  • Sri Lanka: ICTA announces ICT human resources capacity building programme

    Under the e-Sri Lanka Programme, the Information and Communication Technology Agency of Sri Lanka (ICTA) is embarking on a comprehensive ICT human resources capacity building programme for the Sri Lankan government.

    The objective of the capacity building programme will be to equip the public sector with the skills and competencies needed to manage and administer forthcoming e-government projects, including IT infrastructure (Lanka Government Network, or LGN) and services such as e-Foreign Employment, e-Pensions and e-Divisional Secretariat.

    e-Government is a diffused neologism used to refer to the use of information and communication technology to provide and improve Government services, transactions and interactions with citizens, business and other arms of Government.

    e-Government therefore is all about improving the quality of delivery of Government services to the public, to business and within the whole of Government. ICT is only a tool.

  • Sri Lanka: Internet - unheard of, for many Lankans: Study

    While Internet penetration is not "very good" amongst the Bottom of the Pyramid (BOP), those earning less than $2 a day, with many in Pakistan, India, Sri Lanka, Bangladesh, the Philippines and Thailand never even having heard of the Internet; the BOP can still benefit from the enhanced access to information and, as such, opportunity inherent in the so-called "Internet economy" through mobile 2.0, or more than voice, services. This was noted by Prof. Rohan Samarajiva, a past head of Sri Lanka's telecommunications regulator and the current chair of a regional telecommunications think tank LIRNEasia, which is also based in the same country.

    Information Technology (IT) will play a major role in the economic development in Sri Lanka as 75 percent of the Government institutions including Ministries, Departments, Provincial Councils, Pradeshiya Sabhas and Divisional Secretaries have been connected to a cohesive network that enables an efficient service to the public, Chief Operating Officer Information and Communication Technology Agency of Sri Lanka (ICTA) Reshan Dewapura said at the launch of the e-Asia 2009, Asia’s most prestigious international exhibition and conference in Colombo yesterday.

    President Mahinda Rajapaksa’s aim to extend the field of computer literacy to a wider section of the populace is move in the right direction given its relevance in the current context of an ever shrinking world.

    Speaking at the launch of the Nenasala Centre at Samanthurai via satellite from the Presidential Secretariat, President Rajapaksa said his objective was to extend computer literacy to 60 per cent of the country’s population from the current 25 per cent.

  • Sri Lanka: Prime Minister inaugurates COE

    Prime Minister Mahinda Rajapakse initiated another key milestone in the e-Sri Lanka roadmap on Thursday by inaugurating the e-Government Centre of Excellence for Sri Lanka, the first of its kind in the country.

    The Centre located at the Sri Lanka Institute of Development Administration (SLIDA) showcases the true spirit of public private partnerships collating the synergies of the Information and Communication Technology Agency of Sri Lanka (ICTA), SLIDA, Oracle Corporation Singapore, PC House and Millennium Information Technologies on behalf of SUN Microsystems and Cisco. The Centre will have a dedicated manager and team, with demonstration and development of e-governance solutions and proof-of-concepts carried out by technical experts of the partners.

  • Sri Lanka: Promoting IT in rural areas, Govt’s aim

    The Government has given top priority to promote information technology among people, especially the rural community to enable Sri Lanka to emerge as a knowledge based economy. The development depends on acquiring knowledge and technology is necessary to forge ahead, said Minister of Science and Technology Prof. Tissa Vitharana.

    Asia’s premier ICT event e-Asia 2009, the fourth in the series was opened by President Mahinda Rajapaksa at the BMICH yesterday. It was jointly organized by the Information Technology Communication Agency (ICTA) and Centre for Science Development and Media Studies under the theme “Opportunities for Digital Asia”. The three-day Information and Communication Technology event of the region for the year includes a conference and exhibition which will conclude tomorrow.

  • Sri Lanka: Public servants play a vital role

    Public servants, especially heads of government institutions and Chief Innovative Officers, have a pivotal role to play in the implementation of policy statements of any government, said Inform ation and Communication Technology Agency of Sri Lanka (ICTA) Chairman, Prof. P. W. Epasinhge.

    The professor said so in his keynote address at the first of several national eGovernment policy workshops planned for this year, held at Water's Edge, Colombo last Thursday (18) from 8.30 a.m. to 4.30 p.m.

  • Sri Lanka: SLT completes first stage of e-government project

    Sri Lanka Telecom (SLT), has completed the first phase of the Government’s intended ambitious project, titled the Lanka Government Network (LGN), covering five provinces in the country.

    This modern LGN project implementation was carried out as a strategic project of the Re-Engineering Government programme of Information and Communication Technology Agency of Sri Lanka (ICTA), which functions under the Presidential Secretariat.

  • Sri Lanka: Small innovative projects can do wonders

    Secretary to the President and UNESCAP’s ICT Committee Chairman Lalith Weertunga extolled the value of innovative thinking at the National Chief Innovative Officers’ Conference held in Colombo recently.

    Participating at the conference as the chief guest, Weeratunga emphasised, in his key note address, the value of thinking creatively and figuring out new ways for providing service smartly to the public. He said that in public service there were numerous instances where a little creative thinking could lead to simple and small projects that would carry out the tasks faster, at less cost, in a more pleasant manner and in a less cumbersome way both for the government servant as well as the public. The audience of this conference organized by the Information and Communication Technology Agency of Sri Lanka (ICTA) consisted mainly of senior government officials who form the pivotal part in the machinery for implementing the eGovernment programme.

  • Sri Lanka: The vast potential of e-Government

    The emergence of e-Governance to the State mechanism would undoubtedly be a fountain of hope to our island nation. Many developed countries in the world today such as the US, Canada, Singapore, Korea and even India in the states of Andra Pradesh and Karnataka, have adopted "e-Government" work strategies to make citizen services more efficient and effective. The heart of e-Government is the government's offer of an efficient citizen service through the use of ICT.

    Moreover, Re-engineering Government will strive to ensure that government services are delivered efficiently at the right time, to the right place, and to the citizens' very doorstep, be it the home or the freely accessible community information centres (VGKs). It will provide citizen services in the most efficient and productive manner, by re-engineering and empowering business processes of the government.

  • Sri Lanka: Training eases way for e-Government

    Department Heads and senior staff in Sri Lanka are being familiarised with the country’s new e-Government Policy to help improve public services.

    Secretary of the Public Management Reforms Ministry, P.B. Abeykoon, said a series of 10 workshops on the new policy were being held across the country.

    Mr Abeykoon said knowledge of ICT among top Public Servants would “greatly help” improve public services.

  • Sri Lanka: Western province revenue licence now available online

    Sri Lanka's Lanka Gate e-government services portal this week added an e-Revenue Licence service to its online portfolio which to date also includes a GovSMS short messaging service that allows access to train schedules and crop prices. These services can be accessed by registering online at www.srilanka.lk.

  • Sri Lankan citizens to get biometric ID cards

    Sri Lanka plans to begin issuing biometric identity cards to citizens of the island country this month, said the Commissioner General of the Department of Registration of Persons, R.M.S. Sarath Kumara.

    The card will include the individual’s fingerprints and will have security features to prevent tampering, counterfeiting and forging, confirming to relevant international standards. All applications will be scanned and details will be computerised following a verification process before the card is printed, Kumara informed.

  • Sri Lankan govt to computerise patient information

    The government of Sri Lanka has announced its plans of computerizing patient information in all the government hospitals to improve the health services in the country.

    Telecommunication and IT Minister Ranjith Siyambalapitiya said the Electronic patient documentation will involve computerising every detail of a patient’s clinical history including consultation information.

    He added the patient details will be updated in every consultation.

  • Sri Lankan hospital shares e-Health success story

    Dompe hospital kicked off the second phase of its eHospital project with the recent launch of its Online Appointment System as part of the local administration’s efforts to improve patient-care and experience in the village hospital.

    Bandula Ranathuga, project manager at the Ministry of Local Government and Provincial Councils told FutureGov that patients can simply call Hotline 0711-370370 and follow operator instructions to get an appointment. The patient will then receive an SMS from the hospital detailing the time he could visit the physician or doctor concerned.

  • Sri Lankan internet is at crossroads

    According to the Chief Executive Officer of Dialog Telekom Dr. Hans Wijayasuriya, Sri Lanka ranks far ahead with the other Asian countries in the field of mobile technology. The usage penetration level, he says, is 25 per cent. That means, out of 20 million of population in Sri Lanka, 5 million are using mobile phones.

    Yet, the Internet penetration in Sri Lanka is extremely poor when considered with other Asian countries. Many reasons are attributed for this gap and in Dr. Wijayasuriya's words "it can be mainly attributed to consumers who do not perceive any marginal value that can be extracted from the Internet'.

  • Top NRI for Sri Lanka

    The Networked Readiness Index (NRI) for Sri Lanka has been elevated from 72 percent to 48 during the last five years indicating a major improvement in the industry, Sri Lanka ranks fifth in the world in development in the ICT sector.

    The country had the biggest improvement in the NRI, which is a global indicator used to ascertain the success of ICT activities in counties.

    Sri Lanka has managed to reap these positive results mainly due to the government’s e-development agenda, ICT Agency of Sri Lanka Chief Executive Officer, Reshan Dewapura said.
