuing the Personal Identity Document for minors, a form of official identification that will fully identify minors in the eyes of any Mexican authority.

    The children’s identity document is a free, official document with biometric elements, making it impossible to falsify, which also identifies the child’s parents or tutors, guaranteeing security and legal and juridical identity for those under 18.

  • MY: Government willing to consider biometric system in polls

    Biometric technology will be considered as an alternative for voter identification for future polls, said Minister in the Prime Minister’s Department Datuk Seri Shahidan Kassim.

    He said the Parliament Select Committee on Election Commission will be formed today.

    “It is hoped the committee will sit as soon as possible to consider the proposals in order to make the necessary recommendations on improvements,” he said during debates on the second reading on the Supplementary Supply Bill yesterday.

    The system, linked to National Registration Dept allows election workers to positively identify voters before giving them ballot papers.

    The Election Commission (EC) is conducting a thorough study on the use of fingerprint biometric system which may be applied in the 13th general election, said state EC director Datu Takun Sunggah.

    The use of the system is to avoid multiple voting and provide greater transparency in the electoral roll.

  • MY: Biometric System For Foreigners To Be Implemented Next Month

    The Immigration Department will start using the biometric system on foreigners entering the country next month, its director-general, Datuk Alias Ahmad said.

    However, he said, Persons with Disabilities (OKU) and children below 12 years of age would be exempted from the system.

    For a start, the system would be installed at 61 of the 96 entry points into the country and the rest by end of the year, he told reporters here.

  • MY: Biometric system scrapped, indelible ink stays

    The Election Commission (EC) will not go ahead with its proposal to use the biometric system instead of the indelible ink as long as the relevant laws were not amended.

    Its chairman, Tan Sri Abdul Aziz Mohd Yusof, noted that while there were some flaws with the indelible ink during the 13th general election, the EC managed to overcome the problem during the Kuala Besut by-election recently.

    "The public has to know that the indelible ink and the biometric system are two different things... it is not that easy to switch," he told The Malaysian Insider.

    The integrity of Immigration officers is among the three focal points to be paid attention to with the proposed implementation of the biometric system at entry points in the country.

    Home Minister Datuk Seri Hishammuddin Tun Hussein when stressing this said the other two points are to work with the counterparts in the home countries of arriving tourists and the upgrading of equipment.

    He said while it was vital to use modern technology and equipment to detect any possible threat especially with the challenges of the new borderless world, personnel manning entry points must also uphold a high level of integrity since they work closely with staff stationed at airports and seaports nationwide.

    The Election Commission (EC) is mulling over the possibility of using biometric system to enable the voter's verification process to be done electronically, EC chairman Tan Sri Abdul Aziz Mohd Yusof.

    He said although the system was capable of detecting multiple voting and ensuring transparency, it needed to be scrutinised before being implemented because it would be very costly.

    "However, this does not mean that the existing system is no longer relevant, safe or transparent because despite allegations of multiple voting cases, none of the claims resulted in an election petition or had been brought to court so far," he said in an interview with Bernama and RTM here recently.

    The Election Commission (EC) plans to use the biometric system to enable the verification of voters in the coming general election to be done electronically, said its chairman Tan Sri Abdul Aziz Mohd Yusof.

    He said the EC would cooperate with the Home Ministry in using the system which was now being used by the ministry to verify foreigners.

    "The same principle shall apply, but the system to be used on voters," he told reporters at his office, here, today.

    Thursday launch of new identifi cation system for expats, with security features including

    A new identification system for expatriates in the country will be implemented by the government from  Thursday.

    Called I-Pass, the new system is an improvement and will replace the current I-Kad system, The Malay Mail has learnt.

    Similar in nature to the MyKad, the I-Pass will have security measures embedded, including biometric data.

  • MY: Home Ministry: Problems with biometric system being identified

    JOHOR BARU: The Home Ministry has established a special committee to identify problems faced by the biometric system introduced early this month. Secretary-general Tan Sri Mahmood Adam said the committee would ensure that the system, placed at 61 locations nationwide, worked without major hitches.

    Mahmood said problems in implementation of the system at Sultan Iskandar Customs, Immigration and Quarantine (CIQ) complex and the Tanjong Kupang CIQ in Gelang Patah had been resolved by the ministry.
