JP: Toyota’s experimental smart city Woven City nearly ready to roll
Toyota Motor Corp. has announced plans to open a prototype smart city at the foot of Mount Fuji as early as this fall.
The city will feature hydrogen power, autonomous mobility, artificial intelligence and other advanced technologies.

A.1 Dortmund, Nordrhein-Westfalen, 02.09.: Abschlussbericht des Modellversuchs „Vernetzte Verwaltung“ liegt vor
Auf dem 11. ÖV-Symposium NRW am 02.09. in Dortmund wurde der Abschlussbericht zum Modellversuch „Vernetzte Verwaltung“ der Fachöffentlichkeit vorgestellt, bei dem das IfG.CC die wissenschaftliche Begleitung wahrgenommen hat. In dem Bericht werden die Verläufe und Ergebnisse der Projekte „Finanzzentrum Baumberge“, „Servicestelle Personal beim Kreis Warendorf“, „Shared Service Center digitale Postbearbeitung“, und „Vernetzte Verwaltung Nordlippe“ dokumentiert. Aufgabe des IfG.CC war es, aus wissenschaftlicher Sicht die einzelnen Projekte sowie das Gesamtprojekt zu beurteilen. Dafür wurden die Projekte entlang des Projektverlaufs betrachtet, um nicht nur das Ergebnis, sondern auch den Weg der Umsetzung zu analysieren.
Ziel des Modellversuchs war es, neue Formen der interkommunalen Zusammenarbeit auf der Basis der heutigen informationstechnischen Möglichkeiten zu erproben und dadurch neue Formen einer wirtschaftlicheren und bürgerorientierteren öffentlichen Leistungserbringung zu realisieren. Das Projekt begann im Juni 2007 mit einem Interessensbekundungsverfahren und endete im Juni 2010.
Mit dem vorliegenden Abschlussbericht ist die Arbeit des IfG.CC, das die Umsetzung der Projekte im Auftrag des dortigen Ministeriums des Innern und von d-NRW seit mehreren Jahren begleitet hatte, abgeschlossen.

A.2 Toulouse, Frankreich, 08.-10.09.: Konferenz der European Group of Public Administration (EGPA)
Vom 08.-10.09. fand in Toulouse (Frankreich) die alljährliche Konferenz der European Group for Public Management (EGPA) statt. Das IfG.CC war vertreten durch Prof. Dr. Tino Schuppan, der ein Paper zusammen mit Prof. Klaus Lenk zu Problemen bei der Umsetzung von ebenenübergreifenden eGovernment-Projekten vorstellte.
Forschungsfrage war, warum innovative vernetzte Verwaltungslösungen, wie der Einheitliche Ansprechpartner oder Shared Services, sich nur langsam durchsetzen bzw. scheitern. Zur Erklärung wurde ein Innovationsmodell verwendet, das aus mehreren Phasen (Initiierung, Konzeption, Implementation, Routinisierung) besteht, in denen verschiedene Akteure mit verschiedenen Interessen und Einstellungen aufeinandertreffen. Gleichzeitig sollte überprüft werden, ob sich dieses Modell generell zur Erklärung von Projektergebnissen eignet. Nach diesem Modell sind die Umsetzung und das Ergebnis eines Projekts abhängig von den Akteurskonstellationen, die sich in den einzelnen Arenen unterscheiden können. Neben der Akteursperspektive sind auch institutionelle Aspekte zu berücksichtigen, damit ein Projekt ein Erfolg hat.
Das IfG.CC zählt zu den wenigen deutschsprachigen wissenschaftlichen Einrichtungen, die sich seit Jahren regelmäßig an der internationalen akademischen Diskussion zur Verwaltungsmodernisierung und eGovernment beteiligen, wofür sich im Rahmen der European Group of Public Administration (EGPA) jährlich Wissenschaftler aus ganz Europa treffen.

A.3 Tallinn, Estland, 09.-10.09.: EGOPRISE-Projekttreffen
Im Rahmen des 2. Projekttreffens des Projektes „Egoprise“ hielt Friederike Thessel, wissenschaftliche Mitarbeiterin des IfG.CC einen Vortrag zum Thema „Modellierung von Prozessketten zwischen Wirtschaft und Verwaltung“. Darin stellte sie die am IfG.CC entwickelte Methode zur Identifizierung und Priorisierung von Prozessketten sowie zur Prozessmodellierung vor. Mit dem Vortrag sollte die in den nächsten Monaten anstehende Projektarbeit thematisch vorbereitet werden.
Egoprise steht für "E-Government solutions as instruments to qualify the public sector for the specific needs of small and medium sized enterprises (SMEs) in the rural Baltic Sea Regions" und wird aus dem Baltic Sea Region Programme 2007-2013 finanziert. Ziel des Projektes ist es, Prozessketten zwischen Unternehmen und der öffentlichen Verwaltung im Ostseeraum mit IT-Unterstützung zu optimieren bzw. neu zu gestalten. Dadurch soll kleinen und mittelständischen Unternehmen der Zugang zum Arbeitsmarkt im Ostseeraum und Unternehmensclustern erleichtert werden. Projektpartner sind öffentliche Verwaltungen und Institutionen sowie Unternehmen bzw. Unternehmerverbände aus Dänemark, Deutschland, Estland, Finnland, Lettland, Litauen, Schweden und Weißrussland. Leadpartner ist der Zweckverband „Elektronische Verwaltung in Mecklenburg-Vorpommern“.
Aufgabe des IfG.CC ist, die Projektpartner mit seiner Prozess- und eGovernment-Expertise zu unterstützen.

A.4 Berlin, 10.09., Preisverleihung 10. eGovernment-Wettbewerb von BearingPoint und Cisco
Am 10.09. wurden im Rahmen des diesjährigen Ministerialkongresses die Preise an die Gewinner des 10. eGovernment-Wettbewerbs überreicht, der jährlich von Bearing Point und Cisco unter der Schirmherrschaft des Bundesinnenministeriums ausgerichtet wird.
Als Jurymitglied übergab Prof. Dr. Tino Schuppan den Preis in der Kategorie „Modernste Verwaltung“ an das Bundesverwaltungsamt (BVA). Die Jury begründete ihre Entscheidung damit, dass es das BVA in den letzten Jahren in hervorragender Weise geschafft hat, sich zu einem kompetenten Dienstleister zu entwickeln. Zu nennen sind diverse Shared Services und der Aufbau diverser Dienstleistungszentren, das BIT oder auch das Deutsche Verwaltungsdiensteverzeichnis. Letzteres wurde auch international ausgezeichnet. Dabei ist es dem BVA – im Unterschied zu vielen anderen Modernisierungsvorhaben – auch gelungen, die Organisation und die Mitarbeiter in entsprechender Weise einzubinden. Personalentwicklung, internes Wissensmanagement, Qualitätsmanagement und Controlling sind nur einige Punkte, die zu einer modernen Bundesverwaltung beigetragen haben. Mit dieser Gesamtausrichtung ist das BVA Vorbild für viele Landesverwaltungsämter, aber auch für kommunale Einrichtungen geworden. Die Existenz des BVA als moderner Dienstleister hat auch eine nicht zu unterschätzende gesamtstrategische Bedeutung für die öffentliche Verwaltung. Sie trägt wesentlich zum Kompetenzerhalt und zur Qualitätssicherung im öffentlichen Sektor bei und sorgt durch seine Arbeit für mehr Wettbewerb auf dem Markt für Dienstleistungen bei Behörden. Es kommt nun darauf an, dass die diversen Reformmaßnahmen auch zu einem Kulturwandel führen, so dass die neuen Modernisierungsansätze von den Beschäftigten innerhalb wie außerhalb des BVA gelebt werden.
Weitere Preisträger waren u.a. das Brandenburgische Innenministerium in der Kategorie „Innovativstes eGovernment-Projekt für gesellschaftliche Lösungen“ mit dem Portal Maerker Brandenburg und die Berliner Senatsverwaltung für Inneres und Sport mit der IT-Umsetzung der EU-Dienstleitungsrichtlinie.

A.5 ISPRAT-Forschungsprojekt: Wandel von Kompetenzen durch IT
Mitte September hat das Forschungsprojekt „eKompetenzen“ begonnen. Ausgeführt wird das Projekt von der Deutschen Hochschule für Verwaltungswissenschaften (DHV) in Speyer, Prof. Dr. Hill und dem IfG.CC. Die Finanzierung erfolgt durch das ISPRAT-Institut.
Das einjährige Forschungsprojekt hat vor dem Hintergrund des verstärkten IT-Einsatzes zum Ziel zu untersuchen, inwieweit sich die Arbeitsorganisation und damit zusammenhängend Kompetenzanforderungen bereits verändert haben und zukünftige Anforderungen zu bestimmen. Ausgangshypothese ist, dass es heute bereits massive Änderungen der Arbeitsorganisation im öffentlichen Dienst gibt, die im hohem Maße das Denken und Handeln der Mitarbeiter verändert haben, was jedoch weitestgehend unerforscht ist. Insbesondere verlaufen Leistungsprozesse zunehmend arbeitsteilig und organisationsübergreifend in vernetzten Arbeitsformen. Daneben richtet sich der Untersuchungsfokus auch auf die Fähigkeiten, die neuen Strukturen – insbesondere vernetzte Verwaltungsstrukturen, die auf IT basieren – einzuführen. Um neue Kompetenzen hinreichend konkret ermitteln zu können, ist ein Methoden-Mix erforderlich. Geplant sind Fallstudienanalysen und Experteninterviews. Diese methodischen Ansätze bilden die Basis für eine strukturierte Ableitung eines eGovernment-Kompetenzrahmens. Folgende Fälle sollen im Hinblick auf Kompetenzänderungen näher untersucht werden: die Arbeit in einem D115-Call-Center, in einem Shared Service Center und die Arbeit mit einem Wiki. Ziel ist es, herauszufinden, welche „eTransformationskompetenz“ zukünftig in der Verwaltung erforderlich ist.

V.1 Universität Salzburg, Österreich, 13.09.2010: IfG.CC bietet Public-Management-Kurs für Führungskräfte an
Das IfG.CC führte am 13.09.2010 im Executive Masterprogramm der University of Salzburg Business School (SMBS) den Kurs „Einführung in Public Management“ für Führungskräfte durch.
Nach der fachlich-begrifflichen Einordnung von Public Management, in der u.a. das veränderte Staatsverständnis und die Kernansätze des (New) Public Management vermittelt wurden, wurden die theoretisch-konzeptionellen Grundlagen gelegt. In diesem Bereich wurden ausgewählte Modelle zum Verstehen öffentlicher Leistungserbringung mit Bezug zu Public Management diskutiert und grundlegende theoretische Bezüge hergestellt. Im dritten Teil der Veranstaltung wurden anhand von Fallstudien die Kernansätze vertieft, mit ausgewählten Instrumenten verbunden und in einen Anwendungskontext gesetzt. Im letzten Teil ging es um neuere Entwicklungen/Ansätze, wie Public Governance und eGovernment und ihre Bezüge zu Public Management.
Das Salzburger Masterprogramm ist berufsbegleitend und vermittelt aktuelle Führungskompetenzen und Management-Tools zur Bewältigung gegenwärtiger Herausforderungen im öffentlichen Sektor. Die Teilnehmer des Masterkurses arbeiten v.a. in verschiedenen österreichischen Bundesministerien.
Das IfG.CC bietet bereits seit einigen Jahren unterschiedliche Masterkurse auf hohem Niveau an, in denen Forschungsergebnisse und eGovernment-Wissen für angehende Führungskräfte in der gebotenen reflektiv-kritischen Form vermittelt werden.

V.2 BTU Cottbus, 22.-23.09.: Vortrag bei der 11. DINI-Jahrestagung 2010 "Prozesse – Dienste – Mobilität
Vom 22.-23.09. fand an der BTU Cottbus die 11. DINI-Jahrestagung statt. Michael Hüllen vom Ministerium des Innern des Landes Brandenburg stellte in einer Keynote mit dem Titel „Prozessmanagement als Herausforderung im Kontext der Modernisierung der Verwaltung des Landes Brandenburg“ u.a. Ergebnisse der vom IfG.CC 2008/2009 bearbeiteten Prozessketten-Studie vor. Ziel der Studie war es, strategisch relevante Prozessketten aus dem Bereich Informationspflichten zwischen Unternehmen und öffentlicher Verwaltung mit der Zielsetzung, Bürokratiekosten zu senken, zu identifizieren, zu beschreiben und Vorschläge zu ihrer Optimierung zu erarbeiten.
In dem Vortrag wurde als Weiterentwicklung der Prozesskettenstudie u.a. auch das Projekt ePort BBI vorgestellt, an dessen Konzeption das IfG.CC auch maßgeblich beteiligt war. Im Rahmen des Projekts soll in der Flughafenregion Berlin-Brandenburg International (BBI) eine neue Qualität der Interaktion zwischen den dort ansässigen Unternehmen und den Stellen der öffentlichen Verwaltung etabliert werden.

V.3 Berlin, 23.09.: Vortrag auf der Klausurtagung des IT-Planungsrates
Am 23.09. fand eine Klausurtagung des am 01.04.2010 neu gegründeten IT-Planungsrates statt, auf der die Erwartungen, aber auch die Möglichkeiten für eine Zusammenarbeit des Rates mit der Wissenschaft, der Politik und Verwaltung sowie der Wirtschaft diskutiert und erörtert wurden. Das IfG.CC, vertreten durch Prof. Tino Schuppan, stellte Erwartungen und mögliche Aufgaben aus Sicht der Wissenschaft vor.
Die Aufgaben des IT-Planungsrats können aus fachlichen eGovernment-Anforderungen und internationalen Entwicklungen abgeleitet werden. Im Bereich der strategischen Ausrichtung schlug das IfG.CC vor, eine Zukunftskonzeption „Föderales eGovernment Deutschland“ zu entwickeln, um ein Modell zu haben, mit dem ohne Beeinträchtigung der hoheitlichen Arbeitsteilung und unter Beibehaltung föderaler Handlungsspielräume die Potenziale von eGovernment genutzt werden können. Weitere Handlungsanforderungen liegen im Bereich der Umsetzung, da bisher weitestgehend unklar ist, welche Voraussetzungen erfüllt sein müssen, um ebenenübergreifende Projekte erfolgreich zu einzuführen. Hierfür sollte der IT-Planungsrat so genannte eTransformationskompetenzen ermitteln und vermitteln und Begleitforschung zum Management vernetzter eGovernment-Projekte initiieren. Weiterhin könnte der IT-Planungsrat aufgrund seiner zentralen Funktion potenziell „exportfähige eGovernment-Güter“, wie SAGA, D115 oder DE-Mail, international vermarkten. Ebenso wichtig ist es, die internationale eGovernment-Entwicklung zu beobachten und systematisch im Hinblick auf die Verwertbarkeit für Deutschland auszuwerten. Denn seit einigen Jahren ist eGovernment selbst zum Objekt der Globalisierung geworden, wie Länder wie Südkorea oder Singapur zeigen, die ihre eGovernment-Ansätze massiv vermarkten und exportieren.

V.4 Speyer, 13.-15.10.2010: Tagung „Verwaltungsmodernisierung – Bilanz und Perspektiven“ an der Deutschen Hochschule für Verwaltungswissenschaften Speyer
Vom 13.-15.10. findet an der DHV Speyer unter der Leitung von Prof. Dr. Hermann Hill die jährliche Tagung zur Verwaltungsmodernisierung, diesmal unter der Überschrift „Bilanz und Perspektiven“ statt. Hintergrund ist, dass Finanzkrise und Schuldenbremse es erfordern, Verwaltung neu zu definieren. Eine Fortschreibung alter Konzepte unter etwas verschärften Bedingungen reicht nicht mehr aus. Ein struktureller Neuanfang und eine grundlegende Neuorientierung sind dazu erforderlich.
Der wissenschaftliche Direktor des IfG.CC, Prof. Dr. Tino Schuppan, hält im Rahmen dieser Tagung am 13.10. einen Vortrag über eKompetenzen.
Fokus des ersten Tages bilden Trends und Perspektiven der Verwaltung 2020. Diskutiert werden Themen wie „Neues Regierungsprogramm zur Verwaltungsmodernisierung“ und „Open Government“ werden. Schwerpunkte des zweiten Tages bilden die Themenbereiche „Finanzen“ mit Vorträgen von Verantwortlichen aus den Ministerien in Niedersachsen und Hessen sowie „Personal“ mit Vorträgen zur Personalentwicklung in Zeiten knapper Kassen und geeigneter Personalentwicklungskonzepte. Organisations- und Servicekonzepte stehen am letzten Tag auf der Agenda. Hier gibt es u.a. einen Praxisbericht zu Shared Services aus dem Bundesministerium des Innern.

V.5 Bonn, 11.-12.11.2010: "e-motion 2010 - Stadtentwicklung und IuK-Technologien“
Vom 11.-12.11. findet zum dritten Mal die Tagung "e-motion – Stadtentwicklung und IuK-Technologien" im Haus der Deutschen Welle in Bonn statt. In diesem Jahr steht der Zusammenhang zwischen Wirtschaft, neuen Technologien und Stadtentwicklung im Mittelpunkt der Tagung.
Die Konferenz ist Teil der wissenschaftlichen Begleitforschung des Deutschen Telekom Projekts „T-City“ in Friedrichshafen, in die das IfG.CC von Beginn an eingebunden ist. Im Rahmen dieser Konferenz geht es darum zu klären, welche Auswirkungen breitbandige IuK-Technologien auf die Lebensqualität für die Menschen und die Standortqualität für die Unternehmen haben. Räumliche und gesellschaftliche Auswirkungen dieser Technologien in verschiedenen Städten und Anwendungsbereichen stehen im Mittelpunkt der Tagung. Mit der Konferenz „e-motion 2010“ wird in diesem Jahr der Bereich Zukunft von Wirtschaft und Arbeit vertieft. Die neuen Informations- und Kommunikationstechnologien eröffnen Standortfreiheiten für wirtschaftliche Aktivitäten, z.B. Online-Einkauf von zuhause, innovative Konzepte für die Abwicklung des Güterverkehrs oder „mobile“ Arbeitsorganisation.
Am ersten Tag werden die Themen im Rahmen von Impulsvorträgen von Wissenschaftlern und Praktikern behandelt und am zweiten Tag vertiefend in drei Workshops diskutiert.

K.1 Berlin, 01.10.2010: IFGCC unterstützt Konferenz "Zehn Jahre eGovernment-Memorandum"
Das IfG.CC unterstützt die Konferenz "Zehn Jahre Memorandum 'Electronic Government als Schlüssel zur Modernisierung von Staat und Verwaltung'" am 01.10.2010 in Berlin.
Die Veranstaltung wird gemeinsam mit dem Hochschulkolleg E-Government der Alcatel-Lucent-Stiftung, des Fachausschusses Verwaltungsinformatik der Gesellschaft für Informatik e.V. und der Informationstechnischen Gesellschaft im VDE durchgeführt.
Im September 2000 wurde unter der wissenschaftlichen Leitung von Prof. Dr. Klaus Lenk das Memorandum „Electronic Government als Schlüssel zur Modernisierung von Staat und Verwaltung“ in Berlin der Fachöffentlichkeit und der Bundesregierung vorgestellt. Mit diesem vom Fachausschuss Verwaltungsinformatik der Gesellschaft für Informatik e.V. und der Informationstechnischen Gesellschaft im VDE erarbeiteten und von über 80 Fachleuten unterzeichneten Text wurde eine programmatische Aussage über die Chancen einer durchgreifenden Modernisierung von Staat und Gesellschaft mit E-Government getroffen. 2005 wurden mit einem Forschungsmemorandum des Fachausschusses Verwaltungsinformatik der Gesellschaft für Informatik e.V. (Koordinator: Prof. Dr. Tino Schuppan, IfG.CC Potsdam) die nötigen wissenschaftlichen Vorarbeiten für dieses Modernisierungsprogramm eingefordert.
Die Konferenz wird in einer Zusammenschau von Verwaltungsmodernisierung und E-Government Bilanz ziehen über die inzwischen erreichten Erfolge. Vor allem aber wird sie im Sinne eines „Rückblicks nach vorn“ die nunmehr anstehenden Veränderungen umreißen und Aufgaben für das kommende Jahrzehnt formulieren. Wenn auch die anspruchsvollen Ziele des Memorandums im vergangenen Jahrzehnt nur teilweise erreicht werden konnten, sind inzwischen doch wichtige Weichen für eine „E-Transformation“ des öffentlichen Sektors gestellt. Eine grundlegende Besinnung auf die Reformnotwendigkeiten des kommenden Jahrzehnts wird damit erforderlich.

Wie bereits in den vergangenen Jahren wird Prof. Dr. Tino Schuppan zusammen mit Prof. Miriam Lips (Professor für eGovernment, Victoria University of Wellington, Neuseeland) den Panel Track zu eGovernment leiten, das in diesem Jahr unter der Überschrift "E-Government, Public Sector Reform and Innovation" steht.

2. Schwerpunktthema des Monats: IKT in Entwicklungsländern (ICT4D) / Key Issue of the Month: ICT for Development (ICT4D)

Vom 20.-22.09. fand zum Auftakt der 65. UN-Generalversammlung in New York ein Millenniumsgipfel statt, auf dem zehn Jahre nach ihrem Beschluss eine Zwischenbilanz zur Umsetzung der Millennium-Entwicklungsziele gezogen wurde.
Im September 2000 verabschiedeten 189 Mitgliedstaaten der Vereinten Nationen mit der Millenniumserklärung einen Katalog grundsätzlicher, verpflichtender Zielsetzungen für alle UN-Mitgliedstaaten. Dieser Katalog beinhaltet acht Millennium-Entwicklungsziele (Millennium Development Goals), die bis zum Jahr 2015 umgesetzt werden sollen. Die Lebensbedingungen auf der Welt sollen grundlegend verbessert werden. U.a. sollen Hunger und Armut bekämpft, die Gesundheitsversorgung verbessert, die Schulbildung gefördert und globale Partnerschaften zur industriellen und gesellschaftlichen Entwicklung forciert werden.
Die Bilanz bei der Erreichung der acht Millenniums-Ziele fiel sehr unterschiedlich aus. Vor allem bei der Armutsbekämpfung ist die Weltgemeinschaft nicht so weit vorangekommen wie geplant. Der Anteil der Menschen in Entwicklungsländern, die mit weniger als 1,25 US-Dollar am Tag auskommen müssen, liegt noch bei 27 Prozent. Die Gesundheitsversorgung konnte hingegen deutlich verbessert werden. So haben 2008 bspw. zehnmal mehr HIV-Infizierte moderne Medikamente bekommen als noch fünf Jahre zuvor.
Der Einsatz neuer Technologien, insbesondere von Informations- und Kommunikationstechnologien kann die Umsetzung der Millenniumsziele in den Entwicklungsländern unterstützen. Unter dem Begriff ICT4D (ICT for Development) wird die Erforschung von Wirkungen und Potenzialen des IT-Einsatzes und E-Government in Entwicklungs- und Schwellenländern verstanden. Ein Schwerpunkt bei ICT4D ist die Frage, unter welchen Bedingungen IT-Anwendungen zur Armutsreduzierung beitragen können.
In dieser Ausgabe des Infobriefs geben wir anhand ausgewählter Meldungen aus Entwicklungsländern einen Überblick, wie der Einsatz von IT Entwicklungen in den Bereichen Gesundheit, Bildung und Industrie unterstützen kann. Es wird aber auch deutlich, welche Defizite es noch gibt bzw. wo in den kommenden Jahren erhöhter Handlungsbedarf besteht.

2.1 Kenya: Time to automate business registration processes
Many entrepreneurs have shared stories of the frustration they encountered in registering their businesses in Kenya. While this is partly due to their own ignorance of the steps required, it is also due to the numerous processes that one has to go through.
In Doing Business in Kenya 2009 report, the World Bank and the International Finance Corporation says it requires 12 procedures, 34 days, and costs 36.48 per cent gross national income per capita to register a company in Kenya. This is the minimum days that one spends if you are visiting the government agencies for the first time, all information is readily available and that the various officials that are to help you through the registration process worked without the debilitating effects of corruption. Most of these procedures require more than one physical visit to the relevant offices.
Internet and mobile technology can be used to cut down on some of these procedures. For example, searching for a business name can be done through the Internet and mobile phone. Payment of registration fees can also be done online via debit or credit cards or via the popular mobile payment services. You can also get a notification for collection of the business certificate via mobile or through your e-mail. These three steps alone would significantly reduce the headache and time one spends going to the registry.

2.2 Namibia: Digitisation: a catalyst to development
Rapid digitisation is necessary and imperative in Namibia to promote the pace of socio economic development and improve many areas of the society. This is because digital usage has the potential of revolutionising communication activities and media, creating better business opportunities, redefining national values and place Namibia on the map of the digitally compliant world.
Namibia needs to shift gears in order to justify her existence in the changing information sharing environment within the country and to the world at all levels. I do encourage and support the numerous policies, initiatives and incentives by the government towards the creation of a virile enabling environment for the growth of the local ICT industry. I implore the government to focus on capacity building at all levels, policy and regulatory environments, infrastructures, human resources, development of local content and services of digitization.

2.3 Zentralafrika: Breitband kostet drei Jahresgehälter
Mobiltelefonie und Internet haben das Leben in Afrika revolutioniert. Der Zugang zu Breitbandtechnologien ist in afrikanischen Ländern am teuersten. Verglichen mit dem Einkommen kostet ein Monat Breitband laut aktuellen UN-Zahlen in der Zentralafrikanischen Republik mehr als drei durchschnittliche Jahresgehälter. Mit Äthiopien, Malawi, Guinea und Niger führen weitere afrikanische Staaten die Liste an. Zum Vergleich: In den USA müssen Leute gerade einmal 0,5 Prozent ihres Monatsgehalts für einen Breitbandzugang ausgeben. In den meisten europäischen Ländern liegen die Kosten nur unweit höher.
Während traditionelle Entwicklungsarbeit sich seit jeher auf die Sicherung von Grundbedürfnissen wie den Zugang zu Nahrungsmitteln, sauberem Wasser, Medikamenten sowie freier Bildung konzentrierte, haben bereits viele Helfer das Potenzial von neuen Technologien zur Verbesserung der allgemeinen Lebensbedingungen erkannt. "Abgesehen von akuten Katastrophensituationen ist das keine Frage von entweder oder. Wie der Erfolg der Mobiltelefonie in Afrika eindrücklich zeigt, ist die Kommunikation wie Essen und Trinken in der Bedürfnispyramiden ganz weit unten angesiedelt", sagt Florian Sturm, Mitgründer der Non-Profit-Organisation ICT4D.at.

2.4 African goverments lagging behind in ICT
Imported social and economic programmes have failed to enhance African countries' rate of industrialisation and there is need to realign present local policies with regards to ICT-driven strategies. This came out of the ongoing Information and Communication Technology (ICT) Africa conference in Harare.
African countries have seen decades of imposed structural adjustment policies that have failed to raise industrialisation levels on the continent. In view of the 2007 global financial crunch, whose effects are still being felt today. There is widespread dissatisfaction with the outcomes of extensively liberalised markets.
Zimbabwe Open University Pro Vice Chancellor Professor Gabriel Kabanda noted a disparity between foreign-initiated development schemes and the requirements of the emerging markets, and instead proposed local initiatives based on appropriate technologies. 'Many donor-driven initiatives that excluded both policy-formulation frameworks and sustainable capacity building have not brought meaningful development in these African countries.

2.5 India connects African schools and hospitals
The quality of African education and health care is expected to improve following the inauguration of the second phase of the pan-African e-network project.
The Indian government is moving to connect African Union countries with a satellite and fiber-optic network to enable the sharing of India's expertise in education and health care.
"With this project, we hope to get quality education from India since a lecturer can stand in India and deliver a lecture to students at not only Makerere University, but to other universities in Africa," Sam Kutesa, Uganda's foreign affairs minister, said after the launch of the project in the country.
Kutesa noted that the project has the capacity to deliver high-quality video footage of surgery taking place at a hospital in India. He said that not only can doctors in India guide physicians at hospitals in Uganda or any of the participating countries, but that medical students can also use the facility as a learning tool.
This first phase of the project started in February 2009 and covered 11 countries. The project is being implemented in 47 African countries and has been completed in 34 countries.

3. eGovernment in der deutschen Hauptstadtregion Berlin-Brandenburg / eGovernment in the German Berlin-Brandenburg capital region

3.1 Brandenburg: Elektronischer Bürgerservice 'Maerker' siegt beim bundesweiten E-Government-Wettbewerb
Der vom Innenministerium und Brandenburgs Städte- und Gemeindebund initiierte elektronische Bürgerservice ‚Maerker Brandenburg’ ist in diesem Jahr das bundesweit „innovativste eGovernment-Projekt für gesellschaftliche Lösungen“. Die Projektverantwortlichen wurden in Berlin für den Sieg von ‚Maerker’ in der entsprechenden Kategorie des 10. E-Government-Wettbewerbs für Bundes-, Landes- und Kommunalverwaltungen geehrt, der von den IT-Firmen BearingPoint und Cisco ausgerichtet wird. Schirmherr des Wettbewerbs ist Bundesinnenminister Thomas de Maizière.
Mit ‚Maerker’ können Bürger seit einem Jahr in den inzwischen 26 teilnehmenden brandenburgischen Kommunen per Mausklick auf Ordnungsmängel aufmerksam machen und deren Abstellung verfolgen. Über 2.300 Maerker-Hinweise gingen so bisher über das Internet bei den beteiligten Kommunen ein.

3.2 Berlin-Brandenburg: Der Verkehrsverbund Berlin-Brandenburg rüstet für 2011 auf das bequemere E-Ticket um
Zeitfahrkarten aus Papier gehören in Berlin und Brandenburg bald der Vergangenheit an. Eine Chipkarte (E-Ticket) soll sie ersetzen. Ein festes oder mobiles Lesegerät kontrolliert dann die Gültigkeit. Bei Verlust kann der elektronische Fahrschein schnell gesperrt und ersetzt werden, verspricht der Verkehrsverbund Berlin-Brandenburg (VBB). Er ist fälschungssicher und kann mehrere Jahre verwendet werden. So sparen sich die Betriebe den oft üblichen Druck und Versand von Wertmarken. Und wer sein Ticket mal zu Hause vergessen hat, kann im System gefunden werden.
Die Umstellung auf die neue Technik erfolgt schrittweise. Mit der Einführung der E-Tickets rechnet der VBB „im Jahr 2011“ und relativiert die Aussage der Berliner Senatsverwaltung für Stadtentwicklung, die den Start der neuen Technik für April 2011 angekündigt hatte. Aufgrund der hohen Anzahl der Verkehrsunternehmen sei der Beratungsbedarf sehr hoch.

4.1 Saxony-Anhalt: Stroke telemedicine network expanded
The first stroke telemedicine network in Saxony-Anhalt located at the Otto-von-Guericke University of Magdeburg expanded significantly, connecting the Bernburg Hospital with the Stroke Centre of the University Hospital. During a ceremony that took place at the Bernburg hospital both the project and the innovative technology were presented to medical staff, representatives of the city, health insurance staff and guests.
In the framework of the Telemedical Acute Stroke Care (TASC) research project, interdisciplinary staff consisting of economists, engineers and medical professionals in workable business models and in advanced telemedicine technologies is working to improve the healthcare provided to acute stroke patients. The research project is based at the Entrepreneurship Centre of the University Magdeburg and is carried out in cooperation with the Department of Medical Telematics and Medical Technology of the University, the Department of Neurology, the Stroke Unit and the Department of Neuroradiology at the University Hospital of Magdeburg.

4.2 Rheinland-Pfalz: Behördenrufnummer 115 jetzt auch in Rheinland-Pfalz erreichbar
Ab dem 1. September 2010 kann die einheitliche Behördenrufnummer 115 auch in Rheinland-Pfalz gewählt werden: Die Stadt Trier und der Kreis Trier-Saarburg schalten die 115 für ihre Bürgerinnen und Bürger frei. Schon bald sollen weitere rheinland-pfälzische Kommunen folgen. Insbesondere Koblenz und Mainz interessieren sich für eine Teilnahme an dem Projekt.

4.3 Deutschland: IT-Modernisierung in der Bundeswehr immer noch umstritten
Das IT-Modernisierungsprojekt der Bundeswehr "Herkules" ist innerhalb der Bundeswehr immer noch umstritten. Dies geht aus einem veröffentlichten Forschungsbericht zur Nutzerzufriedenheit hervor. Über 30.000 Nutzer hatten 2009 an einer entsprechenden Umfrage teilgenommen. Darunter befanden sich 7.000 Nutzer, die bereits mit modernisierten Systemen arbeiten. Erste Ergebnisse waren bereits Ende April bekannt geworden. Demnach hatten 70 Prozent aller Nutzer des teilmodernisierten Systems angegeben, ihre Aufgaben erfüllen zu können. Nur ein Viertel hatte eine verschlechterte Situation beklagt.
Das Modernisierungsprojekt habe in puncto "Ergebnisqualität" von den Bundeswehrangehörigen "positive Noten" erhalten, heißt es in dem Bericht. "Defizite" gebe es bei der Struktur- und Prozessqualität, zum Beispiel gab es Probleme bei der Organisation des Rollouts. Das Projektziel, über Standardisierung und zentralisierte Bewirtschaftung effizienter zu werden, stehe den speziellen Anforderungen der "sehr heterogenen" Dienststellen gegenüber. Der weitere Erfolg des Projekts hänge davon ab, ob die Verantwortlichen den Spagat "nachhaltig" bewältigen können.

4.4 Deutschland: Gesundheitswesen investiert in IT
Bis 2014 sollen die Investitionen in moderne Informationstechnologien im deutschen Gesundheitswesen von 4,2 Milliarden Euro in diesem Jahr auf 5 Milliarden Euro steigen.
Hauptgrund ist der Druck zu mehr Effizienz, wie der Hightech-Verband BITKOM unter Berufung auf eine aktuelle Studie des Münchener Marktforschungsinstituts Pierre Audoin Consultants (PAC) berichtet. „Die kontinuierlich steigenden Kosten im deutschen Gesundheitssystem können durch IT-Lösungen deutlich begrenzt oder sogar zurückgefahren werden“, sagte BITKOM-Präsident August-Wilhelm Scheer. „Eine moderne IT hilft gleichzeitig, die medizinische Versorgung zu verbessern und sie entlastet Ärzte und Pflegepersonal von bürokratischen Aufgaben.“

4.5 Deutschland verliert bei Breitband den Anschluss, Studie
Laut einer Untersuchung von Arthur D. Little verschläft Deutschland die Internet-Zukunft: Nur zwei von 100 Haushalten hatten Ende 2009 die Möglichkeit, ein Glasfasernetz zu nutzen.
Deutschland, aber auch ganz Europa (sechs Prozent), liegen damit deutlich hinter führenden Ländern Asiens wie etwa Korea, wo diese Quote über 40 Prozent beträgt. Klaus von den Hoff, globaler Director der TIME-Practice bei Arthur D. Little, befürchtet durch den zu langsamen Ausbau einen gravierenden Wettbewerbsnachteil. "Die meisten EU-Länder liegen beim Ausbau des Glasfasernetzes im internationalen Vergleich sieben Jahre zurück. Diese Länder, und das gilt auch für Deutschland, fallen dadurch wiederum im internationalen Standort-Wettbewerb zurück", warnt er.
Von den Hoff fordert daher, dass Regulierungsbehörden und Regierungen den Netzausbau bis zur Wohnung (Fibre to the home - FTTH) stärker und proaktiver unterstützen sollten. "In Asien und den USA fördern die Regierungen den Roll-out des Glasfasernetzes dadurch, dass sie unter bestimmten Bedingungen Telekom-Anbieter von der Verpflichtung befreien, ihren Wettbewerbern Zugang zum Glasfasernetz geben zu müssen", so Karim Taga, Managing Director von Arthur D. Little Österreich und Autor der Studie. Solche Maßnahmen wären auch in Europa dringend notwendig, damit bei den modernen, leistungsstarken Kommunikationstechnologien nicht die Wettbewerbsfähigkeit verloren geht.

4.6 Deutschland: IT-Planungsrat beschließt Nationale E-Government Strategie
Der IT-Planungsrat des Bundes und der Länder hat in Berlin auf seiner dritten Sitzung die Nationale E-Government Strategie beschlossen. Mit dieser haben sich Bund, Länder und Gemeinden zum ersten Mal gemeinsam darauf verständigt haben, wie die elektronische Abwicklung von Verwaltungsangelegenheiten über das Internet weiterentwickelt werden soll.
Die Beauftragte der Bundesregierung für Informationstechnik und Vorsitzende des IT‑Planungsrats, Frau Staatssekretärin Cornelia Rogall-Grothe, zeigte sich zuversichtlich: "Mit der gemeinsamen E-Government Strategie von Bund, Ländern und Gemeinden wird es uns gelingen, bei der von den Bürgern und Unternehmen gleichermaßen erwünschten Erledigung von Behördenangelegenheiten über das Internet schneller voranzukommen."

5.1 Österreich: Digitale Signatur wird durch Handy zum Kinderspiel
Das elektronische Signieren von Dokumenten funktioniert in Österreich ab sofort auch ohne Kartenlesegerät und Zusatzsoftware. Lediglich ein freigeschaltetes Mobiltelefon sowie eine Internetverbindung sind notwendig. Möglich macht dies eine neue Funktion in der E-Tresor-Umgebung, die seit Kurzem verfügbar ist. "Unser Ziel ist es, dass alle Bürger, aber auch Unternehmen die Vorteile der Signaturwelt nutzen können, ohne zusätzliche Software oder Hardware installieren zu müssen", erklärt Michael Butz, Geschäftsführer von A-Trust. Für die massentaugliche Verbreitung der elektronischen Signatur sei die Kombination Web-Login plus Handy-Bestätigungscode auf jeden Fall der richtige Weg, ist Butz überzeugt.
Der von A-Trust ins Leben gerufene E-Tresor ist als digitaler Online-Datensafe konzipiert, in dem alle wichtigen Dokumente sicher und verschlüsselt aufbewahrt werden können. Die jeweiligen Daten werden dazu auf gespiegelten Servern im Hochsicherheits-Rechenzentrum von A-Trust gespeichert. Die neue Signier-Funktion ist sowohl über den kostenlosen Basis-Account, als auch den 36 Euro teuren Private-Account nutzbar. In der Gratis-Variante ist der Vorgang allerdings nur fünf Mal durchführbar.

5.2 Romania: Implementation of the platform for integrating eGov services in National Electronic System
The National Centre 'Digital Romania' (CNRD), the public body affiliated to the Ministry of Communications and Information (MCSI) has started running the project entitled "Platform for the integration of the eGovernment services in the National Electronic System (SEN)" whose purpose is to ensure the necessary conditions for promoting foreign investment in Romania.
The project is co-financed by European Regional Development Fund for a total of RON 20.6 million lei [approx. €4.8 million], of which RON 16.6 million (VAT excluded) [approx. €3.9 million, VAT excluded] will be in the form of a grant. The project will be implemented in Bucharest for a 23-month duration. Its overall objective is to improve the quality of the central government services for citizens, businesses and public institutions.

5.3 Albania initiates telemedicine project
The Integrated Telemedicine and e-Health Programme in Albania is a two-year, $750,000 project that will establish a National Telemedicine Centre at the Mother Theresa Hospital in Tirana and five Regional Telemedicine Centers.
Albania is working to establish its first National Telemedicine Centre through an USAID-funded project implemented by the International Virtual e-Hospital Foundation.
The programme, which was first established in Kosovo in 2002, is part of a telemedicine network being built in the Balkans. According to USAID, it is "based on the successful model of the Kosovo Telemedicine Programme".

5.4 England moving away from national IT program
England's National Health Service is effectively ending the National Programme for IT, moving away from a centralized, national strategy for deploying IT to hospitals and clinics across the country in favor of "a more locally-led plural system of procurement," according to a statement released by health minister Simon Burns. The decision is supposed to save 700 million pounds ($1.1 billion), including 200 million pounds ($309 million) from narrowing the scope of a Computer Sciences Corp. contract.
"Improving IT is essential to delivering a patient-centered NHS. But the nationally imposed system is neither necessary nor appropriate to deliver this," Burns said, according to E-Health Insider. "We will allow hospitals to use and develop the IT they already have and add to their environment, either by integrating systems purchased through the national contracts or elsewhere."

5.5 Finland: Jobs in local government - Single recruitment service online
The KuntaIT unit of the Finnish Ministry of Finance implemented the project for a nationwide solution for the recruitment of staff the municipal and local sector - the Kuntarekry.fi portal has been online since 1 September 2010.
The initiative to develop a joint municipal recruitment service was taken in 2007-2008 by KuntaIT along with several operators who undertook the network development activity. Kuntarekry.fi is under its first production phase and the service will evolve over time. The Association of Finnish Local and Regional Authorities (AFLRA) has been supporting the project.

5.6 Czech Republic: eHealth breaks a record - eHealth records system now counts 2 million users
eHealth is undergoing rapid development in the Czech Republic. One in five persons in the region of Bohemia currently takes advantage of the 'IZIP' system of electronic health records (eZk, in Czech). In mid-August 2010, the threshold of 2 million registered users was reached.
The service has been expanding dynamically among the community of health professionals as it enables them to communicate more effectively with patients and colleagues. The system now involves almost 15 000 physicians, i.e. more than a third of all health workers in the country.
The web-based electronic health records are a practical online partner for patients who can access their own health information. The system also allows the rapid sharing of valid health data between doctors and patients, as well as between doctors.

Kapit member of parliament, Datuk Alexander Nanta Linggi, said that with broadband centres set up in rural areas by the government, the people can now acquire latest the information on the economy, social matters, technology, training, education, career and knowledge.
“If our society is knowledgeable, then the efforts to push for the agenda of the electronic government or e-Government and knowledgeable workers or e-Workers will be easier,” he said when officiating at the closing ceremony of 2010 Song District Skills and Career Training Programme (PLKK)-Computer Skills Utilisation and Maintenance held in the library of Sibu Rural District Council (SRDC) in Sibu Jaya.

6.2 China: Hong Kong: Governments still 'wait and see' for Web 2.0
Governments and many large private organizations are still maintaining a "wait and see" attitude toward direct participation in Web 2.0-an environment which is "very much [used by] the people", said a Hong Kong government official, adding that phone calls and e-mail remain a popular way for the Special Administrative Region's citizens to send feedback.
During a phone interview with ZDNet Asia while in Singapore as a speaker for the SAS Forum, Hong Kong Efficiency Unit (HKEU) assistant director W.F. Yuk said that at present, Web 2.0 is more suitable for many-to-many discussions instead of one-to-many discussions. Web 2.0's openness makes it a challenge for governments as well as large corporations to give controlled responses, he noted.

6.3 India Launches Universal ID System with Biometrics
India has launched an ambitious program to fit each of its 1.2 billion residents with an Unique identification number (UID). Each number will be tied into three pieces of biometric data: fingerprints (all ten digits), iris scans (both eyes), and a picture of the face. The Unique Identification Authority of India (UIDAI) will begin processing people in various locations around the country. UIDAI aims to slowly roll out the program through February of 2011 and to ID 600 million people in the next four years! This is a mammoth program. While residents are not mandated to get a UID, a growing list of services including social welfare and even some bank accounts will soon require the identification number. If successful, this will be the first biometrically verified universal ID implemented on a national scale. India is forging new ground, drawing both fears and hopes of what a national ID number may bring with it.

6.4 Australia spends over $1.4bn on e-health
Taxpayers have forked out more than $1.4 billion on specific e-health initiatives over the past 16 years. Around half that sum was spent since the National E-Health Transition was established in 2005.
Between 1994 and 1998, $21m was spent on e-health projects. In the five years from 1999 to 2004, $564m went into similar work.
Almost $830 million was spent on e-health in the six years from 2004 to 2010, with $430m spent over the last three years.
Details of expenditure have been revealed in federal Health Department's answers to Questions on Notice from the most recent Senate estimates hearing in May. Liberal Senators Sue Boyce and Concetta Fierravanti-Wells had pursued details of spending on the NEHTA and related work programs.

6.5 U.S. military takes cloud computing to Afghanistan
The U.S. military is taking cloud computing into rugged terrain in Afghanistan, where according to Lt. Gen. Richard Zahner, the basic hardware and software technology is being packed into mobile boxes that later this year will start to play a key role in networking for soldiers in the sky and on the ground.
"We now have a government-owned cloud set," said Lt. Gen. Zahner during his keynote address at the Biometric Consortium Conference. "We're leveraging cloud technology where it's needed."
The Defense Information Systems Agency (DISA) makes use of private cloud computing in the United States for the benefit of the military, for instance in a data center run by HP. But this is the first time that military-run cloud computing has gone to Afghanistan, where warfighters in the field may depend on it for critical surveillance and decision-making information via secure networks. "The goal is to get precise and relevant information to the warfighter," Zahner said.

Ministries, ministerial-level agencies, localities and enterprises nationwide are encouraged to take part in the trial project of an online bidding application so as to improve their operation efficiency and raise the popularity of the method, according to a conference held by the Ministry of Planning and Investment.
