The Ministry of Communications is organizing a public bidding to acquire IT services, for which it has stipulated to spend RON 6.8 million (EUR 1.6 million).

The ministry is looking to attribute contracts for customized software development services, IT services, consultancy, internet and assistance services.

An event held on 2 August 2011 in Bucharest marked the completion of the project 'Braşov City Hall just a click away' ('Primăria Braşov la un click distanţă', in Romanian). The initiative enables Braşov citizens to use a range of public eServices.

Three components of the project have been offered to citizens and businesses since 4 August 2011: a call centre system; web portal services and electronic payment. Braşov citizens are able to pay local taxes, rent, fees, fines, documents issuance fees and other fees for services provided by City Hall online by credit card on a 24-hour basis. Citizens can submit online documentation for permits and certificates, as well as check the progress of applications submitted to City Hall. The call centre is available to citizens on a 24/7 basis and automatically responds to the first 20 simultaneous phone calls by citizens.

The Minister for Communication and Information Society, Mr. Valerian Vreme signed a memorandum of cooperation with the International Research & Exchanges Board Foundation in Romania (IREX) and the National Association of Public Libraries and Librarians (Asociaţia Naţionala a Bibliotecarilor şi Bibliotecilor Publice din România - ANBPR, in Romanian), aiming to promote the Biblionet programme.

The purpose of the programme is to make public libraries centres of information resources and access points to eGovernment services.

The Biblionet programme is funded by the Bill & Melinda Gates Foundation, with a total of $26.9 million (approx. €19.6 million). It was launched in 2009 and it is being run by the IREX Romania Foundation for a period of five years. So far, 795 public libraries have been equipped with 3 318 computers with public access to the Internet. Furthermore, training in IT was provided to 905 librarians.

On 1 February 2010, the Minister for Communications and Information Society, Mr. Valerian Vreme, signed a contract for the financing from structural funds of the 'Development of electronic services for citizens and businesses in the county of Tulcea' project.

This project aims to develop and increase the efficiency of public services for citizens and businesses in Tulcea. For this purpose, an integrated information management system and internal flows of resources were implemented to meet citizens' and business requirements.

On 8 September 2010 the Romanian Government took a decision by which it appointed the National Company 'National Printing House' as the central purchasing unit for the National Health Insurance House, with a view to achieving the national system of health insurance cards.

This decision is in accordance with the law, which states that the National Printing House is the exclusive producer and distributor of documents printed with special characters and requiring safeguards against forgery and counterfeiting - such as the national health insurance card.
