    Saudi Arabia is officially gutting Neom and turning the Line into a server farm. After a year-long review triggered by financial reality, the Financial Times reports that Crown Prince Mohammed bin Salman’s flagship project is being “significantly downscaled.” The futuristic linear city known as the Line, originally designed to stretch 150 miles across the desert, is scrapping its sci-fi ambitions to become a far smaller project focused on industrial sectors, says the Financial Times. It’s a rumor that the Saudis originally dismissed when The Guardian first reported on it in 2024.     South Africa’s R84-billion smart city looks nothing like the promised “New York of Africa”

    Chinese developer Zendai Developments had high hopes of building a new R84-billion city in Modderfontein on the East Rand of Gauteng, touting it as the “New York of Africa”.

    However, the plan, which dates back to 2014, failed due to funding issues and disagreements with the City of Johannesburg over affordable housing.

    Is Government of India’s Smart Cities Mission a failure?

    IN: Smart City Mission: 7,741 projects worth Rs 1,55,386 crore completed, 323 projects ongoing

    The Smart City Mission (SCM) has seen 7,741 projects (96 per cent of total projects) amounting to Rs 1,55,386 crore being completed, and the remaining 323 projects amounting to Rs 9,425 crore are currently ongoing (as on December 1, 2025), the Parliament was informed on Monday.

    The mission had undertaken 8,064 projects amounting to Rs 1,64,811 crore in 100 cities.

    "Under the SCM, the Central government had a total outlay of Rs 48,000 crore for the 100 cities. As reported by states/UTs, as on 01.12.2025, the cities have been able to claim Central Financial Assistance of Rs 47,458 crore (99 per cent of the total Central share allocation)," Union Minister of State for Housing and Urban Affairs Tokhan Sahu told the Rajya Sabha in a reply to a question.

    JM: Montego Bay: Mayor says smart city model could transform disaster response

    Highlighting the many benefits of a smart city, Montego Bay Mayor Richard Vernon says advanced modelling technology could significantly strengthen disaster management for weather events like Hurricane Melissa while also improving efficiency and the overall flow of services and information.

    A long-time advocate for introducing the system to Montego Bay, he said he’s ready for the western city to be transformed, noting that full implementation of a smart city could realistically take up to five years, contingent on securing the revenue needed for it to be sustainable.

    VN: Da Nang wins top national smart-city award

    Da Nang received top marks in three categories: smart governance, innovative start-up attractiveness and green environment – areas that judges said reflected the city’s broad push to centre services around residents while expanding the use of digital tools in urban management.

    Da Nang has been named Vietnam’s Smart City of 2025, securing the top and only national title granted this year by the Vietnam Software and IT Services Association (VINASA).

    IN: Bihar Police launches citizen service portal app, begins major push toward digital policing

    The Bihar Police on Saturday has taken a significant step towards digital transformation with the launch of the Citizen Service Portal app, enabling residents to connect with police services from home and ensuring faster redressal of complaints.

    Dubrovnik Named Croatia’s Best Smart City for the Third Year in a Row

    Dubrovnik has once again been crowned Croatia’s Best Smart City, securing the prestigious title at the “Days of Regional Development and EU Funds 2025” conference held in Šibenik. The award was presented to Mayor Mato Franković during a ceremony organised by the Ministry of Regional Development and EU Funds, the Croatian County Association, and Jutarnji list. Prime Minister Andrej Plenković was among the officials in attendance.

    This latest success cements Dubrovnik’s position as one of the most awarded and forward-thinking cities in the country. With five national awards and 16 finalist placements to date, Dubrovnik consistently ranks among Croatia’s top performers. It is also listed among the five best cities in the Economy and Quality of Life categories, and in the past eight years has twice been named the best large city to live in.

    Smart cities failed. Sentient cities are coming next

    The infrastructure required for 21st century cities demands prediction and adaptation - that's where sentient cities come in.

    In 2015, Columbus, Ohio won the U.S. Department of Transportation's $40 million Smart City Challenge. By 2020, the promised transformation had not materialised. Traffic remained congested. Systems didn't integrate. Citizens saw incremental improvements, at best.

    Columbus isn't an outlier. It's the norm.

    IN: Maharashtra: Aurangabad: Smart City to launch ‘Clean Street’ app; Smart Parking system soon

    A crucial meeting of the Board of Directors (BoD) of the Aurangabad Smart City Development Corporation Limited (ASCDCL) was held at the Smart City Office recently. Several key proposals aimed at accelerating the city’s development and strengthening the corporation’s financial position were approved.

    Smart grid, smart city: how advanced metering infrastructure supports urban decarbonisation

    Smart grids are the future of sustainability, especially in cities where carbon emissions are highest. Advanced Metering Infrastructure (AMI) supports urban decarbonisation efforts by providing accurate data. Smart cities are making significant strides, including the use of advanced metering consultants, to further their goals of lowering emissions and making cities greener.

    What is AMI?

    Traditional energy meters were more archaic than AMI because they required manual operation, where a worker would check the machine themselves and record the data monthly. This wastes energy on transportation and vehicle pollution. AMI delivers data digitally to companies with daily or hourly updates, providing consumers and cities with accurate knowledge of energy usage without the risk of human error.

    Brazil empowers citizens through digital transformation

    The expansion of 5G coverage in Brazil is happening faster than predicted. The National Telecommunications Agency (Anatel), linked to the Ministry of Communications, reports that 2019 municipalities are already covered by fifth-generation mobile communications, representing 64.94 per cent of Brazil's population. This result significantly exceeds the coverage level planned for 2027, demonstrating significant progress in the development of the 5G network.

    Minister of Communications Frederico de Siqueira noted that the advancement of 5G in Brazil is the result of a targeted government policy aimed at the country's development. "Our goal is to provide quality connectivity to all regions, reduce inequality and promote opportunities through digital transformation," he stated.

    Trust in the Australian Public Service is increasing due to improved digital services, greater transparency and improved service quality, Australia’s public service commissioner has said.

    In his message in the State of the Service Report 2024–25, Gordon de Brouwer set out that trust in the Australian Public Service (APS) had increased by 4 points to 62% in the past year – while trust in specific services increased to 73% in 2025, compared with 71% in 2024.

A.1 Potsdam, Deutschland, 28.11.: F+E-Projekt "PROKETTA – Erhebung von Prozessketten zwischen Wirtschaft und Verwaltung" – Zweites Treffen der Projektpartner

Am 28.11. fand in Potsdam beim IfG.CC das 2. Treffen der Projektpartner des Forschungs- und Entwicklungsprojektes "PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ statt. Ziel der Veranstaltung war es, die Projektpartner über den aktuellen Umsetzungsstand und die nächsten Schritte im Projekt zu informieren sowie Rückmeldungen zu ersten, bereits gelieferten Ergebnissen zu erhalten.

Teilnehmer der Veranstaltung waren Vertreter aus Bundes- und Landesministerien, kommunaler IT-Dienstleister sowie verschiedenen Kommunen und Unternehmen, bei denen im Verlauf des Projektes bereits Prozesse erhoben wurden.
Dr. Manfred J. Suhr, Geschäftsführer und Vorstand des IfG.CC, präsentierte wesentliche Zielstellungen, Vorgehensweisen und Schwerpunkte des PROKETTA-Projektes. Er ging einführend auf die Besonderheit ein, dass im Projekt Prozessketten zwischen Unternehmen und öffentlicher Verwaltung erhoben werden. Bisher werden häufig nur organisationsintern Prozesse betrachtet und optimiert; organisationsübergreifende Schnittstellen finden dagegen kaum Berücksichtigung. Dabei weisen gerade die Schnittstellen zu anderen Akteuren große Optimierungspotenziale auf. Anschließend erläuterte Dr. Suhr, welche Informations- und Meldepflichten (IMP) für die Betrachtung im Projekt ausgewählt und zu Themenclustern (wie z.B. Abfall, Anlagenbau/-betrieb, Gütertransport oder Umweltschutz) zusammengefasst wurden. Im Anschluss daran präsentierte er die Vorgehensweise zur Prozessoptimierung. Im Vordergrund stehen dabei nicht Optimierungen durch den bloßen Einsatz von IT, sondern eher arbeitsorganisatorische Optimierungspotenziale. Aus den optimierten Prozessketten werden Referenzmodelle abgeleitet, die Kommunen intern zur Anpassung und Analyse ihrer eigenen Prozesse nutzen können. Herausforderung ist, dass in der Praxis kaum Erfahrungen bei der Prozessoptimierung, wenn als Grundlage für die Optimierung nicht auf aussagekräftige Angaben zu Zeit- und Kostenaspekten von Prozessen zurückgegriffen werden kann. Das ist in Kommunen oft der Fall.

Friederike Thessel, wissenschaftliche Mitarbeiterin im PROKETTA-Projekt, berichtete anschließend über bisherige Projekterfahrungen. So ist beispielsweise die Bereitschaft von Unternehmen, an der Prozesserhebung teilzunehmen, davon abhängig, wie bedeutsam die Informations- und Meldepflicht für ihr „Tagesgeschäft“ ist. Im Vergleich dazu ist das Interesse der Verwaltungen an der Projektteilnahme größer, da die Bearbeitung von Informations- und Meldepflichten per se zum Kerngeschäft gehört.

Im zweiten Teil der Veranstaltung präsentierte Herr Dr. Suhr anhand verschiedener Szenarien Nutzen und Einsatzmöglichkeiten des Geschäftsprozessmanagers, einem der wesentlichen Projektergebnisse auf Produktebene beim IfG.CC. Der Geschäftsprozessmanager ist als Wissensmanagementtool konzipiert, mit dem in anschaulicher Form Informationen zu den erhobenen Prozessketten zwischen Behörden und Unternehmen visualsiert und digital bereitgestellt werden. Alle Prozessschritte sind mit erläuternden Informationen hinterlegt, z.B. zu erforderlichen Dokumenten, Gesetzesgrundlagen und Prüfschritten. Mitarbeiter in Unternehmen und Behörden können den Geschäftsprozessmanager nutzen, um sich schnell einen Überblick über die gesamte Prozesskette zu verschaffen, oder je nach Bedarf (z.B. bei der Einarbeitung in ein neues Aufgabenfeld) auch Detailinformationen zu Teilprozessen abzurufen.

In der anschließenden Diskussion wurden einzelne Projektschwerpunkte vertieft und Ideen zum Transfer der Projektergebnisse entwickelt. Dabei wurde deutlich, wie wichtig es ist, dass die im Projekt entwickelten Prozessmodelle gut in die alltägliche Arbeit integriert und möglichst flächendeckend genutzt werden. In diesem Zusammenhang sollte der Austausch von „good practices“ zwischen den Projektpartnern und darüber hinaus weiterhin stark verfolgt werden.

Das dreijährige F+E-Projekt PROKETTA (proketta.ifg.cc), gefördert vom Bundesministerium für Wirtschaft und Technologie, startete am 01.04.2012. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

A.2 Bonn, Deutschland, 21.-22.11: F+E-Projekt "PROKETTA – Erhebung von Prozessketten zwischen Wirtschaft und Verwaltung" – Evaluierungsworkshop der eStandards-Projekte

Am 21. und 22. 11. fand in Bonn ein Evaluierungsworkshop für alle Projekte, die über das eStandards-Förderprogramm des Bundesministeriums für Wirtschaft und Technologie (BMWi) gefördert werden, statt. Dr. Manfred J. Suhr, Projektleiter und Geschäftsführer des IfG.CC, und Friederike Thessel, wissenschaftliche Mitarbeiterin des IfG.CC, stellten den aktuellen Projektstand des Projektes „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ vor. Ziel der Präsentation war es, den bisherigen Projektverlauf kritisch zu reflektieren sowie die Aktivitäten vorzustellen, die in den nächsten Monaten geplant sind. Gleichzeitig wurde dieser Workshop genutzt, um sich mit den Mitarbeitern der anderen Projekte zu Schwerpunkten und Herausfor-derungen auszutauschen und Ideen für weitere gemeinsame Projekte zu entwickeln.

Lag in den ersten Projektmonaten der Schwerpunkt auf konzeptionellen Arbeiten, werden seit Juli 2012 in Workshops und mittels Interviews systematisch Geschäftsprozesse in Verwaltungen auf kommunaler, Landes- und Bundesebene sowie in Unternehmen zu den priorisierten Informations- und Meldepflichten (IMP) (z.B. Baugenehmigung für gewerbliche Sonderbauten, Anträge nach dem Bundesimmissionsschutzgesetz) erhoben. Die ausgewählten IMP wurden nach Themen geclustert, um Ähnlichkeiten und Abhängigkeiten zwischen den IMP besser abbilden zu können.

In den Gesprächen zur Vorbereitung der Prozesserhebung und bei der Prozesserhebung wurde deutlich, dass – anders als erwartet – Unternehmen beim Thema Geschäftsprozessmanagement nicht unbedingt weiter entwickelt sind als Kommunen. Sowohl bei Unternehmen als auch bei Behörden besteht ein großer Bedarf an Austausch über Vorgehensweise und Möglichkeiten zur Prozessoptimierung. Die Prozesserhebungen werden z.T. von den Organisationen als Einstieg in das Thema Geschäftsprozessmanagement genutzt.

Eines der wesentlichen Projektergebnisse auf Produktebene ist beim IfG.CC der Geschäftsprozessmanager. Dieser ist als Wissensmanagementtool entwickelt, mit dem in anschaulicher Form Informationen zu den erhobenen Prozessketten zwischen Behörden und Unternehmen visualsiert und bereitgestellt werden. Alle Prozessschritte sind mit erläuternden Informationen hinterlegt, z.B. zu erforderlichen Dokumenten, Gesetzesgrundlagen und Prüfschritten. Mitarbeiter in Unternehmen und Behörden können den Geschäftsprozessmanager nutzen, um sich schnell einen Überblick über die gesamte Prozesskette zu verschaffen, oder je nach Bedarf (z.B. bei der Einarbeitung in ein neues Auf-gabenfeld) auch Detailinformationen zu Teilprozessen abrufen.

Schwerpunkt in den kommenden Monaten wird weiterhin die Erhebung und Modellierung von Prozessketten zu Informations- und Meldepflichten sein – sowohl auf Unternehmens- als auch auf Behördenseite. Ein Ziel ist es auch, erste Referenzprozessmodelle für Informations- und Meldepflichten zu entwickeln. Diese können als Gestaltungsgrundlage genutzt werden, eine prozessorientierte Verwaltung umzusetzen.

A.3 Potsdam, Brandenburg, Deutschland 13.11.: Forschungsprojekt "Zukunft der Verwaltung - Stein-Hardenberg 2.0" – 2. Leitungskonferenz in Caputh

In der jährlichen Leitungskonferenz des Forschungsprojektes „Stein-Hardenberg 2.0“ am 13.11. wurden der höchsten Steuerungs- und Entscheidungsebene (Auftraggeber) im Projekt grundlegende Erkenntnisse vorgestellt. Im Vordergrund standen die vom Projektteam entwickelten verwaltungspolitischen Kernthesen sowie Überlegungen zur Weiterentwicklung staatsorganisatorischer Prinzipien wie Föderalismus, kommunale Selbstverwaltung und Ressortprinzip. Ziel der Veranstaltung war es, die erarbeiteten Ergebnisse zu diskutieren und gemeinsam weiterzuentwickeln. Durch den Dialog zwischen Wissenschaft und Praxis soll sichergestellt werden, dass die Forschungsergebnisse auch in die Praxis transferiert und so ein Beitrag zur Weiterentwicklung der Verwaltungspraxis geleistet werden kann.

Im Einstein-Sommerhaus in Caputh tauschten die Teilnehmer – jenseits des immer hastiger werdenden „Alltagsgeschäfts“ – Gedanken und Ideen über die Zukunft von Staat und Verwaltung im Kontext von IT-Nutzung aus. Kernfragen waren u.a., wie E-Government dazu beitragen kann, die Stärken des Föderalismus besser zu nutzen; welche Potenziale sich nicht realisieren lassen, wenn an der bisherigen föderalen Arbeitsteilung festgehalten wird; wie viel „Eigenproduktion“ kommunale Selbstverwaltung erfordert und welche Aufgaben(teile) tatsächlich unter den Schutz der Ressorthoheit fallen.

Konsens in der Diskussionsrunde war, dass es nicht darum geht, grundlegende staatliche Organisationsprinzipien abzuschaffen oder notwendigerweise zu verändern. Vielmehr ginge es darum, die Prinzipien vor dem Hintergrund von vernetztem E-Government neu bzw. zeitgemäß zu interpretieren, ohne dass deren ursprüngliche Zwecke und Funktionen unterlaufen werden.

P.1 „Stein-Hardenberg 2.0“ – Beitrag in der Juni-Ausgabe des Behördenspiegel: Zukunft der Verwaltung  - Das Forschungsprojekt "Stein-Hardenberg 2.0"

Ein aktueller Beitrag aus dem Projekt „Stein-Hardenberg 2.0“ ist in der Juni-Ausgabe des Behördenspiegel erschienen. In dem Artikel werden ausgewählte Erkenntnisse,  die innerhalb des Forschungsverlaufs gewonnen wurden, dargestellt.

Obwohl das Projekt noch nicht abgeschlossen ist, können erste Ergebnisse und konkretisierende Thesen formuliert werden:
  • „Staatlichkeit verändert sich durch IT bereits heute mehr als gedacht, manchmal auch unbemerkt, weil die Wirkungen der gegenwärtigen Praxis von Informationstechnik-Einführung nicht immer offensichtlich sind.
  • „Gestaltung kann gelingen, wenn zwischen Bewirkung, Produktion und Infrastruktur unterschieden wird und alle drei Bereiche eng aufeinander bezogen werden.“
  • „Die Potenziale von vernetztem eGovernment können föderalismusfreundlich genutzt werden; eine Veränderung oder gar Abschaffung von Zuständigkeiten ist nicht erforderlich.“
Eine der zentralen Fragen des weiteren Forschungsverlauf wird sein, wie sich staats- und verwaltungsorganisatorische Grundprinzipien wie Föderalismus, Ressortprinzip und (kommunale) Selbstverwaltung vor dem Hintergrund von IT und eGovernment weiterentwickeln (können). Beispielsweise kann in Bezug auf kommunale Selbstverwaltung gefragt werden, wie viel die Kommunen noch selbst “produzieren” müssen, um sich als Selbstverwaltung zu verstehen?

Das Projekt hat nicht nur wissenschaftlichen Nutzen, sondern auch unmittelbare praktische Bedeutung, weil es Themen berührt, die heute schon in der Praxis relevant sind. In nahezu jedem anspruchsvollen eGovernment-Vorhaben stellen sich Fragen von Zuständigkeiten, Verantwortung, Steuerung und Umsetzbarkeit. Hierauf werden im Forschungsprojekt Antworten gegeben.

P.2 „Stein-Hardenberg 2.0“ – Artikel in der eGov Präsenz 02/2013: Reduktion von Verwaltungslasten für Eltern eines Kindes mit Behinderung

In der aktuellen Ausgabe (02/2013) der praxisnahen Fachzeitschrift „eGov Präsenz“ wurden ausgewählte Ergebnisse des Forschungsprojektes „Stein-Hardenberg 2.0“ veröffentlicht.

In dem Artikel wird die Problemlage von Eltern eines Kindes mit Behinderung beim Zugang zu öffentlichen Leistungen skizziert. Diese Zielgruppe ist in hohem Maße mit Bürokratieaufwand belastet, da sie wiederholt und dauerhaft mit verschiedenen Verwaltungen in Kontakt treten (müssen). Ursachen der hohen Verwaltungslasten sind unter anderem ein komplexes Leistungs- und Trägerspektrum sowie unklare Zuständigkeiten. In dem Artikel wird beispielhaft aufgezeigt, wie vernetztes eGovernment dazu beitragen kann, den Interaktionsaufwand mit der Verwaltung zu reduzieren. Die entwickelten Gestaltungsansätze orientieren sich dabei konsequent an den spezifischen Bedarfen der Zielgruppe. Dabei wurde besonderen Wert auf eine Bündelung des Zugangs zu Informationen und Leistungen sowie eine Reduktion der Häufigkeit der Interaktion mit Behörden/Trägern gelegt. In Fokusgruppenworkshops wurden die Gestaltungsansätze von Adressaten sowie Vertretern der öffentlichen Verwaltung kritisch diskutiert und evaluiert.

V.1 Potsdam, Brandenburg, Deutschland, 22.11.: Vortrag für eine Delegation aus Usbekistan

Am 22.11. hat eine Delegation der Academy of Public Administration aus Usbekistan das IfG.CC besucht. Hintergrund des Besuchs war, dass die Academy eine zentrale Rolle bei der aktuellen Verwaltungsreform in Usbekistan einnehmen soll, in dem dort die Verwaltungs- und Führungskräfte aus- und weitergebildet werden. Organisiert wurde die Studienreise der usbekischen Delegation in Kooperation mit der Gesellschaft für internationale Zusammenarbeit (giz).

Interessiert war die Delegation vor allem an der Arbeitsweise des Forschungsinstituts und an Themen rund um eGovernment. Stefanie Köhl und Katrin Walter, wissenschaftliche Mitarbeiterinnen am IfG.CC, haben u.a. das Lehrangebot des Instituts präsentiert. Das IfG.CC bietet bereits seit vielen Jahren unterschiedliche Seminare und Masterkurse auf hohem Niveau an, in denen Forschungsergebnisse und Wissen für Führungskräfte in einer reflektiv-kritischen Form vermittelt werden. Vorgestellt wurden beispielsweise Seminarinhalte des Kurses „eGovernment“, wie z.B. der Einsatz von Informationstechnologie in der Verwaltung, die Gestaltung von Bürgerservices (Front- und Back-Office), die Leistungserbringung in netzwerkartigen Organisationsformen sowie Veränderung von Territorialität und Staatlichkeit, wenn Leistungen orts- und zeitunabhängig erbracht werden. Aber auch Seminare zu den Themen „Shared Services“, „Prozessmanagement“, „Krisenmanagement“ und „Kompetenzmanagement für eGovernment“ waren für die usbekischen Besucher von höchstem Interesse.

Neben den Inhalten der vorgestellten Seminare war die Delegation vor allem daran interessiert, wie Seminare am IfG.CC entstehen und aufgebaut sind. Dazu haben Mitarbeiter des Instituts einen Einblick in die Arbeitsweise des IfG.CC, vor allem in den Bereich der Entwicklung von Fallstudien aus eigenen Forschungsergebnissen gegeben. Alle vom IfG.CC angebotenen Seminare basieren auf empirischen Forschungsergebnissen, die anhand von umfangreichen nationalen wie internationalen Fallstudien, z.B. zu eGovernment-relevanten Themen wie Outsourcing und Shared Services oder EU-Vergleichen, bearbeitet und veranschaulicht werden. Das ermöglicht eine kritisch-reflektive Diskussion mit den Teilnehmern und erleichtert den Wissenstransfer in ihren jeweiligen individuellen institutionellen Kontext.

V.2 Worms, Deutschland, 14.11.: Vortrag zum Thema Kooperationsfähigkeit bei E-Government auf der Regionalkonferenz „Wirtschaft trifft Verwaltung“

Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, referierte am 14.11. auf der Regionalkonferenz „Wirtschaft trifft Verwaltung“ der Metropolregion Rhein-Neckar GmbH im „Wormser“ zum Thema: „E-Government ist mehr als IT: Kooperationsfähigkeit bei E-Government-Netzwerken“. Kerngedanke des Vortrags war, dass es bei der Planung und Umsetzung von E-Government nicht primär um Technik geht, sondern um Netzwerkfähigkeit. Denn die meisten E-Government-Vorhaben scheitern nicht an einem Mangel an Technik. Silodenken, Bestandswahrungsinteressen sowie (datenschutz-) rechtliche Aspekte gehören zu den Haupthindernissen, die es bisher erschweren, vorhandene Vernetzungspotenziale zu heben. Wesentliche Voraussetzung für erfolgreiches E-Government sind somit nicht (nur) technisch einwandfreie Infrastrukturen. Vielmehr kommt es auf die organisatorische, ressourcenmäßige und individuelle Netzwerkfähigkeit an. Anhand von empirischen Beispielen verdeutlichte Prof. Schuppan, wie vermeintlich gut organisierte E-Government-Projekte scheitern können, wenn sie nicht die entsprechende „Rückendeckung“ auf politischer und Führungsebene haben. Die abgeleiteten Implikationen für die Praxis sind eindeutig: Neben professioneller Personalentwicklung, um Netzwerk- und Transformationskompetenzen – auch auf der Arbeitsebene – zu fördern, ist eine institutionelle Netzwerkfähigkeit der Behörden zu schaffen. Um netzwerkfähige Personen und Organisationen letztlich wirklich zu netzwerkwilligen Projektpartnern zu machen, müssen entsprechende Kooperationsanreize gesetzt werden.

Im Anschluss an die einführenden Vorträge am Vormittag, wurden am Nachmittag in Fachforen weitere aktuelle Themen aus dem Bereich „Kooperatives E-Government in föderalen Strukturen diskutiert, wie z.B. „Virtuelles Bauamt“, „Easy Transport - Optimierungspotenziale im Schwerlast-Verkehr“ oder „De-Mail und nPA im Einsatz“.
Hintergrund der Veranstaltung:

Bürokratieaufwand für Unternehmen zu reduzieren und die regionale Standortattraktivität der zu stärken ist das Ziel der Metropolregion Rhein-Neckar GmbH. Unterstützt wird sie von Vertretern aus Wirtschaft, Kammern, Verwaltung und Wissenschaft, die gemeinsam daran arbeiten, die Verwaltungsprozesse zwischen Behörden und Unternehmen zu verbessern. Die jährliche Regionalkonferenz dient dazu, wesentliche Fortschritte und aktuelle Ergebnisse der Kooperationsprojekte vorzustellen und zu diskutieren.

V.3 Worms, Deutschland, 14.11.: Präsentation der Prozesserhebungsergebnisse aus dem Bereich Genehmigungsverfahren zur Durchführung von Großraum- und/oder Schwerverkehr in der Metropolregion Rhein-Neckar auf der Regionalkonferenz “Wirtschaft trifft Verwaltung”

Beim Fachforum Easy Transport im Rahmen der 8. Regionalkonferenz „Wirtschaft trifft Verwaltung“ hat Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC, am 14.11. Ergebnisse einer Prozesserhebung zu Genehmigungsverfahren für Großraum- und/oder Schwerverkehr in der Metropolregion Rhein-Neckar vorgestellt. Das Fachforum Easy Transport beschäftigt sich seit Dezember 2012 mit dem Genehmigungsverfahren speziell für Autokrane.

Zwischen Juni und August 2013 haben Mitarbeiter des IfG.CC im Rahmen des Projektes PROKETTA Prozesse zum Genehmigungsverfahren in der Metropolregion Rhein-Neckar untersucht. Im Fokus standen dabei die Genehmigungen, die Autokrane (radgetriebene Mobilkrane, welche häufig bei Baumaßnahmen oder Abbrucharbeiten benötigt werden) für die Fahrt zu Baustellen oder Einsatzorten benötigen. Hintergrund ist, dass gerade Unternehmen, die Dienstleistungen mit Autokranen erbringen, einen Großteil der Aufträge kurzfristig erledigen müssen. Zu späte Genehmigungen verzögern den Geschäftsbetrieb. Ziel der Prozesserhebung war es daher, den Genehmigungsprozess für alle Beteiligten zunächst zu dokumentieren und so eine valide Grundlage für eine Prozessanalyse zu schaffen. Mit der Prozessanalyse sollen Möglichkeiten aufgezeigt werden, das Genehmigungsverfahren speziell für Autokrane transparenter und effizienter zu gestalten.

Ergebnisse der Prozessanalyse zeigen, dass es im Genehmigungsprozess viele Schnittstellen/Organisationsbrüche gibt, die hinsichtlich ihres Optimierungspotenzial geprüft werden müssen: Neben der Genehmigungsbehörde müssen noch weitere Fachbereiche (z.B. Kfz-Zulassungsstelle oder Tiefbauamt wegen Brückenstatik) einbezogen werden bzw. Informationen zuliefern, was den Genehmigungsprozess verlangsamt. Der Genehmigungsprozess wird bei Antragstellern (Kranunternehmen) und in den Genehmigungsbehörden durch VEMAGS – ein internetbasiertes Online-Genehmigungsverfahren für Großraum- und Schwertransporte – unterstützt. Eine system- und medienbruchfreie Bearbeitung findet dennoch nicht statt, da viele bereits bestehende Informationssysteme, wie z.B. Baustellen-Informationssysteme, nicht an VEMAGS – das internetbasierte Online-Genehmigungsverfahren für Großraum- und Schwertransporte – angebunden sind. Erschwerend kommt hinzu, dass in allen drei Ländern der Metropolregion Rhein-Neckar unterschiedliche Regelungen, z.B. hinsichtlich Fahrzeitbeschränkungen, Begleitung der Fahrten durch Begleitfahrzeuge oder Absicherung durch die Polizei, zu beachten sind. Für Unternehmen, die ihre Services in der Metropolregion anbieten, bedeutet das, sich mit teilweise widersprüchlichen Auflagen zu arrangieren. Dies ist z.T. mit langen Warte- und Stehzeiten sowie höheren Personalkosten für die Kranunternehmen verbunden. Hinzu kommt, dass sich die Verkehrsinfrastruktur kontinuierlich verschlechtert. Das hat zur Folge, dass Streckenabschnitte und Brückenbauwerke für den Großraum- und Schwerverkehr gesperrt werden. Von den Behörden werden deswegen seltener Genehmigungen für längere Zeiträume (z.B. Dauergenehmigungen für festgelegte Strecken für 3 Jahre) erteilt.

Die präsentierten Ergebnisse werden genutzt, um in den kommenden Monaten mit den Verantwortlichen in den Behörden in der Metropolregion Rhein-Neckar sowie auf Landes- und Bundesebene Maßnahmen für eine Verbesserung des Genehmigungsverfahrens zu entwickeln.

Projekthintergrund:

Im Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ erhebt das IfG.CC derzeit bundesweit Geschäftsprozesse in Unternehmen und Verwaltungen. Ziel ist es, ein Register mit Referenzprozessen für staatliche Informations- und Meldepflichten (IMP) aufzubauen. Ausgewählt wurden solche IMP, die bei Unternehmen besonders hohe (Bürokratie-) Kosten verursachen. Zur Prozesserhebung werden Workshops und Interviews mit beteiligten Unternehmen und Behörden durchgeführt. Arbeitsschritte, die notwendig sind, um bestimmte IMP zu erfüllen bzw. eingegangene Unterlagen und Daten von Unternehmen zu be- und verarbeiten, werden erfasst und auf dieser Grundlage anschließend Prozessmodelle erstellt, die mit den Interviewpartnern abgestimmt werden. Im weiteren Projektverlauf werden die jeweiligen Unternehmens- und Verwaltungsprozesse zu Prozessketten zusammengeführt. Parallel dazu sollen für die Informations- und Meldepflichten optimierte Referenzprozessketten entwickelt werden. Der Katalog wird mit Hilfe des beim IfG.CC entwickelten Geschäftsprozessmanagers zugänglich gemacht. Im Geschäftsprozessmanager werden Prozessketten und Referenzmodelle grafisch sowie inhaltlich abgebildet. Mitarbeiter in Unternehmen und Behörden erhalten hierdurch schnell einen Überblick über die gesamte Prozesskette. Arbeitet sich ein Mitarbeiter in ein für ihn neues Themengebiet ein, kann er darüber hinaus bei Bedarf detaillierte Informationen zu einzelnen Prozessschritten abrufen (z.B. Checklisten für die formale Prüfung von Anträgen).

Das dreijährige Projekt PROKETTA (proketta.ifg.cc), gefördert vom Bundesministerium für Wirtschaft und Technologie, startete am 01.04.2012. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

V.4 Potsdam, Deutschland, 07.11.: Seminar „Krisenmanagement“ für Führungskräfte der Verwaltung in Kooperation mit dem Behörden Spiegel

Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, führte im Rahmen der Praxisseminarreihe des Behörden Spiegels am 07.11. in den Räumen des IfG.CC das Seminar „Das unerwartete Managen: Krisenmanagement in öffentlichen Institutionen“ für Führungskräfte der Verwaltung durch.

Ziel des Seminars war es, herauszuarbeiten, wie effektives Krisenmanagement in der Verwaltung aussehen und die Robustheit von öffentlichen Organisationen erhöht werden kann. Von großer Bedeutung ist dies, da der Staat zunehmend neuartige Krisen zu bewältigen hat und dadurch nahezu jeder Verwaltungszweig mit Krisen oder krisenähnlichen Erscheinungen konfrontiert ist. Hinzu kommt, dass Krisen und deren Wirkungen nur bedingt vorhersehbar sind, auch wenn sie sich u.U. früh andeuten. Im Vordergrund des Seminars stand daher das Management von und in Ausnahmesituationen sowie situatives Management, welches sich fundamental vom “Management im Normalzustand” unterscheidet.

Kernfragen des Seminars waren u.a.: Ist es möglich auf das Unerwartete vorbereitet zu sein? Welche besonderen Managementtechniken und weiteren Instrumente können in Krisensituationen zum Einsatz kommen? Ist Informationstechnik Ursache von Krisen oder Instrument zur Krisenbewältigung? Kann von Techniken und Herangehensweisen beim Management von Krisen etwas für das Public Management gelernt werden und umgekehrt? Mittels einer anwendungsorientierten theoretischen Reflexion, Praxis- und Fallbeispielen sowie konkreten Übungen wurden diese Fragen mit den Teilnehmern diskutiert und auf Basis fundierter Erkenntnisse beantwortet.

Das IfG.CC bietet bereits seit einigen Jahren unterschiedliche Master- und Praxiskurse auf hohem Niveau an, in denen Forschungsergebnisse und Wissen für Führungskräfte in der gebotenen reflektiv-kritischen Form vermittelt werden. Im Jahr 2014 wird das IfG.CC folgende Seminare in der Praxisseminarreihe des Behörden Spiegels anbieten: „Krisenmanagement in öffentlichen Institutionen“, „Management-Reformen der öffentlichen Verwaltung“ und „Staatliche Transformation mit Informationstechnik“. The e-Government Emerging Topics minitrack provides a home for incubating new topics and trends in e-Government research. This HICSS E-Government Emerging Topics minitrack seeks submissions that contribute to the evolution of e-Government research and to the clarification of the field. Panel Session: The Role of e-Government in Administrative Reform: Towards New Forms of Governance, Democracy, and Accountability?

In the last decades, governments around the world started to use Information and Communication Technologies (ICTs) to improve various forms and aspects of government and governance. For instance, e-Government solutions have been introduced as a critical enabler for administrative reform in order to achieve better governance, more transparency, better quality services, and greater citizen involvement in the decision-making process.

Various ambitious demands placed on the design and delivery of 21st century government not only raise questions around how governments manage and implement seemingly competing interests in ICT-enabled administrative reform initiatives, but also if, and if so how and to what extent, the administrative reform objectives have been achieved through e-Government. Moreover, high expectations around ICT-enabled 'transformational' changes within the public sector and in its external relationships also leads to the question to what extent new forms of governance, democracy and accountability are emerging from the application and use of e-Government, and what the implications are for public management.  

This panel intends to further explore these important issues around the role and actual outcomes of e-Government in administrative reform initiatives, and the implications for public management. It invites both theoretical and empirical papers that contribute to the existing body of knowledge around the role of ICTs in improving governance, accountability and democratic institutions in the public sector. Papers abstracts should include a short description of the topic, the research question(s) and method, and an indication of the research findings. Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.

Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.

Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Baugenehmigung, Gewerbeanmeldung, Kfz-Zulassung) aus der öffentlichen Verwaltung eingebunden. Der Mobile-Services-Workshop richtet sich an Teilnehmer, die sich über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen informieren möchten.

Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.

Die Workshop-Teilnehmer erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“.

Der Shared Services-Workshop beantwortet Fragen wie z.B.: Was sind die Unterschiede zwischen Shared Services und anderen Begriffen wie Querschnittsamt oder Outsourcing? Welche Bereiche können organisationsintern gebündelt werden? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung?  

Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.

Immer mehr Kommunen, Landkreise und Landesverwaltungen melden sich, um als Kooperationspartner an dem am 01.04.2012 gestarteten Projekt zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten teilzunehmen, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird.

Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nach wie vor weiteren Kooperationspartnern die Teilnahme an diesem Projekt.

2. Schwerpunktthema des Monats/Key Issue of the Month:
eGovernment in Großbritannien/eGovernment in Great Britain

=========================================================================
Großbritannien gilt seit Jahren als einer der Vorreiterstaaten, wenn es um die Einführung und Nutzung von eGovernment-Lösungen geht. Großbritannien gehört laut dem weltweiten eGovernment-Ranking der japanischen Waseda University neben Finnland, Singapur und den Vereinigten Staaten von Amerika zu den führenden Staaten im Bereich eGovernment. In Anbetracht der Vielfalt aktueller eGovernment-Projekte und Diskussionen, die wir Ihnen in dieser Ausgabe des Infobriefs vorstellen, ist dies nicht verwunderlich. Im Fokus steht dabei insbesondere das Thema eHealth mit Blick auf die Möglichkeiten und Potentiale von Telemedizin. So können Patienten von zu Hause aus und außerhalb regulärer Sprechzeiten via Videokonferenz mit Ärzten, Spezialisten und Mitarbeitern von Gesundheitsdiensten kommunizieren. Der Telemedizin wird eine wichtige Rolle in der zukünftigen Gesundheitsversorgung in Großbritannien zugeschrieben. Mit dem Cumbria and Lancashire Telestroke Network, welches in acht Krankenhäusern aktiv ist, konnten in den beiden Regionen bereits Erfolge bei Sterblichkeits- und Erkrankungsraten erzielt werden. Das Netzwerk ist als Shared Services konstruiert und bietet erstmals einen Thrombolyse-Service außerhalb der Sprechzeiten für 2 Millionen Menschen an und stellt damit sicher, dass alle Menschen der Region von schnellen Maßnahmen bei Schlaganfällen profitieren.

Vorangebracht wird das Thema auch durch den Southern Health NHS Foundation Trust, der durch eine leistungsgebundene Finanzierung die Förderung der Telemedizin in Südengland sicherstellt.

Eine jüngst vom gesundheitswissenschaftlichen Forschungsinstitut Nuffield Trust veröffentlichte Studie bezweifelt jedoch aktuelle Erfolge und konstatiert: „Es gibt keinen Beweis dafür, dass Telemedizin den Arbeitsaufwand bei allgemeinen Gesundheitsfragen in Krankenhäusern verringert.“

Neben eHealth werden auch weitere eGovernment-Themen diskutiert. Ein bereits älteres, aber immer noch zentrales Thema sind Shared Services (Center). Die Regierung Großbritanniens fördert im Rahmen eines Wettbewerbs neue Ideen und Projekte auf kommunaler Ebene mit 7 Millionen Britischen Pfund.

Neben neuen Projekten und Entwicklungen zeigen sich aktuell aber auch Konfliktpotenziale, die sich durch IT innerhalb der Verwaltung und der Gesellschaft ergeben. So führte die Ankündigung, das auf IT und Outsourcing spezialisierte Beratungshaus Steria als Joint Venture-Partner in das „Shared Service 2 Project“ (SSC2) einzubeziehen, zu einem partiellen eintägigen Streik im öffentlichen Sektor. Die Mitarbeiter fürchten eine Auslagerung ihrer Stellen und einen damit verbundenen Abbau von Arbeitsplätzen im Rahmen des SSC2.

Unter dem Begriff „Cloud First Policy“ forcieren Verwaltungsmodernisierer der britischen Zentralregierung den Einsatz von Cloud-Technologien innerhalb des öffentlichen Sektors, um staatliches Handeln zu beschleunigen und Kosten zu senken. Bedenken gegen diese Technologien werden jedoch von IT-Sicherheitsexperten geäußert.

2.4 UK government grants 18 local authorities £7m to put towards shared services

18 local UK authorities are to share a £7m government fund to implement more shared service operations.
By integrating local health and care services, sharing finance and human resource functions and creating partnerships for better asset management, the money will help councils “overhaul the way they do business” says Brandon Lewis, local government minister.

Driven by the broad availability of mobile devices and health apps of all kinds, telemedicine is taking the center stage as a game changer when it comes to patient engagement, care coordination and extending the reach of care. The fast-growing trend has gained a lot of interest from provider organizations in the U.S. as well as in Europe, as evidenced by the first European Telemedicine Conference that was held in Edinburgh, Scotland on Oct. 29 and 30. The four organizations behind the event - the University of Pittsburgh Medical Center (UPMC), HIMSS Europe, Odense University Hospital in Denmark, and NHS 24 Scottish Centre for Telehealth and Telecare - describe the conference as a platform for all stakeholders to share success stories and challenges across borders.

4.3 Estonia: Estonian president spoke about cross-border e-services in Helsinki

"Our wish is to make e-services transnational and compatible with neighbouring countries," President Toomas Hendrik Ilves said in Helsinki at the international IT and startup conference Slush, reports BC presidential press service.

President Ilves gave an example of how a Finnish pensioner visiting Pärnu could fill a digital prescription written in his or her homeland in Estonian pharmacies. "We can start co-operating with neighbouring Nordic and Baltic countries and move on to the rest of Europe," he added. The Head of State noted that transnational safety regulations and standards are a prerequisite for this kind of co-operation.

4.4 Italy: Only 19% of Italians use e-government - OECD

Italy continues to lag behind the rest of the world in the uptake of online public services, with only Chile registering worse e-government uptake indicators. The OECD’s Government at a Glance report surveyed 20 of the world’s major economies and found that only 19 percent of Italians use the internet to interact with public authorities and use resources available online, compared with an OECD average of 50 percent.

Estonia’s president Toomas Hendrik Ilves spoke at the international ICT forum ICT2013 in Vilnius, which focused on growth, creativity and innovation. They’re simple and cheap, but usually not all that secure. Why haven’t we moved to something better?

Laziness, carelessness, stupidity, ignorance, naiveté — what do all these have in common? They’re all reasons passwords don’t work and also the reasons we’re still using passwords. People and corporations, small businesses and government agencies, by and large everyone is too lazy to do what’s right when it comes to passwords because what’s right is a pain in the ass. Of course, getting hacked is much, much worse, but that’s where naiveté factors in — it won’t happen to me.

5.2 India: FDI may soon be allowed in e-retail services

To cover financial products, rail ticket booking; Cabinet note after consultation with all departments concerned
The Government may widen the scope of foreign investment in e-retailing by allowing FDI in services such as selling of financial products and rail-ticket booking, in addition to transacting in goods.

This, according to officials, will be done only after a consensus is arrived at among the ministries and departments concerned.

5.3 Australia: 'Avoid blame game in review': doctors' plea on e-health inquiry

Health minister Peter Dutton's inquiry into the troubled $1 billion electronic health records system has been widely welcomed, with doctors urging the government to avoid playing the "blame game" by pointing the finger at Labor.

Mr Dutton announced a review that will be headed by UnitingCare Health Queensland chief Richard Royle and supported by Australian Medical Association president Steve Hambleton and Australia Post chief information officer Andrew Walduck.

The panel will examine the level of consultation with end users and stakeholder groups during development, gaps between expectations and what has been delivered, and what needs to be done to fix the Personally Controlled Electronic Health Record.

5.5 Will The Shift To E-Gov't Decrease Corruption in Kenya?


Kenyan President Uhuru Kenyatta launched the first e-government service center in Nairobi. The Huduma Centers ('Huduma' means 'service' in Swahili) are supposed to be “one-stop shop[s]” for government services like seasonal parking tickets, student loan applications, reporting corruption and drivers licenses, among others.

The Center's services will be integrated with an online portal called Huduma Kenya, which launched in June.

5.6 PHL creates body on e-government interoperability

The Department of Science and Technology (DOST) announced the creation of a body to hasten the development of an e-government framework that will ensure the “interoperability” of systems and allow the smooth exchange of information and services among government agencies.

A special order issued by the DOST’s Information and Communications Technology Office (ICT Office) creates a special working group tasked to develop the Philippine eGovernment Interoperability Framework (PeGIF), which will define the e-government that will be established.

6.2 12.12., Dresden, Deutschland: Regionalkonferenz zum E-Government-Gesetz

Vitako und das Bundesministerium des Innern veranstalten im Herbst und Winter 2013/14 gemeinsam mit Kommunalen IT-Dienstleistern in verschiedenen Regionen eine Reihe von Regionalkonferenzen, bei denen erfolgreiche und praxisnahe E-Government-Projekte vorgestellt werden. Ziel der Regionalkonferenzen ist es, eine Plattform zu schaffen, um über die Initiativen des Bundesministeriums des Innern, aber auch Landesinitiativen und regionale Projekte zu berichten, die ihre Umsetzungsergebnisse und vor allem „lessons learnt“ vorstellen sollen. 6.4 05.-06.12., Athens, Greece: 5th e-Democracy International Conference on: „e-Democracy -Security, Privacy and Trust in a Digital World“

Internet has created a global platform for the exchange of ideas, goods and services; the benefits of which are enormous. The workings of a democracy can be supported significantly and even deepened by means of new technologies and applications, such as information and transparency sites, consultation platforms and voting systems. Interesting questions are raised ranging from the technical characteristics and maturity of the technologies and protocols used in e-Democracy applications, their limitations and risks and the extent to which such applications can enrich the entire democratic process to new approaches and methods needed to enhance and integrate e-Participation in e-Government infrastructures.

However, Internet has also created boundless opportunities for cyber-crime. As an increasing number of large organizations and individuals use Internet, its satellite mobile technologies and complex computer systems and applications, are increasingly vulnerable to security and privacy related threats. It is paramount that the security industry raises its game to combat these threats. This is an issue of global importance as law enforcement agencies all over the world are struggling to cope. Therefore, there is a need to build systems and networks that enable the provision of secure, privacy-friendly and trusted services.

Greek Universities and Technological Institutes have joined forces with other European Universities among which the University of East London and Amsterdam University, the Scientific Council for Information Society of Greece and the association of Greek Lawyers e-Themis, to bring together their experiences in gathering the scientific and professional bodies in the 5th International Conference on "e-Democracy-Security, Privacy and Trust in a Digital World".
The conference will include keynote addresses, tutorials, panels, workshops, special, regular and poster sessions.
