  • India: Orissa: E-governance for public sector

    Following the footsteps of states which have marched ahead in e-governance and IT enabled service kiosks, the Orissa government today signed a MoU with three private companies to establish Biju Seba Kendras** (BSK) to provide similar public services.

    The SREI Infastructure Finance Ltd, CMS Computers Ltd and Zoom Developers Pvt Ltd have been picked as the service providers for six zones with each zone comprising of four to six districts.

  • India: Orissa: E-governance in rural areas

    Six months from now, villagers would no longer have to run to the capital, district headquarters or towns to get copies of official documents or avail e-services such as Internet or get a railway ticket done.

    The government decided to launch 8,558 common service centres — Biju Seva Kendra — at least one in each block to provide government-to-citizen, business-to-consumer and business-to-business services to citizens at their doorsteps.

    Of 1100 citizen and business centric services targeted for delivery, over 600 services of various Departments of Central and State Governments are now available electronically – anytime, anywhere. This was disclosed by the Cabinet Secretary Shri K M Chandrashekhar here today while speaking to media after review of the progress of e-governance initiatives by the Apex Committee on National e-Governance Plan (NeGP). The Cabinet Secretary said that the Mission Made Projects (MMPs) under NeGP approved in 2006 have the potential to transform the socio-economic landscape of rural India.

  • India: Over 600 citizen-centric services now available online

    Of 1100 citizen and business centric services targeted for delivery, over 600 services of various Departments of Central and State Governments are now available electronically – anytime, anywhere.

    This was disclosed by Cabinet Secretary K M Chandrashekhar here today while speaking to media after review of the progress of e-governance initiatives by the Apex Committee on National e-Governance Plan (NeGP), according to a PIB release issued from New Delhi.

    The Cabinet Secretary said the Mission Made Projects (MMPs) under NeGP approved in 2006 have the potential to transform the socio-economic landscape of rural India.

  • India: Panchayats across country to be covered under common service centres by 2012

    The government today said that the cabinet secretariat will be paper less by April next year. Speaking to reporters in New Delhi, cabinet secretary K M Chandrasekhar said he has already started electronic files in the cabinet secretariat.

    Mr. Chandrasekhar urged upon all other government departments to follow suit. He said over 80,000 common service centres have sprung up across the country and the number is expected to cross one lakh by March next year. He said the government is working to cover all panchayats under common service centres by 2012.

  • India: PM launches 'Village Resource Centre'

    Prime Minister Manmohan Singh, today launched the 'Village Resource Centre', a single window facility to provide number of services for rural population, emphasising the importance of modern science and technology in removing mass poverty.

    "Unless we take the benefits of modern science and technology to our villages, we cannot get rid of mass poverty which has afflicted millions and millions of our people", he said launching the Centre through a video link from here.

  • India: Project Jahrkhand: New initiative of HDFC Bank

    HDFC Bank on September 30th launched its financial inclusion programme-‘Project Jharkhand' in Ranchi under the aegis of the Reserve Bank of India.

    Under this project, HDFC has kick started the country's first Common Service Centre (CSC) with banking services in the state. The bank plans to install machines at Common Service Centres (CSC) in the villages where people would need to make use of smart cards only to withdraw or deposit cash in their bank account. HDFC Bank has first adopted the Chakala village near Ranchi to implement the project.

  • India: Punjab to set up common service centres for masses

    In order to use Information & Communication Technology (ICT) as a vehicle for effective governance and to empower its citizens, the Punjab government plans to set up common service centres across the state. The state government plans to set up 2,112 common service centres (CSC) in the state, especially in rural areas — one per six villages. Officials in the Information Technology (IT) Department said the project would be partly funded by the centre and the state government.

  • India: Pura Project is expected to cover 2,50,000 panchayats in 5-8 years

    “The project of Providing Urban-amenities in Rural Area (PURA), modeled by the Ministry of Rural Development, has potential to scale up rural infrastructure in India in a big way. Accounting for about Rs 20,000 per capita, the PURA project is expected to cover 2,50,000 panchayats in the next 5 to 8 years and provide superior municipal services in rural areas that are far superior than what is available in urban centres,” said Dr Arvind Mayaram, Additional Secretary and Financial Advisor, Ministry of Rural Development, Government of India. He announced that there are over ninety expressions of interests from major infrastructure players to participate in the ten-odd PURA pilot projects that are going to be awarded by the end of December, 2010.

  • India: Rs 15-cr campaign for e-governance

    The e-governance wing of the department of information technology (DIT) is planning to launch a high-pitched awareness campaign for its Rs 23,000 crore e-governance project. The DIT has earmarked Rs 15 crore for the campaign, which is likely to be launched around November this year.

    “Under the e-governance project, the government is trying to bring many services to the doorsteps of the masses. However, it is important to generate awareness about how technology can change their lives as for many IT is still an incomprehensible mystery,” said a source in DIT.

  • India: Rupies 5400 crore to set up one lakh Broadband enabled service centers

    Shri A.Raja, Minister of Communication and Information Technology has said that about one lakh Broadband enabled service centers will come up in the country by March 2008 at a total cost of Rs. 5400 crore. One center will come up for every six villages with all e-governance services. Rs 1600 crore will be put up by central government and the rest by the private sector under the Public Private Partnership (PPP). The Minister was speaking at the eIndia 2007 Conference which he inaugurated here today. The Minister said that for implementation of e-governance, government on its part is trying to provide basic infrastructure including internet, window Facilitation center and last leg connectivity for implementation of e-governance, but participation of private sector and citizens is a key factor for providing totally transparent services to the public.

  • India: Rural mobile telecom subscribers

    Government have set a target to achieve 80 million rural subscribers by 2010. Department of Information Technology has embarked upon a programme of setting up 100,000 Community Service Centres (CSCs) to cater to e-governance requirements of 600,000 villages in the country in a phased manner.

  • India: Srei plans 25,000 kiosks

    Srei Sahaj e-Village Ltd, a subsidiary of Kolkata-based SREI Infrastructure Finance Ltd (SIFL), would set up 25,000 IT kiosks to be known as common service centers (CSC) across six states, with a total investment of around Rs 1000 crore over the next two years.

    The six states are West Bengal, Bihar, Orissa, Assam, Uttar Pradesh and Tamil Nadu.

    Under this project, every center would provide a bouquet of services starting from e-governance, e-commerce to e-learning and thereby linking rural areas with the entire world. "We will set up 25,000 IT kiosks in six states in east and south India, for setting up rural IT infrastructure, within a span of two years," said Hemant Kanoria, chairman and managing director of SIFL, said here.

  • India: Suvidhaa’s rural jaunt: 70k kiosks in 6 lakh villages

    Retail chain Suvidhaa Infoserve Private Ltd (SIPL), through its S-Commerce initiative, plans to launch its services at around 70,000 common service centres (CSCs) in six lakh villages. CSCs are a government-initiated programme providing a host of services from railway bookings to phone cards, all under one roof.

    This project is part of the central government’s e-governance drive, which is currently running close to 40,000 outlets and has a target of reaching more than a lakh outlets by the end of fiscal year 2011. Currently, Suvidhaa has 21,000 operational outlets in over 500 towns and cities.

  • India: Taking WiMAX to villages poses next big challenge

    India, which is expected to have the world’s largest WiMAX deployment by 2012, offers great opportunity and some unique challenges to the wireless digital communications technology. It may perhaps be the market that would define the success of this technology as a solution to connect rural and untapped territories.

    With ICT-enabled kiosks or common service centers (CSC) dotting India’s rural map, WiMax could play a major role in delivering various applications to rural India. These include online bill payment, delivery of agriculture, healthcare and entertainment services, solutions for e-commerce activities, including commodity price information, online trading and banking transactions.

  • India: Tamil Nadu: Centre allocates Rs 40,000 cr for e-governance

    The Centre has allocated Rs 40,000 crore for implementation of e-governance across the country, Union IT and Communication Minister A Raja today said.

    "As per the 11th Five Year Plan, the Centre has allocated a sum of Rs 40,000 crore for implementation of e-governance across the country," he said at a function here

    "Out of the Rs 40,000 crore, Rs 6,000 crore would be spent by the Information and Technology Ministry while the remaining would be from other departments," Raja said. Under the scheme, to be launched in all the village panchayats shortly, one lakh Common Service Centres (CSC) would be set up for the benefit of the common man, he said.

  • India: Tamil Nadu: Erode to have 20 common service centres

    In an effort to bridge digital divide in rural areas Cooperatives Department is in the process of setting up 20 common service centres (CSC) across the district. In the first phase 10 centres will come up at primary agriculture cooperative societies in Perundurai, Anthiyur, Sivanmalai, Vellakoil, Kodumudi, Nerinjepettai, Oomareddiyur, Irattipalayam, Thalavady and Nallampatti.

    At these centres, the villagers of the area can avail the following services for a nominal fee: digital photograph, videograph, NREGA photograph and data collection, submission of forms to various government departments, information regarding addition, deletion and modification in electoral rolls, data regarding land acquisition and records, internet, birth, death certificates, BSNL bill payment, mobile phone recharge cards, railway reservation, LIC premium payment, etc.

    The model has conceptualized 250,000 common service centres through a PPP arrangement, which are being set up at the rate of one per panchayat

    The point of decision of a government service and the point of its delivery have since time immemorial been one and the same, usually inside a government office. One of the fundamental reasons why governments are criticized is the absence of, or the very poor quality of, the front-end, or the point of contact of a citizen with the government. It’s here that, more often than not, there are instances of red tape and corruption.

  • India: Union Cabinet approves setting up of 100,000 rural Common Services Centres

    The Union Cabinet today gave its approval for setting up of 100,000 rural Common Services Centers (CSC) across the country at a total cost of Rs. 5742 crore. Of this, the Government of India’s outlay would be Rs. 856 crore, and the State Governments’ share Rs 793 crore. The balance amount of Rs 4093 crore is expected to come from the private sector. The project is proposed to be implemented by the Department of Information Technology through a Public Private Partnership (PPP).

    The one lakh CSCs, are expected to give a boost to development by helping to bridge the digital divide. The project is expected to substantially extend the reach of digital services and economic opportunities into the rural and remote areas of the country. The CSCs are proposed to be rolled out in 18 months i.e. by March 2008.
