  • IN: E-tendering live in Kerala Capital from Wednesday

    The State Public Works Department (PWD) will introduce e-tendering soon as part of an initiative to make the tendering system more efficient and transparent.

    The Minister for PWD, Mr V. K. Ibrahim Kunju, said here that the new system would go live in Thiruvananthapuram district on Wednesday.

  • IN: Haryana to launch e-procurement portal soon

    A centralized portal for all of Haryana's tendering and procurement needs is the next e-governance project that the state is going to attempt. Whether the attempt will yield any results is something to be determined with time, but the move falls in that much-touted category of public projects aiming to incorporate IT with governance, now so common in Haryana.

    The latest plan is to set up an 'e-procurement portal,' which will act as a single-window clearance and monitoring system for all 'goods, stores, works and services' required by any government department. The online framework, according to officials, will also be made available for all state-affiliated boards and corporations, as well as for the regional PSUs.

  • IN: Jharkhand: Centre approves 2 e-delivery projects

    Taking a step further in the improvement of e-governance infrastructure in Jharkhand, the working group of the Union ministry of communications and information technology, has approved two projects for the state as a part of 'India: e-delivery of public services-DPL project'.

    The projects, namely Rapid Replication of Human Resource Management System (HRMS) - Manav Sampada and Rapid Replication of e-Pass (scholarship application), will be implemented in Jharkhand within a period of two and half years at an estimated expenditure of Rs 11.36 crore and Rs 4.91 crore, respectively.

  • IN: Karnataka: Bangalore university clarifies on tenders for question papers

    T R Subramanya, Registrar (Evaluation) of the Bangalore University (BU), has clarified that the State government had exempted the university from the Karnataka Transparency in Public Procurement Act for printing and procuring question and answer booklets.

    Responding to reports in the media that BU had called for regular tenders for printing of answer booklets with security features, Subramanya said that when tenders were called through e-procurement mode, before calling for regular tenders, many firms had not quoted all the items required by the university.

  • IN: Karnataka: Defer online procurement tender, govt tells Bangalore University

    The State government has directed Bangalore University (BU) to defer the e-procurement tender process initiated by it for printing and supply of answer booklets, OMR sheets with barcode, scanning and capturing image of the facing sheets of answer scripts, printing of dummy numbers, etc, for the UG/PG examinations scheduled for April.

    In a circular issued on Tuesday, Prakash Rao Kesarkar, Under Secretary, Higher Education (universities-I), directed BU Registrar (Administration), B C Mylarappa, to furnish information about, and clarify, various issues pertaining to the tender system.

  • IN: Kerala: E-procurement: State Govt Lowers Slab to Rs 5 Lakh

    The state government on Tuesday lowered the minimum slab for e-procurement to Rs 5 lakh from Rs 25 lakh with immediate effect in an effort to deliver transparency in the financial transactions associated with small-scale works undertaken by it.

    The government issued an order lowering the slab to Rs 5 lakh following the recommendations from an apex committee for e-governance which met in February this year. All government departments, Public Sector Undertakings (PSUs) and autonomous bodies were directed to follow e-procurement for tenders above Rs 5 lakh. The e-Procurement system is already operational with online payment facility and auto-refund for unsuccessful bidders. As per previous Government Order (GO) issued in 2012, all government departments, PSUs and autonomous bodies were directed to adopt e-procurement for all tenders above Rs 25 lakh.

  • IN: PMGSY Tender process in Kerala goes online with eTendering

    The eTendering System for the Pradhan Mantri Gram Sadak Yojana (PMGSY) in Kerala was launched by the Minister for Rural Development & Registration, Shri K C Joseph in Thiruvananthapuram on December 14, 2011. The eSubmission Tender System of PMGSY eTendering enables the Tenderers to download the Tender Schedule free of cost and then submit the bids online through the PMGSY eTender portal.

    The PMGSY eTender portal is maintained and updated by respective States Rural Roads Development Agency (SRRDA) Units in coordination with National Rural Roads Development Agency under the Union Ministry of Rural Development. The World Bank and ADB complaint system is designed, developed and hosted by National Informatics Centre (NIC) on a national basis and the system is now implemented in 21 States across India including Kerala.

  • IN: Public works in Kerala migrate to e-tender regime

    Contractors need not present themselves personally at the PWD offices merely to take part in the tender.

    Works to be taken up by the Public Works Department (PWD) across the State have formally come under the ambit of e-tendering from Saturday, according to the office of the Minister for PWD, Mr V. K. Ebrahim Kunju.

    All tenders pertaining to works on roads, bridges, buildings and national highways will now be called for and accepted via the portal, www.etenders.kerala.gov.in, an official quoted the Minister as saying.

    In the coming days, all government procurements would be streamlined and every vital information related to such procurements may be posted on a ‘single procurement portal’.

    Also, aggrieved parties may get to file a complaint and ask for a review if procedures are breached.

    A committee formed for looking into issues involving public procurement policy, standards and procedures, is likely to propose that a single procurement portal should be developed on the lines of e-governance programme MCA 21, and all the procurement-related details should be posted on the portal for all the suppliers to see.

  • IN: Uttarakhand Formally Launches E-Procurement System

    The Uttarakhand government has formally launched an e-procurement system with the objective of processing all types of tenders through an online portal.

    Launching the system here yesterday, Chief Minister B C Khanduri said the system would directly benefit the common man and users of the tender portal.

    He directed officials to organise training programmes for employees and make them proficient in the use of the system. He said the system would come in handy in fostering a culture of good governance, clean and transparent administration and accountability.

    Nagaland state in northeast India will be holding a state-level workshop on e-procurement, marking progress in India’s efforts to bring about procurement reforms across the country.

    Alemtemshi Jamir, Chief Secretary of Nagaland, requested all Heads and Assistant Heads of Departments of the State Government to attend the workshop on 19th September organised by Ministry of Commerce and Industries, National Informatics Centre (NIC) and Government of Nagaland.

  • India: Commerce ministry mulls national e-procurement system

    The commerce ministry is implementing pilot projects in Kerala, Himachal Pradesh and Madhya Pradesh under the MMP (Mission Mode Project) of National e-governance programme to evolve a replicable nation-wide e-procurement system.

    The ministry is using its procurement arm-DGS&D(director-general of supply and disposal) in the process. Around 20 % of a country’s GDP is spent on purchase of goods and services by its government worldwide.

  • India: Government of Karnataka to set up online e-procurement platform

    In a new e-governance initiative, all contracts and procurement in various government departments in Karnataka are set to go digital in two years.

    The Government of Karnataka has chosen HP to provide a unified online e-procurement platform.

    This program will cover contract management, track the progress of projects and would run on a public private partnership model. As of now, Andhra Pradesh is the only state in the country to have an e-procurement platform.

  • India: Karnataka all set for web-based procurement

    The Karnataka government’s e-Governance effort is set to get a shot in the arm with its e-Procurement system. The system will provide a web-based procurement system for the government and its suppliers and contractors, starting from the tendering process right through to order fulfilment and payment. Only the elections are holding the system from starting.

    "The notification was issued in April for 12 government departments to go online for procurement. They will do it soon after the elections,’’ Mr Ajay Seth, secretary, e-Governance, said on Thursday. The discussion was organised by Hewlett-Packard, which is the private partner in this Public Private Partnership initiative.
