On the morning of August 13th, the City's Smart Urban Development Coordination Council held its second meeting to assess the progress of tasks and projects and to provide feedback on key priorities for the coming period. Mr. Truong Canh Tuyen, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, and Chairman of the Coordination Council, presided over the meeting.
Attending the meeting were the Vice Chairmen of the City People's Committee and leaders of departments and agencies who are members of the City's Smart City Development Coordination Council.
Centralized shared data, core digital infrastructure.
According to a report by the Department of Construction, the standing agency of the Coordinating Council, the Can Tho City Smart City Development Project, approved by the City People's Committee in Decision No. 323 dated January 23, 2026, comprises 59 tasks and projects, aiming to complete the criteria for a Level 1 smart city and strive to achieve some Level 2 criteria in the 2026-2030 period.
To date, out of a total of 59 tasks and projects, 3 have been completed, 46 are underway, 1 is in the research and development phase, and 9 have not yet been implemented. Several tasks have achieved noteworthy results. The City Police Department has completed the architectural framework and data governance framework; the Department of Construction has completed strategic planning, a smart city development plan, and a common data environment software to serve the assessment and storage of construction information model documents in phase 1. The Department of Agriculture and Environment has completed the construction of an automated water monitoring network, serving the control of surface water, groundwater, and water source quality warnings.
Regarding the Smart City 2.0 criteria, the city is reviewing and updating the plan according to new regulations. The criteria include 51 foundational indicators, of which 19 are mandatory and 32 are optional. Currently, 2 mandatory indicators have been completed, 13 are being implemented; and 4 indicators have been identified as not yet allocated funding, requiring further research and proposals for additional tasks and projects.
During the meeting, the Council members focused on discussing and evaluating the progress of implementing smart city development tasks according to the 2026 plan; reviewing completed tasks, those currently underway, and those behind schedule, and identifying the causes and solutions to overcome these challenges.
In addition, council members focused on reviewing tasks and projects that are no longer relevant to the current situation, especially those with changes in mechanisms, policies, laws , scale, funding sources, or technical requirements, in order to make timely adjustments and ensure feasibility and investment efficiency. For information technology projects, smart urban infrastructure, smart transportation systems, and data centers, the Council requested a thorough assessment of the necessity, scope, budget, timeline, and responsibilities of each agency and unit, avoiding scattered and overlapping investments.
One key aspect emphasized is strengthening the integration and interconnection of platforms and databases across sectors and fields. When implementing digital transformation tasks, departments and agencies need to focus on the ability to connect and share data, forming a synchronized management system to effectively serve leadership, management, and service provision for citizens and businesses.
The Council also recommended reviewing and coordinating training and human resource development programs to serve digital transformation and smart city development, avoiding duplication in target groups and content, thereby effectively utilizing resources and funding.
Accelerate progress and create smart city products by 2026.
Concluding the meeting, Chairman of the Can Tho City People's Committee Truong Canh Tuyen highly appreciated the preparation of the Department of Construction and the coordination of departments and agencies in implementing the tasks agreed upon at the first meeting. Specifically for 2026, the city will implement 29 smart city development tasks; to date, the tasks are basically being implemented in the right direction, some have been completed, and 14 units have issued implementation plans.
However, the Chairman of the City People's Committee noted that the progress in implementing tasks for 2026 is still slow, while there is not much time left in the year. Notably, although specialized databases have been built, they have not been fully integrated, and citizens and businesses still have to access them individually through many different portals and applications.
The Chairman of the City People's Committee requested that departments and agencies focus decisively on ensuring the completion of tasks according to the schedule; adhering to the principle of "not striving for perfection, not waiting for 100% completion before starting," and implementing the approach of working, updating, exploiting, and refining simultaneously. Data was identified as a particularly important resource, especially in the context of AI development. Agencies and units need to accelerate the digitization, construction, and integration of data, aiming to form a shared data source for the city.
The Department of Construction is tasked with urgently reviewing, updating, and supplementing the indicators according to Circular No. 03/2026/TT-BXD of the Ministry of Construction ; and simultaneously reviewing the 5-year overall plan and the 2026 implementation plan, ensuring compliance with the new regulations.
Regarding resources, the Chairman of the City People's Committee requested that tasks, requirements, and outputs be clearly defined before making investment decisions. The city will review and adjust funding, prioritizing technology, digital transformation, and smart city development projects. For tasks that cannot be fully funded in 2026, they can be implemented in stages according to budget availability, without necessarily waiting for 100% of the necessary resources to be available.
Regarding land databases and specialized databases, the Chairman of the City People's Committee requested that construction be accelerated, while leveraging existing data to shorten implementation time. To date, the city has updated data for approximately 1.4 million land parcels and is continuing to complete data for the remaining parcels. Initially, departments, agencies, and localities should proactively implement the process from the grassroots level, selecting the most convenient tasks to tackle first, and utilizing secondary data from existing reports and records.
The city will focus on investing in core platforms and infrastructure, especially the city's data center; at the same time, it will select a number of issues, areas, and projects to pilot smart city solutions, creating concrete products as early as 2026. The city will also research the application of technology to monitor the progress of key projects in real time, initially piloting it in a number of large projects, and then gradually expanding it.
To improve the efficiency of leadership and management, the Chairman of the City People's Committee assigned the City People's Committee Office to coordinate with the Department of Science and Technology to research and develop a system for monitoring work progress, capable of alerting about tasks nearing their deadlines, serving the management and evaluation of task performance by agencies and units.
Regarding the tasks of monitoring and handling traffic violations and ensuring security and order, the Chairman of the City People's Committee agreed to assign the City Police Department as the focal point to receive and continue carrying out tasks in this field; at the same time, to stop and transfer the functions and tasks of ITS projects invested by the Department of Construction in accordance with regulations.
The Chairman of the City People's Committee also requested that agencies and units review the use of computers, software, and licenses; gradually replace old equipment, use licensed software, ensure information safety and security, and strive to use officially licensed software in the 2026-2027 period.
Concluding the meeting, Chairman of the City People's Committee Truong Canh Tuyen requested that members of the Council and heads of departments and agencies closely adhere to assigned tasks, timelines, and schedules; proactively address difficulties and expedite the completion of dossiers for approval and implementation. The Department of Construction, as the standing agency, is responsible for monitoring and urging progress; issues exceeding its authority must be promptly reported to the City People's Committee leadership for consideration and direction.
The Chairman of the City People's Committee requested that agencies and units promptly implement tasks immediately after the meeting, creating a clear transformation in building a smart city and digital transformation. The third meeting of the City's Smart City Development Coordination Council is expected to be held in September or early October 2026.
