Transforming Government since 2001

Over the past decade, Kuwait has steadily ramped up efforts to digitize government services, with a notable push beginning in 2016. Key entities such as the ministry of commerce and industry, Kuwait Municipality and more recently the launch of the central government app Sahel have all played significant roles in this transition. Kuwait Times spoke to several IT experts involved in this digital shift to gain deeper insight into the challenges and progress of the country’s e-government strategy.

A major contributor to Kuwait’s digital transformation is Naser Al-Mutawa, former undersecretary for technical support and planning at the ministry of commerce. Al-Mutawa emphasized that the primary challenges are not technical, but rather regulatory and bureaucratic. “It’s never technical by any chance,” he said. “We’re dealing with the legacy of decades of paperwork and massive physical archives, which makes digitization a daunting task.”

A series of government opinion polls aimed at improving services provided by ministries and agencies has resulted in a set of recommendations designed to enhance the quality of client-facing services. In alignment with the e-government initiative and the Ministry of Education’s ongoing commitment to digital transformation, the Minister of Education and Minister of Higher Education and Scientific Research, Prof. Dr. Adel Al-Adwani, announced the launch of a new electronic platform named “Takamul.” In a recent press statement, Prof. Al-Adwani detailed how Takamul aims to enhance the efficiency and effectiveness of project management within the Ministry of Education. The platform will display statistics from various reports and convert them into digital indicators.

Chairperson of the Board of Directors of the Sustainable Energy Society Suad Al- Hussein described the signing of the infrastructure contract for the South Saad Al-Abdullah City project as a “major leap” and a start toward the government’s goal of establishing smart cities. In a press statement, she revealed that this project will provide approximately 24,508 smart housing units for citizens.

Al-Hussein commended the government’s efforts to expand the development of such advanced cities to keep pace with global trends in this field. She highlighted the role of scientific and executive institutions, such as the Kuwait Foundation for the Advancement of Science (KFAS) and the Kuwait Institute for Scientific Research (KISR), along with the many specialists trained in these fields from educational institutions, as crucial assets in supporting the construction of these modern housing units.

In a significant move towards digital transformation, the Ministry of Justice has launched a new service allowing citizens to pay civil fines through the “Sahel” application. The announcement was made by Dr. Muhammad Al-Wasmi, the Minister of Justice and Minister of Endowments and Islamic Affairs.

According to a statement on the Ministry’s official “X” account, this new service enables users to view their outstanding cases requiring payment of civil fines. Once the fines are paid in full, any transaction restrictions imposed due to these fines will be lifted.
