"Smart City" Development and Innovation Competition concludes in S. China's Guangxi, 252 works awarded

The "Smart City" Development and Innovation Competition was held in Nanning in south China's Guangxi Zhuang Autonomous Region on March 30, with 37 teams winning in the finals of the competition and five representative projects completing on-site signing.

IN: Gujarat: Ahmedabad to get fully digital, AI-based smart parking system
In a move aimed at easing traffic congestion and improving urban mobility, parking management in Ahmedabad will soon be made completely digital.
Under the Smart City initiative, Ahmedabad Smart City Development Limited has initiated the tender process to implement an AI-based video analytics smart parking system across the city.
AI cameras will be installed at all parking locations to detect real-time occupancy. At present, no such system exists at most parking sites in the city.

IN: Uttar Pradesh govt clears ₹8.99 cr for 1,338 CCTV cameras in 57 districts
A senior home department official said the administrative and financial approval was issued by the home (police) department on February 11, following a proposal from the Uttar Pradesh Police headquarters. The project targets districts not covered under existing smart city and integrated traffic management systems, aiming to strengthen traffic regulation, surveillance, and enforcement of road safety norms.
The Uttar Pradesh government has sanctioned ₹8.99 crore for installing 1,338 CCTV cameras and related equipment at 297 major intersections in 57 districts to improve traffic management and road safety.

IN: Maharashtra: Smart City Projects To Shift To PCMC Control By March 31

With the Corporation of the City of Panaji (CCP) elections around the corner, chief minister Pramod Sawant and revenue minister Atanasio Monserrate went on an inauguration spree on Friday. A.1 Potsdam, Brandenburg, Deutschland: Potsdam, Brandenburg, Deutschland, 23.03.2015: Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung": Treffen der Projektpartner zum Abschluss des Projektes
Am 23. März 2015 fand in Potsdam das vierte Treffen der Projektpartner des Forschungs- und Entwicklungsprojektes "PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ statt. Ziel der Veranstaltung war es, die Projektpartner über die erarbeiteten Projektergebnisse zu informieren, die Aktivitäten vorzustellen, die für die kommenden Monate geplant sind sowie die Dienstleistungen aufzuzeigen, die das IfG im Bereich Geschäftsprozessmanagement anbietet. Dieses Projektpartnertreffen war zugleich die Veranstaltung zum Abschluss des PROKETTA-Projektes, das zum Ende März 2015 endete.
Teilnehmer der Veranstaltung waren Vertreter aus Bundes- und Landesministerien, kommunaler IT-Dienstleister sowie aus verschiedenen Kommunen und Unternehmen, bei denen im Verlauf des Projektes Prozesse erhoben wurden.
Im ersten Teil der Veranstaltung wurden die wesentlichen Ergebnisse des Projektes vorgestellt. Ausführlicher wurde die Vorgehensweise bei der Erstellung von Referenzprozessmodellen dargestellt, die im Projekt entwickelt wurde. Ein Referenzprozess ist ein abstraktes und verdichtetes Prozessmodell, in dem unabhängig von Organisationsstrukturen wesentliche Arbeitsschritte eines Vorgangs abgebildet werden. Sie sind soweit abstrahiert, dass sie über Organisationsgrenzen hinaus Gültigkeit besitzen. Durch die entsprechende Anpassung an die Rahmenbedingungen einer Organisation können sie zu individuellen, d.h. organisationsspezifischen Prozessmodellen weiterentwickelt werden. Im Projekt wurden zu einigen Informations- und Meldepflichten sowie zu Teilprozessen wie Posteingang und formelle Prüfung beispielhaft Referenzprozessmodelle entwickelt.
Präsentiert wurde auch der fertiggestellte Prototyp des Geschäftsprozessmanagers. Der Geschäftsprozessmanager ist ein prozessorientiertes Wissensmanagementtool, das in anschaulicher Form Informationen zu den erhobenen Prozessen/Prozessketten zwischen Behörden und Unternehmen visualisiert und digital bereitgestellt. Es können Informationen zu Organisationsstrukturen, zu Prozesslandschaften und Prozessmodellen hinterlegt und miteinander verknüpft werden. Aufgezeigt wurde, dass der Geschäftsprozessmanager in vielen Organisationsbereichen einsetzbar ist, z.B. im Personalbereich zur Einarbeitung neuer Mitarbeiter, zur Sicherung von Know-how/Fachwissen oder im Organisationsbereich zur Gestaltung einer prozessorientierten Ablauforganisation und zu Organisationsoptimierungen.
In den vergangenen Monaten wurde im Projekt noch der sogenannte Vorgangsbegleiter entwickelt. Der Vorgangsbegleiter ist eine Applikation für ein Tablet oder Smartphone, mit der Arbeitsabläufe bzw. Geschäftsprozesse Schritt für Schritt begleitet werden können. Der Vorgangsbegleiter wird genutzt, um einerseits bereits in der Organisation erhobene Ist-Prozesse zu validieren und andererseits das dokumentierte Prozesswissen um weitere Informationen zu Transport-, Liege- und Wartezeiten sowie zu den eigentlichen Bearbeitungszeiten zu erweitern. Die Anwendung begleitet – wie ein klassischer Laufzettel – stichprobenartig einzelne Durchläufe eines Prozesses. Beim Projekttreffen wurden Ergebnisse aus einem ersten Praxistest vorgestellt.
Am Ende der Veranstaltung präsentierte Dr. Manfred J. Suhr in einem „Ausblick“ Weiterentwicklungen des Projektes, u.a. den IfG.CC-Prozesstag, der als Weiterführung der PROKETTA-Partnertreffen gedacht ist und Methoden- und Wissensvermittlung, Workshops und Praxisvorträgen zu Schwerpunktthemen miteinander kombinieren wird. Vorgestellt wurden auch die Unterstützungsleistungen des IfG.CC im Bereich Prozessmanagement, z.B. Erstellung von Prozesslandschaften, Modellierung und Optimierung von Geschäftsprozessen, Qualitätssicherung von Prozessmodellen, Notationskonvertierung und Benchmarking.
Zum Projekt PROKETTA
Das dreijährigen F+E-Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ wird über die Förderinitiative „eStandards: Geschäftsprozesse standardisieren, Erfolg sichern“ durch das Bundesministerium für Wirtschaft und Technologie (BMWi) gefördert. Im Projekt werden Prozessketten zwischen Wirtschaft und Verwaltung visualisiert und Möglichkeiten zur Prozessverbesserung identifiziert. Übergeordnetes Ziel ist es, den Aufwand für Unternehmen und öffentliche Verwaltungen bei der Erfüllung bzw. Bearbeitung von Informations- und Meldepflichten zu reduzieren. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

A.2 Potsdam, Deutschland, 27.03.2015: Besuch einer Delegation hochrangiger Verwaltungsmitarbeiter aus Serbien
Am 27.03. war eine Delegation hochrangiger Verwaltungsmitarbeiter aus der Republik Serbien am IfG.CC zu Gast, um sich über die Potenziale von E-Government für die öffentliche Leistungserstellung zu informieren sowie Einblicke in die dadurch ermöglichten Unterstützungsmöglichkeiten speziell für kleine und mittelständische Unternehmen zu erhalten.
Nach einer kurzen Einführung zu E-Government aus verwaltungswissenschaftlicher Sicht stellte Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC, Möglichkeiten zum Abbau bürokratischer Lasten für Unternehmen und Verwaltungen durch die Neugestaltung von Prozessketten vor. Auf großes Interesse stießen insbesondere die kurze Einführung zum Prozessmanagement in der öffentlichen Verwaltung sowie die Methoden und Tools, die am IfG.CC im Rahmen des Projektes „PPROKETTA-Prozessketten zwischen Unternehmen und Verwaltung“ entwickelt wurden.
Der Besuch am IfG.CC war Teil einer Studienfahrt der serbischen Delegation im Rahmen des Projektes „e-Business Development“. „e-Business-Development“ ist ein Entwicklungsprojekt in Serbien, das von der Europäischen Union im Rahmen des IPA-Programms („Instrument für Heranführungshilfe“ der Europäischen Union (IPA) finanziert wird. Ziel des Projektes ist es, die Rahmenbedingungen für e-commerce und e-business insbesondere für KMU in Serbien zu verbessern. Weitere Stationen des Besuchs in Potsdam waren die IHK Potsdam sowie der eBusiness-Lotse Potsdam.
Das IfG.CC unterstützt bereits seit mehreren Jahren solche Studienfahrten mit Vorträgen und Seminaren. In den Veranstaltungen werden Forschungsergebnisse und Erfahrungen aus Praxisprojekten für Führungskräfte in der gebotenen reflektiv-kritischen Form vermittelt.

Hinzu kommt, dass Shared Service Center (SSC) sich nicht ohne Weiteres hierarchisch steuern lassen. Damit stellt sich die Frage, ob und wie sie mit dem Zuständigkeitsprinzip vereinbar sind. Im Beitrag wird deutlich, dass es sich bei SSC um eine prozessorientierte Form der Vernetzung handelt, die durchaus mit rechtsstaatlichen Prinzipien vereinbar ist, wenn bewusst eine entsprechende institutionelle wie soziotechnische Gestaltung vorgenommen wird.

P.2 Aktuelle Publikationen zum Forschungsprojekt „Stein-Hardenberg 2.0“
Das Potsdamer Institute for E-Government beschäftigt sich seit einigen Jahren mit der Zukunft der Verwaltung unter dem Titel „Stein-Hardenberg 2.0“. Die preußischen Reformer von einst hatten vor mehr als 200 Jahren den Grundstein für eine moderne Verwaltung gelegt. Zu nennen ist insbesondere die kommunale Selbstverwaltung und das Ressortprinzip. Beide Ausprägungen der Staatsorganisation galten damals als Innovation und sind bis heute Grundfeste deutscher Verwaltung. Hinzufügen kann man noch den Verwaltungsföderalismus als Staatsor-ganisationsprinzip, wenngleich dieser nicht auf Stein und Hardenberg zurückzuführen ist. Die etwas provokante Frage ist, wie würden Stein und Hardenberg die Verwaltung heute organisie-ren, angesichts der Potenziale von IT, die es vor 200 Jahren noch nicht gab? Diese Frage ist in der pointierten Form deshalb gerechtfertigt, weil IT möglicherweise ganz andere Formen der Organisation für die Verwaltung erlaubt, die bisher noch wenig systematisch ausgearbeitet sind. Die Kernergebnisse des Forschungsprojektes „Stein-Hardenberg 2.0“ sind in folgenden Zeitschriften erschienen:

Im August 2014 ist der Ergebnisband des Forschungsprojektes „Zukunft der Verwaltung/Stein-Hardenberg 2.0“ beim Verlag edition sigma in der Reihe E-Government und die Erneuerung des öffentlichen Sektors erschienen. Das Forschungsprojekt hat fundierte Konzepte einer Architektur kooperativer und vernetzter Verwaltung mit E-Government entwickelt.
Ziel des Buches ist es, Veränderungen im Kontext von E-Government auf der Ebene des arbeitenden Staates herauszuarbeiten und diese mit Fragen der Staatsorganisation zu verbinden. Denn genau an dieser Stelle waren bedeutsame Aspekte noch unbestimmt. Unklarheiten bestanden im Wesentlichen darüber, ob und wie die mit vernetztem E-Government möglichen Effizienz- und Effektivitätspotenziale mit den legitimationsdominanten Zielen von staatsorganisatorischen Prinzipien – insbesondere kooperativer Föderalismus, kommunale Selbstverwaltung und ministerielle Ressorthoheit – in Übereinstimmung gebracht werden können.
Dazu werden im Buch erstmals Grundtypen von E-Government-Netzwerken klar definiert und so die allgemeine Bezeichnung „vernetzte Verwaltung“ präzisiert. Darauf aufbauend wird aufgezeigt, wie die organisatorischen Gestaltungspotenziale von E-Government, insbesondere zur räumlichen und behördenübergreifenden Vernetzung, genutzt werden können, ohne dass dadurch grundlegende Prinzipien der Staatsorganisation beeinträchtigt werden. Mit entsprechenden Praxisbeispielen werden die Aussagen fundiert belegt. Anhand konkreter Untersuchungsfelder – Lebenslage Geburt und Leistungen für Eltern eines Kindes mit Behinderung – werden ausgewählte Gestaltungsmöglichkeiten in einen praktischen Anwendungskontext gesetzt und Gestaltungsprinzipien herausgearbeitet. Im Ergebnis zeigt sich, dass die zentralen Prinzipien der deutschen Staatsorganisation vor dem Hintergrund der Möglichkeiten mit E-Government neu auszudeuten sind. Denn die überkommene hierarchisch-siloförmige Arbeitsteilung ist nicht mehr die einzige Form der Aufgabenerledigung, sondern mit IT sind vernetzte und ebenenübergreifende Formen der Leistungserbringung möglich.
Des Weiteren enthält das Buch ein Begriffskompendium, in dem die wichtigsten Begrifflichkeiten der Verwaltungsmodernisierung mit E-Government, insbesondere im Zusammenhang mit den Ergebnissen des Forschungsprojektes „Stein-Hardenberg 2.0“, kurz erläutert werden. Das Begriffskompendium ermöglicht es, auf einen Blick die wichtigsten Grundlagen in kurzer und verständlicher Form zu erhalten.

In der ersten Ausgabe des "WEBverständlich" 2014 des eBusiness-Lotsen Potsdam hat das PROKETTA-Team einen Beitrag zur Sicherung von Fachwissen in Organisationen veröffentlicht. Um Fachwissen zu sichern, sind keine komplexen technischen Systeme erforderlich. Im ersten Schritt ist es wichtig, sich mit den Arbeitsabläufen zu befassen, d.h. welcher Mitarbeiter ist für welche Aufgaben zuständig, welche Arbeitsschritte führt er aus und auf welche Daten und Informationen greift er zu?
In einem zweiten Schritt ist dieses Wissen für alle Mitarbeiter bereitzustellen. Für diese Bereitstellung hat das IfG.CC eine elektronische Lösung entwickelt: den Geschäftsprozessmanager (GPM). Mit dem GPM können Mitarbeiter grafische Modelle ihrer Arbeitsabläufe mit Detailinformationen z.B. zu Prüfschritten oder erforderlichen Dokumenten aufrufen und dieses Wissen auch in neuen Aufgabengebieten anwenden.
In den kommenden Monaten führt das IfG.CC Workshops zum Thema „Wissenssicherung“ und „Geschäftsprozessmanagement“ durch. V.1 Bremen, Deutschland: Vortrag auf dem 20. Europäischen Verwaltungskongress am 06. März 2015 zum Thema „Bürgerfreundliche Verwaltung – Neue Perspektiven durch E-Government?!“
Auf dem 20. Europäischen Verwaltungskongress hat Stefanie Köhl, wissenschaftliche Mitarbeiterin am IfG.CC, im Fachforum Bürgerorientierung unter der Leitung von Dr. Hartwig der Hochschule Bremen einen Vortrag zum Thema „Bürgerfreundliche Verwaltung – Neue Perspektiven durch E-Government?!“ gehalten. Am Beispiel ausgewählter Leistungen für Familien – Lebenslage Geburt und Leistungen für Eltern eines Kindes mit Behinderung – standen vor allem folgende Fragen im Vordergrund: Was bedeutet eigentlich bürgerfreundliche Verwaltung?, Wie bürgerfreundlich werden ausgewählte Leistungen für Familien angeboten? Wie kann durch E-Government Bürgerfreundlichkeit gesteigert werden?
In ihrem Vortrag verdeutlichte Stefanie Köhl, dass ausgewählte Leistungen für Familien keineswegs bürgerfreundlich angeboten werden. Vielmehr sind die Leistungsbereiche gekennzeichnet durch ein komplexes Akteurs- und Leistungsumfeld, keinen einheitlichen und gebündelten Zugang zu Informationen, hohen administrativen Aufwand sowie geringe Kooperation der beteiligten Akteure. Hier kann E-Government einen erheblichen Beitrag leisten, und zwar nicht durch abgehobene technische Lösungen, sondern durch das seit Jahren diskutierte Konzept der Bündelung von Informationen und des Zugangs zu Leistungen (One-Stop-Government). An ausgewählten Gestaltungsbeispielen wurde aufgezeigt, welches organisatorische Potenzial in dem Bündelungsansatz steckt, um Leistungen bürgerfreundlicher anzubieten. Diese seit Jahren bekannten Potenziale werden in der Verwaltungspraxis jedoch nicht annähernd umgesetzt. Deutlich wurde aber auch, dass Bürgerfreundlichkeit nicht einheitlich definiert werden kann, sondern ganz von der Zielgruppe und ihren spezifischen Bedarfen abhängt. Beispielsweise haben werdende Mütter ganz andere Anforderungen an die Interaktion mit der Verwaltung (mehr online) als Eltern eines Kindes mit Behinderung (eher persönlicher Kontakt). Festgehalten werden kann, dass E-Government-Konzepte, bspw. der One-Stop-Ansatz, in Bezug auf Bürgerfreundlichkeit zu wenig anwendungsnah diskutiert werden. Vielmehr handelt es sich um „leere Hülsen“ als implementierungsfähige Konzepte, so dass diese Hülsen durch fachliche Arbeit gefüllt werden müssen, und zwar mit zielgruppengerechten und problemorientierten Gestaltungsoptionen.
Der Europäische Verwaltungskongress fand in diesem Jahr bereits zum zwanzigsten Mal in der Freien Hansestadt Bremen statt. Veranstaltet wird der Kongress von der Hochschule Bremen, dem Zentrum für Public Management (zep) und der Senatorin für Finanzen zum Informations- und Erfahrungsaustausch im Bremer Haus der Wissenschaft. Das Kongressthema der diesjährigen Veranstaltung lautete „Kommunikation, Kooperation und Digitalisierung – Impulse für ein Verwaltungsmanagement im Wandel“.

V.2 Hannover, Deutschland, 20.03.2015: Das PROKETTA-Projekt auf der CeBIT 2015
Das Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ wurde von den Projektmitarbeiterinnen Sabrina Mucha und Friederike Thessel am 20. März 2015 auf der CeBIT in Hannover vorgestellt. Am Gemeinschaftsstand des Förderschwerpunktes Mittelstand Digital des Bundesministeriums für Wirtschaft und Energie (BMWi) konnten sich die Besucher über zentrale Projektergebnisse informieren, u.a. die Vorgehensweise von der Modellierung und Dokumentation von Prozessketten, den Geschäftsprozessmanager und den Vorgangsbegleiter. Außerdem wurden Fragen rund um die Themen Geschäftsprozessmanagement und Sicherung von Fachwissen in Organistionen beantwortet.

V.3 Die Prozessmanagement-Roadshow - Das IfG kommt zu Ihnen
Schon seit Oktober 2014 richtet das Prozessmanagement-Team des IfG.CC in mehreren deutschen Städten eine Roadshow zum Thema „Sicherung von Fachwissen in Organisationen“ aus. Mit der bundesweiten Roadshow sollen auf der Grundlage der bisherigen Projektergebnisse Unternehmen und öffentliche Verwaltungen einen Einblick in Möglichkeiten und Methoden der Wissenssicherung erhalten. Das wird zunehmend wichtiger, da sowohl durch Stellenwechsel als auch verstärkt durch die demografische Entwicklung Mitarbeiter die Organisationen verlassen und so notwendiges Wissen verloren geht. Sowohl Unternehmen als auch Behörden benötigen daher Lösungen und Konzepte, um die drohenden Wissensverluste aufzufangen.
Die Roadshow-Veranstaltungen sind als Workshops angelegt. An Praxisbeispielen erarbeitet das Prozessmanagement-Team des IfG.CC gemeinsam mit den Teilnehmern verschiedene Möglichkeiten zur Wissenssicherung. Ausgangspunkt dafür sind die Arbeitsabläufe bei der Erbringung von Leistungen, denn Wissen darüber macht eine Aufgabenbearbeitung überhaupt erst möglich. Sind die Arbeitsabläufe erfasst und dokumentiert, müssen die Informationen darüber den Mitarbeitern zugänglich gemacht werden. Dafür wird im Workshop der Geschäftsprozessmanager (GPM) vorgestellt. Der GPM ist als prozessorientiertes Wissensmanagementtool konzipiert, mit dem in anschaulicher Form Informationen zu den erhobenen Arbeitsabläufen innerhalb einer Organisation sowie zwischen mehreren Akteuren bereitgestellt und visualisiert werden. So kann sichergestellt werden, dass prozessbasiertes Wissen unabhängig vom Mitarbeiter in einer Organisation erhalten bleibt und jederzeit abrufbar ist.
Partner der Roadshow sind Kommunen, verschiedene Industrie- und Handelskammern sowie eBusiness-Lotsen aus dem eKompetenz-Netzwerk der BMWi-Initiative „Mittelstand Digital“.

The 19th IRSPM ConfeThe 19th IRSPM Conference of the International Research Society for Public Management will take place from March 30th – April 1st 2015 in Birmingham, Great Britain. The theme for the conference is "Shaping the future: transforming public management - 'Re-invention or 'revolution'?“.
Public management faces a 'perfect storm' of challenges ranging from growing expectations and demand, demographic change and financial constraint. Whilst some have sought to look for stability in weathering the storm, others have argued for more radical alternatives.
For many, the 'traditional' tools and strategies of public management seem ill-equipped to deal with contemporary challenges and complexities and begun to advocate and shape a future of transformational change seizing on the 'moment' of dislocation in the wake of the financial crisis. Whilst others, have recognised and re-evaluated the resources and know-how held in bureaucracies and professions or the potential for an acceleration of new public management and marketization.
IRSPM 2015 explores the potentialities of public management to respond, reflect, re-invent and revolutionise in the wake of 'crisis'.

Der demographische Wandel stellt die öffentliche Verwaltung vor enorme Herausforderungen:

Das IfG.CC veranstaltet regelmäßig Hands-on-Workshop in kleiner Runde für Beschäftigte der öffentlichen Verwaltung, die sich mit aktuellen Themen wie Prozessmanagement, Shared Services, Mobile Bürgerdienste, IT-Sicherheit, Design Thinking u.v.a.m. beschäftigen.
Die Workshop-Teilnehmer werden unter dem Motto „Themen (be)greifbar machen“ aktiv in die Informationsvermittlung eingebunden und erhalten so einen Einblick in die Vorgehensweisen, Methoden und Tools des IfG.CC bei der Bearbeitung von Projekten eingebunden. Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.
Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.
Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

E-Government ist nicht erst seit Kurzem in vielen Ländern Afrikas ein Thema. Bereits seit vielen Jahren ist eine Vielzahl von E-Government-Aktivitäten in afrikanischen Ländern zu beobachten, vor allem in den Bereichen Korruptionsbekämpfung, Finanzen, Gesundheit, Bildung, Infrastrukturen und Zugang zu Verwaltungsleistungen. Die wachsende Bedeutung ist damit zu begründen, dass mit Hilfe von E-Government eine bessere Regierungsführung, Transparenz und Service-Performance erreicht werden kann (Good Governance).

2.1 Rwanda: Smart Rwanda initiative will drive ICT growth
Ericsson and The Rwanda Ministry of Youth and ICT have come together in an initiative called 'Smart Rwanda' that is geared towards connecting, innovating and transforming Rwanda into a knowledge economy to drive Rwanda's global competitiveness and job creation. The initiative aims to allow Rwanda to become a highly competitive, agile, open and innovative smart economy with the most favourable business climate, which attracts large-scale investments and rewards entrepreneurship, therefore enabling fast growth and exports, leveraging ICT innovations and transforming the nation into a smart society.

2.2 Botswana: E-Gov Progress Visible
Significant strides have been made in the provision of service through the use of e-Government, according to head of advocacy, Mr Gaogaufi Mako. In an interview, Mr Mako said the enrolment of electronic government (E-gov) was still at an infancy stage but progress had been made. "In a scale of out of seven, we are probably at number four, where government now as we speak has some downloadable forms that are not re-engineered. We need to re-engineer our processes for us to be more efficient," he said. He said there had been a lot of perception across with regards to implementation of e-gov, but noted that government must institutionalise e-gov first before thinking of implementation.

2.3 Nigeria: From South Korea, Nigeria Takes in E-Government
The Korea International Cooperation Agency (KOICA) has developed a Master Plan for Nigeria's e-Government in fulfillment of the South Korea government's core policy aimed at propelling e-Government in the country. The plan was developed in collaboration with the Federal Ministry of Communication Technology (FMCT). The Master Plan was delivered in Abuja during a Hand-over Ceremony at the FMCT secretariat in the presence of the Ambassador of the Republic of Korea, H.E. Kyu Duk Noh, the Minister of FMCT, Mrs Omobola Johnson, and the KOICA Chief Resident Representative, Mr. Jung Sang Hoon.

2.4 Pioneer Move by Kenya Makes e-Government a Reality for African States
Kenyan President Uhuru Kenyatta has demonstrated the government’s commitment to promoting e-Government in the country by launching an integrated registration system to consolidate population registration information into a single database for ease of verification by both Government and private bodies. With this tool, data on all people in Kenya can be found in one place. This makes good the promise made by the Jubilee Government to provide a central database that identifies all citizens and foreign nationals in the country. The system has been dubbed the Integrated Population Registration System (IPRS). During its launch at the Kenyatta International Convention Centre, the President said credible data was critical for development and indispensable for the planning and delivery of public services.

2.5 Botswana Innovation Hub offers telemedicine via TV white spaces
The Botswana Innovation Hub has launched a new TV white spaces (TVWS) pilot project. 2.6 Zimbabwe: New ICT Policy to Be Presented to Cabinet
Cabinet, Information Communication Technology, Postal and Courier Services Minister Supa Mandiwanzira has said. "What we are working on right now is that by end of March, I should have taken the revised ICT policy to Cabinet for discussion and hopefully adoption," said Minister Mandiwanzira. He added that, in a dynamic industry and country where ICTs are rapidly growing, there is an urgent need to unveil a cyber Bill to curb high rates of cybercrime; hence an urgent need for a legal framework to deal with this as it is one of the urgent priorities.

4.5 Great Britain: Next government to consider Government as a Platform development blueprint
Whitehall digital officials are preparing and testing plans for the next stage of government as a platform (GaaP) for May's incoming government to consider.
Speaking at the Public Sector ICT summit in London, HM Government deputy chief technology officer Magnus Falk said that work is underway on how the next government can build on the progress achieved since 2010.

4.7 EU one-stop-shop data protection plans watered down - 'something to disappoint everyone' says lawyer
The "one-stop-shop" was to have been be a cornerstone of the EU General Data Protection Regulation (GDPR) which is currently being negotiated by the member states and is expected to be ratified this year, or early 2016. However, reports have emerged that these plans are to be abandoned for all but a few serious data protection cases.
The one-stop-shop idea would allow companies that processes EU residents' personal data to deal with one data protection authority, rather than up to 28. So, if a company had its main European base in the UK, it could be supervised by the UK data protection authority (DPA), and all necessary paperwork and administration could be filed with that authority to cover activities in all of the EU Member States in which it operates. The UK authority would adjudicate on any disputes around data protection within the whole EU.

5.2 India: Health ministry to set up National eHealth Authority to develop Integrated Health Information System

Australia may not be a “laggard” in the digital space, but the DTO could be the best opportunity we have had in a long time to reset and re-imagine the business model of the digital age. Bahrain’s e-government projects are rapidly catching up, especially in government data and on e-government, Bahrain is the top country in Asia, said Sweden’s Former Prime Minister John Fredrik Reinfeldt.

The Government of Sweden has allocated a €1.5 million (3.3 million GEL) grant for Georgia’s Public Service Development Agency.
