    SA: Al-Ula jumps 27 places in Smart City Index 2026, ranks 85th globally


    Al-Ula has recorded the highest improvement in the IMD Smart City Index 2026, advancing from 112th place in 2025 to 85th this year, placing it among the most improved cities globally.

    “The top three cities in this year’s ranking are Zurich (first), Oslo (second), and Geneva (third). Al-Ula jumped 27 places while Washington DC rose by 23. Big drops were seen from Bordeaux (down 19), Lyon (also down 19), and Ottawa (down 18, together with Shenzhen),” said the IMD Smart City Index official portal.

    "Smart City" Development and Innovation Competition concludes in S. China's Guangxi, 252 works awarded


    The "Smart City" Development and Innovation Competition was held in Nanning in south China's Guangxi Zhuang Autonomous Region on March 30, with 37 teams winning in the finals of the competition and five representative projects completing on-site signing.

    A total of 1,382 works participated in this competition, among which 252 works won awards.

    IN: Gujarat Completes Over 357 Smart City Projects


    The Gujarat government has completed 357 urban projects under the central Smart City Mission across six cities, delivering infrastructure and services. The six cities undertook 359 projects worth Rs 115.07 billion (bn) in total, of which projects valued at Rs 112.77 billion (bn) have been completed and two projects worth Rs 2,290 million (mn) are nearing completion. The terms billion (bn) and million (mn) are defined on first mention.

    Prime Minister Narendra Modi is scheduled to visit Gujarat on 31 March to inaugurate and lay foundation stones for urban projects, according to the Chief Minister's Office. The state declared 2025 the Urban Development Year and extended a two-decade programme that started in 2005 to expand urban infrastructure and connectivity. Major works include new expressways, highways and a signature bridge connecting Dwarka with Beyt Dwarka, with approach roads and parking completed.

    Oman’s Government Digital Transformation programme achieves 94% performance by end of 2025

    The National Government Digital Transformation Programme “Tahawul” (2021–2025) in Oman achieved an overall performance rate of 94 percent by the end of December 2025, compared to 73 percent at the end of 2024.

    The programme’s 2025 annual performance report indicated that the total number of priority government services whose procedures were simplified reached 3,166 services, representing 100 percent completion of the target. A.1 Hamburg, Deutschland: Abschluss der Untersuchung der Fusion zum öffentlichen IT-Dienstleister Dataport

Das IfG.CC hat eine umfassende Untersuchung zur Entstehung des öffentlichen IT-Dienstleisters Dataport im Dezember abgeschlossen. Der Bericht wird demnächst durch Dataport in geeigneter Form veröffentlicht. Auf der Basis von Experteninterviews und Dokumentenauswertung wurde herausgearbeitet, wie und unter Bedingungen Dataport entstanden ist und welche zukünftigen Herausforderungen zu bewältigen sind. Das IfG.CC war beauftragt worden, den länderübergreifenden Fusionsverlauf von Dataport nachzuzeichnen, nicht zuletzt, um Überlegungen abzuleiten, ob und wie diese Fusion Vorbild für andere Bundesländer sein kann.

Die Fusion wurde aus einer Policy- und einer gestaltungsorientierten Management-Perspektive analysiert. Ziel war es, neben dem unmittelbaren Fusionsmanagement auch weiter gefasste Erkenntnisse über den Fusionsprozess zu ermitteln, z.B. wie die Fusion im Politiknetzwerk zustande gekommen ist und inwieweit bzw. welche Art politischer Unterstützung vorlag. Die Analyse erfolgte entlang von drei idealtypischen Phasen: In der Vor-Phase entstand die Idee zur Fusion und wurde zur durchsetzbaren Option entwickelt. Während der Fusionsphase verhandelten die Fusionspartner über die konkrete Ausgestaltung des künftigen Unternehmens Dataport. Die Vorläuferorganisationen wurden in der abschließenden Integrationsphase zu Dataport zusammengeführt, was sich auch als innere Fusion beschreiben lässt. Im Ergebnis zeigt sich, dass es eine Reihe von recht unterschiedlichen Management-Anforderungen gibt, die generell bei öffentlichen Fusionen zu berücksichtigen sind. Es gibt jedoch auch spezielle Aspekte, die für die Fusion zu Dataport ausschlaggebend waren, wie z.B. die spezifische Konstellation der politischen Unterstützung.

A.2 Deutschland Online-Vorhaben „Kfz-Wesen“: Veröffentlichung des Evaluierungsberichts

Das IfG.CC hat die Evaluierung der Umsetzung von Kfz-Online abgeschlossen. Der Ergebnisbericht wurde nun vom IT-Planungsrat veröffentlicht und steht zum Download zur Verfügung. Evaluiert wurde die so genannte erste Stufe der Umsetzung des Gesamtvorhabens. Für die Stufe 1 war vorgesehen, dass ausgewählte Zulassungsprozesse bzw. -prozessteile so neu gestaltet werden, dass es für Bürger möglich ist, ein Fahrzeug online – ohne die Zulassungsstelle aufzusuchen – an-, um- oder abzumelden. Die bisherige Form der Kfz-Zulassung bleibt weiterhin erhalten.

Analysiert wurden Pilot-Projekte in Hessen, Nordrhein-Westfalen, Berlin, Hamburg, Baden-Württemberg und Bayern im Hinblick auf die Ziele des Aktionsplans Deutschland-Online. Im Vordergrund stand dabei, ob die Lösungen effizient und effektiv gestaltet waren; zusätzlich wurden die Sicherheit und Rechtmäßigkeit der neuen Prozesse betrachtet. Pilotiert wurden u.a. die internetbasierte Beantragung einer Umschreibung, der Einsatz des neuen Personalausweises bei der Neuzulassung und eine neue Logistikkette für die Lieferung von Fahrzeugdokumenten und Kennzeichen zum Bürger.

Aus den Ergebnissen der Evaluation wurden Handlungsempfehlungen für die Weiterentwicklung des DOL-Vorhabens (Stufe 2) abgeleitet. Im Ergebnis hat sich gezeigt, dass die neu gestalteten Prozesse zumindest den Aufwand für Bürger und gewerbliche Kunden reduzieren, es in den meisten Fällen aber immer noch nötig ist, für die Übergabe von Kennzeichen und Dokumenten eine Verwaltung – nicht unbedingt die zuständige Zulassungsbehörde – aufzusuchen. Einige der Pilotländer nutzen bestehende Infrastrukturen, wie Portale und Register z.B. des Kraftfahrt-Bundesamtes, um Online-Prozesse umzusetzen. Bei der Evaluierung hat das IfG.CC mit dem Statistischen Bundesamt zusammengearbeitet, das die Prozesse im Hinblick auf entstehende Bürokratiekosten untersucht hat.

P.1 Neuerscheinung: Brüggemeier, M./Lenk, K. (Hg.): Bürokratieabbau im Verwaltungsvollzug: Better Regulation zwischen Go-Government und No-Government

Im September ist Band 12 „Bürokratieabbau im Verwaltungsvollzug“ der Buchreihe „E-Government und die Erneuerung des öffentlichen Sektors“ im Verlag edition sigma Berlin erschienen, die von Klaus Lenk, Martin Brüggemeier und Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, herausgegeben wird.

Von Seiten vieler Bürger, vieler Unternehmen und sogar der Verwaltung selbst werden oft die zahlreichen Kosten und Lasten beklagt, die heute im Kontakt mit staatlichen Stellen entstehen. Die Autoren dieses Buchs verfolgen das Ziel, Wege zu einer einfacheren, kostengünstigeren und weniger spürbaren Verwaltung aufzuzeigen und gangbar zu machen. Es geht um eine »Better Regulation«, die sich nicht auf Normenkontrolle beschränkt, sondern das organisatorische Potenzial von E-Government strategisch einbezieht und zum verwaltungsinternen Umbau im Hinblick auf eine einfachere Verwaltung nutzt. Die Beiträge illustrieren anschaulich, wie Zugangswege zur Verwaltung und Geschäftsprozesse vereinfacht oder ganz überflüssig werden können: An die Stelle eines »Go-Government« mit persönlichem Erscheinen im Rathaus oder in der Arbeitsagentur tritt ein „One-Stop-Government“ oder gar ein kompletter Interventions-Verzicht (»No-Government«). Der Band wendet sich an Verwaltungspraktiker, Politiker, Verbände, Berater und Wissenschaftler, die sich mit Bürokratieabbau, Besserer Rechtsetzung und E-Government befassen und nach neuen Perspektiven für die Staats- und Verwaltungsmodernisierung suchen.

In diesem Band ist auch der Beitrag "Reduktion von Verwaltungslasten durch einheitliche Behördenrufnummern. Erfahrungen und Entwicklungsstand in den EU-Mitgliedstaaten“ von Prof. Dr. Tino Schuppan erschienen. Darin beschreibt er Einheitliche Behördenrufnummern (EBN) als Grenzstellen, die zwischen der Umwelt und dem System Verwaltung vermitteln. Anschließend zeigt er auf, welche EU-Mitgliedstaaten über eine EBN verfügen. Im Weiteren werden Länder mit EBN einer weiteren Analyse hinsichtlich der Kriterien unterzogen, die besonders relevant sind, um Verwaltungslasten zu reduzieren, wie z.B. Angebotsbreite und -tiefe sowie Erreichbarkeit. In der Schlussbetrachtung schreibt er EBN das Potenzial zu, zur zentralen Informations- und Wissensdrehscheibe an der Grenzstelle zur (Verwaltungs-)Umwelt zu werden. Gerade in Deutschland gehört die D115 zu den wenigen funktionierenden ebenenübergreifenden E-Government-Projekten, die zeitnah und für den Bürger sichtbar umgesetzt wurden und in den nächsten Jahren schrittweise ausgedehnt werden sollen.

1.3 Veranstaltungen/Vorträge des IfG.CC / IfG.CC events and lectures

V.1 Bern, Schweiz, Fachhochschule Bern, 16.12.: E-Government-Masterkurs

Vertreten durch Prof. Dr. Tino Schuppan hat das IfG.CC am 16. Dezember 2011 einen eGovernment-Kurs im Rahmen des Executive MBA Public Management an der Fachhochschule Bern durchgeführt. Die Veranstaltung richtete sich an (angehende) Verantwortungsträger in allen Bereichen des Public Managements in Bund, Kanton und Gemeinden in der Schweiz. Ziel des Seminars war es, die verschiedenen Möglichkeiten der Informationstechnik für die Verwaltungsmodernisierung und neue Steuerungsformen aufzuzeigen.

Im Seminar wurden jenseits von aktuellen Hypes Grundlagen für eine IT-basierte Verwaltungsmodernisierung gelegt. Zunächst wurden die verschiedenen Verwendungsweisen von IT in der Verwaltung aufgezeigt und auf theoretischer Basis das Wechselverhältnis zwischen IT und Organisationsgestaltung dargestellt. Unterschiedliche IT-Anwendungen können je nach Verwendungsweise und Nutzung unterschiedliche Wirkungen entfalten. Gerade für (angehende) Führungskräfte ist es erforderlich, ein grundsätzliches Verständnis der IT-Verwendung zu erhalten, um nicht von jeder neuen IT-Anwendungsgeneration hektisch in eine womöglich nicht gewünschte Richtung getrieben zu werden. Stabiles und länger haltbares Wissen hat damit gerade im E-Government strategische Bedeutung, weil hierdurch nicht zuletzt die Verbindung zu management-orientierten Reformen deutlich wird. So wichtig neuere IT-Anwendungen wie Cloud Computing für eine verbesserte IT-Versorgung öffentlicher Leistungsprozesse auch sind, für die Verwaltungsorganisation selbst sind Potenziale von Cloud Computing kaum bekannt. Weitere Themen im Seminar waren: Prozessmanagement, vernetzte Verwaltung, Strukturwandel der Verwaltung sowie Zukunftsszenarien.

Die Wissensvermittlung erfolgte auf der Basis von Fallstudien und Simulationen. Anhand eines Sondergenehmigungsprozesses für die Stadt Bern wurden Vorschläge für die prozessorientierte Organisationsgestaltung in der Stadtverwaltung Bern erarbeitet. Zur grafischen Darstellung wurde die vom IfG.CC entwickelte Methode (Government Process Modeling Notation – GPMN©) eingesetzt. Auf diese Weise konnten die Teilnehmer mittels der intuitiv verständlichen und visualisierten Modellierungssprache eigenständig Geschäftsprozesse modellieren und neu gestalten. Im Weiteren stellte Prof. Dr. Tino Schuppan verschiedene Vernetzungsvarianten vor, die die traditionelle Verwaltung herausfordern, sowie die Prinzipien, auf denen eine prozessorientierte Vernetzung basiert. Mit der einheitlichen Behördenrufnummer „115“ und Shared Service Centern, die in anderen Ländern bereits existieren, präsentierte er Beispiele für heute bereits existierende vernetzte Verwaltungen. Anhand des Beispiels eines SSC für Personalservices zeigte er erhebliche Kosteneinsparungspotenziale für Deutschland auf.

Mit dem Masterkurs für eGovernment wird die zwischen dem IfG.CC und der Fachhochschule Bern bestehende Kooperation weiter verstärkt, die bisher insbesondere im Bereich der eGovernment-Zeitschrift eGovPräsenz stattfand. Die Weiterentwicklung und Durchführung weiterer Veranstaltungen ist geplant.

V.2 Potsdam, Deutschland, Universität Potsdam,  WS 2011/2012: Masterkurs "Public Management A"

Prof. Dr. Tino Schuppan übernimmt im Wintersemester 2011/20112 an der Universität Potsdam die Lehre im Bereich Public und Nonprofit Management für Prof. Dr. Isabella Proeller. Im Rahmen dieser Lehrstuhlvertretung bietet er den Kurs "Public Management A" an, der als Einstiegskurs für betriebs-, verwaltungs- und politikwissenschaftliche Masterstudiengänge konzipiert ist.

Der Kurs führt in die Grundlagen des Managements öffentlicher Organisationen ein. Im Mittelpunkt steht die Frage, wie öffentliche Organisationen geführt und insbesondere wie Veränderungen in diesen Organisationen gesteuert werden können. Dabei werden Aspekte der Steuerung von und in öffentlichen Verwaltungen sowie Ziele und Wirkungen moderner Steuerungsinstrumente thematisiert. Das inhaltliche Spektrum reicht von Strategischem Management, Performance Management über Human Ressource Management und Organisation bis hin zu Rechnungswesen und Management des Wandels. Als besonderer Bereich des Public Managements wird Krisenmanagement behandelt. Grundlage dieser Veranstaltung sind moderne Krisen (bspw. aktuelle Eurokrise oder EHEC), die ad hoc strategische Entscheidungen, besonderes Management und Leadership erfordern.

V.3 Potsdam, Deutschland, Universität Potsdam, WS 2011/2012: Masterkurs "Public Management in an Information Age: An Introduction to eGovernment”

In diesem Wintersemester führt Sirko Schulz, wissenschaftlicher Mitarbeiter des IfG.CC, einen Masterkurs im Rahmen des englischsprachigen Programms "Master of Public Management" (MPM) an der Universität Potsdam durch.

In dem Kurs wird insbesondere eine organisationstheoretische wie auch modernisierungsbezogene Einbettung von eGovernment vorgenommen. Einen besonderen Schwerpunkt bilden die Themen IT-Einsatz in Entwicklungsländern (ICT4D), vernetzte Verwaltung sowie Skill- and Change Management. Das Wissen wird z.T. fallstudienorientiert vermittelt.

Bei der Organisation der Kurse arbeitet das IfG.CC eng mit dem Potsdam Center for Policy and Management (PCPM) zusammen, das an der Universität Potsdam verschiedene Masterprogramme durchführt. Das IfG.CC bietet bereits seit einigen Jahren in verschiedenen Master-Programmen Kurse und Seminare zu eGovernment- und verwandten Themen an. In den letzten Jahren haben Studierende aus mehr als 20 Ländern in Europa, Lateinamerika, Asien und Afrika an diesen Kursen teilgenommen.

V.4 Ankündigung: Universität Hamburg, Deutschland, 28./29.02.2012: Public Management Colloquium 2012

Am 29.02.2012 werden Sirko Schulz und Katrin Walter, wissenschaftliche Mitarbeiter des IfG.CC, mit Beiträgen auf dem Public Management Colloquium „Public Management im Paradigmenwechsel“ in Hamburg vertreten sein.

Am Beispiel von Dataport – einem öffentlichen IT-Dienstleister – werden Prof. Dr. Tino Schuppan und  Sirko Schulz in ihrem Vortrag „Fusionen im öffentlichen Sektor“ aufzeigen, wie Fusionen im öffentlichen Sektor ablaufen und welche Besonderheiten sie aufweisen. Analysiert wurde die Fusion aus einer Policy- und einer gestaltungsorientierten Management-Perspektive. Dazu wurde auf ein grobes Phasenmodell zurückgegriffen, das in der Literatur zu Fusionen im Privatsektor weit verbreitet ist und bereits auf andere Fusionen im öffentlichen Sektor übertragen wurde.

Im Vortrag „Neue Kompetenzen für E-Government bei vernetzter Leistungserstellung“ werden Prof. Dr. Hermann Hill (Deutsche Hochschule für Verwaltungswissenschaften (DHV) Speyer), Prof. Dr. Tino Schuppan und Katrin Walter darstellen, inwieweit sich die Arbeitsorganisation in neuen IT-ermöglichten Organisationsformen (z.B. Shared Service Center, D115-Service-Center) bereits geändert hat und welche neuen Kompetenzen (Fähigkeiten, Fertigkeiten und Wissen) dabei von Mitarbeitern und Führungskräften gefordert werden. Diese Forschungsergebnisse wurden während des ISPRAT-Institut geförderten Forschungsprojekt „E-Kompetenzen“ erarbeitet, das vom IfG.CC in Kooperation mit der DHV in Speyer, Prof. Dr. Hill, ausgeführt wird.

Das Colloquium in Hamburg ist eine kooperative Veranstaltung der Universität Linz (Prof. Dr. Schauer), der Universität Bern (Prof. Dr. Dr. Thom) und der Universität Hamburg (Jun.-Prof. Dr. Hilgers). Zielsetzung dieser wissenschaftlichen Fachtagung ist einerseits die Analyse und Diskussion von aktuellen Themen und nationalen und internationalen Reformschwerpunkten, die sich für die Zukunft abzeichnen. Andererseits geht es aber auch um bisherige Erfahrungen und möglicherweise auch Fehlentwicklungen im Bereich Verwaltungsmodernisierung. Themen sind u.a. Open Government, Institutionelle Kooperationen und Reformerfahrungen in einzelnen Institutionen.

V.5 Ankündigung: Friedrichshafen, Deutschland, Zeppelin University, 14.-16.03.2012: FTVI & FTRI 2012

Auf der Fachtagung Verwaltungsinformatik (FTVI) und der Fachtagung Rechtsinformatik (FTRI) wird Sirko Schulz, wissenschaftlicher Mitarbeiter des IfG.CC, Ergebnisse aus einem Forschungsprojekt über Fusionen öffentlicher IT-Dienstleister vorstellen, bei welchem die Fusion des Unternehmens Dataport untersucht wurde. Ziel der Untersuchung war es, neben dem unmittelbaren Fusionsmanagement auch weiter gefasste Erkenntnisse über den Fusionsprozess zu ermitteln, z.B. wie die Fusion im Politiknetzwerk zustande gekommen ist und inwieweit bzw. welche Art von politischer Unterstützung im Fusionsverlauf gegeben war.

Auf der Fachtagung werden unter dem Motto „Staat und Verwaltung auf dem Weg zu einer offenen, smarten und vernetzten Verwaltungskultur“ Erfahrungen mit E-Government analysiert und Umsetzungsstrategien aufgezeigt. Mit diesen Themen werden sich die Teilnehmer aus einer technischen, rechtlichen, ökonomischen, verwaltungswissenschaftlichen und politischen Sicht auseinandersetzen.

Die FTVI wird alle zwei Jahre von der Fachgruppe Verwaltungsinformatik der Gesellschaft für Informatik organisiert. 2012 wird die FTRI zum zweiten Mal gemeinsam mit der FTVI ausgerichtet. Die beiden Fachtagungen richten sich an Wissenschaftler und Verwaltungspraktiker, Rechtspraktiker und Berater. Die Veranstaltung findet vom 14. bis 16. März 2012 an der Zeppelin University in Friedrichshafen statt.

K.1 Ankündigung: Rome, Italy: 11.-13.04.2012, 16th IRSPM Conference

Seit mehreren Jahren unterstützt und leitet das IfG.CC das eGovernment Panel der IRSPM.

Vom 13. bis 15.04.2012 findet in Rom/Italien das 16. Forschungssymposium der "International Research Society for Public Management" (IRSPM) zum Thema "Contradictions in Public Management. Managing in volatile times" statt. Wie bereits in den vergangenen Jahren wird Prof. Dr. Tino Schuppan zusammen mit Prof. Miriam Lips (Professor für eGovernment, Victoria University of Wellington, Neuseeland) den Panel Track zu eGovernment leiten, das in diesem Jahr unter der Überschrift "Public Management in volatile times: e-government as enabler of public sector reform" steht.

Panel-Beiträge können u.a. zu folgenden Themen und Fragestellungen eingereicht werden: nature and impact of ICT-enabled changes in the public sector and its external relationships, and the implications for public management. How could ICT-enabled changes in government and its relationships with citizens, businesses and NGOs be conceptualised, and what are the managerial, governmental and democratic implications? Which theoretical lenses could be used to help us understand and explain what is happening in government and its relationships with citizens, businesses and NGOs, as a result of the use of ICTs in these volatile times?

2. Schwerpunktthema des Monats/Key Issue of the Month:
E-Government in Indien / eGovernment in India

In dieser Ausgabe des Infobriefs geben wir einen Einblick in wichtige Entwicklungen und Projekte im Bereich E-Government in Indien.

Bei der Einführung und Umsetzung von E-Government in Indien sind – wie in anderen Entwicklungsländern auch – viele Herausforderungen zu bewältigen, wie zum Beispiel mangelnder Breitband-Internetzugang, große sprachliche Vielfalt, mangelnde finanzielle Ressourcen und eine hohe Analphabetenrate. Bei einer Bevölkerung von ca. 1,2 Milliarden Menschen können nur 68 Prozent der Erwachsenen lesen und schreiben. Landesweit lebt ein Viertel der Bevölkerung unter der Armutsgrenze. Ein Großteil der Bevölkerung in ländlichen Gebieten ist von öffentlichen Diensten und Informationen abgeschnitten. Auf der anderen Seite verlassen aber jedes Jahr drei Millionen Absolventen die Universitäten, die von Boom-Städten wie Bangalore, Hyderabad oder Jaipur angezogen werden. Große IT-Unternehmen bedienen von Bangalore aus Konzerne in aller Welt.

Seit 2006 wird in Indien das größte Biometrieprojekt der Welt durchgeführt. Ziel des Projektes „Aadhar“ ist es, alle 1,2 Milliarden Einwohner Indiens mit einer 12stelligen persönlichen Identifikationsnummer (ID-Nummer) auszustatten. Parallel zur ID-Nummer werden von allen Personen Fingerabdrücke, der Iris-Scan sowie ein Passfoto gespeichert. Die ID ist kostenlos und soll lebenslang gültig bleiben, die biometrischen Informationen sollen alle fünf Jahre überprüft werden. Allerdings hat der Finanzausschuss des indischen Parlaments jetzt den Antrag für die gesetzliche Grundlage für das Projekt abgelehnt. Kritisiert werden die hohen Kosten für das Projekt, v.a. für den Roll-out der ID-Karten, und Sicherheitsrisiken, v.a. hinsichtlich Datenschutz und der Handhabung der riesigen Datenmengen. Zudem wird darüber diskutiert, ob nur indische Bürger oder alle Einwohner in Indien eine UID erhalten sollen. Da über die ID-Karte später auch verschiedene staatliche Leistungen zugänglich sein sollen, wird befürchtet, dass auch illegale Einwohner versuchen, eine solche ID-Karte zu erhalten.

Ein weiteres Thema in Indien ist der verstärkte Einsatz von IT in der Landwirtschaft. Dieses Ziel verfolgt der National e-Governance Plan – Agriculture (NeGP-A), der von der Abteilung für Landwirtschaft und Kooperation im indischen Landwirtschaftsministerium aufgesetzt wurde. Phase I dieses Plans wird derzeit in sieben Bundesstaaten umgesetzt. Schwerpunkt ist dabei die Weitergabe von Informationen zu verschiedenen Themenclustern über verschiedene Kanäle – über physische Service Center, Internet-Kioske, SMS oder sogenannte Kisan Call Center, die an sieben Tagen in der Woche von 6 bis 22 Uhr Informationen über eine gebührenfreie Rufnummer anbieten.

Thematisiert wird die Nutzung von Social Media in der öffentlichen Verwaltung. Die indische Regierung sucht derzeit nach Möglichkeiten, z.B. Google, Facebook und Twitter in der verwaltungsinternen und
-externen Kommunikation sowie in der Zusammenarbeit mit Bürgern und Unternehmen zu nutzen.

Broadband penetration in India is extremely low. Factors that have prevented widespread adoption are failure to make the medium sufficiently attractive and a lack of availability. A third element, affordability, was a significant barrier in the past, but new technology developments have driven down the costs of PCs and Internet subscriptions, making pricing less of a hurdle today.

Most broadband customers in India today are primarily concentrated in urban areas; semi-urban and rural areas are virtually excluded.

2.2 Is UPA’s UID project in jeopardy?

The Parliamentary Committee has rejected the bill that allows the project to allocate unique identities (IDs) to all Indians and advised the central government to reconsider and review the project. With all these major concerns, UPA’s UID project seems to be losing its own ground and identity.

When it rolled out in 2006, the UID project was meant to provide unique identity for below poverty line (BPL) families, but was later extended to all Indians. And a year after the process of issuing the unique IDs began, the project is now faced with grave concerns that have posed a big question mark on its continuity.

2.3 Goverment promoting IT in agriculture

The Department of Agriculture and Cooperation has developed 80 portals, among which the important portals include SeedNet, AGMARKNET (prices and arrivals in mandis), Rashtriya Krishi Vikas Yojana (RKVY), Automated Teller Machines (ATMs), NHM (National Horticulture Mission), and National Food Security Mission (NFSM).

Sachin Pilot, the minister of state for Communications and Information Technology informed Rajya Sabha in a written reply that there are a number of current IT related initiatives/schemes undertaken by Department of Agriculture and Cooperation which are aimed at providing information to the farmers on various activities in the agriculture value chain for helping them in planning and decision making in this field. These initiatives help farmers in planning and decision making in the field.

In December 2011 the government met online players, such as Google, Facebook, Yahoo, and internet activists to seek their comments on code of conduct for usage of social media by its officials and departments.

"The social media platform should be used by us as a bridge between the government and citizens," communications and IT Minister Kapil Sibal said at the meeting.

Sources say the need for such a code arose after anti-corruption campaign on social media this year. "The government found it was imperative to put its point across the public on social media," an official in department of IT said on condition of anonymity.

"The dialogue is about how social media can empower the government. Under the normal processes of governance, there is always a limited dialogue with representatives of society as the means are limited," Sibal said.

3.1 LÜKEX 2011: Deutschland wehrt sich gegen Cyber-Angriffe

Am 01.12.2011 wurde die länderübergreifende Krisenmanagement-Übung LÜKEX erfolgreich beendet. Wie das Bundesinnenministerium in einer Zwischenbilanz zum Ende des zweiten Übungstages verkündete, konnte die "mutwillig herbeigeführte Überlastung von IT-Systemen" erfolgreich gemeistert werden. Bundesinnenminister Hans-Peter Friedrich erklärte, dass LÜKEX 2011 Verbesserungspotential aufgezeigt habe. Dazu gehöre die Einrichtung von landesweiten Computer-Notfallteams (CERT).

3.2 Anschluss unter der Einheitlichen Behördennummer 115 bald auch in Bayern

Im Beisein von Bundesinnenminister Dr. Hans-Peter Friedrich haben am 06.12.2011 auf dem IT-Gipfel in München Vertreter der Städte München und Kempten sowie des Landkreises Oberallgäu die 115-Charta unterzeichnet. Damit haben die ersten bayerischen Kommunen ihre Teilnahme an der einheitlichen Behördennummer 115 besiegelt. Im Laufe des Jahres 2012 soll die 115 in diesen Kommunen freigeschaltet werden.

3.3 IT-Gipfel 2011 - Impuls für E-Justice und E-Government

Eine anwenderfreundliche Kommunikation mit der Justiz soll sowohl per De-Mail als auch über das elektronische Gerichts- und Verwaltungspostfach (EGVP) bundeseinheitlich möglich werden. Die Bundesministerien des Innern und der Justiz verständigen sich auf eine enge Zusammenarbeit in den Bereichen E-Government und E-Justice.

Bundesjustizministerin Sabine Leutheusser-Schnarrenberger: "Justiz und Verwaltung müssen sich an die moderne Lebenswirklichkeit anpassen. Der elektronische Rechtsverkehr und eine elektronische Aktenführung machen die Kommunikation zwischen Bürgern und Behörden einfacher, effektiver und langfristig kostengünstiger. 3.4 Elektronische Gesundheitskarte: Online-Anbindung kommt

Die Gesellschafterversammlung der für die Einführung der elektronischen Gesundheitskarte (eGK) zuständigen Gematik hat einstimmig die Online-Anbindung der eGK beschlossen. Der Beschluss kam zustande, nachdem die Ärzteschaft ihren Widerstand gegen den Plan "Alternative 2012" der Krankenkassen aufgab. Beschlossen wurde, dass 10 Monate nach Einführung des Online-Datenabgleiches der eGK die qualifizierte elektronische Signatur (QES) für die Ärzte eingeführt werden muss, damit Arztbriefe signiert und verschlüsselt werden können.

3.5 eID card celebrates first anniversary

Since 1 November 2010, almost 9 million new electronic ID cards have been issued, and this number will reach about 10 million by the end of 2011. In the convenient size of a credit card, these cards enable the reliable identification of their holders online.

The German eID card makes it possible for individual card holders to access online services anywhere and anytime with the use of a secret PIN. Optionally, the card can be used for signing electronically digital documents such as contracts or proxies. The use of the online identity function is voluntary.

Staatlicher Wandel im Informationszeitalter

Am 14. Dezember 2010 ist das Verwaltungsabkommen „Staatlicher Wandel im Informationszeitalter“ zwischen dem Bundesministerium des Innern, der Senatsverwaltung für Inneres und Sport des Landes Berlin, der Finanzbehörde der Freien und Hansestadt Hamburg, der Anstalt Dataport und dem Ministerium des Innern des Landes Brandenburg in Kraft getreten. Diese Vereinbarung ist Grundlage und Ausgangspunkt für die Ausschreibung und die Durchführung des Forschungsprojekts „Stein-Hardenberg 2.0“. […] Als Zuwendungsnehmer und damit als das den Forschungsauftrag ausführende Institut wurde im Rahmen eines ausgeschriebenen Ideenwettbewerbs das IfG.CC - The Potsdam eGovernment Competence Center ermittelt. 4.1 Switzerland: EHR pilot project in Geneva receives highest certification for eHealth strategy compliance

The 'e-toile' electronic health record (EHR), jointly developed by a private company and the canton of Geneva as part of a pilot project, has been awarded the highest possible certification by the eHealth Suisse Steering Committee, the federal and cantonal eHealth coordination body.

The 'e-toile' is being piloted in four Geneva municipalities since February 2011 with the aim to network patients with healthcare sector stakeholders via a Medical Data Exchange Solution (MDES).

Patients living in Bernex, Confignon, Onex and Petit-Lancy can now log on to the healthcare network 'e-toile' and create a personal EHR with participating doctors and pharmacists.

4.2 Malta: Dancing on digital clouds

This year, the government unveiled a sweeping strategy that will see it partner Microsoft in an innovation centre, which, in the near future, will create its own internal “cloud computing” system – such as that used by other EU countries. Minister for IT Dr Gatt was reported to have said: “The goal of the innovation centre is to stimulate a strong ICT skills base in Cloud Computing and the development of Cloud Computing Solutions and Services that can be marketed locally and beyond our shores.”

4.3 Great Britain: Telehealth to benefit 3 million National Health Service (NHS) patients

The NHS (National Health Service) is to rollout telehealth technologies on an unprecedented "industrial scale", with monitoring devices set to be installed in millions of homes as part of plans announced by David Cameron, but fears of worsening isolating for vulnerable patients have also been voiced.

Introduced by the Prime Minister, the government's new Life Sciences Prospectus aimed to develop a "world-leading system in technology adoption". It said that the government was committed to removing barriers to technology adoption and diffusion in the health service and that telehealth systems would be widely rolled out.

4.4 Bulgaria: All hospitals to log births in electronic register

From 1 January 2012, all Bulgarian hospitals will be required to log births in the electronic register (eRegister) of the Ministry of Health. This requirement is intended to improve monitoring in hospitals, to ensure optimal patient safety and quality, as well as to facilitate timely management decisions.

Hospital maternity wards are required to log birth data within 24 hours of a delivery. The data is to be logged in the eRegister by authorised personnel using an electronic signature. It will contain such information as the location, time and date of the birth, details on the mother and newborn (e.g. sex, weight), the obstetrician who performed the delivery, whether it was an IVF pregnancy and if the mother abandoned her newborn.

4.5 Über ein Viertel der europäischen Haushalte noch ohne Internet

Laut einer am 14.12.2011 veröffentlichten Erhebung des Statistikamts Eurostat waren im ersten Quartal des Jahres 2011 73 Prozent der Haushalte in den 27 EU-Mitgliedsstaaten online. 2006 waren nur knapp die Hälfte der Haushalte online. Der Anteil der Personen im Alter zwischen 16 und 74 Jahren, die das Internet noch nie genutzt haben, verringerte sich im selben Zeitraum von 42 Prozent (2006) auf bei 24 Prozent im Jahr 2011. 68 Prozent der vernetzten Haushalte verfügen mittlerweile über einen Breitbandanschluss. Ihr Anteil hat sich zwischen 2006 und 2011 mehr als verdoppelt.

4.6 Spain: Launch of eGovernment app for smartphones

In an effort to achieve a more accessible and open Public Administration (PA), the Ministry of Territorial Policy and Public Administration has developed a new eGovernment application available on the most common mobile platforms.

The 'eAdmon', all services in your hand' is a mobile app that combines the two prevailing trends in access to electronic services: mobility and interaction with social networking websites. It provides in a user-friendly environment access to all the PA's services that are available on social networking sites, thus enabling a permanent dialogue with the public wherever citizens and businesses so wish. In addition, it offers life-event based mobile services for citizens and businesses that were developed by ministries and public bodies.

5.1 Palestinian National Authority unveils governmental communications and IT strategy

The Palestinian National Authority (PNA) has outlined its strategy for the introduction of up-to-date communications and information management solutions as parts of the national state building effort, the Palestine News & Info Agency reports. The Ministry of Telecommunications and Information Technology (MTIT) has said that its strategy for a unified communications and government computer centre will ‘build a more connected government, foster national unity and accelerate e-government services,’ and the regulator expects to adopt new innovations in hosted services, cloud computing and person-to-person networking in order to provide real-time voice, data and video collaboration solutions across the existing government network.

Unified communications services are expected to be deployed initially in the West Bank, although the Palestinian government expects the project to improve cooperation and collaboration among all of its departments and public institutions. Further, this ‘whole of government’ approach is expected to improve information flow within government, enhance national cohesiveness, and lower operational costs.

5.2 Jamaica: Education Ministry Enhancing Technology in Schools

Acting Permanent Secretary in the Ministry of Education, Grace McLean, says the Ministry has been working to prepare students to adapt to the ever-changing technological landscape.

"The Ministry of Education recognises the role that technology plays in education and training and has taken steps to ensure its integration in the teacher-learner interaction. Our literacy and numeracy programmes and activities make use of technology and tools to enrich aspects of the learning environment,” she stated.

Mrs. McLean was addressing the opening of the 5th international conference on technology in education and training, EduVision 2011, which got underway on December 1st at the Jamaica Conference Centre in Kingston.

5.3 Nigeria: Police Launch Motor Biometric Registration

The Nigeria police has introduced a Biometric Central Motor Registration (BCMR) aimed at detecting crimes committed with the use of vehicles. The police authorities expressed confident that with this facility crimes would be reduced in the country.

The event which took place at the Force Headquarters main car park was attended by stakeholders in the sector, among which was the Minister of Police Affairs, Caleb Olubolade.

The minister who also represented the president said the gadgets should be promptly integrated, so as to maximise the desired positive impact to the society, and added that proper maintenance was also needed to sustain its durability.

5.4 United States of America: Bringing Health IT to Rural America

The U.S. Department of Agriculture has authorized another round of rural development grants for bringing telemedicine services to rural America.

The $30.2 million in USDA grants will fund 100 telemedicine and distance-learning programs in 34 states and one territory. Although USDA provided a full list of grantees, it was unclear how much of the money was going toward telemedicine rather than distance learning.

5.5 Australia: Time to drop the 'e'

There's no such thing as e-commerce. Or e-health. Or cloud computing. Or cybersecurity. Or cybercrime. Or cyber-anything. Keep using those terms and you'll limit your thinking.

Now of course every aspect of our lives is being changed dramatically as we connect everything to everything else. There's far, far more change still to come.

But here in Australia, the richest country in the world, the key first step has already happened. The internet is no longer some special, separate place that we visit from time to time.

The vast majority of us are connected, almost all with broadband. More Australians have a Facebook profile than not, to pick the most obvious example. And we're infested with smartphones.

On December 12, the Hong Kong government launched a two-month long public consultation to solicit views on the legal, privacy and security framework for electronic health record (eHR) sharing.

“We understand that data privacy and system security are of paramount importance to the development of the eHR Sharing System. To this end, the Government endeavours not only to deploy the appropriate technologies to safeguard system security, but also to formulate a Legal, Privacy and Security Framework for eHR sharing with reference to views of various stakeholders as well as local and overseas experiences, so as to provide legal protection for the privacy of patients’ health data and system security,” said York Chow, Secretary for Food and Health.
