The Finance Ministry signed Thursday an agreement with K-Net whereby the latter will offer electronic payment services for collecting state fees, in a step toward transforming to the e-government system.

The contract was signed by Finance Undersecretary Khalifa Hamada and K-Net General Manager Hasan Akbar.

Speaking after the signing of the agreement, Hamada said electronic payment of government fees would be made available at individual points-of-sale and self-service electronic stations, as well as through the interest and mobile phones.

The provision of and integrated and comprehensive atmosphere of information technology (IT) is a prerequisite for E-government, said Mohammad Al-Dallal, a lawyer. He made the statement in his address to a seminar on the sidelines of the First Forum on Legislations of Electronic Transactions which kicked off in Kuwait earlier Monday. Al-Dallal urged for coordination and joint efforts by major public and private players as well as professionals, legislators and the judiciary to launch the e-government project. The relevant legislations require definition of a dealer’s identity and eligibility to carrying out electronic transactions as is the case with traditional transactions, he noted. As for the electronic signature, Al-Dallal said it was the essential element for endorsing the electronic transactions which depends on privacy and confidentiality.

The Kuwaiti Central Agency for Information Technology (CAIT) and ICDL GCC Foundation, the governing body and the certification authority of the International Computer Driving License program in the Gulf States, have signed a partnership agreement to implement the ICDL and e-Citizen programs as part of a nationwide effort to increase digital awareness within the government workplace and society.

The move also aims to boost government performance and empower citizens with computer skills to take advantage of today's technologies and online services.
