  • IN: IT policy and credibility gap

    Statements of policy can sound grand but when it comes to promises of administrative reform, what India needs is a reality check. The draft National Policy on Information Technology, 2011 claims that providing “ubiquitous, affordable, access to information and public services for enhancing efficiency, transparency, accountability and reliability” is among its important goals. Another key objective is to incentivise the software industry to boost exports, to expand IT education, and generate ten million new jobs. It can be assumed that economic imperatives will lend fresh dynamism to the high-performing software industry, but the same cannot be said of public services. Take the key areas under the National e-Governance Plan. Income Tax, passport, visa, land records, property registration, pensions, road transport, police, municipalities, panchayats, and employment exchanges are all priority services, but these are not ready for electronic service provision even after years. Communications and IT Minister Kapil Sibal must address this serious credibility gap. He has acknowledged the problem of bribery to get even a refund in departments such as Income Tax, but only firm action can produce solutions. The situation is not very different in other government services.

    With focus on tier-II, -III cities, Kerala will get more opportunities

    Kerala is on the cusp of immense opportunities owing to the provision in the draft National IT Policy, 2011, to focus more on tier-II and tier-III cities, say industry experts.

    “Major IT hubs like Bangalore, Chennai, Hyderabad, Mumbai, Pune and NCR, which account for nearly 90 per cent of India's IT industry, are near-saturated. They face infrastructural challenges and human resource constraints for further expansion. Hence Indian IT and ITES industry has to shift focus to tier-II and tier-III cities,” the draft policy observes.

  • IN: Kerala: State government rolls out new IT policy

    The State Government has rolled out a new IT policy for giving comprehensive support for the development of the IT sector.

    The new policy aims at creating a knowledge-based economy with global opportunities. Developing ‘IT@Kerala’ as the most preferred IT/ITeS investment destination in India is its another goal. It also aims at attracting investments in the ICT.

    As per the new policy, the government will simplify labour laws to suit the needs of IT&ITeS companies. This will help to overcome the barriers pertaining to employment in the industry. General permission will be granted to all IT&ITeS companies to have 24x7 operations.

  • IN: Maharashtra cabinet clears e-governance policy

    Maharashtra government on Wednesday approved e-governance policy. Chief minister Prithviraj Chavan told reporters after the weekly cabinet meeting today that the e-services will be available from Setu and maha-e-seva centres. He said the e-governance policy was based on the report of Vijay Bhatkar committee.

    Mobile telephony and online services are the major aspects of the new policy. "We want to have a paperless government office," he said, adding that use of Marathi would be mandatory in e-governance services.

    The National Policy on Information Technology (IT) 2012, which aims to encourage adoption of information and communication technology (ICT) in key sectors, has been recently approved by the cabinet.

    "The Cabinet has recently approved the National Policy on Information Technology 2012," ministry of communications and information Thursday said in an official statement.

  • IN: Orissa: E-governance roadmap for 10 departments

    The e-governance roadmap for 10 key departments of the state government is expected to be readied in six months, keeping in tune with the IT department's commitment to improve service delivery through adoption of latest technologies.

    Globally reputed consultant PricewaterhouseCoopers which was roped in by the state government to spell the future e-governance roadmap has prepared its report on 21 departments. The report is an overview of the preparedness of these departments to implement e-governance initiatives. The report has also shed light on the manpower and hardware requirement for such departments.

  • IN: Orissa: Government to formulate e-governance policy

    The State Government has decided to formulate an e-governance policy to facilitate its implementation in a speedy manner by different departments. Besides, policies on information technology and hardware production are also on the cards. The proposed policies were discussed at a meeting presided over by chief secretary in the Secretariat here on Friday. Secretary in the Information and Technology Department PK Jena presented the roadmap of the implementation of e-governance in the state.

    The Odisha Computer Application Centre (OCAC) under the IT Department with the assistance of technical consultants has prepared the draft policy on e-governance. The meeting discussed the roadmaps prepared by 21 departments for implementation of e-governance.

    New ICT policy to have five key missions

    Union Ministry of Communications and Information Technology held a round table conference with the stakeholders to deliberate upon the draft national information and communication technology (ICT) Policy 2011 on Tuesday in the Capital.

    Opening the deliberations, Kapil Sibal, Union Minister of Communications and Information Technology said that the Department of Information Technology (DIT) seeks to achieve the objectives of equity and empowerment by using ICT to touch and transform lives of citizens. “The endeavour is not only to promote the growth of IT Industry – but to use ICT for empowering citizens and ensuring transparency and accountability in governance through reliable and efficient delivery of public services,” he stated.

  • IN: Tamil Nadu to unveil new ICT policy

    The Tamil Nadu government will be introducing a new information and communications technology policy 2012, which will lay emphasis on attracting foreign direct and domestic investments.

    According to the state IT department’s policy note, which was placed by state IT minister N Subramanian, currently there are nearly 350,000 professional employed in about 1,750 IT and IT-enabled (ITeS) companies in the state.

    Software exports from the state, which stood at Rs.42,100 crore in 2010-2011, are expected to touch Rs 48,000 crore in 2011-2012. All efforts are being made to attract more IT/ITeS investments in the state.

    There’s a dog-eared saying among Internet and telecommunication veterans. In the digital world a week is akin to a month and a month is a year. Thirteen years, then, is an era. No wonder the National Telecom Policy 2012, which has replaced the policy of 1999, has generated such a lot of buzz. Most of the attention has centered on the proposed one-time spectrum fee, delinking of spectrum from licence, spectrum sharing, trading, re-farming and pooling and licence renewal fee. The last has not been heard on spectrum pricing as the Telecom Regulatory Authority of India (TRAI) is slated to present a detailed analysis to the Department of Telecom (DoT) before the ministerial meeting on June 5, 2012.

  • Irish Govt reveals e-government strategy up to 2015

    The Irish Government has revealed a new e-government strategy that contains 44 actions across eight priority areas. Projects include an online passport service, a national spatial data information system and a national rollout of fixyourstreet.ie across all local authorities.

    A 45th action sets out governance arrangements to ensure that progress is appropriately monitored.

    The strategy, launched today by the Minister for Public Expenditure and Reform Brendan Howlin, TD, is aligned closely with the Public Service Reform Plan.

  • Irish Govt reveals National Digital Strategy - €2,500 e-commerce vouchers for SMEs

    The digital economy is growing 10 times faster than the traditional economy and firms that engage in online trading are twice as likely to be creating jobs as firms that aren’t, said Ireland’s Communications Minister Pat Rabbitte, TD, who today will unveil the first phase of the National Digital Strategy. From next year, Rabbitte envisages at least 2,000 firms will secure e-commerce vouchers worth €2,500 to change their fortunes but the wider target is 10,000 firms.

    Rabbitte, who will unveil the strategy officially later this morning, explained to media that digital contributes 4.4pc to Ireland’s GDP (€7.1bn) and this is growing at 16pc a year – more than 10 times the rate of growth of the economy as a whole.

    Three pieces of content in The Sunday Gleaner dated June 30, 2013 led me to think how often the dots between policy and strategy, really the implementation of policy, evinces the missed interconnections.

    Our policymakers talk a lot about the role acquisition of ICT skill sets - and continued upskilling - would play in ramping the national economy to the global knowledge economy. We seem to understand that our e-governance initiatives would both push and pull dissemination of the baseline technologies and practices inherent to mastery.

  • KE: A Five-Year National ICT Master Plan Developed

    In the last decade, Kenya has moved from a very backward position technology-wise to one to look out for. From dead slow internet speeds to plenty of bandwidth, low mobile network coverage to robust countrywide coverage and now eyeing Long Term Evolution technology like the rest of the world.

    Most of these developments have been mostly pushed by the consumer demands and need to keep up with the global business environment.

    In 2006, the government had a plan whose focus was on building infrastructure to connect Kenyans to the internet. Thus, one fibre optic cable was welcome. That was then, now there are four fibre optic cables live in the country, a fifth one is expected to land very soon and two more later.

  • KE: Medical Services Ministry launch national e-health strategy

    Among those who will implement new plan are government regulators, pharmacy and medical chain suppliers, medical insurance providers and healthcare employees

    The Kenyan government has launched the country’s first National e-Health Strategy aimed at ensuring health information is provided to the right person at the right place and time to support quality and efficient healthcare.

    Medical Services Minister Professor, Anyang Nyong’o said the development of the e-Health Strategy comes at an important time when the health sector is implementing far reaching reforms to realize the right to health enshrined in the Constitution.

  • Kenya’s 47 counties partner with central government to develop ICT master-plans

    Kenya’s 47 counties have partnered with the central government to develop and implement their ICT master-plans, senior officials from Kenya ICT Authority said on Thursday.

    “We have forged linkages with counties to help them develop ICT master-plans in line with the central government’s directive to digitize public services,” Kenya ICT Authority said the Marketing Director, Eunice Kariuki said in Nairobi.

    She spoke to Xinhua during the announcement of ConnectedKenya 2014 conference to be held in mid April in the coastal city of Mombasa.

    Developing Nations Set Their Sights on Korea’s Realistic Development Model

    The 25th Information and Culture month falls in June. The Ministry of Public Administration and Security (MOPAS) of Korea and the National Information Society Agency (NIA) will jointly host a ceremony on June 4 to celebrate the 25th Information and Culture month. Along with the ceremony, a variety of events will be held such as 2012 Information Festival, exhibitions of information & communications assistive devices, musicals promoting a sound information culture. Though such events are designed to promote the Internet and digital information ethics, art education and physical training will also be offered to close the information gap between individuals and regions and to help children have a taste of various recreational cultures other than the Internet. A slew of events are scheduled to be held throughout June to mark the 25th Information and Culture month.

  • KR: Smart City, Gangnam-gu’s E-government Strategy

    Last December, Gangnam-gu established its own ultra high-speed communication network and opened “u-Gangnam City Control Center,” which oversees 1,079 CCTVs installed in the area. Gangnam-gu is the first Seoul district in Korea to install CCTV and set precedence in crime prevention. The city control tower controls 1,079 CCTV installed in Gangnam-gu, which is the largest number of CCTVs installed in any district in Korea, and received keen interest from other local government and businesses. “U-Gangnam City Control Center” was launched on the second floor of Yeoksam Police Station at Gangnam-gu with floor space of 575.54㎡, and an operating personnel of 68 people, which includes 47 CCTV operators, four policemen, five city control personnel and 12 maintenance staff.
