The electronic government program, which was introduced in the Kingdom back in 2003, has so far not been able to satisfy the ambitions of citizens and only made slow progress, officials involved in the project said Wednesday.

A survey on the Internet, which began early this year and was still going on, showed that 115 out of 242 people believed that it could not be rated more than “acceptable,” they said.

A number of the people surveyed believed that the project needed further development in order to be effective. According to the survey, 49 people said the electronic government was good.

Etihad Etisalat (Mobily) announced recently the launch of Eshaar program which covers the latest e-government applications, especially Ministry of Interior and Ministry of Labor services. The launch of the new service comes within the company's drive to support and develop mobile phone applications.

Mobily said the program puts at the disposal of its subscribers who wish to use e-government services, many services such as traffic penalty inquires, alert for expiry date of passport, alert for expiry date of foreign worker's residential permit and other important information and alerts for Traffic police, Passport Office and Ministry of Labor.

The Saudi Ministry of Interior has once more called for all citizens to start processing the renewal of their expired national cards and obtain new ones with an updated design.

The ministry is specifically calling on people who hold Saudi national cards with an expiration date of 1433-1434 (2012-2013) to update their details. They also said that citizens could face problems if they do not meet the deadline to renew their cards.

Observers say the ministry’s decision aims to phase out all the old and expired photo cards and introduce newly designed cards, each of which contains a barcode printed with all important and relevant data about the cardholder. The data includes the holder’s fingerprints, optical scan, as well as his or her personal Haj record.

With Saudi Arabia making substantial investment in developing their e-Government services, the 2nd annual Kingdom eGovernment Summit drew interest from a number of the Kingdom's Government sectors.

The event's official opening speech was delivered by Eng Ali Al-Soma, Director General of the e-Government Program 'Yesser' - who supported the initiative in Riyadh that ended today.

During his speech, Eng Ali announced the achievements of the first e-Government plan and shed light on the vision for their second blueprint.
