  • GCC: Gulf states target collective e-procurement system

    The Gulf states are one step closer to rolling out a collective e-procurement agreement, following a meeting of the 8th Gulf Cooperation Council e-Governments’ heads committee in Kuwait.

    The meeting agreed an exchange of framework agreements between member states to pave the way for a regional e-procurement system.

    “The aim of these efforts is to promote cooperation among the gulf states with regard to information technology and communications,” said the e-Government Authority Bahrain in a statement.

  • Georgia ranks first among EBRD on e-government procurement

    According to the practice of electronic public procurement, Georgia ranks first among the European Bank for Reconstruction and Development (EBRD) member countries.

    EBRD conducted a study in 2012-2013 which showed that since the last assessment of the system of electronic public procurement in Georgia, there was significant progress in all criteria and among the 26 member countries Georgia came out on top, a report of the country's Ministry of Economy said.

    Nach einer Analyse der Unternehmensberatung Frost & Sullivan soll das Gesamtvolumen elektronisch abgewickelter Einkäufe im europäischen Gesundheitssektor von rund 0,4 Mrd. Euro (2002) auf 33,7 Mrd. Euro (2008) ansteigen und dann etwa 23% der gesamten Klinikausgaben umfassen. Bis 2010 dürfte rund ein Drittel der Beschaffung im europäischen Gesundheitswesen über das Internet erfolgen.

    Umsetzung erfolgte in nur einer Woche

    Getronics Information Solutions (Austria) GmbH hat nach einer öffentlichen Ausschreibung der BBG Bundesbeschaffung GmbH einen flexiblen Rahmenvertrag zur Beschaffung von IT-Netzwerkkomponenten abgeschlossen. Ziel der BBG ist es, durch Bündelung und Standardisierung der Beschaffungsaktivitäten für die Republik Österreich optimale Einkaufskonditionen zu erhalten und dadurch einen Beitrag zur Erreichung und Festigung des Nulldefizites zu leisten. Die Abwicklung erfolgt über ein von Getronics entwickeltes Web-Portal, welches den Bundesdienststellen wie Ministerien, Schulen, Universitäten einen einfachen Zugriff auf jeweils aktuelle Preislisten, Beispielkonfigurationen und Dienstleistungen ermöglicht.

    A major e-Government Procurement (E-GP) project meant to enhance the country’s procurement processes and block the financial loopholes in the system will begin from January next year.

    The project, which will begin as a pilot, is expected to also enhance transparency in the public procurement process; provide a common platform for use by public institutions in public procurement and public financial management; and enhance competition by facilitating increased participation of service providers for government contracts.

  • GH: PPA denies spending $97million on e-Government Procurement

    The Public Procurement Authority (PPA) has described as total falsehood reports that it is spending $97million on an electronic government procurement system (e-GP).

    Rather, it said the World Bank- sponsored program which cost $5 million was part of a larger project that cost $ 97million.

    The $5 million is going into the engagement of an application service provider, sensitization and training, roll-out expenses and other service costs.

  • GH: PPA will prudently manage funds for e-Government Procurement system

    The Public Procurement Authority (PPA) on Tuesday debunked media reports that the Authority had signed a GH¢97 million contract for the development of e-Government Procurement system.

    Addressing the media in Accra to explain the issues, Mr Agyenim Boateng Adjei, the Chief Executive Officer (CEO) of the PPA, said the information was totally false and a complete misrepresentation of facts and figures.

    The Vice President Dr Mahamudu Bawumia has launched an electronic procurement system estimated to save the country $100million annually through the prevention of corruption and inefficiencies in public procurement.

    The $5million Ghana Electronic Procurement System (GNEPS), the first of its kind in West Africa, is part of an e-transform Ghana project being executed with a $97 million World Bank credit provided in 2014.

  • Govt tendering in Bahrain went electronic today and a new portal was also launched

    The Tender Board today launched phase I of the eTendering System in coordination with the eGovernment Authority (eGA), in the presence of Deputy Prime Minister and Chairman of the Supreme Committee of Information and Communication Technology, Shaikh Mohammed bin Mubarak Al Khalifa.

    The Deputy Prime Minister also launched the Tender Board portal www.tenderboard.gov.bh.

    Shaikh Mohammed told the Bahrain News Agency (BNA), “This is stage one. The next step we believe is to move forward improving and developing because we believe that this is the course that we should follow in the 21st century.

  • Guyana: Gov’t sets up website for procurement notices

    Government has established a website, www.eprocure.gov.gy, on which all government advertisements and notices will be placed, a press statement from the Office of the President announced yesterday.

    The statement said that the government in implementing its ICT strategy, specifically e-government, has decided to employ the use of the electronic medium in the publication of notices and the procurement process of goods and services.

  • Guyana: Website may lead to reduction in gov’t ads for all papers – Mc Coy

    The establishment of a website for the posting of all government advertisements and notices may reduce the number of government ads appearing in the daily newspapers, Office of the Presi-dent Press Officer Kwame Mc Coy says.

    When contacted yesterday, Mc Coy said that the website “may see a reduction in ads” in all daily newspapers. He said the government was moving towards e-governance so as to promote transparency. He said that placement of the ads and notices on a website would allow for them to be publicized for a longer time.

  • ictQatar launches e-tendering services

    Contractors and suppliers, whether in Qatar or abroad, will soon be able to apply online for the government tenders with the launch of new e-tendering services by ictQATAR in association with the State Audit Bureau (SAB), it was announced yesterday.

    Addressing a press conference held on the sidelines of the three-day Anti-Corruption Conference, Yousuf al-Naama, e-government programme manager, said the new services aimed to ensure transparency in government tenders and streamline the tendering process for companies wanting to do business with the Government of Qatar.

  • IN: Andhra Pradesh gets e-procurement to make tender procedures transparent

    Andhra Pradesh has formally taken over e-procurement, an e-governance project “to usher in total automation of procurement and tender procedures of government departments”.

    Designed by C1 India, a Delhi-based e-procurement and e-sourcing solution provider, the project is customised to cater to the purchase requirements of various departments, and aims to reduce inventory costs, shorten the supply chain, and create a level-playing field for suppliers.

    “The e-procurement project was commissioned in 2002, but was taken over by Andhra Pradesh on January 1 from C1 India which developed and managed it till now,” said Sanjay Kumar, Managing Director of AP State Technology Services Ltd, which will run the project.

  • IN: Bihar govt makes e-tendering mandatory

    Bihar Government is planning a major push for E-Governance. The state government has now made e-tendering mandatory under major schemes. The government has also decided to make its offices paper-less.

    "Information technology has created big opportunity for us to improve transparency. This is why, we are planning a big leap in our E-Governance project. We are now planning full computerisation of our offices. It will be a major deterrent for corruption and increase transparency in the system," told Sushil Kumar Modi, Deputy Chief Minister and Finance Minister of the state.

  • IN: e-Procurement of wheat in Madhya Pradesh to begin from Mar 15

    he Madhya Pradesh government’s move to purchase wheat from farmers at minimum support price (MSP) under e-Procurement process will begin from March 15. The state government is using e-Procurement process for online registration of farmers and to give them early notification about date and place for purchase.

    The government has already successfully tested sending SMSes to notify the farmers on wheat purchases last year in Harda district of the state.

  • IN: e-Procurement through online Tendering goes live in Kerala

    The e-Tendering of Government contracts in Kerala has gone live from today. In the first phase, the e-Tendering facility is being implemented in four departments starting with the Public Works Department (PWD) to be followed by Education, Transport and Police. The Tenders Kerala web portal and e-Tendering facility was launched by the Minister for Public Works, Shri V K Ebrahim Kunj, at a function in Thiruvananthapuram. e-Procurement is a Mission Mode Project (MMP) of Government of India under the National e-Governance Programme (NeGP).

    To start off with, submission of Tenders online for contracts in the South Circle including Trivandrum would be possible and this would be extended across Kerala in the next two months. The project was started in June 2011 with the online notification of tenders. Now only Pre Qualified Tenders are being done through the Tenders Kerala website. PWD will do manual processing of the bids after taking printouts. The anytime and anywhere bidding is expected to increase transparency and enhance the process.

  • IN: E-tendering lands first prize for West Bengal, Mamata lauds Finance, IT depts

    Bengal government has bagged the first prize from the Centre for implementing the e-tendering process.

    Chief Minister Mamata Banerjee made the announcement on Friday. She said: "Yesterday the Bengal government was awarded with the first prize for ensuring e-tendering. The state government has become the best in the country by ensuring e-tendering of 53,000 projects worth Rs 36,000 crore and the Ministry of Finance has given the award."
