    The latest survey by the Bangladesh Bureau of Statistics (BBS) lays bare this imbalance. It shows that 43.6 per cent of people in rural areas use the internet, compared to 75.7 per cent in urban areas, highlighting persistent inequality in access to digital services. Overall, 53.4 per cent of the population is connected to the internet, meaning nearly half of the population is excluded from the digital sphere.

    In a comprehensive meeting organized by the Rotary Club of Amman Cosmpolitant at the Four Seasons Hotel, Minister of Digital Economy and Entrepreneurship Sami Smeirat presented an overview of the implementation of the digital phase of Jordan's National Modernization Plan. He emphasized that the government is working in harmony with the public and private sectors, under the supervision of the Royal Court, to implement an integrated program that combines economic modernization, public sector development, digital transformation, and social protection.

    The Minister said this effort isn't just a theoretical plan; it's an action plan to improve services, simplify procedures, and deliver tangible results for citizens.

    Macau has spent the past decade developing its smart city initiatives to enhance urban services, sustainability, and digital infrastructure. Yet, without international certification or recognition, the true impact remains unclear, and experts caution that progress has yet to translate into measurable results.

    A city can proclaim itself a ‘smart city’, but the truth is that until it is recognised as such by its peers or accrediting bodies, it may be little more than marketing.

    Conversely, a city can improve many of its sustainability indicators, thereby offering better living conditions to its inhabitants, yet it makes little sense to call it a ‘smart city’ if this is done solely by those responsible.

    In 2017, Sidewalk Labs, an Alphabet company, announced plans to build a data-driven neighborhood on 12 acres of Toronto’s waterfront. The proposal was ambitious: autonomous delivery robots, sensor networks, heated sidewalks, and a digital layer managing the neighborhood from “the internet up.” At public consultations, residents were given a 1,500-page plan and asked for feedback. One community organizer captured the underlying sentiment succinctly: “They have come up with a project that no one in Toronto has asked them to come up with. It became clear that the project was not simply misaligned with local needs. It was built in reverse. The starting point was available technology, not the actual challenges identified by residents. The result was a technically sophisticated solution in search of a use case.” The project was abandoned in 2020.

    IN: Odisha: Rourkela Smart City Shifts Focus To Sustainability And Revenue


    The Executive Committee of Rourkela Smart City Limited met at Kharabela Bhawan to review strategic priorities as the city shifts from large scale project implementation to long term sustainability and efficient asset management. The session was chaired by Additional Chief Secretary Usha Padhee and the agenda was presented by the chief executive officer of the organisation. Deliberations emphasised financial self reliance and value based land utilisation to secure resources for maintenance and service delivery.

    A key development concerned the Integrated Command and Control Centre, which has been funded to the tune of Rs 1.06 billion (bn). The centre has operationalised 594 surveillance cameras across 109 locations and is advancing integration of automated e challan systems in collaboration with the National Informatics Centre (NIC) to bolster traffic enforcement and urban governance. Officials noted the centre will support emergency response and integration of municipal services.

    Tech-driven smart cities must shift to governance-led models


    Researchers are urging a reset in how smart cities are understood and governed, arguing that urban digital transformation has moved too far toward infrastructure, automation and optimization without enough attention to public value, inclusion and long-term resilience. A new research published in Encyclopedia says the next phase of smart city development will depend less on how many advanced tools cities deploy and more on whether those tools are embedded in systems that protect human well-being, environmental goals and institutional trust.

    South Korea to test AI-based smart city tech in South-East Asia


    South Korea will carry out pilot projects to test smart city technologies based on artificial intelligence (AI) in five South-East Asian countries, including Malaysia, aimed at helping address urban challenges and support domestic firms' global expansions, the land ministry said Monday (April 13).

    According to Yonhap News Agency, the ministry said it has selected six projects to be carried out in five countries under its 2026 K-City Network programme, an initiative that supports the application of domestic smart city projects.

A.1 Madrid, Spanien: User-Test der Monitoring-Plattform beim EU-Projekt OpenDataMonitor (ODM)

Am 18.06.2014 fand im Rahmen des EU-Projektes OpenDataMonitor- (ODM) ein umfangreicher User-Test der Monitoring-Plattform in Madrid statt. Dabei stellte Sirko Hunnius, wissenschaftlicher Mitarbeiter am IfG.CC, einer Vielzahl von Stakeholdern im Kontext von Open Data die neue Version des OpenDataMonitors vor. Anwesend waren Vertreter mehrerer spanischer Ministerien, Regionen und Kommunalverwaltungen, Beratungsunternehmen, die Verwaltungen in Bezug auf Open Data unterstützen sowie Unternehmen und Wissenschaftler, die offene Daten nutzen. Diese hatten die Möglichkeit, die beta-Version des Monitors zu testen, bevor sie in den nächsten Tagen für die Öffentlichkeit freigeschaltet wird (opendatamonitor.eu). Im Rahmen des User-Tests zeigte sich, dass der OpenDataMonitor mit seinem umfassenden Überblick über offene Datenbestände in Europa erheblich dazu beiträgt, qualitativ hochwertige Daten aufzufinden. Zusätzlich ermöglicht der Monitor einen Vergleich von Ländern sowie einzelnen Katalogen. Dies soll der Harmonisierung und Standardisierung von Open Data einen wichtigen Impuls geben. Darüber hinaus unterstützt der OpenDataMonitor Verwaltungen dabei zu lernen, wie sie hochwertige Daten so verfügbar machen können, dass Nutzern diese auch vielseitig nutzen können.

Der OpenDataMonitor liest offene Datenbestände von Verwaltungen in ganz Europa aus und analysiert diese im Hinblick auf Inhalte, Qualität, Formate, Lizenzen und viele weitere Merkmale. Der Monitor analysiert sowohl große nationale Plattformen (wie govdata.de) als auch kleinere regionale und lokale Portale. Zum jetzigen Stand umfasst der Monitor bereits 133 von aktuell geplanten 227 Open Data-Katalogen aus EU-Mitgliedsstaaten. In den kommenden Wochen und Monaten werden die übrigen Kataloge eingebunden. Darüber hinaus werden sukzessive zusätzliche Funktionalitäten freigeschaltet. Der OpenDataMonitor gibt beispielsweise Aufschluss darüber, wie hoch der Anteil offener Lizenzen und Formate in den einzelnen Ländern und Katalogen ist, welche Software-Plattformen verwendet werden, welche Arten von Behörden Daten bereitstellen und welche inhaltlichen Daten (z.B. Verkehrsdaten, Geodaten) wo verfügbar sind.

Ziel des OpenDataMonitor (ODM)-Projektes ist es, größere Transparenz über in Europa verfügbare offene Daten herzustellen. Im Rahmen des ODM-Projektes wird dafür eine Plattform entwickelt, die Nutzern eine Übersicht an Open Data Ressourcen in Europa liefert und darüber hinaus Daten aus existierenden Katalogen analysiert und visualisiert. Damit soll ein größeres Verständnis von verfügbaren offenen Daten und bestehenden Datenlücken erreicht werden. Dadurch wird es einer Vielzahl möglicher Nutzer erleichtert, Daten wiederzuverwenden. Die Rolle des IfG.CC umfasst vorrangig die sozialwissenschaftliche Forschung über Open Data. Neben dem IfG.CC sind das Open Data Institute (ODI) in London, die University of Southampton und das Athena Research Institute aus Griechenland weitere Projektpartner. Praxispartner sind die Landeshauptstadt München und der Betreiber des spanischen nationalen Open Data-Portals, red.es. Koordiniert wird das zweijährige Forschungsprojekt von dem österreichischen Technologieforschungs- und -beratungsunternehmen SYNYO. Das ODM-Projekt wird bis Ende Oktober 2015 aus Mitteln des 7. Forschungsrahmenprogramms der Europäischen Union gefördert.

A.2 Potsdam + Hoppegarten, Brandenburg: Kick off zum Projekt “Entwicklung eines modularen Baukastens für Tätigkeitsbeschreibungen und Bewertungen von Stellen nach der IfG-Methode GPMN für die Bereiche Planung und Bau“ mit dem Landesbetrieb Straßenwesen Brandenburg

Am 16. Juni 2015 fand der offizielle Kick off des o.g. Projektes in Hoppegarten statt. Ziel des zweijährigen Projektes ist es, modulare und wiederverwendbarere Bausteine für Tätigkeitsdarstellungen und Stellenbewertungen für die Bereiche Planung und Bau zu entwickeln. Hintergrund ist, dass im Landesbetrieb Straßenwesen Brandenburg derzeit die Abteilungen Planung und Bau grundlegend umorganisiert werde. Durch den teilweisen Neuzuschnitt der zugehörigen Dezernate und Sachgebiete werden auch Stellen oder Stellenanteile verändert, was wiederum eine Veränderung der Tätigkeiten auf diesen Stellen zur Folge hat. Nach einer ersten Einschätzung des Landesbetriebes sind ca. 150 der etwa 400 Stellen in den Abteilungen Planung und Bau neu zu beschreiben und zu bewerten. Teilweise liegen Stellenbeschreibungen noch gar nicht vor, so dass ein erheblicher Aufwand zu bewältigen ist. Erschwerend kommt hinzu, dass bisher keine einheitlichen Konventionen vorliegen, wie Tätigkeiten zu beschreiben sind, d.h. Stellen und dazugehörige Tätigkeiten werden höchst individuell mit hohem Einzelaufwand und kaum vergleichbar angefertigt, was sehr aufwändig und zeitintensiv ist und nicht selten konfliktbehaftet ist.

Um diese Problematik zu lösen, hat das IfG eine Methode entwickelt, Tätigkeiten nach einheitlichen Prinzipien zu beschreiben, ohne jedoch dabei auf die notwendige Individualität verzichten zu müssen. Hierfür werden Stellenbeschreibungen auf Basis modularer und wiederverwendbarerer Bausteine erstellt. Grundlage ist die am IfG entwickelte Government Process Management Notation (GPMN®), die sich aus vormodellierten und wiederverwendbaren Prozessbausteinen zusammensetzt. Die grundsätzliche Anwendbarkeit dieser Methode wurde in einer Machbarkeitsstudie im allgemeinen Verwaltungsbereich Zentraler Einkauf gemeinsam mit dem Landesbetrieb Straßenwesen Brandenburg erprobt und nachgewiesen. Durch den modularen Ansatz werden erhebliche Effizienz- und Effektivitätspotenziale ermöglicht. Wesentliche Vorteile sind: flexible Kombination der wiederverwendbaren Bausteine,
  • Stellenbeschreibungen können standardisiert und gleichzeitig individualisiert werden,
  • Modellierung von Tätigkeitsdarstellungen in gleicher Beschreibungsbreite und -tiefe,
  • Vergleich von Stellen zwischen verschiedenen Organisationseinheiten,
  • höhere Akzeptanz für die Stellenbewertung,
  • geringerer Koordinations-, Abstimmungs- und Kommunikationsaufwand durch Vereinheitlichung der „Sprache“ und mehr Verbindlichkeit.

Aus klassischer Verwaltungsorganisationssicht wird oft argumentiert, dass Shared Services gegen das Zuständigkeitsprinzip verstoßen, weil Aufgaben neu verteilt werden. Hinzu kommt, dass Shared Service Center (SSC) sich nicht ohne Weiteres hierarchisch steuern lassen. Damit stellt sich die Frage, ob und wie sie mit dem Zuständigkeitsprinzip vereinbar sind. Im Beitrag wird deutlich, dass es sich bei SSC um eine prozessorientierte Form der Vernetzung handelt, die durchaus mit rechtsstaatlichen Prinzipien vereinbar ist, wenn bewusst eine entsprechende institutionelle wie soziotechnische Gestaltung vorgenommen wird.

P.2 Aktuelle Publikationen zum Forschungsprojekt „Stein-Hardenberg 2.0“


Das Potsdamer Institute for E-Government beschäftigt sich seit einigen Jahren mit der Zukunft der Verwaltung unter dem Titel „Stein-Hardenberg 2.0“. Die preußischen Reformer von einst hatten vor mehr als 200 Jahren den Grundstein für eine moderne Verwaltung gelegt. Zu nennen ist insbesondere die kommunale Selbstverwaltung und das Ressortprinzip. Beide Ausprägungen der Staatsorganisation galten damals als Innovation und sind bis heute Grundfeste deutscher Verwaltung. Hinzufügen kann man noch den Verwaltungsföderalismus als Staatsorganisationsprinzip, wenngleich dieser nicht auf Stein und Hardenberg zurückzuführen ist. Die etwas provokante Frage ist, wie würden Stein und Hardenberg die Verwaltung heute organisie-ren, angesichts der Potenziale von IT, die es vor 200 Jahren noch nicht gab? Diese Frage ist in der pointierten Form deshalb gerechtfertigt, weil IT möglicherweise ganz andere Formen der Organisation für die Verwaltung erlaubt, die bisher noch wenig systematisch ausgearbeitet sind. Die Kernergebnisse des Forschungsprojektes „Stein-Hardenberg 2.0“ sind in folgenden Zeitschriften erschienen:

Im August 2014 ist der Ergebnisband des Forschungsprojektes „Zukunft der Verwaltung/Stein-Hardenberg 2.0“ beim Verlag edition sigma in der Reihe E-Government und die Erneuerung des öffentlichen Sektors erschienen. Das Forschungsprojekt hat fundierte Konzepte einer Architektur kooperativer und vernetzter Verwaltung mit E-Government entwickelt.

Ziel des Buches ist es, Veränderungen im Kontext von E-Government auf der Ebene des arbeitenden Staates herauszuarbeiten und diese mit Fragen der Staatsorganisation zu verbinden. Denn genau an dieser Stelle waren bedeutsame Aspekte noch unbestimmt. Unklarheiten bestanden im Wesentlichen darüber, ob und wie die mit vernetztem E-Government möglichen Effizienz- und Effektivitätspotenziale mit den legitimationsdominanten Zielen von staatsorganisatorischen Prinzipien – insbesondere kooperativer Föderalismus, kommunale Selbstverwaltung und ministerielle Ressorthoheit – in Übereinstimmung gebracht werden können.

Dazu werden im Buch erstmals Grundtypen von E-Government-Netzwerken klar definiert und so die allgemeine Bezeichnung „vernetzte Verwaltung“ präzisiert. Darauf aufbauend wird aufgezeigt, wie die organisatorischen Gestaltungspotenziale von E-Government, insbesondere zur räumlichen und behördenübergreifenden Vernetzung, genutzt werden können, ohne dass dadurch grundlegende Prinzipien der Staatsorganisation beeinträchtigt werden. Mit entsprechenden Praxisbeispielen werden die Aussagen fundiert belegt. Anhand konkreter Untersuchungsfelder – Lebenslage Geburt und Leistungen für Eltern eines Kindes mit Behinderung – werden ausgewählte Gestaltungsmöglichkeiten in einen praktischen Anwendungskontext gesetzt und Gestaltungsprinzipien herausgearbeitet. Im Ergebnis zeigt sich, dass die zentralen Prinzipien der deutschen Staatsorganisation vor dem Hintergrund der Möglichkeiten mit E-Government neu auszudeuten sind. Denn die überkommene hierarchisch-siloförmige Arbeitsteilung ist nicht mehr die einzige Form der Aufgabenerledigung, sondern mit IT sind vernetzte und ebenenübergreifende Formen der Leistungserbringung möglich.

Des Weiteren enthält das Buch ein Begriffskompendium, in dem die wichtigsten Begrifflichkeiten der Verwaltungsmodernisierung mit E-Government, insbesondere im Zusammenhang mit den Ergebnissen des Forschungsprojektes „Stein-Hardenberg 2.0“, kurz erläutert werden. Das Begriffskompendium ermöglicht es, auf einen Blick die wichtigsten Grundlagen in kurzer und verständlicher Form zu erhalten.

P.4 Mucha, Sabrina/Suhr, Manfred J./Thessel, Friederike: "Wenn Sie wüssten, was Sie wissen" - Wissenssicherung und die Dokumentation von Arbeitsabläufen im Unternehmen. - 2014.

In der ersten Ausgabe des "WEBverständlich" 2014 des eBusiness-Lotsen Potsdam hat das PROKETTA-Team einen Beitrag zur Sicherung von Fachwissen in Organisationen veröffentlicht. Um Fachwissen zu sichern, sind keine komplexen technischen Systeme erforderlich. Im ersten Schritt ist es wichtig, sich mit den Arbeitsabläufen zu befassen, d.h. welcher Mitarbeiter ist für welche Aufgaben zuständig, welche Arbeitsschritte führt er aus und auf welche Daten und Informationen greift er zu?

In einem zweiten Schritt ist dieses Wissen für alle Mitarbeiter bereitzustellen. Für diese Bereitstellung hat das IfG.CC eine elektronische Lösung entwickelt: den Geschäftsprozessmanager (GPM). Mit dem GPM können Mitarbeiter grafische Modelle ihrer Arbeitsabläufe mit Detailinformationen z.B. zu Prüfschritten oder erforderlichen Dokumenten aufrufen und dieses Wissen auch in neuen Aufgabengebieten anwenden.

In den kommenden Monaten führt das IfG.CC Workshops zum Thema „Wissenssicherung“ und „Geschäftsprozessmanagement“ durch. Dort erhalten Sie einen Einblick und Tipps, wie Sie schnell und ohne großen Aufwand Fachwissen zu Arbeitsabläufen erheben, dokumentieren und für die organisationsweite Nutzung aufbereiten können.

V.1 Leipzig, Deutschland, 02.06.2015: Keynote zum 16. Kongress neueVerwaltung

Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, wurde eingeladen, zur Eröffnung des 16. Kongresses „neueVerwaltung“ des dbb am 2. Juni die Keynote zum Thema „Aus- und Fortbildung im Bereich eGovernment“ zu halten. Ausgehend von den Megatrends in Bezug auf IT und Arbeit, Verwischung von Arbeit und Freizeit sowie zunehmende Tendenz zur Industrialisierung, ging Prof. Schuppan zunächst auf den Kompetenzbegriff ein und stellte die Anforderungen vor, die sich aus vernetztem E-Government ergeben. Dann stellte er wesentliche Ergebnisse aus der Studie für den IT-Planungsrat zu Aus- und Fortbildung im Bereich E-Government dar, die das IfG.CC im letzten Jahr erarbeitet hatte. Für die Zukunft ist damit zu rechnen, dass das Wissen zunehmend „in die Technik wandert“ und einfache Arbeiten wegfallen werden. Jedoch wird der Mensch weiterhin zur Verantwortungssicherung dienen. Zudem wird es zur zunehmenden Informationsüberflutung mit weiterer De-Hierarchisierung kommen. Diese Entwicklungen und Tendenzen können bzw. sollen jedoch nicht durch (neue) Kompetenzen kompensiert werden. Daraus ergeben sich auch neue Anforderungen an die zukünftige Personalentwicklung: So sollte sich das Lernen insgesamt verändern, das zunehmend in Projekten und im den Arbeitsprozessen erfolgen sollte und mit neuen Lernformen. Ebenso verändern sich die Anforderungen an die Führung: es ist davon auszugehen, dass Führen auf Abstand und in Netzwerken zunehmend wichtiger werden.

V.2 Berlin, Deutschland, 09./10. Juni 2015: Vorstellung der Kernergebnisse des NKR-Gutachtens „Vollzugsorientierte Gesetzgebung: Wie können EU, Bund, Länder und Kommunen die Folgekosten rechtlicher Vorgaben besser ermitteln?“ in den AWV-Arbeitskreisen 1.2 und 1.3

In den Arbeitskreisen der Arbeitsgemeinschaft für wirtschaftliche Verwaltung e.V. (AWV) 1.2 ‚Bürokratiekosten’ und 1.3 ‚Bürokratieentlastung der öffentlichen Verwaltung’ haben Heidrun Müller und Stefanie Köhl, wissenschaftliche Mitarbeiterinnen des IfG.CC, auf Einladung die Ergebnisse des NKR-Gutachtens zur vollzugsorientierten Gesetzgebung auf Bundesebene und Ebene der EU vorgestellt. Ziel des Gutachtens war es herauszufinden, wie das Vollzugswissen sowohl innerhalb Deutschlands als auch zwischen EU und Deutschland bzw. den EU-Mitgliedstaaten ermittelt wird und in die Abschätzung des Vollzugsaufwands bzw. der Folgekosten einfließt.

Vergleicht man die Rahmenbedingungen für die Ermittlung regulatorischer Folgekosten auf EU- und Bundesebene, so wird deutlich, dass beide vor ähnlichen strukturellen Herausforderungen stehen. In beiden Fällen fehlt ein funktionierender und systematischer Informationsfluss zwischen den rechtsetzenden und den vollziehenden Ebenen. Daher erscheint eine Kombination aus rechtlichen Vorgaben, motivierenden Anreizen, klaren Zuständigkeiten, verständlichen und effizienten Verfahren sowie kompetenzstärkenden Maßnahmen und methodenunterstützenden Werkzeugen geeignet, um Motivation und Befähigung der Akteure im Hinblick auf den Informationsaustausch zu verbessern. Entscheidender Ansatzpunkt sind die innerhalb der Bundesrepublik ablaufenden Prozesse zur Erhebung des Vollzugsaufwands. Je besser hier der Austausch zwischen Bundes-, Landes- und Kommunalebene organisiert ist, desto einfacher lassen sich auch die Informationsanforderungen auf EU-Ebene erfüllen.

Die Erkenntnisse und Handlungsempfehlungen wurden von den Teilnehmern der Arbeitskreise zustimmend aufgenommen. Die anschließende Diskussion führte im Kern zu der Erkenntnis, dass für die mangelnde Zulieferung und Abfrage von Informationen zu Erfüllungsaufwand und Folgekosten unterschiedliche Rationalitäten der Akteure ursächlich sind. Deutlich wurde, dass es neben oben genannten Aktivitäten und Handlungsbereichen vor allem eines Kulturwandels bedarf, der jedoch schwer herbeizuführen ist. Zudem zeigte sich in der Diskussion, dass es nicht notwendig erscheint, die Ermittlung von Folgekosten aufwändig über die föderalen Ebenen zu spielen. Vielmehr wurde dafür plädiert, einen Direktzugriff des Bundes auf Informationen bei den (kommunalen) Vollzugsträgern zu etablieren, um die Verfahren effizienter und effektiver zu gestalten.

V.3 Amberg, Deutschland, 10.06.2015: Erfolgreicher Start der „eBusiness-Tage“

Am 10. Juni 2015 fand der erste Termin der Veranstaltungsreihe „eBusiness-Tage“ in Amberg statt. Das PROKETTA-Team ist Partner bei den „eBusiness-Tagen“, die in diesem Jahr in mehreren Städten durchgeführt werden. Gemeinsam mit den eBusiness-Lotsen Emsland, Mainfranken, Osnabrück, Ostbayern und Südwest werden unter dem Motto „Digitale Unternehmen – den anderen einen Schritt voraus“ Veranstaltungen organisiert, die klein- und mittelständischen Unternehmen aufzeigen, wie „Digitalisierung“ konkret aussehen kann. Angefangen bei der Analyse der eigenen Geschäftsprozesse, werden die Teilnehmer durch verschiedene Ansatzpunkte zur Vereinfachung und Unterstützung ihrer Prozesse, Möglichkeiten des Online-Marketings bis hin zur elektronischen Auftragsabwicklung und Rechnungsstellung geführt.

An der Veranstaltung haben Mitarbeiter von kleinen und mittelständischen Unternehmen aus Amberg und Umgebung teilgenommen, die sich mit den Themen Onlinemarketing, CRM- und ERP-Systeme sowie mobiles Arbeiten beschäftigen.

Das PROKETTA-Team legte die thematische Grundlagen für den eBusiness-Tag: An einem Beispiel wurde aufgezeigt, warum es für Unternehmen relevant ist, sich mit Geschäftsprozessen zu beschäftigen. Anschließend wurden verschiedene Möglichkeiten aufgezeigt, diese Geschäftsprozesse zu erheben und zu dokumentieren auf. Abschließend wurden beispielhaft Schwachstellen eines Musterprozesses und Ansatzpunkte zur Verbesserung aufgezeigt. So können neben organisatorischen Umgestaltungen oder Änderungen in den Arbeitsabläufen auch IT-Lösungen (CRM, ERP etc.) die Prozessoptimierung unterstützen. Diese IT-Lösungen haben im weiteren Verlauf der Veranstaltung die Referenten der eBusiness-Lotsen inhaltlich vertieft. Die dreistündige Veranstaltung endete mit einem regen Erfahrungsaustausch zwischen Referenten und Teilnehmern.

Ein weiterer eBusiness-Tag fand am 29. Juni 2015 in der Stadt Leer statt.

V.4 Potsdam, Deutschland, 10.06.2015: Besuch einer georgischen Delegation beim IfG.CC

Am 10. Juni hat eine Delegation der Data Exchange Agency, die zum georgischen Justizministerium gehört, das IfG.CC in Potsdam besucht. Die Gäste interessierten sich vor allem für den Aufbau und die praktische Arbeit des Instituts. Hintergrund ist, dass die georgische Regierung derzeit überlegt, selbst ein E-Government-Kompetenzzentrum aufzubauen, das die Modernisierung der Verwaltung unterstützen und vorantreiben soll. Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, informierte die Gäste daher, wie das IfG.CC als E-Government-Kompetenzzentrum aufgebaut ist, welche Leistungen angeboten werden und wie sich die Zusammenarbeit mit den Behörden gestaltet. Ebenso interessierten sich die Gäste für Fragen der Finanzierung und für das Management eines solchen Kompetenzzentrums. Ein weiterer wichtiger Punkt war die Frage, wie der Wissenstransfer von einem solchen Kompetenzzentrum in die Verwaltungen ganz praktisch ablaufen kann, welche Formen von Trainings und Seminaren beispielsweise besonders geeignet sind.



V.5 Die IfG-Projektmanagement-Roadshow – Wir kommen zu Ihnen ins Haus

Schon seit Oktober 2014 richtet das Prozessmanagement-Team des IfG.CC in mehreren deutschen Städten eine Roadshow zum Thema „Sicherung von Fachwissen in Organisationen“ aus. Mit der bundesweiten Roadshow sollen auf der Grundlage der bisherigen Projektergebnisse Unternehmen und öffentliche Verwaltungen einen Einblick in Möglichkeiten und Methoden der Wissenssicherung erhalten. Das wird zunehmend wichtiger, da sowohl durch Stellenwechsel als auch verstärkt durch die demografische Entwicklung Mitarbeiter die Organisationen verlassen und so notwendiges Wissen verloren geht. Sowohl Unternehmen als auch Behörden benötigen daher Lösungen und Konzepte, um die drohenden Wissensverluste aufzufangen.

Die Roadshow-Veranstaltungen sind als Workshops angelegt. An Praxisbeispielen erarbeitet das Prozessmanagement-Team des IfG.CC gemeinsam mit den Teilnehmern verschiedene Möglichkeiten zur Wissenssicherung. Partner der Roadshow sind Kommunen, verschiedene Industrie- und Handelskammern sowie eBusiness-Lotsen aus dem eKompetenz-Netzwerk der BMWi-Initiative „Mittelstand Digital“.

W.1 Geschäftsprozessmanagement leicht gemacht - Einladung zu einem Workshop in Potsdam und Hannover

Der demographische Wandel stellt die öffentliche Verwaltung vor enorme Herausforderungen:

Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.

Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.

Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

2. Schwerpunktthema des Monats/Key Issue of the Month:
"E-Government in Indien / E-Government in India"

In den letzten Jahren hat sich Indien zu einem fortgeschrittenen Land im Bereich E-Government entwickelt, obwohl die indische Gesellschaft als eher traditionell und konservativ gilt. Viel Aufmerksamkeit und große Anstrengungen gelten seit 2006 dem größten Biometrieprojekt der Welt. Ziel des Projektes „Aadhar“ ist es, alle 1,2 Milliarden Einwohner Indiens mit einer 12-stelligen persönlichen Identifikationsnummer (ID-Nummer) auszustatten. Parallel zur ID-Nummer werden von allen Personen Fingerabdrücke, der Iris-Scan sowie ein Passfoto gespeichert. Die Ausgabe der ID-Karten erfolgt aufgrund der Masse in einem stufigen Verfahren. Im Bundesstaat Tamil Nadu wurde jetzt mit der Ausgabe begonnen.

Im Fokus der Aktivitäten der indischen Regierung steht, auch vor dem Hintergrund der Entwicklungen von Smart Cities, die Verbesserung der Bürgerservices. Dabei werden verschiedene Zugangskanäle berücksichtigt. Im indischen Bundesstaat Telangana soll eine Plattform entwickelt werden, über die Dienstleistungen für Bürger und Unternehmen als mobile Lösungen angeboten werden können. Andere Bundesstaaten sind in dieser Hinsicht noch nicht so weit fortgeschritten. In Puducherry arbeiten die Behörden daran, die Phase der Antragstellung dadurch zu verbessern, dass Formulare online verfügbar sind und dann auch elektronisch eingereicht werden können. Die elektronische Antragstellung bedeutet aber nicht gleichzeitig, dass die Antragsbearbeitung durchgängig elektronisch und medienbruchfrei erfolgt. In den meisten Projekten liegen – nicht nur in Indien – bei der Gestaltung der Arbeitsabläufe an der Schnittstelle zwischen Front und Back Office bzw. bei der Integration mehrerer Behörden oder Abteilungen einer Behörde in die Geschäftsprozesse des Back Office die Schwierigkeiten. Im Bundesstaat Punjab haben die Bürger jetzt die Möglichkeit, Services im neu geschaffenen Suvidha Centre, einem One-Stop-Shop, in Anspruch zu nehmen. Bearbeitungszeiten für Bürgeranliegen konnten erheblich reduziert werden, weil auf Akten elektronisch zugegriffen werden kann und Dokumente nicht mehr in Papierform und händisch zwischen den verschiedenen Departments ausgetauscht werden.

The Telangana Government is in the process of developing tools to make governance accessible through mobile platforms.

“We are trying to provide mobile interface to our Mee Seva (e-governance initiative). We will bring all our services on to the mobile platform. We will release mobile apps in the next four years,” Telangana IT Minister K Taraka Rama Rao has said.

The government today launched an online portal for job seekers in the micro, small and medium enterprises (MSME) sector.
The portal - www.eex.dcmsme.gov.in - will also help the industry to find skilled manpower.

Big data is the big buzzword these days. Big data refers to a collection of data sets or information too large and complex to be processed by standard tools. Plastic Aadhaar cards will be issued at the e-governance service centres functioning at taluk offices in the district.
Voters who want to get the plastic card can visit these centres from 9.45 a.m. to 5.45 p.m. during working days.

Collector S. Palanisamy inaugurated the issue of plastic Aadhaar cards to voters at the Taluk Office.

He said the public should bring the acknowledgement issued at biometric registration centres. Based on the serial number in the acknowledgement, the plastic card would be issued on payment of Rs.40.

Physical submission of forms will be dispensed with Hereafter people don’t have to go through the method of physical submission of forms for services rendered by various government departments. e-forms. Whether it is for renewing qualifications in employment exchanges or for obtaining driver’s licence or caste/community/residence certificate, one has to submit forms through online mode. Even for the issue of new Ration Card, the online submission of form is mandatory. An order of the Directorate of Information Technology said the physical submission of the mentioned forms (145 services) shall be dispensed with and the same will be received only through online, using e-Forms, with effect from June 15, 2015.

4.4 Great Britain: The politics of Digital Skills: "Educating and training the workers of the world" as opposed to merely "British jobs for British workers"

The election of a Government with a working majority, however modest, reduces the pressure for narrow nationalism when it comes to skills policy but we should take good note of the difference between promises and reality and the pressure from voters to bridge the gap. A recurrent theme during the election was the need to address the pressures on housing, schools, the NHS and wages from "uncontrolled immigration". This was close coupled to pressures to better educate and train British workers rather than import supposedly skilled staff from overseas, whether from Eastern Europe or Asia. The Prime Minister began his post election speeches and letter of thanks to supporters with the promise of 3 million new apprenticeships by 2020. In the Queen's Speech the Government adopted the Labour pledge to make it an offence for businesses and recruitment agencies to hire from abroad without advertising in the UK and announced plans for higher visa charges for supposedly skilled workers.

Walgreens, local programs expand

Walgreens will allow millions of people across the country to see their doctors remotely with online visits — a virtual type of health care that hospitals have already started to adopt.

5.3 Bangladesh: Govt to make public service delivery easier

The government has developed a model to simplify the existing process to deliver public services to the citizens aimed at saving their time, money and labour.

Access to Information (a2i) Programme has developed the model titled Service Process Simplification (SPS)' following the internationally recognized Business Process Reengineering (BPR) model to change the conventional system to deliver public services to citizens.

Making the disclosure at the concluding day session of a five-day training programme on 'Managing Technology for eGovernment' in the city on Thursday, a2i Project Director Kabir Bin Anwar said, "Initially, we're going to simplify the process to grant pension for the primary school teachers who have to frequently visit the department concerned and spend money to get pension."

In an attempt to increase trust with the public, Kentucky's Louisville Metro Police Department (LMPD) recently opened three data sets: hate crimes, citations and assault on officer incidents. The release of a few data sets won't change the world overnight, but the news represents one wave in a multicolored sea of police culture set to evolve in the coming years.

Expectations for usage of 'one-stop-shop' portals have not been met, says Glenn Archer Government portals have been used for decades to provide information to citizens, as well as simplify and consolidate online services, but there’s no denying that there has been mixed success over the years.

Good portals, however, drive service improvement and value, and represent an ideal transition platform to digital government. We have seen an obvious change in the application of portals in recent years.

5.6 Kuwait: Housing welfare, registration office e-link launched

An e-link was launched on Thursday connecting the Public Authority for Housing Welfare and Real Estate Registration Office.

The go-ahead was given by Minister of Justice and Awqaf and Islamic Affairs Yaqoub Al-Sanea, and Minister of State for Housing Affairs Yasser Abul.

Using electronic media in state ministries and offices will no doubt contribute effectively toward the eventual goal of the e-government, Minister Al-Sanea told reporters.

5.7 Georgia works hand-in-hand with global players to develop open governance

"We are constantly improving the governance culture in Georgia as open governance is an essential part of our Government” – with these words Georgia’s Prime Minister Irakli Garibashvili opened the first ever European Region Government Point of Contact (POC) conference Georgia’s capital Tbilisi today.

Judicial, legislative and executive branches of the Georgian Government gathered to host government representatives from dozens of countries who came to capital Tbilisi to participate in the international conference about open governance.
