  • Bahrain: Private sector to be trained in e-Tendering

    In a special effort to involve the kingdom's private sector in its ongoing e-tendering system, the Tender Board has joined hands with the Labour Fund (LF) to train owners and employees from the private sector on navigating the e-Tendering process.

    The two organisations signed a milestone memorandum of understanding (MoU) yesterday under which 300 companies will receive training on using the e-Tendering system to capture a bigger share of government contracts.

  • Bangladesh standardises public procurement

    Bangladesh Prime Minister Sheikh Hasina has recently inaugurated the electronic government procurement (e-GP)-an online platform to carry out procurement activities by the public agencies - Procuring Agencies (PAs) and Procuring Entities (PEs).

    The e-GP system is a single web portal from where and through which PAs and PEs will be able to perform their procurement related activities using a dedicated secured web based dashboard.

    The e-Government Procurement solution introduced under Public Procurement Reform (PPR) Process is being supported by World Bank and being used by all government organisations which will help in ensuring equal access to the Bidders/Tenderers, efficiency, transparency and accountability in the public procurement process in the country.

    In a culture of looking at all government activities from a critical point of view, good initiatives are seldom appreciated. But the fact is that the government, irrespective of its political party-wise composition, deserves and, therefore, needs support from relevant stakeholders for translating those initiatives into action.

    The Public-Private Stakeholders Committee (PPSC) formed under the auspices of the Public Procurement Reform Project-II by the government happens to be such an initiative aimed at devising a third-party monitoring mechanism in the process of public procurement in the country.

  • Bangladesh: E-governance in public procurement: Deal with Indian firm signed

    A contract on e-Government Procurement (e-GP) System Development and Implementation was signed between the Central Procurement Technical Unit (CPTU) of Implementation Monitoring Evaluation Division (IMED) under the Planning Ministry and GSS America Infotech Ltd, India at the Planning Ministry in the city yesterday.

    Amulya Kumar Debnath, Director General of CPTU and Abdul Qadeer, Vice President of GSS Infotech Ltd, India signed the contract on behalf of their respective sides. Air Vice Marshal (retd) AK Khandaker, Minister for Planning, Md Abdul Malek, Secretary of IMED and other officials of the CPTU, IMED and the Ministry of Planning were present on the occasion.

  • Bangladesh: E-procurement system for transparency: Tamim

    Special Assistant to the Chief Adviser for Power, Energy and Mineral Resources Professor Dr M Tamim on Wednesday said the government would set up an e-procurement system to bring transparency and reduce corruption in handling public funds.

    "We will establish the e-governance in the procurement system to ensure transparency and accountability for using the public money," he said while speaking as the chief guest at the concluding session of a three-day international workshop at a city hotel.

  • Bangladesh: e-tendering by end of this year likely

    Planning Minister Air-Vice Marshal (Retd) AK Khandker on Sunday said the government is planning to introduce e-tendering by the end of this year and e-GP (electronic government procurement) in phases for making purchase accountable, dynamic and transparent.

    Digital signature is a basic requirement for e-GP, he said adding the government would also introduce e-signature and the process for that is going on.

    The Minister said this as the chief guest at the inaugural session of the workshop organized by the Central Procurement Technical Unit (CPTU) of the Implementation Monitoring and Evaluation Division (IMED).

    Seeks opinion from ministries to introduce the system

    The government has sought opinions from all ministries to finalise e-government procurement (e-GP) system, which is expected to minimise traditional meddling in bidding processes by musclemen.

    The Central Procurement Technical Unit (CPTU) of Implementation Monitoring and Evaluation Division (IMED) under the planning ministry has sent a letter to 45 ministries and entities to give input on the draft e-GP system in two weeks.

    More than 10,000 government officials will be reinforced with extensive training in different durations as part of the process to reform Public Procurement Regulations (PPR) and make it efficient and viable system.

    Official sources told BSS that lack of expertise and training on the PPR by concerned officials creates major hindrance in the full implementation of ADP in the past years.

    Political influence, collusion, syndication still play major role in public procurement

    Transparency International Bangladesh on Wednesday said that the introduction the e-government procurement hardly checked corruption in the public procurement that crossed over two lakh trillion taka annually.

    The main aim of the e-GP, a joint initiative of the government and the World Bank since 2011, was to curb corruption among the public entities involved in implementing development projects.

    The Central Procurement Technical Unit (CPTU) plans to expand its structure to cover all the regulatory functions of National e-Government Procurement (e-GP) in the country, reports UNB.

    "As per the current structure, CPTU is a wing of Implementation Monitoring and Evaluation Division (IMED). Considering huge upcoming activities of CPTU, plan to restructure it is justified," said CPTU Director General (DG) Md Faruque Hossain.

    Lack of training blamed for apathy

    The government's online-based electronic procurement system is yet to gain a foothold among the people related to procurement and tendering process, as it has been introduced without sufficient training for the relevant persons. On the other hand, both the public and private stakeholders are largely not aware of the development.

    The e-Government Procurement (e-GP) system became operational in October last year with a pilot programme involving Local Government Engineering Department (LGED), Roads and Highways Department (RHD), Rural Electrification Board (REB) and Bangladesh Water Development Board, Planning Commission sources said.

    Most government offices are yet to introduce e-tendering though it is one of the priorities of the government's 'Digital Bangladesh' initiatives, sources said.

    Over 70 per cent government works are still being done through the old system of inviting bids although the Prime Minister had instructed all the ministries to implement e-tendering system in 2011.

But it has failed to gain popularity because of absence of mass awareness as well as necessary technical training. A FE report published on October 26 said, these factors have slowed down online electronic procurement. What is surprising is that the stakeholders in both public and private sectors are yet to be made aware of the new system. Only 19 organisations have so far been enlisted for the e-Government Procurement (e-GP) system, despite the fact that it was introduced 15 months ago. Moreover, the use of the system has not yet been made compulsory on consideration of the low level of computer literacy, less than required skill to use the electronic system and limited access to the Internet.

Innenminister Jörg Schönbohm freute sich über die erste Bilanz des Online-Warenhauses für Brandenburgs Verwaltungen: „Die breite Nutzung des Angebotes zeigt, dass der neue Rundum-Service bereits nach einem halben Jahr ein Erfolgsmodell ist. Was Zeit und Geld spart, das spricht sich schnell herum."
