  • Brandenburg: Vergabebekanntmachungen ab 1. Januar 2008 nur noch im Internet Pflicht

    Schönbohm: Bis 2010 jede zweite Vergabe auf elektronischem Wege

    Gute Neuigkeiten für alle, die sich über Ausschreibungen der öffentlichen Hand zentral und aktuell informieren wollen: Mit Jahresbeginn 2008 müssen alle Vergabebekanntmachungen der Landesverwaltung im Internet veröffentlicht werden. Gleichzeitig erlischt die bisherige Veröffentlichungspflicht im Ausschreibungsblatt des Landes. Für den neuen Service wurde eigens die Bekanntmachungsplattform vergabemarktplatz.brandenburg.de eingerichtet, ein Angebot des Dienstleistungsportals service.brandenburg.de. Hier werden künftig Vergabestellen und Unternehmen virtuell zusammentreffen.

  • Brunei: IT Equipment Procurement Project

    Meanwhile, one of the big projects under the e-Government initiatives which will be implemented starting this year is the IT equipment Central Procurement project for Ministries and its departments.

    According to the Deputy Permanent Secretary of IT and e-Government at the Prime Minister's Office, Awang Abdul Mutalib as the overall government CIO, the project follows the best practices in other countries that are developed in the field of IT. With such efforts, the supply of IT equipment such as computers and printers will be supplied continuously under the management of e-Government National Centre according to the guidelines and process procedures provided by the EGNC. These efforts are to facilitate and expedite the IT equipment procurement and supply process to every Ministry and its departments.

  • BTB awards over $6.9b tenders - Bahrain

    Bahrain Tender Board (BTB) has successfully awarded tenders worth $6.97 billion since its launch in 2003, a senior government official revealed yesterday.

    The minister, Dr Abdul Hussein Mirza, who is also chairman of the Bahrain Tender Board at the launch of the e-tendering project said that the initiative would enhance the transparency, efficiency and offer an easy access to the prospective bidders to evaluate their bids on-line.

    BTB, which had won international accolades for being the most transparent body in the public sector, perhaps become the first entity in the Arab world to handle the tendering process effectively by using the maximum levels of transparency.

    Das Bundeskabinett hat auf Vorschlag von Bundesinnenminister Otto Schily den dritten Umsetzungsplan der E-Government-Initiative BundOnline 2005 verabschiedet. Der Bundesinnenminister zog in Berlin eine positive Zwischenbilanz. Er sagte, dass E-Government in Deutschland auf einem guten Weg sei. Die Beschaffung soll bei allen Bundesbehörden bis Ende 2005 auf elektronische Vergabeverfahren umgestellt werden.

  • Bundeswehr beschafft elekronisch

    Ausgerüstet mit einem Standard-PC mit Internet-Zugang sowie einer digitalen Signaturkarte und Kartenleser können Unternehmen künftig an Vergabeprozessen der Bundeswehr teilnehmen. Denn auch in dieser Behörde wird das Internet in den Bereich Beschaffung einbezogen. Bis zur CeBIT 2003 sollen die ersten Ausschreibungen des zuständigen Bundesamtes für Wehrtechnik und Beschaffung (BWB) auf der elektronischen Vergabe-Plattform des Bundes im Internet eingestellt sein.

    Although the procurement of important (and often very expensive) e-Health technology infrastructure projects have very different structures and risks associated with them, they share one of the most common procurement mistakes – the frequent failure to fully and clearly define the procured technology in terms of its detailed operational, functional and technical specifications in the procurement contract.

  • China: Hong Kong: E-Procurement Pilot Programme launched

    Three Hong Kong Government departments have begun an e-Procurement Pilot Programme to enable electronic transactions between them and the suppliers for purchases of goods and non-construction related services not exceeding $1.43 million each, the purchase authority delegated to bureaus/departments (B/Ds).

    The departments are the Office of the Government Chief Information Officer (OGCIO), the Immigration Department and the Environmental Protection Department.

  • Columbia: Government to launch e-procurement auction in June

    Colombia's government plans to launch an auction in June for a contract to install the infrastructure for its e-procurement site, which should be up and running by the beginning of 2006, the finance ministry's technology director Rodolfo Uribe told BNamericas.

    The government launched a tender information site, contratos.gov, in 2003, which has seen a leap in monthly visitors from an initial 5,000 to an average of 34,750 in March 2005.

  • DE: eTendering - Cross-platform communication standards project to bring eProcurement forward

    The German eTendering cross-platform communication standards project named 'XVergabe' now has an official website (www.xvergabe.org/confluence). The standards are planned to be available in early 2012, and they are expected to mark the beginning of a new era in German eTendering.

    The xvergabe.org website contains basic project information as well as the most important documents that are released as part as the project work. Moreover, it includes useful links, contact details and information regarding the next steps of the project.

  • DE: Procurement tools will gradually become open source

    Germany's software applications for procurement will gradually be made available as open source.

    "The software is paid for by the citizens, and it is therefore reasonable to make the source code publicly available", says Rolf Kewitz, Project Leader of eTendering, at the Procurement Office of the Federal Ministry of the Interior (Beschaffungsamt des Bundesministeriums des Innern - BeschA, in German). Some parts of the tools will have to be rewritten to remove proprietary dependencies.

  • Deutsche Kliniken wollen durch IT-Investitionen Kosten senken

    Deutsche Krankenhäuser rüsten auf. Zwei von fünf Klinikmanagern wollen im nächsten Jahr stark in ihre IT investieren. Fast die Hälfte der Entscheider plant zudem, einen großen Teil der Budgets für das Finanzcontrolling zu verwenden. Demgegenüber gerät die medizinische Versorgung ins Hintertreffen. Lediglich jeder dritte Manager will die Ausgaben für die ambulante Behandlung bis 2006 aufstocken - bei der stationären Versorgung ist es sogar nur jeder zehnte. Zu diesem Ergebnis kommt einer neue Studie der Unternehmensberatung Mummert Consulting, die heute in Hamburg vorgestellt wurde.

  • Deutschland: Grundgesetzänderung für gemeinsame IT-Beschaffung von Bund und Ländern

    Bund und Länder werden ihre IT-Beschaffung künftig enger in einem IT-Planungsrat koordinieren, kündigte Hans Bernhard Beus, Beauftragter der Bundesregierung für Informationstechnik auf dem 11. IT-Sicherheitskongress des Bundesamts für Sicherheit in der Informationstechnik in Bonn an. Ende Mai wolle der Bundestag mit der Föderalismusreform II einer entsprechenden Änderung des Grundgesetzes in zweiter und dritter Lesung zustimmen. So soll eine Formulierung in Artikel 91c die neue Zusammenarbeit ermöglichen. Sie besagt: "Bund und Länder können bei der Planung, der Errichtung und dem Betrieb der für ihre Aufgabenerfüllung benötigten informationstechnischen Systeme zusammenwirken."

  • Deutschland: IT-Branchenverband: E-Vergabe noch mangelhaft

    Der öffentliche Sektor und seine Partner aus der Wirtschaft verschlafen die Nutzung von Einsparpotenzialen und bereits getätigten Investitionen durch die elektronische Vergabe und Beschaffung im E-Government-Bereich. Dies beklagt der Branchenverband Bitkom in einem aktuellen Positionspapier (PDF-Datei). "Bisher ist die Zahl der Unternehmen, die elektronische Angebote unterbreiten, deutlich hinter den Erwartungen zurückgeblieben", heißt es in der Stellungnahme. Nach den Vorstellungen der EU-Kommission sollten schon im Jahr 2003 25 Prozent aller Beschaffungen elektronisch abgewickelt werden. Nach aktuellen Schätzungen sei dies aber 2006 gerade bei der E-Vergabe erst bei weniger als fünf, vermutlich sogar weniger als zwei Prozent aller Angebotsabgaben in Deutschland der Fall. Enttäuscht konstatiert der Bitkom: Während im "Business to Business"-Geschäft (B2B) klare Einsparungen durch E-Procurement-Lösungen erreicht würden, hinke der öffentliche Sektor deutlich hinterher.

  • E-Beschaffung senkt die Kosten, nicht die Preise

    Kostenreduktion entlang des Beschaffungsprozesses ist das Ziel von E-Procurement-Lösungen, wie sie die Bundesregierung auch für die Öffentliche Verwaltung im Ramen ihrer E-Government-Initiative verbindlich machen will. Einige Projekte zeigen bereits, wo es langgehen könnte.

  • E-Commerce: Öffentliche Hand verschenkt 5 Mrd. Euro jährlich im Einkauf

    Die öffentliche Hand ist eine der größten Auftraggeber für Waren und Dienstleitungen in Deutschland. Allein der Bund vergibt im laufenden Jahr Aufträge für Bauvorhaben und andere Investitionen in Höhe von 37 Mrd. Euro. Aus den kommunalen Haushalten kommen noch einmal knapp 30 Mrd. Euro dazu. Würden bei der Vergabe moderne Instrumente wie Online-Versteigerungen eingesetzt werden, könnten jedes Jahr rund 5 Mrd. Euro eingespart werden. Das ergab eine Modellrechnung der Unternehmensberatung Putz & Partner, die heute in Hamburg vorgestellt wurde.

    Sri Lanka's Finance Minister Ravi Karunanayake says that once the electronic Government Procurement system is introduced, it will help government to make the public procurement more efficient and transparent.

    According to the Minister, electronic Government Procurement makes public procurement more strategic and serves as an effective innovation to institute procurement reforms. It will also boost performance in terms of efficiency, transparency, competition and fairness and bring value for money as well, the Minister said.

  • E-procurement and e-invoices in the public sector in Sweden

    In Sweden, a number of municipalities, county councils and government authorities have introduced electronic procurement/electronic commerce. In this context, electronic procurement means electronic orders/sub-orders in relation to a framework agreement and receipt of electronic invoices (ordering-invoice process).

    E-procurement has so far mostly been with EDI. But there is also a need of a complement with e-invoices separately for all those situations that we dont order electronically but that it would be good having an e-invoice. A standard for an electronic invoice, “Svefakturan” (or “Swed Invoice”) has been developed and is recommended for public sector and their suppliers. The SwedInvoice can also be used B2B. Some local authorities have started to receive e-invoices and the Swed Invoice. But this is all very new.

    Many organisations are finding that adopting e-procurement is more difficult than expected, but the problems are often not technical ones.

    Everyone’s doing it. It’s old news, most businesses say, e-procurement was embraced by both private and public sector enterprises years ago in a drive to become more efficient, cut costs and improve supplier relations. But has it lived up to everything it promised? And is it being done well enough to ensure that real savings are being achieved?
