The government is expected to start issuing single multi-application smart cards for citizens to be used for various public services by early 2014, according to the Ministry of Information and Communications Technology.

The smart cards will be used as identification cards and also for public health insurance.

At a later stage, the cards can be used for distributing government subsidies, whether for fuel or other commodities, ICT Minister Azzam Sleit said at a recent meeting with the press.

ICT experts on Monday cast doubt over the government's ability to significantly increase Internet penetration in the Kingdom after it increased taxes on mobile phones and subscriptions.

They said the government's decision to increase the special tax on mobile phones from 8 per cent to 16 per cent, and the tax on mobile subscriptions from 12 per cent to 24 per cent, will negatively affect the implementation of the ICT Strategy, which seeks to raise Internet penetration to 85 per cent by the end of 2017.

In an attempt to counter the decline in e-government services over the past few years, the government on Wednesday announced an award to encourage ministries and public agencies to improve e-services.

Under the award, which will be launched next year, public agencies and ministries will compete for best e-government unit, best e-government service and best e-government project, Nader Thneibat, secretary general of the ICT Ministry, told reporters.

Many Jordanians remain unaware of the government's e-services and how to use them, although some 90 services are offered electronically, according to a government official.

"There is lack of awareness among citizens of the availability of e-government services," Nader Thneibat, secretary general of the Ministry of Information and Communications Technology, told The Jordan Times on Wednesday.

The e-health programme "Hakeem" is in the process of establishing an academy that will provide training for health workers and those who want to develop their skills, according to Hakeem CEO Rami Adwan.

In a recent interview with The Jordan Times, Adwan said the academy would provide training for any healthcare givers with BA degrees who want to develop their skills on the use of e-health programmes.
