Srinagar has long been both an economic hub and a cultural treasure, but unplanned growth, rapid urbanization, and rising tourism led to traffic congestion, poor drainage, and disorganized markets. To tackle these challenges while preserving the city’s unique heritage, the Smart City Project was launched. IN: Meghalaya’s Smart City Projects Achieve 78 per cent Progress by July
The Meghalaya government has made significant progress in implementing projects under the Smart City Mission, achieving an overall physical completion of 77.81 per cent as of July this year. Deputy Chief Minister Sniawbhalang Dhar informed the Assembly of this update.

A.1 Potsdam, Deutschland: F+E-Projekt "PROKETTA – Erhebung von Prozessketten zwischen Wirtschaft und Verwaltung" - Präsentation erster Prozesserhebungsergebnisse aus dem Bereich Genehmigungsverfahren zur Durchführung von Großraum- und/oder Schwerverkehr in der Metropolregion Rhein-Neckar
Mitarbeiter des IfG.CC haben in den Monaten Juli und August 2013 Geschäftsprozesse für die Genehmigung von Fahrten mit Autokranen in der Metropolregion Rhein-Neckar erhoben. Hierzu wurden Workshops mit Sachbearbeitern der Genehmigungsbehörden in den drei Bundesländern Hessen, Rheinland-Pfalz und Baden-Württemberg, mit Mitarbeitern der ortsansässigen Kranunternehmen und Mitarbeitern der Polizei durchgeführt. Mit der Prozesserhebung und -analyse sollen Möglichkeiten aufgezeigt werden, wie sowohl das Genehmigungsverfahren für Autokrane als auch die Verwaltungspraxis in der Metropolregion Rhein-Neckar langfristig vereinfacht werden kann. Die Ergebnisse der Prozessanalyse wurden Ende August bei einem internen Workshop Sachbearbeitern von Genehmigungsbehörden, Mitarbeitern der Polizei und Geschäftsführern von Kranunternehmen der drei Bundesländer vorgestellt und diskutiert. Auf der Regionalkonferenz „Wirtschaft trifft Verwaltung“, die am 14. November 2013 in Worms stattfindet, werden die konsolidierten Ergebnisse und Handlungsempfehlungen einem breiteren Publikum vorgestellt.
Erste Ergebnisse der Prozessanalyse zeigen, dass es im Genehmigungsprozess viele Schnittstellen/Organisationsbrüche gibt: Neben der Genehmigungsbehörde müssen noch weitere Fachbereiche (z.B. Kfz-Zulassungsstelle oder Tiefbauamt wegen Brückenstatik) einbezogen werden bzw. Informationen zuliefern, was den Genehmigungsprozess verlangsamt. Der Genehmigungsprozess wird bei Antragstellern (Kranunternehmen) und in den Genehmigungsbehörden durch VEMAGS – ein internetbasiertes Online-Genehmigungsverfahren für Großraum- und Schwertransporte – unterstützt. Eine system- und medienbruchfreie Bearbeitung findet jedoch nicht statt, da viele bereits bestehende Informationssysteme, wie z.B. Baustellen-Informationssysteme, nicht an VEMAGS angebunden sind. Erschwerend kommt hinzu, dass in allen drei Ländern unterschiedliche Regelungen, z.B. hinsichtlich Fahrzeitbeschränkungen, Begleitung der Fahrten durch Begleitfahrzeuge oder Absicherung durch die Polizei, zu beachten sind. Für Unternehmen, die ihre Services in der Metropolregion anbieten, bedeutet das, sich mit teilweise widersprüchlichen Auflagen zu arrangieren. Dies ist z.T. mit langen Warte- und Stehzeiten sowie höheren Personalkosten für die Kranunternehmen verbunden.
Im Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ erhebt das IfG.CC derzeit bundesweit Geschäftsprozesse in Unternehmen und Verwaltungen. Ziel ist es, Referenzprozesse für staatliche Informations- und Meldepflichten (IMP) zu entwickeln. Ausgewählt wurden solche IMP, die bei Unternehmen besonders hohe (Bürokratie-)Kosten verursachen. Mit Hilfe eines beim IfG.CC entwickelten Geschäftsprozessmanagers werden die erhobenen Prozessketten und optimierten Prozesse grafisch sowie inhaltlich abgebildet. Mitarbeiter in Unternehmen und Behörden erhalten hierdurch schnell einen Überblick über die gesamte Prozesskette und können bei Bedarf detaillierte Informationen zu einzelnen Prozessschritten abrufen (z.B. Checklisten für die formale Prüfung von Anträgen).
Das dreijährige F+E-Projekt PROKETTA (proketta.ifg.cc), gefördert vom Bundesministerium für Wirtschaft und Technologie, startete am 01.04.2012. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

Ein aktueller Beitrag aus dem Projekt „Stein-Hardenberg 2.0“ ist in der Juni-Ausgabe des Behördenspiegel erschienen. In dem Artikel werden ausgewählte Erkenntnisse, die innerhalb des Forschungsverlaufs gewonnen wurden, dargestellt.
Obwohl das Projekt noch nicht abgeschlossen ist, können erste Ergebnisse und konkretisierende Thesen formuliert werden:
- „Staatlichkeit verändert sich durch IT bereits heute mehr als gedacht, manchmal auch unbemerkt, weil die Wirkungen der gegenwärtigen Praxis von Informationstechnik-Einführung nicht immer offensichtlich sind.
- „Gestaltung kann gelingen, wenn zwischen Bewirkung, Produktion und Infrastruktur unterschieden wird und alle drei Bereiche eng aufeinander bezogen werden.“
- „Die Potenziale von vernetztem eGovernment können föderalismusfreundlich genutzt werden; eine Veränderung oder gar Abschaffung von Zuständigkeiten ist nicht erforderlich.“
Das Projekt hat nicht nur wissenschaftlichen Nutzen, sondern auch unmittelbare praktische Bedeutung, weil es Themen berührt, die heute schon in der Praxis relevant sind. In nahezu jedem anspruchsvollen eGovernment-Vorhaben stellen sich Fragen von Zuständigkeiten, Verantwortung, Steuerung und Umsetzbarkeit. Hierauf werden im Forschungsprojekt Antworten gegeben.

In der aktuellen Ausgabe (02/2013) der praxisnahen Fachzeitschrift „eGov Präsenz“ wurden ausgewählte Ergebnisse des Forschungsprojektes „Stein-Hardenberg 2.0“ veröffentlicht.

Diese Zielgruppe ist in hohem Maße mit Bürokratieaufwand belastet, da sie wiederholt und dauerhaft mit verschiedenen Verwaltungen in Kontakt treten (müssen). Ursachen der hohen Verwaltungslasten sind unter anderem ein komplexes Leistungs- und Trägerspektrum sowie unklare Zuständigkeiten. In dem Artikel wird beispielhaft aufgezeigt, wie vernetztes eGovernment dazu beitragen kann, den Interaktionsaufwand mit der Verwaltung zu reduzieren. Die entwickelten Gestaltungsansätze orientieren sich dabei konsequent an den spezifischen Bedarfen der Zielgruppe. Dabei wurde besonderen Wert auf eine Bündelung des Zugangs zu Informationen und Leistungen sowie eine Reduktion der Häufigkeit der Interaktion mit Behörden/Trägern gelegt. In Fokusgruppenworkshops wurden die Gestaltungsansätze von Adressaten sowie Vertretern der öffentlichen Verwaltung kritisch diskutiert und evaluiert.

P.3 „Stein-Hardenberg 2.0“ – Beitrag im Blog des Behördenspiegels „government 2020
IUnter dem Titel „One-Stop-Government: Alter Wein in neuen Schläuchen? – bzw. umsetzungsfähiges Konzept oder leere Begriffshülse“ werden ausgewählte Ergebnisse des Projektes Stein-Hardenberg 2.0 diskutiert. One-Stop-Modelle wurden bereits vor rund 20 Jahren für den öffentlichen Sektor entwickelt. Die Diskussion scheint jedoch seit längerem abgeebbt und wird von neuen Leitbildern, wie „Open Government Data“ überlagert. One-Stop hat sich erledigt, könnte man meinen – zumindest in der fachlichen Diskussion. Denn ein näherer Blick in die Praxis zeigt: Das Potenzial, das lange Zeit propagiert wurde, ist de facto bisher nicht annähernd eingelöst worden.
Das IfG.CC hat sich im Rahmen eines breiter angelegten Forschungsprojektes („Stein-Hardenberg 2.0“) diesem Thema angenommen und u.a. die Lebenslage Geburt als Anwendungsfeld näher untersucht. Die Analyse des Interaktionsaufwandes für werdende Eltern zeigt, dass die Praxis weit hinter dem Stand zurück liegt, auf dem sich die fachliche Diskussion bereits vor vielen Jahren bewegte. Auch von dem, was technisch heute möglich ist, bleibt die Praxis meilenweit entfernt. Im Ergebnis zeigen die Untersuchungen des IfG.CC, dass die vermeintlich „einfache“ Lebenslage Geburt doch nicht so einfach ist, wie man zunächst annimmt. Im Forschungsprojekt wurden Ausprägungen von One-Stop-Ansätzen konkretisiert, um aufzuzeigen, wie der Bürokratieaufwand durch One-Stop-Government für werdende Eltern reduziert werden kann. Deutlich wird weiterhin, dass E-Government-Konzepte wie One-Stop-Ansätze zunächst eher „Hülsenkonzepte“ darstellen, die durch fachliche Arbeit gefüllt werden müssen. Diese Füllarbeit erfordert eine wissenschaftliche Fundierung. Dafür ist es erforderlich, sich von einer technikgetriebenen Diskussion über Potenziale von E-Government zu lösen und vielmehr zielgruppen- und vor allen problemorientiert vorzugehen.

The physicist Neils Bohr allegedly wrote that “Prediction is very difficult, especially about the future”. Many academics believe that serious scholars should never attempt to write about the future, but some awareness of the ways in which the future of e-government may evolve is needed if well-grounded long-term decisions about issues such as infrastructures, institutions and educational programs are to be made. In addition, future-oriented research is of the utmost importance for informed public debate about technological developments with far reaching societal implications.
This book marks the 25th anniversary of the permanent study group on e-government of the European Group for Public Administration, and the papers here were first presented at their 2012 meeting in Bucharest, Romania. The invited authors were not asked for rigorous analyses based on systematic empirical research or deeply rooted in a theoretical framework; instead they were challenged to write thoughtful and measured, but provocative, essays about ICT and public administration in the coming decade. Their contributions are reflections on the nature of new and emerging technologies in the public sector and their impact on government and on democracy itself.
The book is divided into three sections: the past and present as starting point for thinking about the future of e-government, imagining the future of government, and implications for research and practice. The many questions raised by developments in ICT for future public administration are presented in a clear and thought-provoking manner, and merit more debate. This volume represents a departure from the normal run of academic publications. It is intended both to provoke academics and administrators to think about questions which will affect all of our futures and to offer a range of creative ideas about how the opportunities presented by technology can be exploited to provide better government and governance.

V.1 Berlin, Deutschland, 05.09.: Arbeitsgemeinschaft für wirtschaftliche Verwaltung (AWV e.V.), Arbeitskreis Bürokratieabbau: Vortrag: Ergebnisse des Projekts „Kfz-Online“
Am 5. September hat Heidrun Müller, wissenschaftliche Mitarbeiterin des IfG.CC, auf Einladung des Arbeitskreises Bürokratieabbau der Arbeitsgemeinschaft für wirtschaftliche Verwaltung (AWV e.V.) die Ergebnisse des Ende 2011 beendeten Projekts zur Reform des Kfz-Wesens unter Nutzung von IT-Potenzialen vorgestellt. In diesem Vorhaben, das eine Laufzeit von sechs Jahren hatte, war das IfG.CC mit der wissenschaftlichen Begleitung beauftragt.
Nach einer Vorstellung der Ausgangsbedingungen wurden die beiden im Projekt neugestalteten Prozesse „Online-Außerbetriebsetzung“ und „Online-Wiederzulassung“ präsentiert sowie vorgestellt, wie sie vom Bundesministerium für Verkehr, Bau und Stadtentwicklung (BMVBS) umgesetzt werden sollen. Schwerpunkte des Vortrags bildeten die Auswertung des Zusammenwirkens der Akteure während des Projekts und die Wirkung auf das Gesamtergebnis. Eine besondere Herausforderung in dem Vorhaben war, dass Akteure aller Ebenen und verschiedener Ressorts sowie aus Unternehmen und Verbänden eingebunden waren. Letztendlich wurden die bisherigen Abläufe und Zuständigkeiten im Grundsatz erhalten und elektronifiziert unter Nutzung von IT-Komponenten zum Online-Bezahlen und für die Online-Authentifizierung sowie eines zentral betriebenen Kfz-Portals.

V.2 Edinburgh, Schottland, 11.-13.09.: Vorstellung von Forschungsergebnissen auf der jährlichen EGPA (European Group of Public Administration) Conference 2013
Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC und Stefanie Köhl, wissenschaftliche Mitarbeiterin, präsentierten auf der diesjährigen EGPA Konferenz in Edinburgh mit zwei Beiträgen aktuelle Forschungsergebnisse des Instituts. Geleitet wurde die Study Group zum Thema „ICT in Public Administration“ von Frank Bannister und Albert Meijer. Die European Group of Public Administration (EGPA) ist eine internationale Plattform für die öffentliche Verwaltung. EGPA bietet insbesondere auf europäischer Ebene Wissenschaftlern und Praktikern aus unterschiedlichen Ländern die Möglichkeit, Forschungsergebnisse auszutauschen und zu diskutieren.
Stefanie Köhl präsentierte mit dem IfG.CC-Papier „Different Attitudes towards One Stop Government: Implications for the Design of E-Government. The Case of Children with Special Needs in Germany” (Autoren: Stefanie Köhl, Tino Schuppan, Anna-Katharina Viehstädt) ausgewählte Ergebnisse des IfG.CC-Projektes “Stein-Hardenberg 2.0”. Das Konferenz-Papier hatte zwei Forschungsschwerpunkte: Erstens die Frage, wie zielgruppenspezifische One-Stop-Ansätze gestaltet werden können und zweitens, wie mit gegensätzlichen Einstellungen gegenüber solchen Ansäten bei der Gestaltung von E-Government umgegangen wird. Ausgangspunkt ist die Beobachtung, dass One-Stop-Government-Ansätze zwar schon lange diskutiert, in der Praxis aber noch recht wenig umgesetzt sind. Argumentiert wird, dass One-Stop-Ansätze in erster Linie generische Konzepte sind, die einer spezifischen Ausgestaltung bedürfen, um eine Umsetzung zu ermöglichen. Im Projekt „Stein-Hardenberg 2.0“ wurden mittels Action Design Research One-Stop-Ansätze gestaltet, um die hohen bürokratischen Lasten von Eltern eines Kindes mit Behinderung zu reduzieren. Action Design Research verbindet empirische und gestaltungsorientierte Forschung in einem alternierenden Prozess. Im empirischen Teil des Papiers stehen Ergebnisse zweier Fokusgruppen bzgl. der gestalteten One-Stop-Government-Lösungen im Vordergrund. Während die Eltern eines Kindes mit Behinderung (Fokusgruppe 1) One-Stop-Lösungen befürworten und für sinnvoll erachten, schätzten Vertreter der öffentlichen Verwaltung und weiterer Träger in dem Bereich (Fokusgruppe 2) diese als nicht notwendig ein bzw. lehnten die Ansätze ab. Im Ergebnis wurde deutlich, dass Action Design Research grundsätzlich geeignet ist, um One-Stop-Ansätze zu spezifizieren und eine erfolgreiche Umsetzung zu ermöglichen. Allerdings sind die destruktiven Einstellungen gegenüber One-Stop-Konzepten auch mit diesem methodischen Ansatz nicht zu überwinden. Vielmehr sind hierfür kulturelle Veränderungen hin zu einer serviceorientierten Verwaltung nötig, um mehr Akzeptanz für solche Ansätze zu schaffen.
Tino Schuppan stellte das IfG.CC-Papier „Influencing factors on the employees’ resistance to change in ICT-enabled public sector organizational transformation“ (Autoren: René Meier, Tino Schuppan und Esther Ruiz Ben) vor. Anhand eines empirischen Beispiels untersucht der Artikel die Frage, inwiefern die Veränderungsresistenz gegenüber IT-basierten Innovationen von Mitarbeitern durch eine Kombination aus technischen und nicht-technischen Faktoren erklärt werden kann. Verdeutlicht werden die Argumente durch Erfahrungen bei der Implementierung eines Dokumentenmanagementsystems im Ministerium des Innern des Landes Brandenburg. Akzeptanzmodelle wie das "Technology Acceptance Model" fokussieren auf technologische Funktionalitätsfaktoren und ignorieren organisationale Variablen, die alltägliche Arbeitsweisen prägen. Der Artikel schlägt einen holistischen Ansatz mit einem stärkeren Fokus auf organisationale Aspekte vor, um mechanistische Vorannahmen aktueller Akzeptanzmodelle zu überwinden. Technik-Akzeptanz-Modelle (TAM) hinterfragen nicht, warum Innovationen scheitern und Mitarbeiter Veränderungen meiden. Ziel des Beitrags ist es, die einseitigen TAM-Prämissen zu überwinden und zu untersuchen, welche Faktoren die Veränderungsresistenz von Mitarbeitern beeinflussen – Technologieakzeptanz ist ein wichtiger Faktor, aber eben nicht der einzige wichtige Faktor. Der Beitrag hat den „Best Paper Award“ der Study Group gewonnen. Der Artikel wird in einer der kommenden Ausgaben von Information Polity veröffentlicht.

V.3 Potsdam, Brandenburg, 17.09.: Vortrag bei der ÖPP-SummerSchool „Kooperationsfähigkeit bei E-Government-Netzwerken“
Am 17. September hat Prof. Schuppan, wissenschaftlicher Direktor des IfG.CC, auf Einladung im Rahmen der SummerSchool der ÖPP Deutschland AG einen Vortrag zu Kooperationsfähigkeit bei E-Government-Netzwerken gehalten. Zu Beginn ging er auf das Transformationspotenzial von E-Government für die Verwaltung ein und erläuterte, warum es bei E-Government auf die Netzfähigkeit der Beteiligten ankommt. Dabei ist Netzwerkfähigkeit mehr als passive Interoperabilität, sondern organisationale und individuelle Fähigkeiten zur Bildung, Abwicklung und Weiterentwicklung von interorganisatorischen Beziehungen. Denn alle E-Government-Projekte haben einen Vernetzungscharakter und können daher generell als schwierig umsetzbar gelten. Grundsätzlich zeigt sich, dass Vernetzung über Behördengrenzen hinweg kein technisches Thema ist, sondern vielmehr Zuständigkeitsdenken und (z.T. falsch verstandene) Organisationshoheit eine Kooperation verhindern. Anhand von Beispielprojekten erläuterte Tino Schuppan dann, woran diese, zumindest teilweise, gescheitert sind oder auch viel länger gedauert haben als ursprünglich geplant. Abschließend präsentierte er einige Empfehlungen für die Praxis, wie die Personalentwicklung auf Zusammenarbeit im Netzwerk zu fokussieren und die Arbeitsebene dabei nicht zu vergessen.
Weiterhin ist wichtig, auch eine institutionelle Netzwerkfähigkeit zu entwickeln sowie systematisch Transformationskompetenzen aufzubauen und Kooperationsanreize zu setzen. In der anschließenden Diskussion mit den Teilnehmern ging es u.a. darum, ob solche Projekte im Privatsektor einfacher umzusetzen sind und wie die Verwaltungen besser unterstützt werden können.
Die ÖPP-SummerSchool wurde bereits zum dritten Mal durchgeführt und dient als Instrument zum intensiven Wissensaustausch der Privatwirtschaft mit der Öffentlichen Hand und dem Ansatz der Einbringung innovativer Konzepte in die Diskussion um ÖPP-Beschaffungsmethoden in Deutschland. In diesem Jahr lag der Schwerpunkt auf „Strategie und strategische Partnerschaften“.

V.4 Schwerin, Mecklenburg-Vorpommern, 18.09.: Partner- und Mitgliedertag des Zweckverband eGo-MV: Vorstellung des Projektes „Proketta – Prozessketten zwischen Wirtschaft und Verwaltung"
Mitarbeiter des IfG.CC präsentierten am 18.09.2013 das F&E-Projekt „Proketta – Prozessketten zwischen Wirtschaft und Verwaltung" beim 3. Partner- und Mitgliedertag des Zweckverband eGo-MV in Schwerin. Die Veranstaltung stand unter dem Motto „Verbesserung des Serviceangebotes für Bürger und Unternehmen in Mecklenburg-Vorpommern“. Die Teilnehmer der Veranstaltung – Vertreter von Kommunen, Ministerien und Unternehmen – konnten sich über Inhalte und Ziele sowie über aktuelle Ergebnisse des Projektes informieren. Die Gespräche lieferten wertvolle Hinweise für die Weiterentwicklung des Projektes.
Ziel des Projektes Proketta ist der Aufbau eines Registers mit optimierten Prozessketten für staatliche Informations- und Meldepflichten (IMP), die notationsunabhängig und nach einem einheitlichen Standard erhoben werden. Durch die Optimierung der mit den IMP verbundenen Arbeitsabläufe zwischen Unternehmen und öffentlicher Verwaltung können die damit verbundenen Kosten erheblich reduziert werden.
Das dreijährige Projekt PROKETTA (proketta.ifg.cc), gefördert vom Bundesministerium für Wirtschaft und Technologie, startete am 01.04.2012. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

V.5 Berlin, Deutschland, 16., 18., 21. und 25.09.: Public-Management- und E-Government-Kurs für Führungskräfte der Universität Salzburg, Österreich
Vom 16. bis 25. September fand das Wahlmodul „Innovations in Governance“ des internationalen und berufsbegleitenden Masterprogramms „Public Management“ der University of Salzburg Business School (SMBS) statt. Das Masterprogramm der SMBS wird berufsbegleitend angeboten und vermittelt Wissen zu Management-Tools und Führungskompetenzen für Führungskräfte aus dem öffentlichen Sektor. Die Teilnehmer kamen aus Österreich, Deutschland und der Schweiz nach Berlin.
Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, führte Seminare zu den Themen „Einführung in das Public Management“, „E-Government“ und „Krisenmanagement“ durch.
In der Eröffnungsveranstaltung „Einführung in das Public Management“ wurden begriffliche Grundlagen und ein Überblick zu wesentlichen theoretischen Ansätzen, wie Managerialismus und Neue Institutionenökonomie gegeben. Besonderes Augenmerk lag hierbei auf der Unterscheidung von öffentlichem und privatem Management. Im Rahmen einer Fallstudie wurden die Besonderheiten der öffentlichen Verwaltung in Bezug auf das Management gemeinsam mit den Teilnehmern erarbeitet und Funktionen und Dysfunktionen dieser Besonderheiten diskutiert. Einen weiteren Schwerpunkt bildete die Einführung in das New Public Management.
Inhalt des zweiten Seminars war der Themenkomplex „E-Government“. Im Fokus standen dabei weniger technische Fragen. Vielmehr erfolgte eine Gesamtsicht auf die Veränderungen von Verwaltungshandeln durch Informationstechnik, die damit verbundenen organisationalen und kulturellen Herausforderungen, die Notwendigkeit zur Entwicklung von E-Government-Kompetenzen von Mitarbeitern sowie eine prozessuale Sichtweise auf Verwaltungsprozesse. Hierzu wurden verschiedene Aspekte der Geschäftsprozessmodellierung aufgezeigt und an Beispielen diskutiert.
Das dritte Seminar behandelte das Zukunftsthema Krisenmanagement, welches sowohl für die Wissenschaft als auch für Praktiker von zunehmender Bedeutung ist. Hierbei ging es vor allem um das situative Management von Ausnahmesituationen und die zur Verfügung stehenden Techniken und Instrumente. Neben dem Management von Krisen wurden die Abschätzung zukünftiger Krisen sowie das Lernen aus Krisen für das Public Management diskutiert.
Am Abschlusstag stellten die SMBS-Studierenden zu verschiedenen Themen Präsentationen vor, die Prof. Schuppan zusammen mit anderen Dozenten kritisch würdigte und bewertete.
Das IfG.CC bietet bereits seit vielen Jahren unterschiedliche Masterkurse an, in denen Forschungsergebnisse und praxisbezogenes Wissen für die Führungskräfte von heute und morgen vermittelt werden. Dabei wird auf moderne Lernformen zurückgegriffen, um die Führungskräfte für Herausforderungen von Morgen zu qualifizieren.

Am 28.11. findet in Potsdam das zweite Treffen der Partner des F+E-Projektes „PROKETTA - Prozessketten zwischen Wirtschaft und Verwaltung“ statt. Eingeladen sind Vertreter von Behörden und Unternehmen, bei denen bisher Prozesse/Prozessketten erhoben wurden oder die im weiteren Projektverlauf eine Projektbeteiligung planen. Das Treffen soll genutzt werden, um den Teilnehmern die bisher erreichten Projektergebnisse vorzustellen, Schwerpunkte für die weitere Projektarbeit zu setzen und die nächsten Arbeitsschritte zu besprechen.

The 47th HICSS will be held at the Waikoloa Hilton on the Big Island of Hawaii from January 6 to 9, 2014.
The minitrack „Digital Government Mirrors and Anticipates Many Developments, which Later Become Major Trends“ is led by Theresa A. Pardo (University at Albany/SUNY), Samuel Fosso Wamba (University of Wollongong, Australia) and Tino Schuppan (IfG.CC, Potsdam, Germany).
The e-Government Emerging Topics minitrack provides a home for incubating new topics and trends in e-Government research. E-Government as an academic field is evolving; new directions of research and practice are emerging while others are becoming accepted as foundational. However, the foundations of the field still need to be spelled out more explicitly and rigorously. This HICSS E-Government Emerging Topics minitrack seeks submissions that contribute to the evolution of e-Government research and to the clarification of the field. Submissions should speak specifically to how the research presented contributes to our understanding of this emerging field.

Die Workshop-Teilnehmer werden unter dem Motto „Themen (be)greifbar machen“ aktiv in die Informationsvermittlung eingebunden und erhalten so einen Einblick in die Vorgehensweisen, Methoden und Tools des IfG.CC bei der Bearbeitung von Projekten eingebunden. Der Erfahrungsaustausch und Diskussionen mit den Mitarbeitern des IFGCCs sowie der Teilnehmer untereinander runden die Veranstaltung ab.

Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.
Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.
Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

Der Prozessmodellierungs-Workshop richtet sich an Teilnehmer, die Prozesse modellieren, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben.
Die Teilnehmer des Prozessmodellierungs-Workshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Beispielprozessen (z.B. Baugenehmigung, Gewerbeanmeldung, Kfz-Zulassung) aus der öffentlichen Verwaltung eingebunden. Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben., die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren.

Der Mobile-Services-Workshop richtet sich an Teilnehmer, die sich über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen informieren möchten.
Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.
Die Workshop-Teilnehmer erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“.

Der Shared Services-Workshop beantwortet Fragen wie z.B.: Was sind die Unterschiede zwischen Shared Services und anderen Begriffen wie Querschnittsamt oder Outsourcing? Welche Bereiche können organisationsintern gebündelt werden? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung?
Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.

Immer mehr Kommunen, Landkreise und Landesverwaltungen melden sich, um als Kooperationspartner an dem am 01.04.2012 gestarteten Projekt zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten teilzunehmen, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird.
Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nach wie vor weiteren Kooperationspartnern die Teilnahme an diesem Projekt.
Als Ausgleich für den im Projekt investierten Aufwand erhalten die Teilnehmer eine Desktop-Version des IFGCC-Prozessnavigators mit Modellen und Detailinformationen zu den bei den Teilnehmern erhobenen Prozessketten.

Telemedizin weltweit/Telemedicine around the world

Telemedizin als Tätigkeitsfeld im Gesundheitswesen wird bereits seit den 1980er Jahren erprobt. Darunter ist zu verstehen, dass medizinische Dienstleistungen mit Hilfe von Informationstechnik über räumliche und/oder zeitliche Distanzen hinweg erbracht werden. Für die Prävention, Diagnose, Behandlung und Betreuung von Patienten werden medizinische Daten und Informationen in Form von Text, Ton oder Bild übertragen. Ziel ist es, unabhängig von geographischen Gegebenheiten eine qualitativ gute und wirtschaftliche medizinische Versorgung anzubieten und medizinische Expertise überall verfügbar zu machen. Besonders ländliche Gebiete sind bereits heute mit (Fach-)Ärzten unterversorgt. Hinzu kommt, dass in vielen Ländern die Menschen immer älter werden und ärztlich betreut werden müssen. Auch die Anzahl der Menschen mit chronischen Krankheiten nimmt stetig zu. Hausärzte könnten sich per Videokonferenz eine zweite Meinung aus Fachkliniken einholen. In verschiedenen Regionen v.a. in Entwicklungsländern kann durch telemedizinische Lösungen eine medizinische Grundversorgung der Einwohner sichergestellt oder medizinische Expertise hinzugezogen werden.
In Deutschland gibt es rund 400 Projekte, die sich mit Telemedizin beschäftigen. Im Gegensatz zu den überwiegend staatlich bzw. zentral organisierten Versorgungsformen von Ländern wie den Niederlanden, Schweden oder Norwegen ist das deutsche Gesundheitswesen jedoch durch eine hohe Komplexität sowie vielfältige, heterogene Zuständigkeiten geprägt. Beispielsweise stehen sich die Interessen der Verbände der Ärzteschaft, der Kassen, Krankenhäuser und Apotheker etc. gegenüber. Diese Systemstrukturen erschweren, dass flächendeckende Großvorhaben z.B. auch bei telemedizinischen Entwicklungen umgesetzt werden.
In dieser Ausgabe des Infobriefs stellen wir Ihnen neuere Entwicklungen in ausgewählten Ländern vor. Viele regionale Telemedizin-Projekte gibt es u.a. in Afrika, wie z.B. in Ruanda, Kenia und Uganda, in denen die Einführung der elektronischen Patientenakte im Fokus steht. In Mali tauschen sich Ärzte ländlicher Kliniken mit Spezialisten über Krankheitsbilder per Videokonferenz aus. In Mosambik werden Menschen, die mit dem Aids-Virus infiziert sind, per SMS über Therapiemöglichkeiten und neue Medikamente informiert. Die Weltgesundheitsorganisation (WHO) fordert die Länder in Afrika auf, solche Telemedizin-Lösungen zu fördern und zu verbreiten. In Indien werden telemedizinische Dienste über Cloud-Anwendungen angeboten; das entlastet die Krankenhäuser und Gesundheitseinrichtungen, in IT-Infrastrukturen zu investieren und diese regelmäßig warten zu müssen. In Neuseeland und den USA stehen Menschen mit chronischen Krankheiten im Mittelpunkt telemedizinischer Angebote.

2.1 WHO: Africa Region highlights promise of eHealth
The World Health Organization (WHO) African Region has urged countries and people in the Region to embrace, promote and intensify the use of eHealth, which it defines as ‘the cost-effective and secure use of information and communication technologies (ICTs) for health and health-related purposes’.
Dr. Derege Kebede, head of the African Health Observatory (AHO) and Knowledge Management Unit at the WHO Regional Office for Africa Office (WHO/AFRO) in Brazzaville, Congo made the call here, on the sidelines of the ongoing 63rd session of the WHO Regional Committee for Africa.
The eHealth is being promoted as the solution to the problems created by the old system of doing things, including, for example, the way patients' information and data are stored in health care centres across the continent, in ancient, dog-eared manila files.

2.2 New Zealand: Telehealth Represents the Future of New Zealand Healthcare
Doctor-patient consultations via video link are the future of healthcare and an answer to serving remote communities says a New Zealand medical leader.
New Zealand Rural General Practice Network chairman, Dr Jo Scott-Jones, made the comments on the day (Wednesday Sept 4th) the Opotiki Telehealth Project was launched by Health Minister Tony Ryall.
“I can see a time in the not too distant future where I will be able to see some patients from their homes using webcams,” said Dr Scott-Jones.
“The number of people living with chronic conditions will increase dramatically in the future without a corresponding increase in the workforce to serve them. That means we will have to think innovatively and learn to do things differently,” said the Opotiki GP principal.
The Opotiki Telehealth Project – a joint initiative between the Bay of Plenty District Health Board, the Ministry of Business, Innovation and Employment and the National IT Health Board – represents a major step towards making Dr Scott-Jones’ prediction a reality.

2.3 India: C-DAC launches cloud-based telemedicine service
The suite will enable tele-consulation and maintenance of electronic health records of patients over an indefinite period of time.
Centre for Development of Advanced Computing (C-DAC) India has launched Mercury Nimbus Suite, a tool to deliver telemedicine services using public and private cloud computing.
This suite developed by the Medical Informatics Group (MIG) of C-DAC, Pune, is available for use over Windows Azure Cloud Service and is built to be made available over other public cloud services in future. Apparently, this is the first time in India that such a service is being made available. It will enable tele-consultation and maintenance of electronic health records of patients over an indefinite period of time.

2.4 USA: Delaware: Telemedicine initiative seeks to improve management of patients’ chronic pain
Wilmington’s Westside Family Healthcare is turning to videoconferencing technology to deliver better treatment of chronic pain.
It’s joined the Extension for Community HealthCare Outcomes project or Project ECHO that links health care providers across the country with specialists. By making use of telemedicine technology, Westside Family Healthcare seeks to improve access to pain management specialists for their patients. 40% of the patients that enter Westside’s Wilmington clinic seek treatment for chronic pain.
“Westside actually serves individuals who are very, very challenged as being unserved or being underserved,” says Department of Health and Social Services Secretary Rita Landgraf. “So we are in a community that can benefit greatly from the ECHO project in a variety of ways.”
Landgraf says the initiative allows primary care physicians to discuss their cases with experts who have more experience treating chronic pain and preventing mistreatment.

2.5 Australia: Telemedicine service achieves net savings in travel costs
A study of the Townsville Cancer Centre's teleoncology service over almost five years has found that it can achieve net savings through major reductions in travel costs for patients and specialists, which could then be redirected into enhancing rural health resources.
The study, published in Medical Journal of Australia (MJA), was aimed at assessing whether there was a cost benefit to using a telemedicine model of cancer care compared with the usual model of care.
It assessed 605 teleoncology consultations with 147 patients over 56 months, which the authors estimate had a total cost of $442,276.
However, they also estimated that the travel expenses avoided by using video consultations totalled $762,394, a figure that included the costs of travel for patients, escorts and specialists, aeromedical retrievals and some accommodation costs.

2.6 Nigeria: Applying e-health in Nigeria is difficult – AAJIMATICS
Compared to other sectors of the Nigerian economy, it will be difficult to apply technology to health, Adekunle Ajiboye, chief executive officer (CEO) of AAJIMATICS has said.
AAJIMATICS is a professional services and technology solutions firm and Ajiboye said the reason health would be interested is due to the complex and personal nature of the system.
“Healthcare delivery and administration is a complex system that presents numerous challenges,” Ajiboye said.
Speaking at the first Nigeria e-health Summit held in Lagos, Ajiboye said the difficulty in technology application in the Nigerian health sector is also connected to the personal nature of the healthcare industry in addition to the many settings and many diseases.
“There are more than 16,000 diseases and still counting, and there are many settings in healthcare which make e-health more difficult,” he said.

2.7 Great Britain: CCG reviews cost-effectiveness of flagship telehealth scheme
One of the Government’s pioneer telehealth areas is reviewing its use of the technology due to concerns over cost-effectiveness.
East Riding of Yorkshire CCG is set to scrap its Government-championed telehealth service because it does not provide good value for money.
The CCG has confirmed that the service, which formed part of one of the Government’s original telehealth pathfinder schemes in North Yorkshire and the Humber, has been axed because it is not cost effective.
Pulse revealed earlier this year that the pathfinder areas had recruited just a fraction of the patients they set out to, just over 8,000 users signed up, despite health secretary Jeremy Hunt last year pledging that 100,000 patients would be helped by the end of 2013.

3.2 Regierungsprogramm „Vernetzte und transparente Verwaltung“
Das vom Bundeskabinett am 18. August 2010 beschlossene Regierungsprogramm „Vernetzte und transparente Verwaltung“ war die Strategie für die weitere Modernisierung der Bundesverwaltung in der 17. Legislaturperiode. Ziel war es, die Bundesverwaltung für heutige und künftige Herausforderungen zu wappnen.

Bulgarian President Rosen Plevneliev and his Estonian counterpart Toomas Ilves have agreed that the two countries have common stances and interests on the EU Cohesion Policy, the measures aimed at encouraging innovation, and energy diversification and market liberalization in line with the requirements of EU's Third Energy Package.
The issues were discussed during talks between Plevneliev and Ilves on during the first day of Plevneliev's official visit to Tallinn, according to a media statement of the Bulgarian President's Office.

4.6 Finland to Set Up Its Own Data X-Road, Cross-Border e-Services in the Works
The Government of Finland recently decided to create its own data exchange layer of e-services, similar to Estonia's x-road, with tests already underway for cross-border data exchange.
“We are planning to thoroughly study the Estonian X-Road. This is not just about the source code but also understanding the organization and agreements that create the frameworks for this technology. We are also hoping to test cross-border services,” Riku Jylhänkangas, Director of the Strategic Governance of the Finnish Public Sector ICT said in a press release by the Estonian Information System's Authority.

In July 2013 the citizenship, immigration and multiculturalism minister announced that 10-year e-passports, also known as biometric passports, will now be available to Canadian citizens. The minister also announced that Citizenship and Immigration Canada (CIC) would immediately assume primary responsibility for Passport Canada, which had previously been part of the Department of Foreign Affairs and International Trade.

5.3 United States: Broadband: Public Officials Want More Government Participation
First there was dial up. Then came something called DSL. Followed by coaxial cable broadband. Now, it's all about fiber. A fiber-optic network can be 200 times faster than cable and has the potential to trigger a new generation of economic development. So, it should come as no surprise than that 69 percent of public officials cite economic factors as the top reason why cities need to have fiber.
This, according to a new survey conducted online in July by the Governing Exchange, the research arm of Governing. More than 125 senior managers in state and local government were polled, and about 70 percent said they believe fiber networks should be considered a public good that government regulates and sometimes runs, similar to water, sewer and other utility services.

Abu Dhabi, the capital city and seat of federal power of the United Arab Emirates (UAE), has set off a campaign to raise public awareness on the government’s electronic services via its Abu Dhabi E-Government Gateway.
The ‘Government Services at your Fingertips’ campaign has been launched by Abu Dhabi System and Information Centre (ADSIC), the principal agency for government services transformation across all Abu Dhabi Government departments.
