Laut dem Wall Street Journal schlägt eine zentrale chinesische Technologieplanungs-Arbeitsgruppe (State Informationization Leading Group) Bestimmungen vor, nach denen die chinesischen Behörden einen Großteil der benötigten Software von einheimischen Entwicklern kaufen sollen.
