  • Vietnam learns from Japanese experience in building an e-government

    A working delegation of the Government led by Minister and Chairman of the Government’s Office Mai Tien Dung attended a session in Tokyo, Japan on August 5 to seek experience in developing e-government.

    On behalf of the Japan International Cooperation Agency (JICA), Director General of JICA Tokyo, Hiroyuki Kinomoto welcomed the Vietnamese delegation, saying that JICA wishes to share their knowledge and experience of Japan with Vietnamese experts, thereby contributing to improving the investment and business environment in Vietnam, as well as the development of an e-government in Vietnam.

  • Vietnam looks forward to effective e-government: deputy PM

    Vietnamese Deputy Prime Minister Nguyen Thien Nhan said on Thursday that Vietnam is looking forward to building an effective e-government in the next five years, the Vietnam News Agency reported.

    Nhan made the remarks at a meeting held in Ho Chi Minh City on Thursday to discuss the building of an effective e-government of Vietnam. The meeting drew participation of officials and representatives from local and foreign associations and companies.

  • Vietnam looks to online future with e-government

    The announcement was made in the latest government decision approving the pre-feasibility study of the $107-million Vietnam Information and Communications Technology (ICT) Development project for 2006-2010.

    Accordingly, the government approved a request by the Ministry of Post and Telematics (MPT), the General Statistics Office (GSO) and the municipal People’s Committees of Hanoi, Ho Chi Minh City and Danang to borrow $93.7 million from the World Bank to launch the e-government project. Of the total, Hanoi will have the largest loan package of $35 million, which it will use to push the project in 12 districts.

  • Vietnam looses ground in UN's e-government rankings

    Vietnam recently ranked 112th out of 191 countries in the 2004 e-government readiness rankings of the United Nations Public Administration Network (UNPAN).

    According to the 2004 ratings, the country has an index of 0.3378, down 15 positions from the previous year.

  • Vietnam makes great strides in digital transformation in 2023

    The government and the Ministry of Information and Communications (MIC) have confirmed the outcomes of digital transformation in 2023.

    Prime Minister Pham Minh Chinh said that 2023 was National Digital Data Year, with the view that digital data is a national resource and foundation of development. Data needs to be used effectively to serve the digital economy, digital society and digital citizen development.

  • Vietnam meets conditions for e-commerce

    Vietnam has met conditions for e-commerce according to experts at the seminar with the theme of “e-Commerce and Business” held by the Vietnam Chamber of Commerce and Industry (VCCI) on June 29th in Ho Chi Minh City.

    VCCI Vice Chairman Doan Duy Khuong said Vietnam had signed the e-ASEAN Framework Agreement, committing to adoption of e-commerce and e-government in the period from 2000 to 2005. The Government assigned the Ministry of Trade to preside over establishment of a roadmap for e-commerce in Vietnam.

  • Vietnam Modernises Land Administration

    The World Bank and the Embassy of New Zealand are collaborating with Vietnam’s Ministry of Natural Resources and Environment to develop a complete and modern land management system, in an effort to increase access to land information services by all stakeholders.

    The Land Administration Project (LAP), which is estimated to cost at around USD 47.2 million, has three components and will be implemented in selected provinces in Vietnam.

    The first component is the modernisation of the land registration system. This component will support the development of an accurate, current and complete information system to support land registration through: completing and updating all cadastral mapping showing all land parcels, updating of all land records, further developing and implementing the computerised land record system, and selected policy studies in support of the land administration system.

  • Vietnam moves to connect government

    The Vietnamese government is poised to build infrastructure and develop IT applications to integrate government communication and information systems, Vice Minister for Information and Communications (MIC) Nguyen Minh Hong told FutureGov Asia Pacific Magazine.

    The move to connect government offices is part of the project dubbed The National Programme for IT application in the operation of State Agencies aimed at developing e-government model designed to improve information sharing among government.

    At the national level, Minh Hong said the government has been developing IT technical standards to better connect state offices.

  • Vietnam moves up UN’s e-government readiness index

    Vietnam ranks 91 out of 192 countries surveyed by the United Nations (UN) for e-government readiness, the UN report said last weekend.

    The country climbed 14 places compared to the last survey in 2005, scoring an index of 0.4558 of the total 1.000, according to the survey which was carried out by the Department of Economic and Social Affairs (DESA) of the United Nations Secretariat.

    The e-government readiness index shows a country’s application of information and communication technologies (ICT) in providing information, products and services to its citizens.

  • Vietnam must become IT powerhouse: Prime Minister

    Vietnam must strive to become a powerhouse in the field of information technology, Prime Minister Nguyen Xuan Phuc said, adding that the Ministry of Information and Communications, as the State management agency in the field, should lead the efforts towards this goal.

    Speaking at a working session in Hanoi on September 8 with the Ministry of Information and Communications, the PM urged the ministry to create an environment conducive to high technology, play a guiding role in digital transformation and industry 4.0.

    After making strides in development, Vietnam’s smart cities are expected to experience transformation in the upcoming time. Kok-Chin Tay, chairman of the Smart Cities Network, talked to VIR’s Bich Thuy about global approaches and trends likely to influence the country.

    Q: How do you evaluate the development of smart cities in Vietnam so far?

    Vietnam has made strides in developing smart cities since Hanoi, Ho Chi Minh City, and Danang took the lead as participating cities in the ASEAN Smart Cities Network in 2018. Some 48 out of 63 provinces in the country have or are building smart urban development schemes.

    Concluding the first meeting of the National Committee on Digital Transformation, PM Chinh asked for agreement with the view that digital transformation is a requirement for the development of Vietnam and that the country must not stay outside the process.

    Vietnam's Ministry of Culture, Sports, and Tourism's Vietnam National Authority of Tourism (VNAT) has announced that the sector is actively pushing forward digital transformation via building a smart tourism ecosystem, a strategic move designed to improve state management and the overall tourist experience.

    According to the Vietnam News Agency (VNA), key components of this ecosystem include platforms such as the Vietnam travel management and business system, the Vietnam Travel app, a smart tourism card, and notably, an electronic ticketing system.

    Vu Duy Loi, Director of the Information Technology Centre under the Party Central Committee said that it is too soon to apply government cloud in Vietnam, emphasising that it is necessary to re-organise the technical infrastructure first.

    Vietnam aims to become the leading digital country and economy in the Asean region by 2030 and allow testing of new technologies in the digital economy.

    This is one of the proposals in a draft project on national digital transformation by Vietnam’s Authority of Information Technology Application (AITA) under its Ministry of Information and Communications.

  • Vietnam Post and Telecommunications Group licenced to provide digital signature service

    The Ministry of Information and Communications on September 15 granted a licence to the Vietnam Post and Telecommunications Group (VNPT) to make it the first provider of digital signature service in Vietnam.

    With this licence, VNPT is allowed to certify digital signatures for organisations and individuals to use in administrative activities.

  • Vietnam prioritises information technology application

    VietNamNet Bridge - The Ministry of Information and Communications plans to concentrate its resources on expanding the application of information technology (IT) in 2008 with the aim of completing the e-government.

    The plan was high on the agenda of the ministry’s conference held in Ha Noi on Jan. 11.

    This year, the ministry will accelerate the development of IT network and diversify forms of services as well as speed up the IT application at all levels, and in all fields and economic sectors.

    The Ministry of Information and Communications has issued a directive on promoting the development and use of safe and healthy digital platforms.

    The directive is also expected to contribute to creating digital trust and ensuring the safety of Vietnam's cyberspace.

    Over the past times, digital platforms have made important contributions to the national digital transformation, and the development of the digital economy and digital society. However, information and data leakage on digital platforms still occurs on an increasingly large scale.

  • Vietnam ranks eighth in IPv6 adoption worldwide

    Vietnam’s Internet Protocol version 6 (IPv6) adoption rate reached 45 percent, ranking second in ASEAN and eighth globally, up two places from 2020, according to the Vietnam Internet Network Information Centre (VNNIC).

    In Vietnam, 34 million mobile and 11 million Internet subscribers are using IPv6 services, and the figures have been on the rise over the past two years.
