    IN: Smart City Mission: 7,741 projects worth Rs 1,55,386 crore completed, 323 projects ongoing

    The Smart City Mission (SCM) has seen 7,741 projects (96 per cent of total projects) amounting to Rs 1,55,386 crore being completed, and the remaining 323 projects amounting to Rs 9,425 crore are currently ongoing (as on December 1, 2025), the Parliament was informed on Monday.

    The mission had undertaken 8,064 projects amounting to Rs 1,64,811 crore in 100 cities.

    "Under the SCM, the Central government had a total outlay of Rs 48,000 crore for the 100 cities. As reported by states/UTs, as on 01.12.2025, the cities have been able to claim Central Financial Assistance of Rs 47,458 crore (99 per cent of the total Central share allocation)," Union Minister of State for Housing and Urban Affairs Tokhan Sahu told the Rajya Sabha in a reply to a question.

Inside Pedion tou Areos park – which falls under its jurisdiction – just a few meters from the recently unveiled “Prometheus” sculpture dedicated to small and medium-sized entrepreneurship, new illuminated bench-like structures have appeared. In fact, they are a bit like bus stops.     During a meeting with Hao Zhichen, President of Huawei Enterprise Business Group for the Middle East and Central Asia, the sides discussed Azerbaijan’s national AI strategy, the establishment of infrastructure for AI deployment, and the introduction of Huawei’s international solutions in this field.

    Rajasthan govt Wednesday approved a proposal by Jaipur Smart City Limited (JSCL) to develop six cities across Rajasthan as ‘Smart Cities' under the state govt's Clean and Green Eco Cities initiative.

    The executive director of Rajasthan Urban Drinking Water Sewerage and Infrastructure Corporation Limited (RUDSICO), Hari Mohan Meena, said JSCL has been designated as the project management consultant for developing Mandawa, Khatu Shyamji, Bhiwadi, Alwar, Bikaner and Bharatpur, all of which were identified in the 2025-26 state budget.

    US: Culver City: California: Potential Interactive Digital Kiosks Locations up for Community Discussion

    In July, the City Council approved an interactive digital kiosk program and partnership with Ike Smart City. The project includes the installation of 15 kiosks throughout the community that will provide information on meetings, events, transportation services, local business directories, tourism wayfinding, emergency services and commercial advertising among other things.

    The City hosted a community discussion on October 15th regarding potential siting locations for the digital kiosk program. The objective of the meeting was to review preferred and alternate locations for the Phase I deployment (15 kiosks) as proposed by Ike. A.2 EU-Projekt "Egoprise": Modellierung von Prozessketten

Das IfG.CC wurde beauftragt, im Rahmen des EU-Projektes „Egoprise“ Geschäftsprozesse in öffentlichen Verwaltungen der beteiligten Länder Estland, Dänemark, Finnland und Schweden zu erheben, zu modellieren und vertieft zu analysieren. Ziel ist es, Modernisierungspotenziale im Kontext von eGovernment aufzudecken und dadurch die Verwaltungslasten für kleine und mittlere Unternehmen zu reduzieren.

Um die Prozesse zu identifizieren, die in den nächsten Wochen erhoben werden sollen, wurde Anfang April mit den Partnern aus allen beteiligten Ländern ein Workshop durchgeführt.

In der Stadt Narva in Estland wird mit der Modellierung des Baugenehmigungsprozesses begonnen. Außerdem steht dort die Modellierung von Verwaltungsprozessen an, die im Zusammenhang mit der Einstellung ausländischer Arbeitnehmer stehen.

Die Prozesse werden einheitlich mit der vom IfG.CC entwickelten Government Process Modeling Notation (GPMN®) modelliert. Die Modellierung mit der einheitlichen Methodik ermöglicht es, Prozessabläufe in den jeweiligen Ländern miteinander zu vergleichen, länderübergreifende Optimierungspotenziale zu identifizieren oder in der weiteren Entwicklung ggf. auch Lösungen zu transferieren.

A.3 Potsdam, Brandenburg: IfG.CC erstellt umfassenden kommunalen Prozesskatalog

Das IfG.CC hat in den letzten Jahren im Rahmen von vielen Projekten umfangreiches Wissen über kommunale Geschäftsprozesse in den unterschiedlichsten Verwaltungszweigen aufgebaut. Mittlerweile liegt ein großer Fundus von Verwaltungsprozessen aus den Bereichen Rechts-, Sicherheits- und Ordnungsverwaltung, Sozial- und Gesundheitsverwaltung sowie Bauverwaltung deutscher und europäischer Kommunen vor.

Die vorliegenden Prozesse wurden in enger Zusammenarbeit und Abstimmung mit Verwaltungsmitarbeitern erhoben und verifiziert, so dass eine hohe Modellierungsqualität gewährleistet wird. Alle erhobenen Prozesse werden konsolidiert sowie um Prozesslandkarten und Prozesssteckbriefe ergänzt und in den kommunalen Prozesskatalog eingepflegt.

Bei der Prozesserhebung kommen je nach Anforderung der Kommune alle gängigen Beschreibungssprachen (wie z.B. BPMN oder ePK) und die vom IfG.CC entwickelte bildbasierte und intuitiv verständliche Notation GPMN (Government Process Management Notation) zum Einsatz. GPMN ist eine verwaltungsspezifische Variante von BPMN und basiert auf vormodellierten Prozessbausteinen, die speziell auf die Belange der Verwaltung zugeschnitten sind. Die Beschreibung der Geschäftsprozesse erfolgt je nach Zielsetzung auf unterschiedlichen Beschreibungsebenen und mit unterschiedlichem Detaillierungsgrad.

Der vom IfG.CC erstellte Prozesskatalog erfüllt mehrere Funktionen: er dient als Instrument zum Change Management, weil durch die bildorientierte Unterstützung die Verwaltungsmitarbeiter auf dem Weg hin zu einer prozessorientierten Organisation gut begleitet werden. Der Prozesskatalog lässt sich außerdem z.B. als Teil eines Wissensmanagements für einheitliche Behördenrufnummern in Call Centern oder Bürgerbüros verwenden, was bisher in den Verwaltungen kaum vorliegt. Außerdem kann der Prozesskatalog die Basis für einen Zuständigkeitsfinder bilden, der eine wichtige Basiskomponente für E-Government bildet. Nicht zuletzt bildet der Prozesskatalog eine wichtige Grundlage für die Durchführung von Schulungen und zur Einarbeitung neuer Mitarbeiter.

A.4 Potsdam, Brandenburg: Optimierung der IT-basierten Arbeitsprozesse in der Kfz-Behörde der Stadtverwaltung Potsdam

Im Projekt zur Optimierung der IT-basierten leistungsbezogenen Arbeitsprozesse in der Kfz-Behörde in der Stadtverwaltung Potsdam wurde die Erhebung der Ist-Prozesse aus den Bereichen Kfz-Kennzeichen und Führerscheinwesen abgeschlossen. Im nächsten Schritt werden diese Prozesse vertieft analysiert. Ziel ist es, weitere Leistungen oder Leistungsteile der Kfz-Zulassungsbehörde (Back-Office) zu identifizieren, die geeignet sind, sie auch im Bürgerservice der Stadt Potsdam (Front-Office) anzubieten. Durch die Trennung in Front-Office (Vertrieb von Leistungen) und Back-Office (Produktion der Leistungen) können umfangreiche Modernisierungspotenziale erschlossen werden. Insbesondere sollen dabei auch Schnittstellen zu weiteren Arbeitsbereichen innerhalb der Stadtverwaltung und zu externen Akteuren, z.B. dem Kraftfahrtbundesamt oder den technischen Sachverständigenorganisationen berücksichtigt werden. 

Für die Erarbeitung und Darstellung der Prozessabläufe wurde die Government Process Modeling Notation (GPMN®) verwendet, die vom IfG.CC entwickelt wurde. Sie besteht aus vordefinierten und wieder verwendbaren Prozessmodulen, die speziell auf die Belange öffentlicher Verwaltungsprozesse abgestimmt sind und für die organisatorische Ersterhebung besonders gut geeignet ist.

A.5 Potsdam, Brandenburg: Delegation hochrangiger Verwaltungsbeamte aus Russland zu Besuch beim IfG.CC

Am 14.04. besuchte eine Gruppe hochrangiger russischer Verwaltungsbeamter das IfG.CC im Rahmen einer Studienfahrt. Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC, stellte in einem Vortrag wichtige Projekte des IfG.CC sowie verschiedene eGovernment-Projekte im Land Brandenburg vor. Die Gäste interessierten sich vor allem dafür, welche Services für Bürger und Unternehmen in ländlichen Regionen relevant sind, wie vermieden werden kann, dass Bürger und Unternehmen verschiedene Behörden oder Institutionen persönlich aufsuchen müssen, und welche Möglichkeiten es gibt, eServices anzubieten und zu nutzen.

Mit diesem Thema befasst sich auch der "eRegional Governance"-Ansatz, den das IfG.CC vor einigen Jahren entwickelte und seitdem kontinuierlich weiterentwickelt hat. Es wird untersucht, welche eServices unter welchen institutionellen Rahmenbedingungen und auf welche Weise miteinander kombiniert werden können, um die Lebensqualität und wirtschaftliche Entwicklung in Regionen/ländlichen Räumen positiv zu beeinflussen. Beispiele für neue eServices sind telemedizinische Anwendungen, verteiltes Lernen über Videokonferenzsystemen (Telepräsenzlernen) oder auch Teleworking.

Am Nachmittag besuchten die Teilnehmer den Bürgerservice der Stadt Potsdam. Hier interessierten sie sich besonders für den MoBüD-Koffer, der seit 2009 in der Stadtverwaltung eingesetzt wird und dessen Einführung vom IfG.CC wissenschaftlich begleitet wurde. Für die öffentliche Verwaltung in Russland ist diese Lösung deswegen interessant, weil in vielen Regionen die Bürger besonders große Entfernungen zurücklegen müssen, um zum nächstgelegenen Verwaltungssitz zu gelangen. Hier bietet es sich an, ähnlich wie in der Stadt Wittstock einen rollenden Bürgerservice anzubieten, d.h. Verwaltungsmitarbeiter sind mit dem MoBüD-Koffer und einem Kleinbus im Landkreis unterwegs und bieten Verwaltungsleistungen an wechselnden Standorten an.  

Die Studienfahrt war Bestandteil des Projektes „Unterstützung für E-Government in der Russischen Föderation – E-Services Bürger und Verwaltung“, das im Auftrag der EU-Kommission durchgeführt wird. Das Projekt wurde im Juli 2009 gestartet und läuft insgesamt zwei Jahre. Ziele des Projektes sind u.a. die Verbesserung des Zugangs für Bürger zu öffentlichen Dienstleistungen, Steigerung der Transparenz von Verwaltungshandeln, die Verbesserung der Zusammenarbeit innerhalb der Behörden sowie die Zusammenarbeit mit EU-Partnern in eGovernment-Fragen.

Die Projektpartner in der russischen Föderation sind das Ministerium für wirtschaftliche Entwicklung der Russischen Föderation und das Ministerium für Kommunikation und Massenmedien der Russischen Föderation.

A.6 Potsdam, Brandenburg: Zukunftstag 2011 für Mädchen und Jungen in Brandenburg

Am 14.04. öffnete das IfG.CC zum 5. Mail seine Türen im Rahmen des "Zukunftstages für Mädchen und Jungen in Brandenburg".

Interessierte Jungen und Mädchen der Jahrgangsstufen 7-9 hatten die Gelegenheit, beim IfG.CC Näheres über die anspruchsvolle und vielseitige Arbeit in einem eGovernment-Forschungsinstitut zu erfahren.

Neben einem einführenden Vortrag zum Thema eGovernment wurden auch einige Projekte des IfG.CC vorgestellt. Darunter z.B. der MoBüd-Koffer, mit dem es möglich ist, Leistungen (wie z.B. Beantragung eines Personalausweises oder eines Führungszeugnisses) an verschiedenen Einsatzorten – außerhalb der Verwaltung – anzubieten. Ein weiteres Thema war in diesem Jahr die Erhebung und Modellierung von Prozessen. Anhand einfacher Beispiele, wie z.B. ein Referat erstellen, wurde den Mädchen und Jungen das Thema Prozesse näher gebracht. In einer kleinen Übung mit der am IfG.CC entwickelten Notation GPMN© (Government Process Modeling Notation) konnten sie die selbst ausprobieren, wie eine Erhebung von Prozessen abläuft.

Bei einer Führung durch die Forschungseinrichtung konnten die Schülerinnen und Schüler einen Einblick in die tägliche Arbeit von Wissenschaftlern am Institut erhalten.

Insgesamt nahmen 3 Mädchen und 3 Jungen im Alter von 13-14 Jahren das Angebot wahr. Diese Resonanz und das positive Feedback veranlassen uns dazu, uns im nächsten Jahr wieder an dieser Aktion zu beteiligen.

P.1 Neuerscheinung: Gerhard Schwabe (Hg.): „Bürgerservices: Grundlagen – Ausprägungen – Gestaltung – Potenziale“

Im April ist Band 11 „Bürgerservices: Grundlagen – Ausprägungen – Gestaltung – Potenziale“ der Buchreihe „E-Government und die Erneuerung des öffentlichen Sektor“ im Verlag edition sigma Berlin erschienen, die von Klaus Lenk, Martin Brüggemeier und Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, herausgegeben wird.

Prof. Dr. Tino Schuppan hat dafür zwei Beiträge verfasst. Im ersten Beitrag „Einführung von Bürgerdiensten“ beschreibt er zusammen mit Klaus Lenk typische Schwierigkeiten in den einzelnen Phasen eines Innovationsprozesses. In den Phasen Zündung, Initiierung, Implementierung, Routinisierung und Erfolgskontrolle begünstigen oder hemmen unterschiedliche Faktoren die Innovation. Neue Akteure treten in die Arena und bringen ihre Interessen und Vorstellungen ein. An zwei empirischen Beispielen – Metropolregion Hamburg und EG-Dienstleistungsrichtlinie – wird dargestellt, dass weitreichende Verfahrens- und Organisationsänderungen notwendig sind, um die Innovationen bei den Bürger- und Unternehmensdiensten umzusetzen.

Im zweiten Beitrag „Organisationswandel durch vernetzte Erstellung von Bürgerdiensten“ befasst er sich mit neuen Formen der behördenübergreifenden vernetzten Zusammenarbeit, die auf IT-Netzwerken basiert, wie z.B. die Trennung in Front- und Back-Office oder Shared Services. Diese vernetzten Formen der Leistungserbringung stellen jedoch neue Anforderungen an Steuerung und Accountability. Es stellt sich stets die Frage, wer für was gegenüber wem in welchem Umfang verantwortlich ist und wie die verteilten Prozessteile sowie die Leistungserbringung bei Vernetzung gesteuert werden kann.

V.1 Dublin, Irland, 11.-13.04.: 15th IRSPM Conference 2011

Vom 13. bis 15.04.2011 fand in Dublin/Irland das 15. Forschungssymposium der "International Research Society for Public Management" (IRSPM) zum Thema "Value, Innovation and Partnership" statt. Wie bereits in den vergangenen Jahren hat Prof. Dr. Tino Schuppan zusammen mit Prof. Miriam Lips (Professor für eGovernment, Victoria University of Wellington, Neuseeland) den Panel Track zu eGovernment geleitet, das in diesem Jahr unter der Überschrift "E-Government, Public Sector Reform and Innovation" stand. Im Panel waren Themen vertreten wie: neue Leadership-Fähigkeiten, die Einstellung der Neuseeländer gegenüber Datenschutz, konkrete Erfahrungen zu Open Government-Vorhaben oder eHealth.

Im Rahmen des Panels präsentierte Tino Schuppan zudem ein Paper zur Umsetzung „Einheitlicher Behördenrufnummern in den EU-Staaten“.

Seit vier Jahren unterstützt das IfG.CC das eGovernment Panel der IRSPM.

V.2 Moskau, Russland, 25.04.: Vortrag beim II. Gesamtrussischen Expertenforum „Entwicklung der Informationsgesellschaft. eGovernment für Regionen und Kommunen“

Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC, hat am 25.04. im Rahmen des II. Gesamtrussischen Expertenforum einen Vortrag zum Thema „Reorganisation von Verwaltungsdienstleistungen mit eGovernment“ in russischer Sprache gehalten. Sie stellte Projektaktivitäten aus dem Land Brandenburg, Deutschland und anderen europäischen Ländern vor. Schwerpunkt waren dabei Lösungen, die für ländliche Regionen relevant sind.

Ein Thema des Vortrags war die Einheitliche Behördenrufnummer D115, unter der Bürger umfassend Auskünfte zu Leistungen der öffentlichen Verwaltung erhalten, egal, von welcher Verwaltungsebene und welchem Ressort sie erbracht werden. Einheitliche Behördenrufnummern gibt es auch in verschiedenen anderen EU-Staaten. Allerdings ist die Kooperation zwischen föderaler, Landes- und kommunaler Ebene in Deutschland einzigartig in Europa. Dies war eines der Ergebnisse einer Studie zur Umsetzung von Einheitlichen Behördenrufnummern in den EU-Mitgliedstaaten, die das IfG.CC im Auftrag des Bundesministeriums des Innern im letzten Jahr durchgeführt hatte.

Eine einheitliche Behördenrufnummer könnte auch in Russland eingeführt werden, möglicherweise zunächst in verschiedenen Regionen. Das Telefon als Zugangskanal zu Verwaltungsleistungen spielt in diesem Land eine weitaus größere Rolle als z.B. in Deutschland, da ein Internetzugang nicht in allen Landesteilen gewährleistet werden kann.

V.3 Ankündigung: Berlin, Deutschland, 03.-04.05.: Kongress „Effizienter Staat“: Key-Note zur Prozessorientierung

Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, hält am Montag, den 03.05., die Keynote “Vom Kirchturm zur Kooperation und zurück – Auf dem Weg zur vernetzten Verwaltung?” auf dem 14. Verwaltungskongress „Effizienter Staat“ in Berlin. Der Kongress steht in diesem Jahr unter dem Motto „Erfolgsfaktor Strategie – Verwaltungstransformation in einer vernetzten Welt“. Schwerpunkte werden u.a. die Offenlegung von Verwaltungsdaten, E-Government-Gesetz, nationale E-Government-Strategie, vernetzte Verwaltung und Prozessorientierung sein.

Die Schweiz ist in diesem Jahr Partnerland des Kongresses. Zahlreiche Modernisierungsprojekte wie z.B. die Suisse ID und die E-Government-Strategie Schweiz bieten Möglichkeiten für einen interessanten Erfahrungsaustausch.

Am Donnerstag, den 12.05., hält Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, auf der Jahrestagung der Deutschen Sektion des Internationalen Instituts für Verwaltungswissenschaften (IIAS) in Kiel einen Vortrag zum Thema “Shared Service Center – Grundlagen, Potenziale und Probleme“.
Unter dem Motto der Tagung „Die Erneuerung des arbeitenden Staates – die Orientierung an Geschäftsprozessen in der öffentlichen Verwaltung“ diskutieren Fachleute das Thema Prozessoptimierung aus rechts- und verwaltungswissenschaftlicher Perspektive.

Sowohl in der Privatwirtschaft als auch der öffentlichen Verwaltung hat arbeitsteiliges Handeln eine lange Tradition. Informations- und Kommunikationstechnologien, vor allem die zunehmende Raum- und Zeitunabhängigkeit von Unterstützungsleistungen, eröffnen im Ansatz weitergehende Möglichkeiten für die „Zentralisierung“ von Arbeitsschritten, bei gleichzeitiger Aufrechterhaltung dezentraler Aufgabenerfüllung. Shared Service Center sind ein deutlicher Beleg dieser Entwicklung.

Die Deutsche Sektion ist ein Zusammenschluss von Verwaltungswissenschaftlern und –praktikern im Rahmen des Internationalen Instituts für Verwaltungswissenschaften (IIAS). Zu den Kernaufgaben der Deutschen Sektion gehört es, vertiefte Kenntnisse über in- und ausländische Verwaltungswissenschaft und –praxis zu gewinnen und diese für einen breiten Kreis internationaler Interessenten nutzbar zu machen. E.1 10 Jahre IFG.CC - 10 Jahre eGoverment-Forschung aus Deutschland / 10 years IfG.CC – 10 years eGovernment research from Germany

Vor mehr als 10 Jahren entstand an der WiSo-Fakultät der Universität Potsdam die Idee zur Gründung eines Instituts für eGovernment. Konkreter Anlass dafür war das vom Land Brandenburg geförderte Forschungsprojekt "Electronic Local Government" (eLoGo), das seinerzeit eines der größten eGovernment-Forschungsprojekte in Deutschland war. Im Rahmen des Projektes sollten neue Formen der Leistungserbringung im ländlichen Raum entwickelt und erprobt werden.

Parallel dazu war der Aufbau eines Wissenschafts- und Fachnetzwerkes für eGovernment vorgesehen. Das nahmen die damals Projektbeteiligten – unter anderem Professoren und Mitarbeiter der Universität Potsdam – zum Anlass nahmen, um ein Institut zu gründen, was die Geburtsstunde des "Institute for eGovernment" (IfG.CC) war. Es wurde als „Competence Center“ mit dem Ziel gegründet, an einer Stelle konzentriert neues eGovernment-Expertenwissen zu entwickeln, zu bündeln und weiterzugeben. Dabei stand das IfG.CC von Anfang an der Universität Potsdam für die Lehre und Forschung als Partner im Bereich eGovernment zur Seite.

Seit seinem Bestehen hat das IfG.CC mehr als 50 nationale und internationale Projekte ausgeführt, zahlreiche wissenschaftliche Veröffentlichungen und Studien für die Praxis erstellt sowie konkret die Verwaltung bei der Umsetzung unterstützt. Themen waren beispielsweise Prozessketten, E-Government in Afrika, Mobile Bürgerdienste, Prozessmodellierung, Shared Service Center, Einheitliche Behördenrufnummern, Fusion öffentlicher IT-Dienstleister, Kompetenzen für E-Government, EU-Dienstleistungsrichtlinie um nur einige Beispiele zu nennen.

Innerhalb von 10 Jahren hat sich das IfG.CC mit seiner interdisziplinären Ausrichtung, wobei der Schwerpunkt in der Kombination von Verwaltungswissenschaften und Informatik liegt, ein Alleinstellungsmerkmal nicht nur in Deutschland erarbeitet.

Ohne ausgeprägte wissenschaftliche Neugier, konsequentes Gestaltungsdenken, hohes fachliches Interesse an eGovernment und Verwaltungsmodernisierung und auch Leidenschaft für die Modernisierung der Verwaltung aller Beteiligten wäre der heutige Entwicklungsstand des Instituts nicht zu erreichen gewesen.

Wir bedanken uns bei unseren Auftraggebern, unseren Mitarbeitern, Unterstützern und uns Wohlgesonnenen, die alle dazu beigetragen haben, dass wir in diesem Jahre dieses Jubiläum begehen dürfen.

Open Government in den USA / Open Government in the United States

Die USA gelten als Vorreiter bei Open Government. Die Euphorie um Open Government begann, als US-Präsident Barack Obama am Morgen nach seinem Amtsantritt im Januar 2009 die „Open Government Directive“ (OGD) initiierte. Ziel dieser Direktive ist es, der Geheimhaltungskultur in der Verwaltung entgegenzuwirken und die Bürger der USA direkter zu informieren. Grundlage von Open Government sind offene Verwaltungsdaten (Open data). Das sind jene Datenbestände des öffentlichen Sektors, die von Staat und Verwaltung ohne jegliche Einschränkung frei zugänglich gemacht werden. Im Interesse der Allgemeinheit sind diese Daten frei verwendbar und können weiter verbreitet werden. Schon in seinem Wahlkampf war Obamas Strategie einfach und klar: „Government has to be open and participative.“ Die „Open Government Directive“, die schließlich Anfang Dezember 2009 veröffentlicht wurde, beruht auf den Prinzipien Transparenz, Partizipation und Kollaboration. Die vorgesehenen Maßnahmen sollten innerhalb kurzer Fristen durchgeführt werden.

Ein Beispiel für eine OGD-Initiative ist das webbasierte Portal Data.gov, das auf Basis offener U.S.-Verwaltungsdaten realisiert wurde. Konkret einzusehen sind dort u.a. Statistiken, Geodaten, Umwelt- und Wetterdaten, Haushaltsdaten, Gesetze richterliche Entscheidungen und sonstige Veröffentlichungen der U.S.-Regierung. Ein weiteres Beispiel ist der Online-Shop Apps.gov. Der Betreiber der Website – GSA U.S. General Services Administration – arbeitet eng mit der Industrie zusammen, um sicherzustellen, dass cloud-basierte Lösungen für die Bundesbehörden sicher und kompatibel sind.

Die unter der Obama-Regierung eingeführte Förderung von Open-Government-Initiativen soll jetzt jedoch drastisch gekürzt werden. Das Budget für den Electronic Government Fund (EGF), aus dem die Open-Government- und Open-Data-Services der USA finanziert werden, soll von über 30 Millionen US-Dollar auf zwei Millionen US-Dollar jährlich reduziert werden.

Die ersten Websites wurden bereits Mitte April geschlossen. Neben dem ersten offenen Datenportal data.gov ist davon auch das IT-Dashboard mit Daten zu den IT-Investitionen der Regierung betroffen. Weitere Websites und Apps sollen in den nächsten zwei Monaten folgen. Macht die Open-Government-Bewegung in den USA damit einen Schritt zurück?

In Deutschland und anderen Ländern ist eventuell anzunehmen, dass Open-Government-Initiativen erst gar nicht umgesetzt werden; mit dem Verweis auf das Vorbild USA, die mehr Transparenz und Demokratie aus fiskalischen Gründen nicht in der Form weiter forcieren. Die Bundesregierung in Deutschland plant derzeit dennoch, bis 2013 eine „Open-Government-Strategie für offenes Regierungshandeln“ zu erarbeiten. So sieht es das gegenwärtige Regierungsprogramm „Vernetzte und transparente Verwaltung“ vor.

2.1 US: OMB prepares for open gov sites to go dark in May

Many of the Obama administration's top open government initiatives are set to be turned off by May 31. Government sources confirm that the Office of Management and Budget is planning to take seven websites dark in two months because of a lack of funding.

One government official, who requested anonymity because they didn't get permission to discuss the topic, said funding will begin to run out on April 20 for public sites IT Dashboard, Data.gov and paymentaccuracy.gov. The source said OMB also is planning on shutting down internal government sites, including Performance.gov, FedSpace and many of the efforts related the FEDRamp cloud computing cybersecurity effort.

2.2 US government bottles on Open Government

The former British Colony of Virginia, which revolted against its lawful government and formed a French-backed junta, appears to have given up on the idea of Open Government.

The junta, run by a president, made a big splash a while ago claiming it was going to use the world wide wibble to let the great unwashed know what was really going on in their undemocratic nation.

It seems that in the wake of Libya, Syria, and Egypt, the American government has worked out that "letting people know what was happening" is a jolly bad idea and most of the initiatives are set to be turned off by May 31.

Open government initiatives appear to be fated to be killed off quietly by the sorts of bureaucrats who are not that interested in making their doings public.

2.3 US: Don't let Congress kill digital transparency

The draft federal budget proposes to deep-six USAspending.gov and Data.gov, dealing a devastating blow to transparency and innovative new services
No big corporation would dream of flying blind without some kind of business intelligence system. But until a few years ago, that's what the U.S. government did - key performance indicators and other vital data were so buried and spread across so many sources, neither the public nor most elected officials could hope to assemble them into a coherent picture of how the government was perfoming.

Beginning in 2006 with USAspending.gov, a cluster of sites emerged to show where your tax dollars are going and how effective they've been - and to aggregate hundreds of thousands of datasets collected by the federal government to be freely consumed by business and public interest groups. But now that times are tough, just when these sites are needed most, Congress wants to pull the plug on them and go back to flying blind.

2.4 US: Open Data, Transparency Sites That Helped Gov't Save Billions To Be Shut Down Over $30 Million?

While we've faulted the Obama administration for its many, many failings on the promised transparency front, the one area where they actually had done some good was with their work on the IT side, where the CTO and CIO had created some pretty cool websites sharing important data with the public, and pushing federal agencies to be a lot more transparent about their federal IT spending. They announced plans to open source the famed ITDashboard.gov software, noting that it "was a major component of the process the Federal Government employed to save over $3 billion in just its first two years of deployment."

Although the budget battle is not over, transparency may be gaining: one recent federal funding bill would restore half the funding for the Obama Administration’s high-profile transparency programs that include Data.gov and the IT Dashboard.

Open government advocates in recent weeks have been trying to set aside $34 million in the fiscal 2011 budget to save Data.gov, USASpending.gov, the IT Dashboard and other federal transparency programs from drastic cuts. House and Senate spending bills in the last two months proposed to cut the transparency funding to just $2 million this fiscal year.

The prospect of a federal shutdown brings the importance of e-government into sharp relief.

As the government shutdown clock ticks inexorably forward, many people are wondering how much of government will continue to operate or, in a literal sense, stay online.

If the government shutdown takes .gov sites offline, visitors may encounter a standard notice that the funding lapse is to blame. (In a perfect world, visitors to the Oatmeal might even encounter a custom graphic for government.)

The rest of the online world won't be going offline, however, and thankfully there has been no shortage of reporting about what will happen to government websites in the event of a government shutdown.

2.7 US: Senator Carper Wants Information on Which Open-gov Sites Could be Shuttered

In a letter to White House Chief Information Officer Vivek Kundra, Sen. Tom Carper (D-Del.), who chairs a Senate subcommittee tasked with federal financial management and government information, asked for details about what potential cuts to the E-Government fund would mean for the administration’s open-gov goals.

Carper said he wrote “out of concern for the future viability of the transparency and information technology management initiatives” that receive funding through the E-Gov fund.

In his original budget request, President Barack Obama had requested $34 million for the fund, which pays to runs such sites as Data.gov and the IT Dashboard, but in the continuing resolution compromise that averted a government shutdown two weeks ago, the fund received only $8 million.

4.1 Nationales Cyber-Abwehrzentrum nimmt Arbeit auf

Unter der Federführung des Bundesamtes für Sicherheit in der Informationstechnik (BSI) und mit direkter Beteiligung des Bundesamtes für Verfassungsschutz (BfV) sowie des Bundesamtes für Bevölkerungsschutz und Katastrophenhilfe (BBK) hat am 1. April 2011 das Nationale Cyber-Abwehrzentrum mit zehn Mitarbeiterinnen und Mitarbeitern in den Räumlichkeiten des BSI in Bonn seine Arbeit aufgenommen.

Das Cyber-Abwehrzentrum ist ein Bestandteil der vom BMI erarbeiteten Cyber-Sicherheitsstrategie für Deutschland, die von der Bundesregierung am 23. Februar 2011 beschlossen wurde. 4.2 Thüringen: Wurm legt Landratsamt Gotha lahm

Aufgrund eines mutmaßlichen Computer-Wurms haben die IT-Verantwortlichen des Landratsamts Gotha alle rund 400 Clients und 30 Server heruntergefahren, die in der Verwaltung des Landkreises eingesetzt werden. Daher wurden das Landratsamt und die Außenstellen (Veterinär- und Lebensmittelüberwachungsamt sowie Sozialamt, Jugendamt, Schulverwaltungs- und Gesundheitsamt) respektive Kfz-Zulassungsstelle vorübergehend geschlossen.

Alle Systeme sollen nun sukzessive desinfiziert und nach und nach wieder in Betrieb genommen werden. Der Wurm habe es jedoch trotz Firewall und Virenscanner geschafft, die Systeme zu infizieren.

4.3 Zunehmende Akzeptanz für IT-Modernisierung bei der Bundeswehr

Das IT-Modernisierungsprojekt der Bundeswehr "Herkules" scheint auf zunehmende Nutzerakzeptanz zu stoßen. Dies geht aus dem jetzt veröffentlichten zweiten Forschungsbericht zur Nutzerzufriedenheit hervor. Im Herbst 2010 waren rund 5.089 IT-Anwender und 268 IT-Dienststellenleiter befragt worden.

Etwas weniger als die Hälfte der Nutzer sehen in der Modernisierung einen Gewinn, jeder fünfte einen Nachteil. Ein Jahr zuvor hatte noch ein Viertel der Anwender sich in einer ersten Umfrage über eine verschlechterte Situation beklagt. Das Meinungsbild unter den Dienststellenleitern ist schlechter: So hat sich dieses im Vergleich zum Vorjahr zwar zum Positiven hin entwickelt, ein Großteil ist jedoch immer noch der Meinung, dass sich die Lage gegenüber der Zeit vor dem Rollout verschlechtert hat.

4.4 D115 - der Bürgerservice jetzt im Regelbetrieb

Die einheitliche Behördennummer 115, unter der bereits mehr als 15 Millionen Bürgerinnen und Bürger in Deutschland Behördeninformationen bequem und zuverlässig erlangen können, wurde mit einem Anruf von Dr. Ole Schröder, Parlamentarischer Staatssekretär beim Bundesminister des Innern, vom Pilotbetrieb in den Regelbetrieb überführt.

In seiner Rede lobte Schröder die 115 als Paradebeispiel für bürgernahe Verwaltung. Letztlich sind sich alle Beteiligten einig: Die 115 hat sich nach zwei Jahren Erprobung bewährt und stellt einen tollen Service für die Bürger in den angeschlossenen Regionen dar. Jetzt gilt es, diesen Service flächendeckend in Deutschland auszuweiten, damit alle Bürger vom schnellen und unkomplizierten Draht in die Verwaltung - egal ob Kommune, Land oder Bund - profitieren können.

4.5 Finanzministerium veröffentlicht FAQ zur elektronischen Rechnung

Zum 1. Juli 2011 soll das Steuervereinfachungsgesetz greifen, das die Anforderungen an elektronisch übermittelte Rechnungen drastisch reduzieren soll. So soll die Pflicht entfallen, elektronische Rechnungen mit einer qualifizierten elektronischen Signatur zu unterschreiben. 5.2 Latvia: Electronic identity cards expected in summer 2011

The introduction of electronic identity (eID) cards in Latvia is expected to begin in the summer of 2011, it was announced on 28 January 2011.
The scheme for introducing eID cards was initially launched as far back as 1999, but is soon to be concluded, following recent amendments to the Personal Identification Documents law just announced at the state secretaries meeting and currently being coordinated with other authorities.

The EU is trying to drag all of its member states into the digital age. In the not-too-distant future, all EU citizens should have internet access, most should routinely shop online, their medical records will be stored in a data cloud, they will plan trips using smart technology, access art and culture electronically and pay bills, return tax forms and interact with government all online.

5.4 Portugal: Authentication with eID card available in more eServices

More eGovernment services enable the online authentication of their users by means of their national eIdentity card (the Citizen's Card - Cartão do Cidadão, in Portuguese). At this stage, the Citizen's Card appears as an alternative to the citizens' online authentication through their tax number and the password provided by the State Treasury.

According to the Agency for Administrative Modernisation (AMA), authentication with the Citizen's Card is done using the PIN code assigned to each card. 5.5 Norway: MinID provides higher security options for sensitive information

From 24 March 2011, Norway's electronic identity (eID) service MinID has been offering users two new options which provide secure access to public authorities' services dealing with highly sensitive personal information.

MinID is developed and maintained by the Agency for Public Management and eGovernment (Direktoratet for forvaltning og IKT - Difi, in Norwegian), and currently gives about 2.5 million people secure electronic access to public services. In 2010 it was used 14 million times to login to various public services, including the delivery of tax returns, services of the Norwegian Labour and Welfare Organisation (NAV), applications for day care, applications for student loans and scholarships and applications for school and student places. These services do not require high security, since they do not process sensitive personal data nor have special security requirements.

It's a problem the Indian government has set out to fix through a five-year project with a budget of US $430 million for this year. Starting six months ago with rural populations, the government has begun to create a biometric database that will eventually contain an unprecedented hundreds of millions of records. "We are talking about 10 times more than anything else that has been done before," says Anil Jain, an IEEE Fellow and distinguished professor at Michigan State University, who is an expert in biometrics.

Operated by the newly formed company, Silah Gulf, the centre offers the same comprehensive services at an elevated level of quality to all ministries, government and private sectors on both local and regional levels through an easy to dial number on a 24 hour basis.

The National Contact Centre is considered as a channel that permits the Kingdom of Bahrain’s Government to expand the services it offers to its citizens, residents, visitors and businesses by ensuring the prompt as well as simple access. It is part of the main national strategic objectives of the eGovernment Authority that strives to facilitate and to enable citizens to interact with the government through telephone calls, post, emails and by fax.

6.3 Kazakhstan: E-government to launch new services

Kazakhstan’s “electronic government” is introducing new services in 2011. About 15 new offers are planned to be launched on the www.egov.kz web-portal this year. One of them is related to birth registration. Necessary documents will be processed automatically without parents’ participations and through special data bases of state bodies. The “National Information Technologies” Company is the one in charge of developing and expanding the web-portal. The portal issued 19 thousand electronic certificates in early 2009 while in 2010 their number totaled 2 million. Since the beginning of 2011 people obtained over one million different documents from the website.

6.4 Philippines: Bring health care to rural areas using ICT: solon

Senator Edgardo J. Angara, chair of the Congressional Commission on Science Technology and Engineering (Comste), has identified telehealth, which would help deliver basic medical services to remote areas through the use of information and communication technology (ICT), as a national priority.

Comste has a target of deploying 200 new telehealth clinics within the next two years. The commission is also targeting the development of new biomedical devices/subsystems–ECG, blood tests, urinalysis, disease screening in coordination with local electronics industry partners.

Department of Health secretary Enrique Ona, who is a member of the Comste health panel, noted that the role of ICT would play an important role in making the move towards achieving universal healthcare.

6.5 Malaysia adopts new GIS crime mapping system

Malaysia has adopted a new GIS crime mapping system called “Safe City Monitoring System” as part of the country’s on-going efforts to ensure that crime prevention initiatives under the Government Transformation Program’s National Key Results Area are on track and sustainable.

“This clearly shows that we are very serious about ensuring that our cities are safe and free from all physical, social and mental threats,” said Kamalruddin Shamsudin, deputy director-general of the Federal Department of Town and Country Planning Peninsular Malaysia.

At the centre of this crime prevention effort is the Safe City Monitoring System which basically integrates crime data from the Police Reporting System with the Safe City Programme and land use information under the custody of the Federal Department of Town and Country Planning, and the Ministry of Housing and Local Government, using the geographical information system (GIS) platform.

6.6 Ghana: Govt Supports Biometric Registration

Government has pledged its commitment to the Electoral Commission (EC) in its bid to introduce biometric technology to promote e-voting in the country.

The Minister for Communications, Haruna Iddrisu, announcing government’s intention to support the EC, said the exercise could cost over $80 million.
“Though the cost might be a little high, it is not more than the cost of disputed elections, and addresses the issue of multiple voting to make our elections more credible”, the Minister said in an interview after opening a two day conference for IT professionals in Accra.

Since Ghana’s return to constitutional rule in 1993, the country has faced challenges such as bloated electoral register, impersonation of voters, stuffing and stealing of ballot boxes, dub ballot papers, among others.

7th International Conference on Web Information Systems and Technologies - WEBIST 2011

The purpose of WEBIST 2011 is to bring together researchers, engineers and practitioners interested in the technological advances and business applications of web-based information systems. The conference has four main tracks, covering different aspects of web information systems, including internet technology, web interfaces and applications, society, e-Communities, e-Business and web intelligence.

WEBIST 2011 focuses on real world applications; therefore authors should highlight the benefits of web information systems and technologies for industry and services, in addition to academic applications. Ideas on how to solve business problems, using web-based information systems and technologies, will arise from the conference. Papers describing advanced prototypes, systems, tools and techniques and general survey papers indicating future directions are also encouraged. Both technological and social-oriented papers are accepted. All papers must describe original work, not previously published or submitted to another conference. Accepted papers, presented at the conference by one of the authors, will be published in the proceedings of WEBIST. Acceptance will be based on quality, relevance and originality. Both full research reports and work-in-progress reports are welcome. There will be both oral and poster sessions. Special sessions, dedicated to case-studies and commercial presentations, as well as tutorials dedicated to technical/scientific topics are also envisaged.

eHealth Week 2011 focuses on 'eHealth in an Age of Austerity: Achieving Maximum Benefit'. Healthcare is facing substantial challenges, including demographic changes and reduced resources. "People are living for longer and they should be able to do so as actively and independently as possible," explains Neelie Kroes, European Commission Vice-President and Commissioner for the Digital Agenda, co-leading with John Dalli-Commissioner for Health and Consumer Policy - the European Innovation Partnership on Active and Healthy Ageing. Intelligent eHealth services are indispensible for reaching this goal: "Solutions such as fall-detection and prevention devices, easy-to-use social interaction services to overcome loneliness, and smart use of ICT in the home all facilitate active and independent ageing. We need input from stakeholders to make sure the pilot Innovation Partnership can help to make these ideas a reality for Europe's senior citizens."

eHealth Week 2011 is a collaboration between the European Commission's High Level Ministerial Conference and the World of Health IT Conference & Exhibition. The Hungarian government, which is holding the rotating presidency of the European Council, is hosting the event. "The role of eHealth is essential in modernising healthcare, it can contribute to a more effective, efficient and sustainable healthcare system. IT can support evidence based health policy decision making and can play a key role in responding to today's healthcare challenges such as workforce shortages and increasing demands related to ageing population," says Dr. Miklos Szocska, Hungarian Minister of State for Health.

In the World Youth Report 2007, the United Nations acknowledged that poverty, violence and limited access to education, health and employment are inescapable for many African youngsters. Furthermore, the potential for learning of significant numbers of young people all over the world, particularly in Africa, remains severely compromised despite significant advances in new technologies.

eLearning Africa 2011 will focus on youth but it will also highlight the importance of skills, skill development and employability.
